Safety Assessment of Aircraft Crash Accident Into Spent Nuclear Fuel Dry Storage Facility - A Review With Focus on Structural Evaluation (사용후핵연료 건식저장시설의 항공기 충돌 구조안전성평가 연구 현황)

  • Since the 1970s, aircraft crash accidents have been considered as one of the severest external events that should be evaluated for license application of nuclear reactors. After the 9.11 terrorist attacks, many countries have performed safety assessment against intentional or targeted aircraft crashes into nuclear related facilities. In some countries, assessment against targeted aircraft crash was enforced by regulation and considered an important task for license approval. Safety assessment against aircraft crash is a technically difficult task and many countries manage R&D programs to improve its reliability. In this paper, regulations of many countries regarding safety assessment against aircraft crash are summarized, separating regulations for accident aircraft crash and those for targeted aircraft crash. Research performed in various countries on safety assessment of nuclear facility against aircraft crash are summarized, with a focus on spent nuclear fuel dry storage facilities.

A Case of Cement Hardening Agent Intoxication with Acute Kidney Injury (시멘트 경화제 중독으로 인한 급성 신손상 1례)

  • Chronic silica nephropathy has been associated with tubulointerstitial disease, immune-mediated multisystem disease, chronic kidney disease, and end-stage renal disease. On the other hand, acute intentional exposure is extremely rare. The authors' experienced a 44-year-old man who took rapid cement hardener (sodium silicate) in a suicide attempt whilst in a drunken state. He visited the emergency department approximately 1 hour after ingestion. Information on the material was obtained after 3 L gastric lavage. The patient complained of a sore throat, epigastric pain, and swollen to blood tinged vomitus. Proton pump inhibitors, hemostats, steroid, and fluids were administered. Nine hours after ingestion, he was administered 200 mL hematochezia. Immediately after, a gas-troenterologist performed an endoscopic procedure that revealed diffuse hyperemic mucosa with a color change and variable sized ulceration in the esophagus, whole stomach, and duodenal $2^{nd}$ portion. Approximately 35 hours later, persistent oligouria and progressive worsening of the renal function parameters (BUN/Cr from 12.2/1.2 to 67.5/6.6 mg/dL) occurred requiring hemodialysis. The patient underwent 8 sessions of hemodialysis for 1 month and the BUN/Cr level increased to 143.2/11.2 mg/dL and decreased to 7.6/1.5 mg/dL. He was discharged safely from the hospital. Follow up endoscopy revealed a severe esophageal stricture and he underwent endoscopic bougie dilatation. Acute cement hardener (sodium silicate) intoxication can cause renal failure and strong caustic mucosal injury. Therefore, it is important to consider early hemodialysis and treatment to prevent gastrointestinal injury and remote esophageal stricture.

The Effect of Intervention on Improving Cognitive Function of Patients with Dementia in Korea : A Systematic Review of Randomized Controlled Trials (국내 치매환자의 인지기능 향상을 위한 중재의 효과: 무작위 대조군 실험연구의 체계적 문헌고찰)

  • The purpose of this study was to systematically review about randomized controlled trials the characteristics and effect of cognitive function intervention for patient with dementia. We searched studies published from January 2010 to June 2021 in 5 databases. A total 1,104 studies were found and included 27 studies in final analysis. Methodological quality was assessment with the Cochrane's RoB(risk of bias) tool. Mini-Mental State Examination(MMSE) was the most used as the assessment tool for identifying the cognitive function. Cognitive function intervention were exercise, art, cognitive stimulation, reminiscence, music, multimodal cognitive rehabilitation, virtual reality, horticultural, computerized cognitive training, intentional snoezelen, beauty, cooking, korean traditional familiarity program. Most of the intervention except exercise 2, virtual reality 1, beauty 1 were effective in improving cognitive function. This study provided a clinical evidence for planning and implementing intervention for cognitive function intervention. In the future, various intervention studies suitable for the characteristics of dementia should be conducted by improving the quality of research methods.

Retelling Silence, Rewriting Experience: Production and Reproduction of Anne Askew's Examinations

  • The essay examines two different editions of Anne Askew's Examinations published in the sixteenth century: John Bale's the First Examination and the Latter Examination and John Foxe's Acts and Monuments, and argues that retelling and rewriting one's experience is the process of storytelling that necessitates the repetition and communication of the experience. The essay looks at the parts the sixteenth-century editors particularly rewrote or retold the original version, and discusses how Askew's story was retold, repeated, and communicated through various storytellers who delivered not only the original text but also the original experience toward larger audience. While attempting to interpret, analyze, and expand on the story she did not tell, or the story she could not tell, Bale and Foxe developed her personal and anecdotal story into a communal narrative to share. Bale wrote a weak woman's martyrology by adding his interpretation and analysis, showing the way for the readers to follow in understanding her enigmatic silence and gestures. On the other hand, Foxe made the story a more dramatic and more seamlessly flowing narrative of the heroic sacrifice of a martyr. Foxe filled the room left by Askew's silence with directly quoted conversations and the graphic that could help explain what was between the lines. Apart from the rewritings of the reformists, the essay focuses on the fact that the editing, rearranging, and reinterpreting process already started with Askew's own writing. Although Askew declares herself an objective recorder of the series of events, her writing is carefully constructed with complex ideological fractures and rhetorical tactics, and her experience is tailored to fit a particular purpose. Along with Bale's and Foxe's rewritings, Askew's story of a reading woman should be also read as an intentional and interpretative storytelling on her own experience.

  • SQLite is a small sized database engine largely used in embedded devices and local application software. The availability of portable devices, such as smartphones, has been extended over the recent years and has contributed to growing adaptation of SQLite. This implies a high likelihood of digital evidences acquired during forensic investigations to include SQLite database files. Where intentional deletion of sensitive data can be made by a suspect, forensic investigators need to recover deleted records in SQLite at the best possible. This study analyzes data management rules used by SQLite and the structure of deleted data in the system, and in turn suggests a recovery Tool of deleted data. Further, the study examines major SQLite suited software as it validates feasible possibility of deleted data recovery.

  • A biometric hardware security module is a physical device that comes in the form of smartcard or some other USB type security token is composed with biometric sensor and microcontroller unit (MCU). These modules are designed to process key generation and electronic signature generation inside of the device (so that the security token can safely save and store confidential information, like the electronic signature generation key and the biometric sensing information). However, the existing model is not consistent that can be caused by the disclosure of an ID and password, which is used by the existing personal authentication technique based on the security token, and provide a high level of security and personal authentication techniques that can prevent any intentional misuse of a digital certificate. So, this paper presents a model that can provide high level of security by utilizing the biometric security token and Public Key Infrastructure efficiently, presenting a model for privacy preserving personal authentication that links the biometric security token and the digital certificate.

Acute Nicotine Poisoning due to Electronic Cigarette Liquid: Systematic Review of Case Reports (액상형 전자담배 용액에 의한 급성 니코틴 중독: 증례보고의 체계적 고찰)

  • Purpose: Acute nicotine poisoning by liquid nicotine in electronic cigarettes is becoming an increasing problem worldwide. The current systematic review aimed to determine the harm of acute nicotine poisoning by reviewing published case reports. Methods: An online literature search with PubMed, Embase, Cochrane Library, and KoreaMed database was performed to identify relevant studies addressing acute nicotine poisoning with electronic cigarettes. Two investigators searched the case reports written in English or Korean. Results: Twenty-six cases were included in this study. The routes of intoxication included ingestion in 18 cases, intravenous injection in three cases, subcutaneous injection in two cases, and ocular exposure in two cases. Ten cases had a cardiac arrest, and seven of them died. Seven out of 12 cases with intentional poisoning had a cardiac arrest. Nine children under 18 years were reported, and three of them had a cardiac arrest. Sixteen cases without a cardiac arrest recovered well, except for one case with sudden sensorineural hearing loss. Conclusion: The authors reviewed the risks of electronic cigarette liquid in terms of acute poisoning through a systematic review. The nicotine solution of an e-cigarette can be life-threatening in cases of acute poisoning. Therefore, active emergency treatment with early recognition is necessary. In addition, various management methods and regulations for preventing acute nicotine poisoning, such as restriction of distribution and nicotine concentration, should be considered.

Analyzing Factors Affecting Foreign National Students' Life Satisfaction Utilizing Neo-racism as a Theoretical Framework (신인종주의적 관점으로 분석한 유학생 생활만족도에 영향을 미치는 요인)

  • This study attempts to investigate what systematic support is needed for foreign national students studying in South Korea by analyzing the relationship between foreign national students' life satisfaction and experiences of discrimination. The study utilized neo-racism as a theoretical framework and assumed that foreign national students' experiences of discrimination may lower life satisfaction while disrupting related policies to be effective. Cluster sampling was used to collect surveys, and a total number of 322 cases were analyzed. The study result reveals that experiences of discrimination resulting from students' nationality and Korean language pronunciation led to low life satisfaction in general. Based on the findings, the authors suggest ways to promote awareness around (un)intentional discriminatory actions both at institutional and political levels.

Suicide Related Indicators and Trends in Korea in 2019 (2019년 자살 관련 지표들과 추이)

  • This study aimed to update suicide-related indicators including suicidal ideation, suicide attempts, and the number of suicidal deaths. Based on up-to-date information, we observed the trends of suicide-related indicators. In this study, five data sources were used to observe the trends of suicide-related indicators: Statistics Korea (1983-2019), Korean National Health and Nutrition Examination (KNHANES, '07-13, '15-19), Korean Community Health Survey (KCHS, '08-09, '13, '17), Korean Wealth Panel Study (KOWEPS, '12-19), and Korea Health Panel Survey (KHP, '10-13, '16-17). The suicide rate, which peaked in 2011, declined until 2017 and then started to rise again from 2018, recording a suicide rate of 26.9 per 100,000 people in 2019. The rate of suicidal ideation estimated based on the recently available data was 4.62% (KNHANES, '19), 3.51% (KHP, '16), 2.87% (KHP, '17), and 1.70% (KOWEPS, '19). That of suicide attempt as recent year was 0.43% (KNHANES, '19), 0.07% (KOWEPS, '19). Annual percentage change of death by intentional self-harm was -2.11% (Statistics Korea), and that of suicidal ideation was -14.7% (KNHANES), -2.5% (KCHS), -10.6% (KOWEPS), and -11.3% (KHP). Annual percentage change of suicide attempt was -5.0% (KNHANES), -4.4% (KCHS), and -11.3% (KOWEPS). The lower the income level, the higher the probability of experiencing suicide ideation and suicide attempts. Considering the recent increase in suicide rate in contrast to the continuing decline in suicidal ideation and suicide attempts, continuous data observation and appropriate policies regarding suicide prevention are needed.

Development of an Objective Judgement Procedure for Determining Involvement of Violation-Type Unsafe Acts caused Industrial Accidents (사고 유발 불안전행동의 위반 여부에 대한 객관적 판단절차 개발)

  • When an accident occurs, the associated human activity is typically regarded as a "human error," or a temporal deviation. On the other hand, if the accident results in a serious loss or if it evokes a social issue, the person determined to be responsible may be punished with a "violation" of related laws or regulations. However, as Heinrich stated, it is neither appropriate nor reasonable in terms of probability theory and cognitive science to distinguish whether it is a "human error" or a "violation" with a criterion of resultant accident severity. Nonetheless, some in society get on the social climate to strengthen regulations on workers who have caused accidents, especially violations. This response can present a social issue due to the lack of systematic judgment procedure which distinguishes violations from human errors. The purpose of this study was to develop an objective and systematic procedure to assess whether workers' activities which induced industrial accidents should be categorized as violations rather than human errors. Various analysis techniques for the determination of violation procedure were investigated and compared using an analysis approach method. An appropriate technique was not found, however, for judging the culpability of intentional violations. As an alternative, this study developed the process of creating violations, based on cognitive procedure, as well as the criteria to determine and categorize an activity as a violation. In addition, the developed procedure was applied to cases of industrial accidents and nuclear power plant issues to test its practical applicability. The study demonstrated that the proposed model could be used to determine the existence of a violation even in the case of multiple workers who work simultaneously.
