  • The 21/sup st/ century is a society based on knowledge, so in economic activities, it has emphasized the importance of information such as intellectual property or intangible asserts. Especially, according to the agreement on trade related as parts of intellectual property rights in WTO, it is used as the method of commercial entente and monopoly for intellectual property in an advanced nation. For this reason, WIPO and UNESCO discussed a complement for intellectual property on the foundation of traditional knowledge such as traditional knowledge (TK), genetic resources (GR) and traditional cultural expressions (TCE, folklore). Korea has a lot of knowledge falling under TK, GR, and TCE because of the long history of the country. In the case of traditional medical care, it has been used in the public health system. It is hard to apply these rights to traditional medical care of Korea because the laws of intellectual property have been established under the ideas of western culture. It is necessary to improve the classification system of traditional knowledge and patents. In the patent classified system of IPC, it needs to be related to the research between the classified system for massive technology and the classified system for traditional clinic technology.

  • Knowledge-based economy is the economy or economic structure based on production, accumulation and utilization of knowledge. With the emergence of knowledge-based economy, the importance to the corporate competitiveness of IP and IP-related activities has increased. This paper discuss the issues related to the mode of IP-related activities, including the comparison of SMEs and large firms. Especially, I focus on the role and impact of IP-related activities on innovation and growth of firm in machinery industry. The result of this study can help to set up strategy for supporting firm's technology innovation.

  • Recently, controversy over intellectual property rights for protecting genetic resources and traditional knowledge has been emerging. Very active debates and global discussions are being carried out in various international organizations for possible approaches to be taken for these properties, and for the fair and equal sharing of the benefits from these intellectual properties. There is a need to evaluate adopting a sui generis system which is being pushed by developing nations, or adopting a policy which will guaranteee benefit sharing such as sharing royalties from marketing final products, technical transfers, capacity building, and participating in research activities. Also, it is very important to examine the legal issues concerning genetic resources based on Convention on Biological Diversity for the fair and equal sharing of the benefits with developing nations, at the same time assuring developed nations of access to genetic resources.

A study on invention.intellectual property education content reflection status and needs analysis in secondary vocational education (중등단계 직업교육에서의 발명.지식재산 교육내용 반영 실태 및 요구 분석 연구)

  • This study took existing invention intellectual property related textbooks being utilized in secondary vocational education, analyzed the formation status of 'key learning elements' reflection ratio and drew optimum key learning elements formation ratio by invention intellectual property education content required in secondary vocational education in the future. For this, the study task was set up as 'what kind and how much of invention intellectual property key learning elements are in the invention intellectual property textbook education content now and what is the desirable ratio of each key learning elements in the future'. To resolve this task, 3 specialists analyzed the invention intellectual property education content reflection status and optimum reflection ratio by invention intellectual property education content required in the future is suggested by Delphi survey. The results of this study are as following. First, the result of analysis on invention intellectual property key learning elements included in the invention patent recognition books being utilized in secondary vocational education was that the books included all key learning elements; however, some textbooks have the trend of concentrating in D area (problem-solving activities). Second, the result of analysis on the reflection ratio by invention intellectual property education content area in the invention patent recognition books being utilized in secondary vocational education was that there was the trend in most textbooks that they concentrate in intellectual property creation area; while some textbooks deal with intellectual property protection area and intellectual property utilization area. Regarding by achievement type, knowledge area was main in all textbooks. Meanwhile, function area is dealt in invention patent basic, invention and problem-solving and design textbooks. Attitude area is not dealt or is dealt insufficiently in most textbooks. Third, the optimum reflection ratio of invention intellectual property education key learning elements required in secondary vocational education in the future as obtained by specialists' delphi survey was that it is necessary to decrease D (problem-solving activities) 17.7% area, E(invention fusion knowledge) 2.9% area, K(patent application) 6.9% and L(patent information investigation) area 9.6%. Regarding the optimum reflection ratio of invention intellectual property education content, it is suggested that the invention literacy area 3.1%, intellectual property creation area 4.5% and intellectual property protection area 10.6% would be decreased; while intellectual property utilization area 17.7% would be increased. Regarding optimum reflection ratio of achievement type, it is suggested that knowledge area 52% would be decreased; while function area 32.3% and attitude area 19.6% would be increased.

Disputes over the Intellectual Property Rights of Telecommunications Standardization

  • Both telecommunications standardization activities and an intellectual property rights (IPRs) system are regarded as effective mechanisms for improving social benefits. Because of inherent conflicts that exist between the two, however, serious problems are generated in the international arena where the competition for technology development and markets is becoming increasingly fierce. In this paper, ways of harmonizing the relationship between the two are explored and explained. For this purpose, telecommunications standardization and IPRs protection mechanisms are described, and their positive and negative effects as well as their inter-relationship are also analyzed. In addition, IPR case studies related to international standardization are explained and analyzed. The Current status and problems of IPRs policy of major international standardization organizations are analyzed as well. Finally, based on the results of the analyses, viable policy recommendations and research strategies for more comprehensive study of the above problems are proposed.

The Study on the Characteristics of Technology Innovation Activities of High Growth Firms (고성장기업의 기술혁신활동 특성에 대한 연구)

  • This paper explores the characteristics of innovation activities in high growth firms that contribute to national and regional economic growth and job creation. The analysis is based on the 2016 KIS data to analyze the difference in innovation activities between high growth firms and general firms. The main results are as follows: First, high growth firms have a higher proportion of R&D personnel than general firms. Second, high growth firms are actively introducing product innovation, process innovation, and organizational innovation as compared to general firms. In the innovation activities related to product innovation and process innovation, there is no statistically significant difference between high growth companies and general companies except for external R&D. Third, High growth firms are more likely to cooperate with other technology partners than general firms. But, there is no statistically significant difference between high growth firms and general firms in the external knowledge search and the diversity of cooperating partners. Fourth, in terms of protecting innovation, high growth firms are more likely to use all kinds of innovation protection method, such as 'utilizing intellectual property rights', 'maintaining confidentiality', 'adopting complex design methods', 'market preemption ahead of competitors', and the most important means is the intellectual property rights. Fifth, government innovation policies that high growth firms chose as important are 'innovation subsidies and loans', 'acquirement, utilization and protection of intellectual property rights' and 'human resource support'.

  • As most of firms related with P2P services change their free services into fee-charging services, the problems of intellectual property rights are solved to satisfactory extent. Accordingly, P2P systems become more popular with the general public. In this respect, it is thought to be very important to research on the critical factors affecting usage of P2P systems. Although it is strongly expected that the characteristics of users activities in virtual communities affect the intention to re-use P2P systems, relatively few attention have been paid to this question. Therefore, this paper is to present empirical evidence to explain how the characteristics of users activities in virtual communities affect re-use intention of P2P services. The theoretical contribution of this study is that the characteristics of users activities in virtual communities is theoretically derived from the comprehensive literature review and the logical reasoning, and that the research model of the relationship between the users activities' characteristics in virtual community and the re-use intention of P2P services is proposed and empirically validated, which is expected to expand explaining power of the TAM(Technological Acceptance Model). Also, the practical implication is to provide the guideline to support the successful strategic planning for development and.operation of P2P services through the virtual communities.

A Study on the Characteristics of Companies Using Technologies of the 4th Industrial Revolution in Response to Global Competition (글로벌 경쟁에 대응한 4차 산업혁명 기술 활용의 기업 특성 연구)

  • The purpose of this study is to analyze the factors affecting innovation activities related to the introduction of the 4th Industrial Revolution technology for Korean firms faced to the severe global trade and competition environments. This paper conducted an empirical analysis using the 'The Survey of Business Activities' distributed by the Statistics Korea in 2019. According to the results of the analysis, it was found that the firm size, labor cost, R&D, and intellectual property rights had a significant influence on the firms' adoption of the 4th industrial revolution technology. It was also found that the dummy variables such as strategic alliance between companies, review of entry into a new business, transfer of main business operations, and holding of subsidiaries had statistically significant effects on innovation activities. In addition, this paper showed that the firm characteristics had impacts on innovation activities of firms by the 4th industrial revolution technology type. In order for Korean firms to adapt to the challenges by the 4th Industrial Revolution, it is important to provide policy support and an environment in line with the characteristics of the firms.

  • This study intends to analyze the impact of technology commercialization activities in the area of basic research on the technology utilization performances and the corporate business performances. The technology commercialization activities are divided into the experiences of promoting technology commercialization, the department dedicated to technology commercialization, and the technology commercialization consulting. Additionally, this study has used the tracked information of the companies that adopted the basic research-related technologies. Therefore, we conducted the analysis on the mediating effects under the assumption that it can be extended to the business performance of companies in addition to technology utilization performance. To do this, we developed the empirical model through previous studies and developed various research models by subdividing the types of technology commercialization. As the result, it was analyzed that all the variables of activities involved in the technology commercialization utilizing basic research results had positive effects on the technology utilization performance and business performances, and there were also mediating effects on the technology-related performance.

An Empirical Study on the Obstacle Factor of Standardization and Overcoming the Obstacles of Enterprises Using the Structural Equation Model (구조방정식 모형을 활용한 표준화 장애요인과 기업의 장애극복방안에 관한 실증연구)

  • In order to ensure the interoperability of products and technologies, companies apply standard technology in R&D but encounter various obstacles in this process, which they try to overcome through active standardization activities. Various studies have investigated the obstacles and coping strategies of companies in the R&D process. However, studies on the obstacles and coping strategies in the standardization process are insufficient, and the types of obstacles related to standardization, so a variety of studies are also needed on the types of activities. In this study, we tried to determine the types of obstacles related to standardization and to examine how these obstacles affect the standardization activities of companies. The analysis used the data from the 'National Standards Survey' which was conducted by the Korean Standards Association in Korea for companies engaged in the electrical, electronic, and information-related fields in Korea. The relationship between standard-related difficulties, needs and standardization activities was verified through structural equation modeling. The analysis results revealed that the standards-related disability issues have some influence on the standardization activities and the mediating effect by the necessity of the standard was investigated. We also found that many companies are making various efforts to overcome the barriers caused by standard activities. This suggests that a company can build a virtuous cycle structure by performing strategic actions to overcome obstacles by standardization activity and reducing the obstacles caused by standard-related research and development.
