Recently, cyber attacks against public communications networks are getting more complicated and varied. Moreover, in some cases, one country could make systematic attacks at a national level against another country to steal its confidential information and intellectual property. Therefore, the issue of cyber attacks is now regarded as a new major threat to national security. The conventional way of operating individual information security systems such as IDS and IPS may not be sufficient to cope with those attacks committed by highly-motivated attackers with significant resources. As a result, the monitoring and control of cyber security, which enables attack detection, analysis and response on a real-time basis has become of paramount importance. This paper discusses how to improve efficiency and effectiveness of national cyber security monitoring and control services. It first reviews major threats to the public communications network and how the responses to these threats are made and then it proposes a new approach to improve the national cyber security monitoring and control services.

AI technology is being successfully introduced in many fields, and models deployed as a service are deployed with black box environment that does not expose the model's information to protect intellectual property rights and data. In a black box environment, attackers try to steal data or parameters used during training by using model output. This paper proposes a method of inferring the type of model to directly find out the composition of layer of the target model, based on the fact that there is no attack to infer the information about the type of model from the deep learning model. With ResNet, VGGNet, AlexNet, and simple convolutional neural network models trained with MNIST datasets, we show that the types of models can be inferred using the output values in the gray box and black box environments of the each model. In addition, we inferred the type of model with approximately 83% accuracy in the black box environment if we train the big and small relationship feature that proposed in this paper together, the results show that the model type can be infrerred even in situations where only partial information is given to attackers, not raw probability vectors.

To derive brain-based evolutionary educational principles, this study examined the studies on the structural and functional characteristics of human brain, the biological evolution occurring between- and within-organism, and the evolutionary attributes embedded in science itself and individual scientist's scientific activities. On the basis of the core characteristics of human brain and the framework of universal Darwinism or universal selectionism consisted of generation-test-retention (g-t-r) processes, a Model of Brain-based Evolutionary Scientific Teaching for Learning (BEST-L) was developed. The model consists of three components, three steps, and assessment part. The three components are the affective (A), behavioral (B), and cognitive (C) components. Each component consists of three steps of Diversifying $\rightarrow$ Emulating (Executing, Estimating, Evaluating) $\rightarrow$ Furthering (ABC-DEF). The model is 'brain-based' in the aspect of consecutive incorporation of the affective component which is based on limbic system of human brain associated with emotions, the behavioral component which is associated with the occipital lobes performing visual processing, temporal lobes performing functions of language generation and understanding, and parietal lobes, which receive and process sensory information and execute motor activities of the body, and the cognitive component which is based on the prefrontal lobes involved in thinking, planning, judging, and problem solving. On the other hand, the model is 'evolutionary' in the aspect of proceeding according to the processes of the diversifying step to generate variants in each component, the emulating step to test and select useful or valuable things among the variants, and the furthering step to extend or apply the selected things. For three components of ABC, to reflect the importance of emotional factors as a starting point in scientific activity as well as the dominant role of limbic system relative to cortex of brain, the model emphasizes the DARWIN (Driving Affective Realm for Whole Intellectual Network) approach.

The purpose of this study is to find factors to affect on the formation of semantic relation from terminology and what is to be affected by these factors to build the database scheme of terminology dictionary by a structural definition. In this research, 826,905 keywords of 88,874 social science articles and 985,580 keywords of 125,046 humanities science articles in the KCI journals from 2007 to 2011 were collected. From collected data, subject complexity, structural hole, term frequency, occurrence pattern and an effect between the number of nodes and the number of patterns which were derived from the semantic relation of linked terms of established 'STNet' System were analyzed. The summarized results from analyzed data and network patterns are as follows. Betweenness Centrality, term frequency, and effective size affect the numbers of semantic relation node. Among these factors, betweenness centrality was the most effective and effective size. But term frequency was the least effective. Betweenness Centrality, term frequency, and effective size affect the numbers of semantic relation type. Term frequency is the most effective. Therefore, when building a terminology dictionary, factors of betweenness centrality, term frequency, effective size, and complexity of subject are needed to select term. As a result, these factors can be expected to improve the quality of terminology dictionary.

The study examines the research trends of doctoral dissertations in Library Science and Information Science published in the U.S. for the last 5 years. Data collected from PQDT Global includes 1,016 doctoral dissertations containing "Library Science" or "Information Science" as subject headings, and keywords extracted from those dissertations were used for a network analysis, which helps identifying the intellectual structure of the dissertations. Also, the analysis using 103 subject heading keywords resulted in various centrality measures, including triangle betweenness centrality and nearest neighbor centrality, as well as 26 clusters of associated subject headings. The most frequently studied subjects include computer-related subjects, education-related subjects, and communication-related subjects, and a cluster with information science as the most central subject contains most of the computer-related keywords, while a cluster with library science as the most central subject contains many of the education-related keywords. Other related subjects include various user groups for user studies, and subjects related to information systems such as management, economics, geography, and biomedical engineering.

At this point, the universities preparing the 21st century, require a great reform in various ways, especially a renovation of the function of the university library that can provide intellectual and information ability in information society is raised as an imminent task. Information technology, particularly the advanced technology in networking, have already constructed networks for university libraries using the information super-highway and it has enabled formation seekers to get the retrieved results transferred to their personal computers in a second. On the other hand, university libraries playing the most important role as an information center are still not corresponding effectively with the information age since it is tied down to the previous system, policy and tradition. The duty of university library is to distribute the accumulated, processed and stored academic information promptly and accurately to professors, researchers and students who are in need, and thereby to enhance their research capability, However, the present university libraries do not seem to be functioning smoothly due to the lack of an effective administrating system, budget, facilities, and human resources, Accordingly, our university libraries are in urgent need to be of a new and futuristic form appropriate for the 21st century. They must be able to cope with the growth of users' expectation in the future. This study examined several university libraries in the America, the structures of which have been reorganized, and also looked into the network(NACSIS) for the college and research libraries in Japan. In particular, the study focused on the following aspects : 1) changing role of university library, 2) new criteria for evaluating university libraries, 3) urgent need of a network for college and research libraries, 4) administrative support for the university libraries, and 5) case studies of the university libraries in the foreign countries. Finally, this study suggests a model for our university library in the 21st century.
Recently, many companies improving their management performance by building a powerful brand value which is recognized for trademark rights. However, as growing up the size of online commerce market, the infringement of trademark rights is increasing. According to various studies and reports, cases of foreign and domestic companies infringing on their trademark rights are increased. As the manpower and the cost required for the protection of trademark are enormous, small and medium enterprises(SMEs) could not conduct preliminary investigations to protect their trademark rights. Besides, due to the trademark image search service does not exist, many domestic companies have a problem that investigating huge amounts of trademarks manually when conducting preliminary investigations to protect their rights of trademark. Therefore, we develop an intelligent similar trademark search model to reduce the manpower and cost for preliminary investigation. To measure the performance of the model which is developed in this study, test data selected by intellectual property experts was used, and the performance of ResNet V1 101 was the highest. The significance of this study is as follows. The experimental results empirically demonstrate that the image classification algorithm shows high performance not only object recognition but also image retrieval. Since the model that developed in this study was learned through actual trademark image data, it is expected that it can be applied in the real industrial environment.

The article considers the fundamentalization of education in improving the future specialists professional training with usage of multimedia technologies by various scientists. Various points of view and approaches to defining the concepts of fundamentalization of education and multimedia technologies are identified. The concept of fundamentalization of professional training of a future specialist is based on the goals and functions of fundamentalization and - on the ways and means of achieving it, etc. Most authors agree only in their views that the fundamentalization of education is aimed at improving the quality of education and the education of the individual. Others involve the formation of a culture and worldview, increasing the creative and intellectual potential, forming the professional competence of a specialist and the potential for further education, and so on. The term multimedia refers to interactive systems that provide processing of moving and still video images, animated graphics, high-quality audio and speech. It is found out that professional training of a specialist by means of multimedia technologies includes not only the activities of the teacher and student, which form the learning process, but also the independent activity of the subject, self-development, assimilation of experience by the subject through analysis, comprehension and transformation of the field of activity in which he is included. It is revealed through the implementation of which approaches to the fundamentalization of higher professional education, it becomes possible to fully present theoretical training courses and effectively pass practical training by students, which contributes to improving the quality of training of future specialists in higher education institutions. Theoretical analysis of scientific views indicates a fairly serious attention of scientists to the problem of professional readiness of specialists and the possibility of higher educational institutions in preparing for it. At the same time, professional readiness is considered from different positions: as an active state of a person, which manifests itself in activity; as a result of activity; as goals of activity; as a quality that characterizes the attitude to solving professional problems and social situations; as a prerequisite for purposeful activity; as a form of activity of the subject; as an integral formation of personality; as a component of socio-professional culture; as a complex professionally significant neoplasm of the individual.

Modernization of the educational sector requires globalization, democratization, and the transition to an information technology society. The main goal of education at the present stage is to solve the problem of ensuring the priority of the development of education and science. In modern conditions, the quality of training of qualified specialists is becoming particularly relevant. The great role of teacher education is emphasized by its main goal, which is to train specialists who can ensure the versatile and innovative development of a person as a person and the highest value of society, its mental, physical and aesthetic abilities, high moral qualities, and, consequently, the enrichment on this basis of the intellectual, creative and cultural potential of the people. Among the strategic tasks of modernizing higher education is to ensure informatization of the educational process and access to International Information Systems. The essence of the concept of multimedia is clarified. In the context of media education, multimedia lists a number of functions: informational, interpretive, cultural, entertainment, and educational. The need to meet the needs outlined in the article in the conditions of informatization of the educational process requires the teacher to have knowledge and skills in the field of multimedia pedagogical technologies, knowledge of advanced methods and means of modern science. It is considered what relevant concepts of media education have been developed and are being developed in Ukraine and form an important basis for the modernization of education, which will contribute to the construction of an information society in the country and the formation of civil society. Distance learning is considered - the most democratic form of education that allows broad segments of society to get an education. Distance learning methods are used in higher education institutions, in school education, in the system of advanced training of teachers, in the system of training managerial personnel.

As co-authorship has been prevalent within science communities, counting the credit of co-authors appropriately is an important consideration, particularly in the context of identifying the knowledge structure of fields with author-based analysis. The purpose of this study is to compare the characteristics of co-author credit counting methods by utilizing correlations, multidimensional scaling, and pathfinder networks. To achieve this purpose, this study analyzed a dataset of 2,014 journal articles and 3,892 cited authors from the Journal of the Architectural Institute of Korea: Planning & Design from 2003 to 2008 in the field of Architecture in Korea. In this study, six different methods of crediting co-authors are selected for comparative analyses. These methods are first-author counting (m1), straight full counting (m2), and fractional counting (m3), proportional counting with a total score of 1 (m4), proportional counting with a total score between 1 and 2 (m5), and first-author-weighted fractional counting (m6). As shown in the data analysis, m1 and m2 are found as extreme opposites, since m1 counts only first authors and m2 assigns all co-authors equally with a credit score of 1. With correlation and multidimensional scaling analyses, among five counting methods (from m2 to m6), a group of counting methods including m3, m4, and m5 are found to be relatively similar. When the knowledge structure is visualized with pathfinder network, the knowledge structure networks from different counting methods are differently presented due to the connections of individual links. In addition, the internal validity shows that first-author-weighted fractional counting (m6) might be considered a better method to author clustering. Findings demonstrate that different co-author counting methods influence the network results of knowledge structure and a better counting method is revealed for author clustering.
