Establishment of Integrated Information System for Ballast Water Management (선박평형수 관리를 위한 통합정보시스템 구축)

  • Collection and management of various information related to the ballast water are the essential components for the efficient implementation of the IMO Ballast Water Management Convention. Based upon the ballast water risk assessment and information system developed by other states, regions or even at global level, an integrated information system has been established to be applied to our domestic ports. The integrated information system is composed of four DataBases (DB) which are the Shipping DB, Ballast water DB, Port Environment DB and Species DB. The Shipping DB has been established based on the data collected from the Port Management Information System (Port-MIS). For the Ballast water DB, Ballast water has only been estimated by the loading/unloading of the cargoes as the convention has not come into effect yet. The Port Environment DB and Species DB are being established based on the reference documents and existing and newly collected monitoring data. From these DB, the integrated information system will be able to provide a base for the information search, statistic analysis and risk assessment of ballast water. Once the convention comes into effect, this integrated information system will be applied to manage the domestic ballast water discharge and also the port management.

A Case Study for the Utilization of Food Safety Health Indicators in Korea: Computation of Composite Indices to Verify Important Indicators and Understand Correlations with Socioeconomic Status (우리나라 식품안전보건지표를 활용한 사례연구: 다양한 통합지수 산출을 통한 주요 지표 확인 및 사회경제적 지위와의 상관성 파악)

  • Food-Health indicators have been developed and utilized internationally in the 'Food' domain of environment and health indicators. In Korea, however, Food Safety Health Indicators which are in the introductory stage had been developed separately from Environmental Health Indicators. The aim of the current study is to suggest feasible applications of the domestic Food Safety Health Indicators as a case study. We introduced 3 possible applications which are as follows: 1) production of two types of Integrated Food Safety Health Index; 2) conduction of correlation analysis between the Integrated Food Safety Health Index and Food Safety Health Indicators; 3) conduction of regression analysis to evaluate the relationship between the Integrated Food Safety Health Index and socioeconomic status. As a result, we provided the calculated Integrated Food Safety Health Index I and Integrated Food Safety Health Index II, which represents the regional food safety level in relative and absolute terms, respectively. Integrated Food Safety Health Index I was significantly correlated with the outbreaks of food-borne diseases (caused by Campylobacter jejuni, Bacillus cereus, Salmonella spp. and unknown cause) and incidence of E.coli infections. Integrated Food Safety Health Index II significantly decreased as the proportion of foreigners and women increased, and increased as the population density increased. Utilization of such Integrated Food Safety Health Indicators may be helpful in understanding the overall domestic food safety level and identifying the indicators which must be considered with priorities to enhance the food safety levels regionally and domestically. Furthermore, analyzing the association between Integrated Food Safety Health Index and factors other than food safety could be useful in conducting risk management and identifying susceptible populations. Food Safety Health Indicators can be useful in other applications, and may serve as a supporting material in establishing or modifying policy plans to enhance food safety. Therefore, keen interests by researchers accompanied by further studies on food safety health indicators are needed.

A Study on Wearable Healthcare Device Adoption : An Integrated Approach of UTAUT2 and MIR (웨어러블 헬스케어 기기의 수용에 관한 연구: 확장된 통합기술수용모형과 혁신저항모형의 통합적 접근)

  • Purpose The purpose of this study is to explain users' wearable healthcare device adoption using performance expectancy, effort expectancy, the hedonic motivation and price value of UTAUT2, and to identify the causal relationship between intention to use wearable healthcare device and innovation resistance formed by perceived risks. Design/methodology/approach The research model proposed in this study is based on UTAUT2(Extended Unified Theory of Acceptance and Use of Technology) and MIR(Model of Innovation Resistance). In specific, performance expectancy, effort expectancy, hedonic motivation and price value of UTAUT2 and innovation resistance formed by perceived risks of MIR are adopted in our research model. To validate the research model, we carry out the analysis of the survey data using Smart PLS 3.0 to test the hypotheses. Findings According to the empirical analysis results, this study confirms that the performance expectancy, effort expectancy, hedonic motivation, and price value have significant effects on the intention to use wearable healthcare devices. It also finds that perceived risk affects innovation resistance and in turn, innovation resistance affects the intention to use wearable healthcare devices.

Association between cardiovascular disease and limited oral function (심혈관계 질환과 구강기능제한의 관련성)

  • Objectives: The purpose of this study was to examine the relationship between limited oral function and cardiovascular disease in adults over 40 years of age. Methods: Data from the Seventh Korean National Health and Nutrition Examination Survey (2016-2018) was used. In this study, 8,766 adults over the age of 40 years were included as study subjects. They completed a health survey which included current prevalence of hypertension, stroke, myocardial infarction, and angina pectoris, as well as information about blood tests, physical measurements, and oral examinations. Statistical analyses were carried out using complex sample cross-tabulation analysis, general linear model, and logistic regression analysis. Results: The study showed that limited oral function was experienced by patients with stroke (61.3%), myocardial infarction (49.1%), cardiovascular disease (38.5%), hypertension (38.1%), and angina (36.4%) (p<0.05). In patients with stroke, the risk of limited oral function was 2.393 times higher than in patients without stroke. Patients with hypertension were 1.233 times more at risk of speaking difficulty than those without hypertension. Conclusions: Limited oral function is associated with cardiovascular disease. To improve oral health, it is necessary to provide integrated, health-based oral care.

  • This paper presents the configuration and characteristic analysis of the protection system to improve the safety of the building integrated photovoltaic(BIPV) system. BIPV is a solar power system installed in buildings. Since the BIPV system is installed in buildings, there is a high risk of electric shock and fire accidents. Therefore, in order to improve the safety of BIPV, a protective system is required to block or quickly detect risk factors. In this paper, as a protection system to improve the safety of the BIPV system, it is composed of a rapid shutdown (RSD) that can quickly separate the PV system to prevent fire and electric shock accidents and a system to detect Arc faults that cause PV system fires. RSD and Arc Fault Detector analyzed the operating characteristics according to each condition and confirmed that the safety of the BIPV system can be improved through this.

Implementation System and Strategic Implications for Disaster Risk Reduction by the United Nations (유엔의 재난위험 감소 추진체계 및 전략의 시사점)

  • This paper examines in depth the UN's disaster risk reduction system and framework that affect a country's disaster safety strategy and focuse on identifying the global trends in disaster risk reduction that have emerged in the Hyogo and the Sendai Framework, a disaster risk reduction strategy proposed by the UN since 2000. For this aim it attempts a theoretical review based on collecting a variety of domestic and international literatures, draws meaningful implications and suggests alternatives to a national disaster risk reduction policy. According to the analysis, the UN disaster risk reduction mechanism is UNISDR, the Secretariat is UNDRR, and the SRSG represents it, and the Sendai Framework, developed from the Hyogo Code of Conduct, a global strategy which has been for disaster safety for the past decade, will lead global disaster safety for the next decade. The policy implications drawn from the analysis of both strategies are the emphasis on consistent international coordination, strengthening resilience and an integrated and comprehensive approach. In conclusion, this paper proposes the need for a disaster risk reduction strategy to establish a resilience reinforcement system to proactively identify and cope with risk factors and to minimize impacts, to promote the coordination of international coordination and cooperation at the government level.

Estimating the compound risk integrated hydrological / hydraulic / geotechnical uncertainty of levee systems (수문·수리학적 / 지반공학적 불확실성을 고려한 제방의 복합위험도 산정)

  • A probabilistic risk analysis of levee system estimates the overall level of flood risk associated with the levee system, according to a series of possible flood scenarios. It requires the uncertainty analysis of all the risk components, including hydrological, hydraulic and geotechnical parts computed by employing MCMC (Markov Chain Monte Carlo), MCS (Monte Carlo Simulation) and FOSM (First-Order Second Moment), presents a joint probability combined each probability. The methodology was applied to a 12.5 km reach from upstream to downstream of the Gangjeong-Goryeong weir, including 6 levee reaches, in Nakdong river. Overtopping risks were estimated by computing flood stage corresponding to 100/200 year high quantile (97.5%) design flood causing levee overflow. Geotechnical risks were evaluated by considering seepage, slope stability, and rapid drawdown along the levee reach without overflow. A probability-based compound risk will contribute to rising effect of safety and economic aspects for levee design, then expect to use the index for riverside structure design in the future.

  • This study examined the fire risk of the region in Goyang City using the spatial information data of buildings. The economic damage by industry was assessed according to the probability of fire risk. The study area was confined to Goyang-si, Gyeonggi-do, and the same fire risk reduction rate was applied to each region for the convenience of analysis. The possibility of fire was derived based on the buildings' density and usage in the area by National GIS building-integrated information standard data. The calculation of economic damage by industry in Goyang City due to the fire risk was calculated by combining the Goyang-si industry-related model produced by matching with 30 industrial categories in Input-Output Statistics of Korea Bank and 20 industrial categories in the Goyang-si business survey and the possibility of fire. The basic scenario of production impossibility during six months and business loss due to fire was established and analyzed based on the supply model. The analysis showed that Ilsan-dong-gu, Ilsan-seo-gu, and Deokyang-gu suffered the most economic damage. The "electricity, gas, steam, and water business" showed the greatest loss by industry.

A software tool for integrated risk assessment of spent fuel transportation and storage

  • When temporary spent fuel storage pools at nuclear power plants reach their capacity limit, the spent fuel must be moved to an alternative storage facility. However, radioactive materials must be handled and stored carefully to avoid severe consequences to the environment. In this study, the risks of three potential accident scenarios (i.e., maritime transportation, an aircraft crashing into an interim storage facility, and on-site transportation) associated with the spent fuel transportation process were analyzed using a probabilistic approach. For each scenario, the probabilities and the consequences were calculated separately to assess the risks: the probabilities were calculated using existing data and statistical models, and the consequences were calculated using computation models. Risk assessment software was developed to conveniently integrate the three scenarios. The risks were analyzed using the developed software according to the shipment route, building characteristics, and spent fuel handling environment. As a result of the risk analysis with varying accident conditions, transportation and storage strategies with relatively low risk were developed for regulators and licensees. The focus of this study was the risk assessment methodology; however, the applied model and input data have some uncertainties. Further research to reduce these uncertainties will improve the accuracy of this model.

Health Risk Assessment and Analysis on the Volatile Organic Compounds in Some Workplace (모작업장에서 휘발성 유기오염물질의 분석과 근로자들의 건강위해성 평가)

  • This study was conducted to assess the health risk on the volatile organic compounds such as toluene, xylene, and styrene in painting workplace. It was monitored through personal air sampling during working time in selected 5 workplaces and analysed using gas chromatography. For the settlement of exposure situation, there were regarded working conditions such as working hours, yearly working days, and working years. Also, Monte-Carlo simulation was used for the induction of hazard index using toxicity value from IRIS(Integrated risk information system) database. The results of risk assessment were summarized as follows. 1. The air concentration of toluene was $7.096{\pm}15,644ppm,\;2.586{\pm}4.275ppm\;for\;xylene,\;1.914{\pm}5.320ppm$ for styrene in blast painting workplaces. The level of toluene was different significantly compared with the level of xylene and styrene. 2. Computated chronic daily intake values of 95th percentile on toluene, xylene and styrene treated by Monte-Carlo simulation were 9.616, 3.567, 2.782 mg/kg/day, respectively. 3. Computated hazard index values of 75th percentile on toluene, xylene and styrene treated by Monte-Carlo simulation were 3.5, 1.0 and 1.6, respectively. Adverse health effects on the toluene, xylene and styrene would be expected by working exposure in selected 5 workplaces since the hazard indices of three compounds were exceeded 1 in the surroundings of 75th percentile though having the low emerged frequency.
