The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.

This study developed an integrated approach to climate change and urbanization impact assessment by linking models of SDSM (statistical downscaling model), HSPF (hydrological simulation program?Fortran) and ICM (impervious cover model). A case study of the Anyangcheon watershed illustrated how the proposed framework can be used to analyze the impacts of climate change and urbanization in terms of flood control, water security and water quality. The evaluation criteria were the variations of flow and pollutant concentration duration curves. In this study, nine scenarios including three climate (present condition, A1B and A2) and three urbanization scenarios were analyzed using HSPF model. As a result, climate change is a large influence on the flowrate and the urbanization affects the pollutant concentration. Therefore, the impacts of both climate change and urbanization must be included into the watershed management and water resources planning for sustainable development.

The operation of subway trains induces secondary structure-borne vibrations in the nearby underground spaces. The vibration, along with the associated noise, can cause annoyance and adverse physical, physiological, and psychological effects on humans in dense urban environments. Traditional tethered instruments restrict the rapid measurement and assessment on such vibration effect. This paper presents a novel approach for Wireless Smart Sensor (WSS)-based autonomous evaluation system for the subway train-induced vibrations. The system was implemented on a MEMSIC's Imote2 platform, using a SHM-H high-sensitivity accelerometer board stacked on top. A new embedded application VibrationLevelCalculation, which determines the International Organization for Standardization defined weighted acceleration level, was added into the Illinois Structural Health Monitoring Project Service Toolsuite. The system was verified in a large underground space, where a nearby subway station is a good source of ground excitation caused by the running subway trains. Using an on-board processor, each sensor calculated the distribution of vibration levels within the testing zone, and sent the distribution of vibration level by radio to display it on the central server. Also, the raw time-histories and frequency spectrum were retrieved from the WSS leaf nodes. Subsequently, spectral vibration levels in the one-third octave band, characterizing the vibrating influence of different frequency components on human bodies, was also calculated from each sensor node. Experimental validation demonstrates that the proposed system is efficient for autonomously evaluating the subway train-induced ambient vibration of underground spaces, and the system holds the potential of greatly reducing the laboring of dynamic field testing.
As our society and industry develop, disputes are becoming ever more complicated and diversified to the point that it is alleged that dispute resolution by court proceedings has certain limits and setbacks. Therefore, it is commonly suggested that mediation by a qualified mediator should come as an alternative method, and there have been many attempts to establish and provide mediation service in the courts and government authorities. To comply with a party's autonomy, which is the essential basis of mediation, and to promote the use of mediation, it is highly recommended that private mediation, rather than court-driven or administrative mediation, shall take the initiative. In the meantime, despite a number of academic research and attempts to increase the awareness and use of mediation nationwide, we have not yet seen meaningful developments due to the longstanding misunderstanding and discredit of mediation. In contrast, Italy has begun to revitalize mediation by enacting 'Legislative Decree No. 28/2020' following the 'Directive 2008/52EC' of the European Parliament and encouraging the so-called via-mediation policy. It is acknowledged to have significantly contributed to the development of private mediation in Italy and the increased use of mediation as a dispute resolution method. It shall be particularly noted that Italy's mediation proceedings have certain traits, including preliminary mediation meetings, mandatory involvement of legal counsel, and tax benefits for the settled cases by mediation. Italy's efforts would provide people with meaningful lessons and perspectives. As society strives to promote private mediation to distribute and utilize the judicial resources' inefficient ways, institutions need to develop practical measures to increase the number of civil and commercial disputes in the mediation proceedings. To that end, legislative efforts to enact relevant laws necessary to provide incentives to disputing parties and establish integrated education and certification programs to train qualified mediators need to start soon.

Investments into existing cultural facilities are determined based on administrative district-based indices like population and area. Such macro judgment indices, however, fail to consider accessibility of cultural facilities from neighboring administrative districts and thus create problems including wasted budgets and duplicated investments. More recently, the government has made it a goal to increase the level of citizen awareness of these facilities, but achieving this requires the integration of neighboring administrative districts such that characteristics including transportation network and buildings are reflected in a comprehensive manner. This research therefore looks into Urban Network Analysis (UNA) as a means to investigate accessibility of cultural facilities. Use of UNA will make it possible to analyze the transportation network as well as building distribution, explained by building density, settled population, and other important building factors, in tandem, leading to the concentration of cultural facilities and the surrounding economic district being more properly reflected, and thus allowing for greater explanatory power in determining the level of accessibility. To test this, four target research districts were chosen from within the Gyeonggi Province and analyzed in terms of the accessibility of their everyday cultural facilities. Of the four districts of Gunpo, Anyang, Uiwang, and Gwacheon, accessibility of the first two districts, was found to be high, while accessibility was found to be relatively low for the latter two districts. This finding indicates that cultural facilities investments should be concentrated in the districts of Gunpo and Anyang.
Currently, the demand for farmland is steadily decreasing due to changes in the agricultural environment and dietary life. In line with this, the government adopted an integrated water management with the enactment of the Framework Act on Water Management on June 2019. Therefore, it is required to take a closer look at agricultural water demand that accounts for 61% of water use for efficient water resources management. In this study, the overal process was evaluated for estimating agricultural water demand. More specifically, agricultural water demand for paddy field, which comprises 67% to 87% of agricultural water demand, was reviewed in detail. The biggest issue in estimating the paddy field water demand is the selection of the method for potential evapotranspiration. FAO recommends Penman-Monteith, but, currently, our criteria suggest a modified Penman equation that shows over estimation. Also, the crop coefficient, which is the main factor in evaluating evapotranspiration, has an issue that does not consider the current climate and crop varieties because it was developed 23 years ago. Comparing the Modified Penman and Penman-Monteith equations using the data from Jeonju National Weather Service, the modified Penman equation showed a big difference compared to the Penman-Monteith equation. When the crop coefficient was applied, the difference between late May and late August increased, where the amount of evapotranspiration was high. The estimation process was applied to four study reservoirs in Gimje. Comparing the estimated water demand with the supplied water record from reservoirs, the results showed that the estimation accuracy depends on not just the potential evapotranspiration, but also the standard water storing level in paddy fields.
Recently, there have been various researches on the cost reduction and savings during the construction activities with the development of automation and computerized information system. Considering the cost savings during the construction, the development of the geological and geotechnical information system with high practical use becomes very important since the geologic and geotechnical data are required for the design of the various structures. Currently, the geological and geotechnical data are collected and distributed as a geological/geotechnical map or engineering geology map and map with other specific purpose through geoinfo system at Korea Institute of Geoscience and Mineral Resources, Korea Mineral Resources GIS at Korea Mineral Resources Corporation, Geotechnical Information Portal System at Korea Institute of Construction Technology, Geotechnical Information System at the City of Seoul and the Ocean Data Integration Material System at Korea Hydrographic and Oceanographic Administration. Furthermore, the information on the groundwater is monitored and collected via Integrated Ground Water Information Service at Korea Water Resources Corporation and Rural Groundwater net at Korea Rural Community Corporation. Therefore, in this study, the contents of the geological and geotechnical data collected from the above mentioned government organization are compared and the DB and distribution system with higher utilization are suggested based on the comparisons with those from other countries such as United States of America, Japan and Germany.

This study developed a traffic accident information management system based on WebGIS that can process a lot of data for giving effectively diagnosis of traffic accidents in serious damage circumstances by traffic accident. Also, this study presents a way to compose and to convey traffic accident information. In addition, non-spatial attributes as well as spatial attributes about traffic accidents information be integrated and managed by the system. To provide Web service, we developed modules that can supply visually spatial information and traffic accidents data through ASP, Javascript, ArcIMS based on Web and constructed a server. And constructed system include a function that offer the now situation of traffic accident in real time, which supply the statistical data of traffic accident through Web as soon as user entry data in comparison with previous way that preparatory period until traffic accidents data is supplied to peoples had been long. Traffic accidents are analyzed with only nonspatial attribute by simply collecting in the past. However, system constructed by this study offer new function that can grasp visually accident spot circumstance and use detailed content and accurate location data as well as statistical data of traffic accidents. Also, it offer interface that can connect directly with accident charge policeman.

In recent years, the use of BIM in domestic construction has been increasing, but it is used mainly for internal and external visualization rather than for BIM design including drawings. For this reason, several studies have highlighted the lack of libraries and economic problems for BIM design. In other words, for the most economically small domestic design offices, activating the BIM design is a negative factor because it is difficult to invest the necessary manpower and cost to produce and use the required BIM library. The BIM design can be more applicable if the library can be supplied economically, easily, and quickly. In this study, BIM library business model and consideration factors that can provide BIM library service economically, easily, and quickly by considering the existing building material selection task and BIM library are presented. The proposed business model will increase the number of suppliers of BIM libraries, which are lacking in Korea, and will enable an effective BIM design at low cost and effort. If a service that reflects the business model proposed in this study is made, an integrated database that can consistently share information in the design, construction, and maintenance stages will be constructed. This can monitor the changes in material and equipment information during the life cycle of the building. The database can be used to monitor any changes in material and equipment information throughout the life cycle of a building, so that it can be used as historical data for effective design and maintenance as well as for material and equipment upgrades.

This study derived the analysis results of alternatives for integrated watershed management under urbanization and climate change scenarios. Climate change and urbanization scenarios were obtained by using SDSM (Statistical Downscaling Method) model and ICM (Impervious Cover Model), respectively. Alternatives for the Anyangcheon watershed are reuse of wastewater treatment plant effluent, and redevelopment of existing reservoir. Flow and BOD concentration duration curves were derived by using HSPF (Hydrological Simulation Program - Fortran) model. As a result, low flow ($Q_{99},\;Q_{95},\;Q_{90}$) and BOD concentration ($Q_{10},\;Q_5,\;Q_1$) were very sensitive to the alternatives comparing to high flow($C_{30},\;C_{10},\;C_1$). Although urbanization makes the hydrological cycle distorted, effective alternatives can reduce its damage. The numbers of days to satisfy the instreamflow requirements and target water quality were also sensitive to urbanization. This result showed that the climate change and urbanization should be considered in the water resources/watershed and environmental planning.
