기업복지 서비스 유형이 조직몰입에 끼치는 영향: 생활만족의 매개효과 (Employee Benefits and Organizational Commitment: The Mediating Effects of Life Satisfaction)

  • 기업이 제공하는 각 종 복리후생 서비스들이 근로자들의 조직몰입에 영향을 끼치는 과정에서 중요한 역할을 하는 생활만족의 매개효과를 살펴 본 연구이다. 노동패널 11차년도 자료를 이용하여 분석한 결과 휴가, 가족지원, 미래대비 서비스가 모두 생활만족에 유의미한 영향을 끼치는 것으로 나타났다. 그러나 실제 제공 수준이 낮은 의료관련 지원은 생활만족에도, 조직몰입에도 유의미한 영향을 끼치지 못했다. 반면 미래대비 서비스의 경우 조직몰입에 직접적인 영향은 유의미하지 않고, 생활만족을 통한 효과만이 유의미한 것으로 나타나, 생활만족이 완전매개 역할을 하고 있는 것이 확인되었다. 결국, 기업이 제공하는 다양한 복리후생 서비스들은 근로자들의 일상 생활에 영향을 끼치는 서비스들로 복리후생 서비스가 조직몰입에 영향을 끼치는 과정에서 생활만족을 고려하는 것이 필요함을 보여 주었다. 앞으로의 복리후생연구에서 생활만족과의 관계에 더 많은 관심을 기울일 필요가 있음을 제언하였다.

  • While traditional benefit plan offers the same benefits to employees regardless of their needs, cafeteria benefit plan or flexible benefit plan allows staff to choose from a variety of benefits to formulate a plan that best suits their needs. Cafeteria plan options may include health and accident insurance, cash benefits, tax advantages and/or retirement plan contributions. In this paper, we analyzed conditions and problems of domestic firms' current benefit plans and draw a resolution by introducing cafeteria plan by investigating related previous studies, Specially we focused on A airline which is typical service firm and is regarded as one that benefit plan can be very influential to employees compared to other firms.

우리나라 유류오염보상제도에 관한 고찰 (A Study on the Oil Pollution Compensation System in Korea)

  • As a result of accepting the '71 FUND Convention and enforcing the Oil Pollution Compensation Act 1992, we observed some benefits and costa. This paper analyses those benefits and costs and suggests se-veral key policy recommendations for the estasblishment of an effective oil pollution compensation regime in Korea. This paper identifies the said benefits and costs as follows : First, by establishing the oil pollu-tion compensation system as same as the international level, most of small and medium size of oil pollution damage which are caused by coastal tankers will be compensated by FUND. Second, most of oil pollution damage which are not covered by '69 CLC will be compensated by FUND. Third, some parts of FUND Contribution Fee and CRISTAL Contribution Fee to be charged by major oil companies will be doubled. However the limit of international oil pollution compensation system and the loophole outside the Oil Pol-lution Compensation Act 1992 suggest followings : 1) Radical risk management and insurance manage-ment of ocean going tanker owners, 2) Establishment of oil pollution claim settlement system, 3) Enforce-ment of crew and ship management for coastal tanker and 4) Establishment of Korean P & I Club.

영업사원-고객 간 관계의 질이 고객의 동반이탈에 미치는 영향: 관계혜택과 전환비용의 역할 (The Effects of Relationship Quality on Customer Defection Following Salesperson Turnover: The Role of Relational Benefits and Switching Costs)

  • 본 연구는 영업사원-고객간 관계에서 영업사원과 고객간의 관계특성이 영업사원 이직에 따른 고객의 동반이탈의도에 미치는 영향을 검증하고 있다. 본 연구는 동반이탈의 선행변수로 관계마케팅에서의 핵심 개념인 관계의 질, 즉 영업사원에 대한 고객만족, 고객신뢰, 고객충성도와 함께 사회교환이론에서의 관계혜택과 전환비용을 다루고 있다. 국내 생명보험회사를 대상으로 보험계약에서 영업사원을 통해 가입한 503명의 고객으로부터 서베이 방식으로 수집한 자료를 실증분석한 결과, 영업사원에 대한 고객만족과 고객신뢰가 영업사원에 대한 고객충성도에는 강한 영향을 미치는 것으로 확인되었으나 동반이탈에는 직접적인 영향을 미치지 않는 것으로 나타났다. 고객의 영업사원에 대한 충성도가 지각된 관계혜택에 미치는 영향은 모두 유의하였으며 또한 지각된 전환비용에 미치는 영향도 유의한 것으로 나타났다. 고객의 영업사원에 대한 충성도가 동반이탈의도에 미치는 직접효과는 유의하지 않았으나 지각된 관계혜택과 지각된 전환비용을 통한 간접효과는 유의하게 나타났다. 지각된 관계혜택의 세 가지 하위차원은 모두 동반이탈의도에 정(+)의 유의적인 영향을 미치는 것으로 나타났고, 지각된 전환비용은 동반이탈의도에 부(-)의 유의적 영향을 미치는 것으로 나타났다. 본 연구는 추가분석을 통하여 경쟁모델과 연구모델을 비교하여 기존 연구와의 차이를 밝히고 있으며, 분석 결과를 토대로 이론 및 경영상의 시사점을 제시하고 있다.

2012년 첩약 건강보험 급여화 시범사업 정책 결정에 관한 연구 (A Study on the policy decision-making for the pilot project of herbal decoctions coverage in the National Health Insurance in 2012)

  • Backgrounds : To reduce the patients' economic burden of herbal decoctions use, in 2012, Korean government decided to implement the pilot project of herbal decoctions coverage in the National Health Insurance. Objectives : This study aimed to analyze the policy decision-making process for the pilot insurance project in 2012. Methods : Official documents, research papers, statistical reports, and news articles, etc. on the coverage of herbal decoctions were searched and collected. We used the Kingdon's Policy Stream Model to analyze how the policy of pilot project of herbal decoctions coverage was decided, and who were the main activists for the decision-making process. Results : Components to be included in the 'Problem stream' were the decline in the profits of Korean Medicine institutions, the contraction of the herbal decoctions use, and the fiscal surplus of National Health Insurance. In the 'Policy stream', there were several model studies for herbal decoctions coverage, and examples of herbal benefits in other social insurances. In the 'Political stream', there were the legislative initiatives by member of the National Assembly and the promotion of insurance coverage by the Association of Korean Medicine(AKOM), etc. Policy window for herbal decoctions coverage was opened by the combination of these three streams with the efforts of policy activists, such as the executives of AKOM, and policy researchers. Conclusions : The policy decision process for health insurance coverage of herbal decoctions was analyzed using Kingdon's model, and the analysis shows that the combination of political streams and entrepreneurs' competencies can be an important driving force in policy decision making.

한국 기업 속성에 따른 기업연금보험 상품 및 제도유형 선호도 분석 (The Impact of Corporate's Attributes on Corporate Pension Insurance Products & Type Preference)

  • Purpose - The total amount of advanced Corporate Pension Insurance products exceed 148 trillion Korean Won at the end of 2016. For a firm with over 300 employees, when a bill on compulsion of introduction of Corporate Pension Insurance products, currently pending in court, is passed, Corporate Pension shall be an essential. The findings of the paper will provide a guideline for understanding on firm's attributes and its effects towards introduction of Corporate Pension Insurance products. Research design, data, and methodology - The data were collected using statistics of employer panel survey from Korea Labour Institute in 2013. The study analyses a sample survey on 1,775 outstanding enterprises and their HR department among whole corporations in Korea. For analysis of data, empirical testing by Logistic Regression was utilized. Results - As an outcome of empirical testing, variables on share of regular employees and the aged employees in over 50's generates a significant statistical meaning. It eventually gives a great impact on purchase of Corporate Pension scheme. Moreover, variables on corporate financial statement, current sales, current net income, total amount of the debts, labor cost per person also has a vital influence on introduction of Corporate Pension Insurance products. Lastly, variables on firm's labor relationship have no effect except for the execution or non-execution of HR consulting. Meanwhile, Variables affecting a choice on pension schemes types among firm's attributes are a share of regular employees, current net income, execution or non-execution of HR consulting etc. These variables represents a statistical implication. According to their each features, they prefer DB or DC plan. Conclusions - Introduction of corporate pension scheme is apposite to contemporary Korea's situation entering a hyper-aging society and firms with a high share of regular employees, the weight of aging, current sales, current net income and labor cost per person are exceedingly active in purchasing Corporate Pension Insurance products. However, after the introduction of corporate pension scheme, firms which has an implementation of consultation on human resource management, flexible benefits plan, job security and welfare system prefer DC plan whereas from financial perspective firms with high net income prefer DB plan.

신의료기술에 대한 진료비 지불: 외국사례와 시사점 (Implications of Price Setting Strategies for New Health Technologies from Five Countries)

  • This study aims to compare the experience of selected countries in operating separate payment system for new healthcare technology and to find implications for price setting in Korea. We analyzed the related reports, papers, laws, regulations, and related agencies' online materials from five selected countries including the United States, Japan, Taiwan, Germany, and France. Each country has its own additional payment system for new technologies: transitional pass-through payment and new technology ambulatory payment classification for outpatient care and new technology add-on payment for inpatient care (USA), an extra payment for materials with new functions or new treatment (C1, C2; Japan), an additional payment system for new special treatment materials (Taiwan), a short-term extra funding for new diagnosis and treatment (NUB; Germany), and list of additional payments for new medical devices (France). The technology should be proven safe and effective in order to get approval for an additional payment. The price is determined by considering the actual cost of providing the technology and the cost of existing similar technologies listed in the benefits package. The revision cycle of the additional payment is 1 to 4 years. The cost or usage is monitored during that period and then integrated into the existing fee schedule or removed from the list. We conclude that it is important to set the explicit criteria to select services eligible for additional payment, to collect and analyze data to assess eligibility and to set the payment, to monitor the usage or cost, and to make follow-up measures in price setting for new health technologies in Korea.

청도와 한국의 장기요양보험 제도 비교연구와 시사점 검토 (A Comparative Study of Korea and Qingdao's Long-term Care Insurance Policy and its Enlightenment)

  • 본 연구의 목적은 정책 비교를 통한 한국의 장기요양보험 제도가 중국 청도의 장기요양보험 시스템 구축에 미치는 영향과 시사점을 검토하는데 있다. 중국과 한국의 문화배경, 생활습관 및 인구구조 등 다양한 측면에서 매우 유사하여 한국 장기요양보험의 성공적인 경험은 중국 청도의 장기요양보험 제도를 구축하는 데 큰 도움이 될 것으로 판단된다. 이에 본 연구는 문헌연구를 통해 Gilbert & Terrell의 사회복지정책분석 프레임워크에서 청도와 한국의 장기요양보험 정책을 비교해 보았다. 정책비교를 통해 청도의 현재 시범 정책 문제점들로 입법 지원 부족, 재정 독립 그리고 심사 기준 등이 명확하지 않고 인적자원 부족을 논의하였다. 이에 다양한 차원에서의 정책비교를 통해 법제 지원, 평가기준 상세화, 혜택범주 확대화, 서비스네트워크 강화, 재원 최적화를 위해 청도의 장기요양보험 개선 제안들을 결론으로 제시해 보았다.

  • The impacts of guideline for digestives on physicians' prescription of GI medication Clinical practice guidelines provide benefits to physicians, patients, and researchers. It also helps doctors to make decisions in medical services. In many countries, practice guidelines lead to activities of quality improvement and are developed using evidence based methods. This research was to assess the impacts of Korean Medical Association's guideline for digestives on the change of physicians' behavior. This study was progressed as one-group pre-test post-test quasi-experimental design using health insurance claims data. The unit of analysis was institution. Data was analyzed using paired t-test for change of prescription rate before and after the distribution of practice guidelines. And the multiple regression analysis was performed to examine the independent impact of the guideline on the prescribing rate of GI medication. Prescription rates of GI medication per claim by medical institution increased significantly, 1.98%point (from 50.27% to 52.25%) and multivariate regression analysis showed significant increase in the prescription rate of GI medication after the distribution of guideline (p<0.001). In conclusion, the distribution of guideline for digestive might not have the effects on the change in provider's behavior. Furthermore, to activate the use of practice guideline, it would be necessary to educate the contents to physicians as well as to develop practice guideline.

소아 영역의 건강보험제도 개선안 (A suggestion of health insurance for children)

  • The Korean Health Insurance (KHI) has been introduced since 1977 and it took only 12 years that KHI had accomplished the total coverage of Korean population. The remarkable success of KHI can be compared with other OECD countries which had taken some 30 years to over 100 years to establish the total coverage of the population. Life expectancy at birth and the infant mortality rate in Korea in 2005 both surpassed the average figures of the OECD countries, The main reason for the success of KHI can be delineated with the three characteristics in KHI development; low premiums, low benefits, and low fee-schedule charges. However, these three characteristics of KHI, which had been the key for the rapid development of the system, have become terrible disadvantages for the stable development of KHI. The dissatisfaction and discontent of health care providers are ever increasing. The population is reluctant to pay more premiums though it seems essential for the better care coverage. The health care system has been heavily distorted toward high technology-oriented expensive care. There should be several factors seriously tackled for the secure development of KHI in the future. This paper will review a brief history of KHI development, and I would like to make a suggestion of health insurance for children.
