Distribution of Public Service and Individual Job Performance in Peruvian Municipality

  • Purpose: This research aims to find the link between public service Distribution and individual job performance in the provincial municipality. Research design, data, and methodology: This is a quantitative approach study with a non-experimental and correlational design. The sample consisted of 140 employees appointed and hired by the provincial municipality of Huaraz. For data collection, Two questionnaires with an ordinal Likert-type scale and the Rho Spearman correlation coefficient were used to assess the link between the research variables., For Analysis: two questionnaires with an ordinal Likert-type scale and the Rho Spearman correlation coefficient were used to determine the connection between the research variables. Results: It was determined that both variables have a high degree of correlation (0.725), indicating a direct and significant relationship between the Distribution of public service and skill performance in the provincial municipality (0.614). Conclusion: Finally, this allows us to conclude that the institutional context is essential; that is, there is a significant correlation between the PSM and contextual performance in the provincial municipality of Huaraz, which has a Rho Spearman value of 0.723.

  • In the construction machinery rental market, there are frequent cases of sublease through large-scale rental companies or rental through mediation organizations without legal grounds. In addition, institutional improvement of the construction machine safety management system has been required due to concerns over the internalization of legal inspections due to the lack of type approval data and construction machine history management during the construction machine inspection process. The government is responsible for securing safety of construction machinery and promoting mechanization of construction machinery by efficiently managing the construction machinery market by setting safety management such as type approval, registration, and inspection of construction machinery. In order to efficiently implement this, it is required to establish a platform for renting construction machinery and collecting safety management information. We presented a plan to build a public platform for construction machinery to secure the soundness of the construction machinery rental market and to improve safety management.

  • Background Sternoclavicular joint (SCJ) osteomyelitis is a rare pathology requiring urgent intervention. Several operative approaches have been described with conflicting reports. Here, we present a multi-institutional study utilizing multiple surgical pathways for SCJ reconstruction. Methods A multi-institutional retrospective cohort study was conducted to identify patients who underwent surgical repair for sternoclavicular osteomyelitis between 2008 and 2019. Patients were stratified according to reconstruction approach: single-stage reconstruction with advancement flap and delayed-reconstruction with flap following initial debridement. Demographics, operative approach, type of reconstruction, and postoperative outcomes were analyzed. Results Thirty-two patients were identified. Mean patient age was 56.2±13.8 years and 68.8% were male. The average body mass index (BMI) was 30.0±8.8 kg/㎡. The most common infection etiologies were intravenous drug use and bacteremia (both 25%). Fourteen patients (43.8%) underwent one-stage reconstruction and 18 (56.2%) underwent delayed two-staged reconstruction. Both single and delayed-stage groups had comparable rates of reinfection (7.1% vs. 11.1%, respectively), surgical site complications (21.4% vs. 27.8%), readmissions (7.1% vs. 16.6%), and reoperations (7.1% vs. 5.6%; all P>0.05). The single-stage reconstruction group had a significantly lower BMI (26.2±5.7 kg/㎡ vs. 32.9±9.1 kg/㎡; P<0.05) and trended towards shorter hospital length of stay (11.3 days vs. 17.9 days; P=0.01). Conclusions Both single and delayed-stage approaches are appropriate methods with comparable outcomes for reconstruction for SCJ osteomyelitis. When clinically indicated, a single-stage reconstruction approach may be preferable in order to avoid a second operation as associated with the delayed phase, and possibly shortening total hospital length of stay.

Institutional Dynamics of In-Work Poverty Determination: Distributive Process of Labor Markets, Households, and the Welfare State Using Korean Welfare Panel Study, 2008-15 (근로빈곤 결정의 제도 동학: 노동시장과 가구, 복지국가 분배 과정 분석)

  • This paper adopts a distributive performance process model of in-work poverty based on labor markets, households, and welfare states and analyzes the 4-11 waves of the Korean Welfare Panel Study during 2008-15. Previous studies on in-work poverty have focused on the definitions and concepts of in-work poverty by analyzing employment and unemployment persistence and repetition dynamics, but rarely paid attention to institutional distributive performance. In this regard, this study preforms a stepwise analysis of labor markets, households, and welfare states as a process of income generation in labor markets, satisfaction of welfare needs and income pooling at households, and deduction of social security contribution and income tax as well as receipt of public transfer income at welfare states. Results of empirical analysis show that in-work poverty had been on increase during 2008-11, followed by a decrease between 2012-15. At labor market stages, full time status had the most prominent impact on in-work poverty process, while status by employment and contract type have generated a huge variation as well. At household stages, household work intensity and number of earners contributed to reduction of in-work poverty, but the relations did not seen to be straightforward. However, welfare state played little role in lifting employees out of in-work poverty. In terms of institutional distributive process, in-work poverty was prevalent in either household-welfare state stage or labor market-household-welfare stage. Non-vulnerable group in terms of in-risk poverty was around 80% of the sample during the period of analysis, the size of which has remained constant.

A Study of the Factors Influencing the Staff Members' Recognition of the Level of Ethical Management in the Elderly Welfare Institutions (노인복지기관 종사자의 윤리경영수준 인식에 대한 영향 요인 연구)

  • The purpose of this study is to investigate the effects of staffs' general characteristics and institutional characteristics on the staff members' recognition of the level of ethical management in the elderly welfare institutions and to provide basic materials for raising standard of ethical management in the elderly welfare institutions. For this purpose, we conducted a questionnaire survey using structured self-filling-type questionnaires for 245 staffs of elderly welfare institutions in Seoul and Gyeonggi-do. This study sets general characteristics of staffs and institutional characteristics as the independent variables and the staff members' recognition of the level of ethical management as the dependent variable. The variables are investigated through the descriptive statistics such as frequency, percentage and average analysis, and the difference of effect on the staff members' recognition of ethical management in the elderly welfare institutions by each independent variable was analysed by t-test, ANOVA and multiple regression analysis. The results of the study shows that in terms of general characteristics of staffs, the higher male to female ratio and the higher educational level; and in institutional characteristics, the less experience in basic ethics education and the better ethical working environment of the institution are the positive factors for that the staff members estimate the level of ethical management of their workplace high. Based on these results, for making staff members recognize the level of ethical management in the elderly welfare institutions higher, we should create actual atmosphere of the ethical working environment in the institution and implement not formal but step-by-step intensive ethics education that make employees can apply it in the real situations. In conclusion, this study gives the practical suggestions for improving the staff members' recognition of ethical management level in the practice field of elderly welfare on the fast-changing trends including downsizing and privatization.

  • The Domestic Construction Industry is in the process of changing from a one-sided production method centered on the contractor to a production method in which the order and the contractor can collaborate. Depending on the delivery method, the bid/success method, the contract method, and the degree of business involvement of the order may also vary. In this thesis, in order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bid process analysis, contract fulfillment and management analysis, post management analysis, and related laws and regulations for legalization In order to suggest a plan for the efficient operation of the system, a system and case analysis of domestic and international construction responsibility type construction project management was conducted. 'Construction Responsible Construction Project Management' defined in the Framework Act on the Construction Industry is divided into the main contract transfer contract, which is a service contract performing pre-con work, and the main contract, which is construction project management and construction contract. Therefore 'Construction Management at Risk' should be regarded as one of the ordering methods rather than a successful bid system, as in the case of overseas, and legalization as a bidding system equivalent to design/construction batch bid and technology proposal is necessary for introduction. In order to introduce 'Construction Management at Risk' suitable for the domestic environment, domestic and foreign institutional analysis, bidding process analysis, contract fulfillment and management analysis, and follow-up management analysis are conducted. A method for efficient operation was suggested so that it can be applied in the domestic market while maintaining the original merits of this system.

  • 67.82% of domestic hot springs are in rural areas. (Ministry of Public Administration and Security statistics, 2010) Most of hot spring's facilities are aging and inability to accommodate the current changes of leisure patterns. So, a decrease of the number of visitor to the hot spring resulted in economic decline of rural areas. Hot spring has been studied, but Architecture of Hot Springs has never been interested in and research. Therefore, Nation architecture of Hot spring and foreign architecture was compared and analyzed. Then, Architectural characteristics of Hot spring in rural areas was identify. The architecture of Hot spring type of foreign and images are routinely burned, the organic form and old-fashioned adrift. However, our country found in Hot spring architecturally and daily life had any features. Thus, the country's hot springs spa area for construction of the architecture design should be characterized. And, through institutional guidelines and deliberations should be provided in the right direction.

  • One of the conclusions from the research of the last 40 years on the relationship between tech-nological development and economic growth is that "technology is an essential factor in economic growth" A majority of firms in developing countries including Korea are small and medium size so technology transfer is an alternative to developing their own technologies. Firms in developing countries prefer technology transfers over self-development of technology because the former is less costly in time and money. The aim of this paper is to analyse the type and process of the tech-nology transfer and too suggest a direction and tasks in establishing technomart through the domes-tic and foreign case studies.   • KEPCO is executing a project in Cambodia consisting of two components, "Power Development Master Plan and Institutional Strengthening" and "Greater Mekong Sub-region (GMS) Power Project Preparation" upon request by the government of the Ministry of Industry, Mines and Energy of Cambodia, contracted on $29^{th}$ September 2005. This paper includes a basic design and review of economical efficiency for constructing the two (2) cross border 115 kV transmission lines, which run from the border of Vietnam and Laos to Cambodia, and four (4) 115kV substations. The main contents of the paper include the process of design and results of a review of line route selection, tower and hardware design regarding transmission line design, as well as the type of substation, and arrangement and specifications of equipment with expects to substation design. Also, long-term demand forecasting, and an economic analysis of the project area are included.

  • The purpose of this study is to explain changes in the mode of labor brought abut with the advance of information society and to suggest policies for the success of teleworking. It is likely that more and more people in advanced countries will be involved in some form of teleworking office workers use computers for handling dat, which is then transmitted over a telecommunications like to client or employer located some distance away. Though teleworking is becoming populer rapidly, it still has many problems to solve. In the conclusion, the paper suggests some measures to be taken for a successful teleworking system. (1) The first step is to establish a special team for the teleworking pilot. And probably the telework center will be most useful type for the pilot. (2) Some protections for teleworkers should be designed against discrimination in employment and occupation. (3) Some institutional arrangements such as tax benefits and incentive system are required for the success of teleworking system. (4) Maintaining competitiveness-faster services and lower cost-should be the first priority. (5) There should be a retraining and education system in the national level for the teleworkers to learn new IT applications.
