The Roles of Intermediaries in Clusters: The Thai Experiences in High-tech and Community-based Clusters

  • Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

  • Blockchain technology prevents tampering of central authorities that manage voting process, enhancing trust in the vote results. This technology enables citizens to participate more directly in the areas where delegation was inevitable due to the difficulties in polling fair and trustworthy public opinions. There are many projects around the world proposing to implement voting system for public decision making using blockchain technology. The blockchain voting system is expected to work as a transparent and fair channel for polling public opinions, which will transform the public decision-making process and governance. Korean National Pension Service (NPS) recently introduced stewardship code to better represent the interest of beneficiaries. However, because of the mistrust in governance of NPS, introduction of stewardship code is facing criticism for potential misuse of their voting rights against the interest of beneficiaries and for government's interference with corporate management. This study proposes a voting system applying blockchain technology for polling the opinions of National Pension Fund's beneficiaries to support public decision-making, and discusses social and institutional conditions for implementation of the proposed system.

  • The purpose of this study is to examine the implications of the business start-up mentoring that overcomes limitations of government support projects' mentoring. The start-up mentoring of 'Creative Maestar Job Creation Project' supported to match mentors and mentees regardless of location, provide a SNS mentoring that allows 24-hour open consulting, and visit a products production site accompanying mentors and mentees. These institutional devices encouraged the preparers of design start-ups to develop effective communication skills and managerial mindset, not material support. In addition, mentors and mentees have become facilitators of learning that grow their mutual capabilities by constantly exchanging new ways of thinking, behaviors, and values. As a result, this study implies the importance of mentoring a talented person focusing on cultivating the qualities of a one-man design entrepreneur and a mentor's relationship with a mentor based on human trust.

A Study on the Selection Attributes regarding American Beef by Importance-Performance Analysis -Focused on the University Students in Seoul and Gyeonggi Area- (미국산 쇠고기 선택속성의 중요도-만족도 분석 - 서울.수도권 대학생을 중심으로 -)

  • The purpose of the study is to examine the importance and performance degrees between Selection Attributes of American beef by IPA(Importance-Performance Analysis) for university students in Seoul and Gyeonggi Area. A total of 590 questionnaires were distributed, and 481 questionnaires were used in the study (81.5% of response rate). According to the IPA results of 12 selection attributes for American beef, the selection attributes with relatively low satisfaction but high importance(II quadrant) were 'country of origin', 'safety', 'cleanliness and hygiene'. The factor to be improved relatively through to the results of IPA was consumer confidence factor ('country of origin', 'safety', 'cleanliness and hygiene') and it was confirmed that university students had a low satisfaction in large degrees compared to the significance of American beef. Therefore, recovery of consumer confidence of American beef is urgent as well as the need to increase satisfaction of consumers. From now on, based on these results, it is considered that many efforts are necessary to increase the trust of consumers by planting awareness that American beef is safe by setting institutional conditions to vitalize purchase of American beef. Moreover, it is considered that these efforts would be significant for the vitalization of restaurants with beef as their main menu, and vitalization of consumption of Korean beef as well as American beef henceforth.

Establishing the Direction of Healthcare R&D through Private Nonprofit Organizations (민간비영리 조직을 통한 보건의료 R&D 방향 설정)

  • Purposes: The purpose is to establish the direction of healthcare R&D through private nonprofit organization. Methodology: The data is divided into two groups: 12 physicians and pharmacists, and 16 persons including professors related to university donation, non-profit foundation executives. Each group was subjected to two Delphi surveys. To analyze the validity of the opinion, the content validity ratio and the consensus of experts were verified. Findings: Funding should be invested in 'development research' and 'application research'. The factors that hinder the donation culture are 'donation prevention system such as tax imposition system and rebate double penalty system', 'insufficient motivation of fund raising person', and 'lack of fund specializing specialist'. The fund raising strategy should be centered on a small number of large donors or a balance between large and small donors. The fund raising target should be effective to raise funds for corporate and individual donors. It is necessary to clarify the purpose of the social problem to be solved by the campaign strategy for promoting donation, to announce the validity of the trust and transparency of the institution, and to emphasize the social investment by the private sector. Practical Implications: It is necessary to present directions through private nonprofit organizations for the future development of healthcare R&D. The legal and institutional deficiencies of the domestic nonprofit organization fundraising infrastructure should be improved. In order to create a social investment climate, it is necessary to improve the awareness of donations and develop various donation programs for the private sector.

A Spatial Study on the Network Formation Process of Personal Actors: The Case of Institutional Building Networks in Industries for the Elderly (개인 행위주체의 네트워크 형성 과정에 대한 공간적 고찰: 고령친화산업의 제도구축 네트워크를 사례로)

  • In this study, the network formation process of personal actors in industries for the elderly was analyzed. This process is applied to the knowledge creation model of the SECI (Nonaka-Takeuchi learning cycle), that is socialization, externalization, combination, internalization. There are some kinds of opportunities to interact in these industries in the forms of field survey teams to overseas, some seminars and symposiums, many kinds of meetings, education and training programs, trade fairs and on-line forums. These palces(ba) - originating ba, interacting ba, cyber ba, exercising ba - played great roles in the formation of personal actor networks. Personal actors had opportunities to interconnect with distant actors through those places(ba). In the spatial perspective, personal actors could make face-to-face contact and build trust through temporary geographical proximity or temporary clusters with the help of personal mobility. Relations in the virtual spaces such as the Internet community did much toward building personal networks.

A Study on the ProBono Activation Plan for Sustainable Beauty (지속가능한 미용전공 프로보노 활성화 방안에 관한 연구)

  • The purpose of this study is to analyze the factors affecting the beauty Probono activities and to find ways to revitalize the related activities. In this study, the research models and hypotheses were set up, and the results of the main analysis were obtained by conducting the questionnaire analysis of 701 beauty majors in the metropolitan area. First, it was found that the participation of Beauty Probono is to utilize beauty technology and knowledge, mainly through volunteer club activities. Second, Satisfaction with beauty Probono activities was highly correlated with recruitment of service organization. The reliability of the service organization tended to be higher as the level of institutional operation and satisfaction through participation were higher. Third, satisfaction with beauty Probono activities was high, and the more trust in organization, the higher the sustainability of activities. The beauty Probono activation plan suggested the development of various public relations channels, strengthened education for volunteers, and transparent management of the volunteer organization. However, this research has limitations in the limitation of research subject, and it is expected that the study of various aspects of beauty student major students will be continued in the future.

Priority of Challenges for Activation of MyData Business: K-MyData Case

  • This paper identifies challenging factors that hinder the successful settlement of the MyData industry, which is drawing global attention, and it analyzes the priority of solutions. To this end, a mixed-methodology including analytic network process technique was borrowed step-by-step to identify variables, analyze them, and provide interpretations. From the first step, the study found that the market aspect was the most important for the success of the K-MyData business, and the release of interesting representative services was found to be the easiest way to inspire market growth. From the second step, as a socio-cultural issue, the lack of consensus on data provisioning was found to present a major obstacle. To achieve consensus, it is very important for business participants to gain the trust of consumers. From the third step, it was found that the scope of data collection and responsibility for accidents needs to be clarified. Government and business-related persons must observe the principles of MyData while tackling these obstacles. It is also necessary for the government to be sensitive to changes in the environment as a focal actor. Doing so will lead to data industry activation and will help guarantee of rights of data subjects in a balanced manner. Finally, it is notable that technical barriers now have the lowest priority. Although technology is important, MyData business must also overcome market, socio-cultural, and institutional challenges. The study selected Korea as its research target, but it is expected to provide useful insights to other countries that are planning MyData business similar to Korea.

A Survey of Need and Purchase Intention for Meal Kits - For Children's Foodservice Managers in Changwon Areas - (어린이급식소용 밀키트 필요성 및 구매의도에 대한 인식 조사 - 창원 일부 지역의 어린이 급식담당자 대상 -)

  • In this study, a survey was conducted on the development of meal kits for children's foodservice to increase the convenience of the cooking process. It was performed among the foodservice managers in the 141 children's foodservice facilities registered in the Center for Children's Foodservice Management about meal-kits in Changwon areas. The survey results were analyzed according to the children's foodservice scale type. The biggest problem in a foodservice system was "difficult to purchase food ingredients directly every week" (38.4%) in small-scale children's foodservices, and "difficult to use the served menu without modification" (38.2%) in institutional children's foodservices (P<0.001). The most important factor when choosing the meal kit was "quality" (41.1%). Respondents on having an experience with using the meal kit were low at 34.8%, and the reasons for not using the meal kits were "expensive" (67.3%) and "not fresh food ingredients" (18.4%). The main reasons for not using children's foodservice meal kits were "expensiveness" (64.4%) and "necessity of adding disinfection process" (16.1%). Most of the reasons for not wanting to use children's foodservice meal kits were that they did not trust the safety of the meal kits. The use of meal kits in children's foodservices may reduce the preparation process and increase the efficiency of foodservice although the safety and quality of meal kits should be guaranteed. The appropriate hygiene management standards need to be set, and HACCP should be applied to develop meal kits for children's foodservices.

A Study of Korean Consumers on Dietary Satisfaction to Sentiment Index about Food Safety : Focusing on Moderating Effects of Reliance to Food Safety Information (소비자 식품안전 체감도에 따른 식생활만족도에 관한 연구 : 식품안전정보 신뢰의 조절효과 중심으로)

  • Food is a kind of unconditional element for the health and survival of humanity. Eating is the most principle desire for humans among others, which can make humans feel stability and pleasure when the desire is well satisfied. The attention to food safety is increasing and food safety accidents are happening constantly, which makes the anxiety to food safety become more serious. Especially after the WTO, the floating of food hazards between countries are increasing, which makes the problems of food safety not just limited to inland but has become a matter of common interest internationally in this liberalization era. Therefore, institutional preparation and persistent management and supervision are necessary for increasing dietary life satisfaction as well as securing food safety. Meanwhile, the consumers also need to understand and trust the food safety information, and have the ability of personally pursuing a safe diet. In this study, sentiment index about food safety and dietary satisfaction were centered on Korean consumers and the factors having an effect on dietary satisfaction were analyzed. Moreover, whether the reliance to food safety information had a moderating effect on the sensory level of food safety and satisfaction to dietary food was also confirmed. The main results were different with those concluded by J. Yun and S. Joo (2014). The sensory level of food safety was decided by the reliance to food production distribution provision safety, anxiety to food varieties, and food token. The reliance to food production distribution provision safety was lower than the average level. The anxiety to food varieties was slightly higher than the average level. The reliance to food safety information was generally lower than the medium level which showed the distrust to food safety information. The satisfaction of diet by the consumers showed a slightly lower level than the average level. In addition, the reliance to food safety information had a moderating effect on the sentiment index about food safety and dietary satisfaction. Therefore, the consumer organizations or the government should actively expand various consumer education related to food safety in order to apprehend the concrete variables which can have effects on the satisfaction of diet and transform the precise information into accurate knowledge.
