Information and communication technologies used in the social sphere are born due to the development of computer technologies. The main task of the distance learning process in higher education institutions is not to provide information, but to teach how to obtain and use it. The purpose of the article: to identify innovative approaches in the training of specialists in higher education institutions in the context of distance learning. Various innovative approaches to organizing the work of students of higher educational institutions in the context of distance learning are considered. Based on the conducted research, it is concluded that each of the approaches described by us outlines the study of the phenomenon of professional training of a specialist in the condition of distance learning. All the described approaches significantly contribute to the improvement of professional training of specialists, encourage students to self-improvement, professional development and enrich their professional competence in modern conditions. The emergence and spread of innovative technologies means not only a change in the activity itself and its inherent means and mechanisms of its implementation, but also a significant restructuring of goals, value orientations, specific knowledge, skills and abilities. Therefore, the current stage of the development of civilization, scientific and technological progress requires the emergence of such specialists who would have broad humanitarian thinking, would have good psychological training, would be able to build professional activities according to laws that take into account the relationship between economic productivity and creativity, as well as the desire of the individual for constant renewal, self-realization. Only such qualities will help you master the specifics of innovative technologies well. We see the prospects in the study of innovative approaches to training specialists in higher education institutions in the condition of distance learning in foreign countries.

Record management, especially in schools as an institution's information centre, needs serious attention from government agencies. Under record management policy, there needs to be practical guidance on record management specific to schools. This paper aims to construct a record management model based on the Eight Indonesian Education Standards to support school accountability in Indonesia. The urgency of this paper in filling the gap in the Electronic Record Management System (ERMS) role is primarily to support school accountability. It is important to include educational laws and regulations in Indonesia to be a foundation in archive management, including preparing the ERMS. This study aims to develop a model of record management in schools. The final stage in this research is to find the final model. The final model is a model that experts and practitioners have validated. A total of 30 records managers were selected for the interviews. Furthermore, the trial was carried out in 30 senior high schools. The research sampling consisted of representatives of archive managers at selected schools from five islands in Indonesia (Kalimantan, Java, Papua, Sumatra, and Sulawesi). Our research findings show that conceptual models meet valid criteria and significantly impact archivist performance in better schools. The practical implication is that the archival management model based on national education standards policies contributes to practical archives and records management to support school accountability.
This paper aims-through comparative research on two organizations and use of political process theory-to analyze the historical development of, current issues related to and the characteristics of the new transformation of the Freedom of Information Movements (FOIMs) in South Korea. In the ten years since the Freedom of Information Act (FOIA) took effect in 1998, Korean FOIMs have developed along the following course: 'emergence' (1998), 'expansion and extension' (1999-2004), 'institutionalization and retro-institutionalization-' (2005-2008). Specifically, in the early stage of FOIMs, the Freedom of Information (FOI) department of the People's Solidarity for Participatory Democracy, established in 1998, had led the FOI movement by initiating reform of the FOI institution and advocating an end to old practices. Paradoxically, however, following the institutional progress of FOI under the Roh Moo Hyun government, the vitality of FOIMs seemed to be weakening. And under the Lee Myung Bak government, which is showing regression in both the FOI institution and practices, the 'dual transformation' of the FOIMs is being led not by old groups but by new ones. The Center for Freedom of Information and Transparent Society(CFOI), which was founded in 2008, has journalists, researchers of archival studies, citizens, lawyers and nongovernmental activists as members. Through its blog style Homepage, countless reports are becoming "open to the public" and "share with the public." And its various civic education programs are interactive bridges which enable mutual communication between the Center and citizens. CFOI is expanding the FOI movement in different ways than the traditional activists such as the FOI department of the PSPD department, which worked through methods such as policy proposals, disclosing information litigation, comments and public statements, and hosting forums. CFOI is leading the 'dual process of transformation' of FOIMs, namely the transformation from an 'advocacy' movement to an 'empowerment' movement and transformation of the FOI movement's framework from "open to the public" to "share with the public."
Many customers of individual countries are interested in overseas direct purchase. B2C is not limited in a domestic market anymore. There are giant online shopping sites such as Amazon and eBay around the world. Many local and overseas customers can access and purchase products via B2C sites. Market size of overseas direct purchase has been dramatically increased. Overseas direct purchase can be closely associated with trade or international commerce due to the massive increase. This study aims at gaining a better understanding of overseas direct purchase in the country-level not customer-level. Specifically, this study examines relationships between overseas direct purchase and customer determinants including openness, innovativeness, and strategic confirmity to normative institution. Also, moderating effect with external environments such as logistics infrastructure and market uncertainty. Relying on RBV, TCA, Institutional theory, and OSAM model, this study justifies how internal and external determinants can increase or decrease consumer awareness on overseas direct purchase.

The purpose of this study is to verify the feasibility of a model, based on the Theory of Planned Behavior (TPB), that predicts the intention of a problem gambler to abstain from gambling. In order to investigate attitudes toward gambling abstinence, subjective norms, perceived behavior control, and intentions to abstain from gambling, we surveyed 100 problem gamblers who used community-based service centers. Furthermore, we analyzed by the structural equation model whether attitude toward gambling abstinence, subjective norms, and perceived behavior control can influence the intention to abstain from gambling. The analysis of the study model revealed that the most powerful predictor of the gambling abstinence intention is perceived behavior control, followed by a positive attitude toward gambling abstinence. In contrast, subjective norms did not show a significant influence on intentions for gambling abstinence. Based on these results, we propose cognitive-behavioral interventions to improve attitudes and self-efficacy toward gambling abstinence in order to help problem gamblers recover. In other words, continuous support and coping-skills training are needed to reinforce the belief that people can recover from a gambling problem, and information and education on problem gambling to improve positive attitudes can also be helpful. Therefore, it is possible to consider not only the treatment of gambling problems, but also to provide preventive interventions centering on the addiction management institution.
This study analysed theory and application of holistic innovation policy in the 3rd generation innovation policy with cases of Finland and Korea. Innovation policy areas of both countries are expanding from simple goal of economic development to extensive goals such as sustainable development, quality of life, balanced growth etc. Also administrative system changed in order to let technical innovation on the center of national operation and reorganized relation and structure of relative policies like manpower, education, region policy. Particularly, Korea is in embryo standing for S&T driven society since Noh's government. But, there are differences in embodiment degree and feature between both countries. Finland reinvigorate field of public opinion due to corporatism tradition as a Scandinavian institution. Government support system developed co-program and co-policy beyond territory of individual ministry to raise policy effectiveness. However, concept of the Korean innovation policy is ahead of the times but maintained framework of developing country. And there is no active participation of private sector and civil society because transition process accomplished on the top-down method, It could hardly progress toward transition in spite of various efforts to carry out a reform.
This study is a research that investigated organization of case management practice at a mental health center. For organization research of case management practice, this study applied the research method of Institutional Ethnography, and analyzed 'work knowledge' and 'texts' data which were obtained through field work that lasted 3 months with 11 study participants. The analysis is not interpretation of the researcher, but it is work that assembles 'work knowledge' of field workers until they reach discovering institutions that organize case management practice. As a result of this study, case management practice of the mental health center was being standardized as 'a service that is biased towards symptom management without comprehensive and continual resources links' by new public management theory, bio-medicine discussion, 'standardization policy', 'treatment rate improvement policy', 'performance-based budget system', 'performance evaluation system' and 'continual linkage policy', mediating texts. This is a different outcome from usefulness of case management that is claimed to support politically.
This study was examined to reveal the medical Science of Balhae which was not well displayed until now. For this, the category of the medical science of Balhae(渤海) was decided in diachronic and synchronic perspective and the concrete contents of the medical science of Balhae(渤海) was presumed. Balhae(渤海) succeeded to the medical science of Koguryo(高句麗) and its orthodoxy. Through the interchange between Balhae(渤海) and the country as Dang(唐) and Shilla(新羅), Balhae(渤海) accepted new medical knowledge. Balhae(渤海) had a customs to eat a cake made of rice flour and artemisia paste on the Tano Festival(端午) to overcome its constitutional character. And medicines as Gon-po(昆布), Doo-shi were treated valuable. and they used Ondol(溫突). Balhae(渤海) advanced suigeneris abscess medicine(治腫醫學), and they valued much of Hyangyak(鄕藥). And they took the serious view on the scripture in the education and on the simplic in the clinic. It shows Balhae(渤海) had the unique medical tradition of our nation. The medical institution and medical educational system of Balhae(渤海) was fundamental to that of Koguryo(高句麗), and it was established in the reference of the system of Dang(唐) and Shilla(新羅). It influenced the establishment of medical system and medical education of Corea(高麗) later on. And the medical doctor of the Balhae(渤海) who was dispatched to Japan imparted the advanced medicine of Balhae(渤海) and it was fundamental to the Japanese medical development. Balhae(渤海) produced superior acupuncture on the basis of superior materials which are represented as metalwork technology and Corea-copper(高麗銅) which are handed down from the Old-Chosun(古朝鮮) and Koguryo(高句麗). And we can suppose the level of Balhae(渤海) through the fact that the acupunctual technique of Koguryo(高句麗) was spread out to the nearby country. By the tradition of acupuncture and moxibustion, the theory of Bi-bo(裨補) that cure a disease on the theory of acupuncture and moxibustion appeared in the north and south branch period(南北國時代). And we can prusure the level of acupuncture of Balhae(渤海) through this fact. Balhae(渤海) educated herbal medicine with priority given to Shin-nong-bon-cho-kyong(神農本草經) stand on the serious view on the scripture. They produced a various herbs on the basis of broad territory and suigeneris herbal medicine. It is famous herb of Balhae(渤海), that To-sa-ja, Gon-po(昆布), Doo-shi, Ginseng(人蔘), Woo-hwang(牛黃), Song-ja(松子), Hwang-myung-kyo (黃明膠), Baek-bu-ja(白附子), Sa-hyang(麝香), Honey(蜜).
This study was a quasi-experimental research of a non-equivalent control group and non-synchronized design for analyzing the effects of fire safety education on care worker trainees. The subjects of the study were care worker trainees of the S Care Worker Institution: 57 trainees with 28 in the experimental group, and 29 in the control group. The research period was from May 21 to June 14, 2018 and the experiments focusing on fire safety education were performed once per week for a total of four times over the research period. The data were then analyzed using a ${\chi}^2-test$ and t-test. The results showed that fire safety education is an effective source of education for increasing the knowledge on fire safety, attitudes towards fire safety, perceived behavioral control on fire safety, behavioral intention on fire safety, and fire safety behavior in addition to being incredibly useful in practicing fire safety behaviors throughout their daily lives. On the other hand, the subjective norms on fire safety did not show any significant differences. Therefore, this paper suggests a follow-up study that should focus on analyzing the effects of the subjective norms on fire safety.
This study focuses on the process of internalizing the perception of negative discrimination among elderly people who have experienced age discrimination. The grounded theory method was used to identify the age discrimination experienced by the elderly in their daily lives and to explore the consequences of such discrimination through self-ageism. According to the analysis results, the elderly respond not only to explicit discrimination but also to implicit discrimination. In this process, the stronger the pain of old age (poverty, disease, ignorance, and solitude) and the stronger the memory of failing to respond to discrimination, the higher the level of self-ageism. "Self-ageism" has internalized the negative image of the elderly, who have been discriminated against by age, resulting in disadvantages in terms of quality of life through various reject/separate/suspension actions in reality. In the presence of supportive resources such as health, institutional support, and caregivers, the elderly have room to overcome self-ageism through more active ways. However elderly people who cannot motivate themselves and they lack these resources, elderly are trapped in negative reflux caused by self-ageism and sustained a depressed and shrinking life. In this state, it is not easy to motivate themselves and make physical, cognitive, emotional and social responses. Therefore, in this analysis, we specifically noted two aspects, contextual conditions and interventional conditions, and proposed programs for synchronizing senior citizens and improving resiliency from a microscopic point of view, and argued for the need to develop systems such as supplementing welfare and health service systems related to the entire life cycle, expanding accessibility and 'age-integration' through 'Community Care', awareness improvement and anti-discrimination laws.
