ISO/IEC 17020 : 적합성 평가 - 다양한 유형의 검사기관 운영을 위한 요구사항을 반영한 진단용방사선발생장치 및 방어시설 검사 기관의 품질보증시스템 표준안 연구 (ISO/IEC 17020 Suitability Assessment: Standard Plan for Quality Assurance System for Diagnostic Radiological Equipment Inspection Organization)

  • 본 연구를 통하여 진단용방사선 발생장치 검사기관의 품질보증시스템을 현행의 국제규격과 조화하고 검사기관의 다양성을 표준화하여 의료기관에 일관성있는 검사서비스를 제공하고 규제기관의 심사 효율성 향상을 목적으로 한다. 국내 모든 진단용방사선발생장치 및 방어시설 검사기관을 대상으로 품질보증시스템을 비교 검토하였고, 국제조화를 위하여 ISO/IEC 17020을 포함한 국제규격 및 국내외 규격을 검토하였으며, 규제기관의 요구사항을 추가하여 반영하였다. 모든 검사기관의 품질보증시스템은 ISO/IEC 17020에 부합하는 요구항목을 모두 포함하고 있었으나, 품질절차서의 일부는 차이를 보였다. 차이점을 비교·분석한 항목에 대하여 전문가 회의 등을 통하여 표준안을 도출하였으며, 진단용 방사선 발생장치의 안전관리에 관한 규칙 및 동 규정의 개정안 등을 제안하였다. 본 연구의 결과는 검사기관의 운영 효율성과 검사기관에 대한 규제기관의 업무 효율성을 향상시킬 것으로 기대하며, ISO/IEC 17020 등 국제규격과 부합된 국제조화는 지속적으로 유지되어야 할 것이다.

일본의 건축확인제도 분석을 통한 지역건축안전센터의 운영 방향 설정 (Operation Direction of Regional Architectural Safety Center through Analysis of Japanese Building Confirmation System)

  • To prevent illegal building work in advance, regional building safety centers were introduced to perform technical investigations and management. The purpose of this study is to propose the detailed operational directions of the regional building safety center through the analysis on the current status of parameters, such as the operation of designated confirmation and inspection bodies in Japan. We consider the role, building administrative process and establishment criteria of regional building safety centers through the analysis the introduction background and the designation criteria of designated confirmation and inspection bodies. In establishing the center's professional manpower qualifications, we refer to the criteria for the professional qualifications of the designated confirmation and inspection bodies. In addition, the calculation method of required manpower of verification inspectors in Japan was used as a reference in setting the scale of regional professional manpower. Finally, we propose the detailed operational directions of the regional building safety center such as (1)roles of the center, (2)establishing management plan of the center, (3)work scope (4)scale of the professional manpower, (5)qualification of the professional manpower, and (6)funds.

Feeder Pipe Inspection Robot with an Inch-Worm Mechanism Using Pneumatic Actuators

  • The outlet feeder pipe thinning in a PHWR (Pressurized Heavy Water Reactor) is caused by a high pressure steam flow inside the pipe, which is a well known degradation mechanism called a FAC (Flow Assisted Corrosion). In order to monitor the degradation, the thickness of the outlet bends close to the exit of the pressure tube should be measured and analyzed at every official overhaul. This paper describes a mobile feeder pipe inspection robot that can minimize the irradiation dose to human workers by automating the measurement process. The robot can move by itself on the feeder pipe by using an inch worm mechanism, which is constructed by two gripper bodies that can fix the robot body on to the pipe, one extendable and contractible actuator, and a rotation actuator connected to the two gripper bodies to move forward and backward, and to rotate in a circumferential direction.

천연 결합재를 사용한 황토경화체의 물성에 대한 연구 (Physical Properties of the Hardened Loess Using Natural Binding Materials)

  • 본 연구에서는 황토에 시멘트나 유기계 접착제를 첨가하지 않은 천연재료 황토결합재를 사용하여 황토경화체를 제작하고, 배합조건에 따른 강도성상을 평가하였다. 황토와 석회의 결합재에 천연재료를 첨가할 경우 사용한 천연재료는 모두 물리적 성능을 개선하는 효과가 있었다. 천연재료 중에서 석회는 황토경화체의 물성을 증가시키는데 가장 큰 영향을 미치고 있다. 황토경화체의 물리적 특성은 적용한 배합비 중에서 W/B 45%, 단위수량 $285kg/m^3$, 석회첨가율 60%일 때 가장 우수하게 나타나고 있다.

The Implementation of Risk-Based Inspection for the Refinery Plant

  • Recently, regulatory bodies quite often encourage to adopt risk-based inspection (RBI) and management programs because they can enhance safety simultaneously with deregulation in Korea. RBI is an integrated methodology that factors risk into inspection and maintenance decision making. This paper describes an example of how to use known risk assessment codes (API 580, API 581 BRD) to address such safety analysis requirements for risk management in the refining industry. Specifically, this paper reports the methodology and the results of implementation to the Crude Distillation Unit(CDU) plant of refinery units using the $KGS-RBI^{TM}$ program, developed by the Korea Gas Safety Corporation in reference of API Codes and ASME PC (Post Construction) with a suitable consideration of Korean situation. The results of the risk and reliability assessment using $KGS-RBI^{TM}$ program are useful in determining whether the detected defects are tolerable or required to be repaired. The subsequent decisions are to manage the future inspection, repair and maintenance planning in the risk reduction control.

철선일체형 데크 플레이트 구조성능평가를 위한 실험적 연구 (Test research of Structural Safety for Steel Wire-Integrated Deck Plate System)

  • 일체형 삼각 트러스 형태의 철선을 아연도금 강판에 용접한 철선일체형 데크 플레이트는 슬래브 시공 시 현장시공 최소 및 동바리와 지보공 등 거푸집 공사비 절감을 목적으로 개발되어 이미 많은 현장에 적용되고 있다. 본 연구에서는 철선일체형 데크 플레이트 시스템의 구조성능 평가를 위해 상부철선, 하부철선, 래티스 철선, 경간, 단부가공방법을 변수로 채택하여 총 32개의 시험체를 실물크기로 제작하여 실험적 연구를 수행하였다. 연구결과 시험체의 최종파괴형태 변화 및 단부가공방법이 시험체의 구조 성능에 영향을 미치지 않는 것으로 나타났으며, 경간 3.2m 시험체는 래티스 철선으로 ${\Phi}4.5$를 사용해도 큰 무리가 없는 것으로 나타났다.

필리핀의 수질현황 및 미래 관리계획 (Status of Water Quality and Future Plans in the Philippines)

  • 필리핀은 많은 섬들로 이루어진 국가로 물 뿐만 아니라 각종 자연환경이 풍부한 국가이나, 금세기 들어 필리핀의 농업활동 및 빠른 도시화로 인한 도시 및 산업지역으로부터 야기되는 수질오염이 심각해지고 있다. 필리핀 국가 환경관리국은 수질 모니터링과 수계오염원인 조사 등을 책임지고 있는 최고의 국가기관으로 수질오염원 원인분석과 해결방안을 모색하기 위하여 다양한 노력을 하고 있다. 그러나 DO, BOD, TSS, TDS, 중금속, coliform 등에 대해 년간 4회 이상의 모니터링 수행과정을 통해 수질관리를 하고 있기에 수질개선에 애로사항이 많다. 현재 필리핀의 각종 수질은 도시하수, 산업폐수, 농업폐수 및 비점오염원에 의해 영향을 많이 받고 있는 것으로 나타났으며, 도시 하수관거의 불량도 수질에 크게 영향을 끼치는 것으로 나타났다. 본 연구의 목적은 필리핀의 수질오염원인 및 정도를 분석하고 그 결과를 제시함으로써 향후 국가적으로 관심을 가져야 할 분야가 어디인지를 명시하기 위하여 수행되었다.

Displacement of scan body during screw tightening: A comparative in vitro study

  • PURPOSE. The purpose of this study was to evaluate the occurrence of displacement while tightening the screw of scan bodies, which were compared according to the material type. MATERIALS AND METHODS. Three types of scan bodies whose base regions were made up of polyether ether ketone (PEEK) material [Straumann Group, Dentium Group, and Myfit (PEEK) Group] and another scan body whose base region was made up of titanium material [Myfit (Metal) Group] were used (15 per group). The reference model was fabricated by aligning the scan body library on the central axis of the implant, and moving this position by the resin model. The screws of the scan bodies were tightened to the implant fixture with torques of 5 Ncm, 10 Ncm, and a hand tightening torque. After the application of the torque, the scan bodies were scanned using a laboratory scanner. To evaluate the vertical, horizontal, and 3-dimensional (3D) displacements, a 3D inspection software program was used. To examine the difference among groups, one-way analysis of variance and Tukey's HSD post hoc test were used (α=.05). RESULTS. There were significant differences in 3D, vertical, and horizontal displacements among the different types of scan bodies (P<.001). There was a significantly lower displacement in the Straumann group than in the Myfit (PEEK) and Dentium groups (P<.05). CONCLUSION. The horizontal displacement in all groups was less than 10 ㎛. With the hand tightening torque, a high vertical displacement of over 100 ㎛ occurred in PEEK scan bodies (Myfit and Dentium). Therefore, it is recommended to apply a tightening torque of 5 Ncm instead of a hand tightening torque.
