선박검사제도 패러다임 전환에 관한 고찰 (A Study on Paradigm Shift of Ship Inspection System)

  • UN해양법협약 제94조에 따르면 기국은 자국선박의 안전 확보를 위한 총체적 역할을 다하여야 하며, 관련 조치로서 선박검사제도를 운영하여야 한다. 대한민국 정부(해양수산부)는 해사안전 증진의 목적을 위해 해양사고 저감을 목표로 설정한 관련 정책을 시행하였으나 목표를 달성하지 못하고 있다. 선박검사제도는 해양사고 예방을 위한 조치로서 실효성 있는 제도의 운영을 위해서는 현행 선박검사제도의 원류(原流)에 대한 충분한 이해가 필요하다. 이에 따라 본 연구에서는 국제적 선박검사제도의 기원과 시대적 패러다임 변화에 대한 분석을 통해 선박검사제도의 국제적 동향을 파악하였다. 최근 선박검사제도의 국제적 패러다임은 '국제표준화'와 선사(선주)의 능동적 안전관리의 중요성이 커지고 있음을 확인하였다. 이에 근거하여 국내 선박검사제도의 패러다임 전환방안으로 'PDCA Cycle 기반 자체검사제도'의 도입을 제시하였다. 이는 해사안전의 효과성을 향상시키기 위한 ISO 9000 시리즈의 기본 철학을 바탕으로 선박검사제도 이해관계자의 역할을 정립한 새로운 형태의 선박검사제도이다. 더불어 인류는 'COVID-19'의 팬더믹 상황에 따라 비대면 선박검사제도의 필요성이 대두되고 있어 이에 대한 대안으로서 'ICT기술의 빠른 발전'이란 시대적 환경변화에 따른 '모바일 애플리케이션 기반 선박검사제도' 전환을 제안하였다.

Optimum Inspection and Replacement Policy in Redundant System

  • In this paper, an inspection and replacement policy in a redundant system is considered. It is assumed that the state of the redundant system is known by inspection. When the system is inspected, it is preventively replaced only if the number of failed units exceeds the predetermined limit. Otherwise, the system is inspected after a inspection interval which depends on the number of failed units. We obtain the optimal number of redundant units, inspection intervals and replacement limit minimizing the expected cost rate.

  • The components with J-lead. which are more integrated and smaller than ones with Gull-wing. are rapidly being used in electronic board such as the PCB, for they have the advantage of occupying a small space compared to the other components. However, the development of inspection system for these new components is not so rapid as component development. Component-inspection with J-lead using vision system is difficult because they are hidden from camera optical axis. X-ray inspection, which has the advantage of inspecting the inside of solder state, is used to J-lead inspection. However. it is high cost and dangerous by leaking out X-ray compared to vision system. Therefore, in this paper, we design vision system suited to J-lead inspection and then propose algorithm which have flexibility in mount and rand error.

3D 기반의 기상측정 운영시스템 개발 (The Development of 3D based On-Machine Measurement Operating System)

  • This paper proposed efficient manufacturing system using the OMM (on-machine measurement) system. The OMM system is software based 3D modeler for inspection on machine and it is interfaced tool machine with RS232C. The software is composed of two inspection modules that one is touch probe operating module and the other is laser displacement sensor operating module. The module for touch probe has need of inspection feature that extracted it from CAD data. Touch probe moves to workpiece by three operating modes as follows: manual, general and automatic mode. The operating module of laser displacement sensor is used inspection for profile and very small hole. An Advantage of this inspection method is to be able to execute on-line inspection during machining or after it. The efficiency of proposed system which can predict and definite the machining errors of each process is verified, so the developed system is applied to inspect the mold-base(cavity, core).

  • The primary objective of this paper is to develop an interactive computer graphic aided decision su, pp.rt system for the design of inspection plans for complex production systems. This research first develops a computer simulator, called Simulator for Inspection Systems(SIS), in order to represent the production system as a network model. The simulator elicits fundamental information about the system from the decision maker(DM) in an interactive manner. A decision su, pp.rt system is then proposed by combining SIS and Compromise Programming. The system simulates a set of possible inspection strategies implicitly, observes all the important measurements about the inspection system, and employs the compromise programming a, pp.oach to help the DM determine the best compromising allocation of inspection effort considering his/her preferences. Finally, the performance of the proposed system is evaluated using two test cases. The pros and cons of the system are also discussed.

  • 본 연구에서는 교량, 터널, 댐, 상수도 등 사회기반 시설물의 안전점검 및 정밀안전진단결과를 DB화하고 업무프로세스를 자동화하기 위해 각 시설물별로 점검진단에 필요한 항목을 표준화해서 분류체계를 마련하였고 사전조사에서부터 현장조사, 시설물평가, 보고서작성에 이르는 전 과정에서 걸쳐 데이터베이스 기반의 자료구조를 정의하고 파일럿시스템을 구현하였다. 또한 점검진단결과 DB가 효과적으로 활용될 수 있도록 개선방안을 제시하고, 시설물정보관리종합시스템 운영규정, 점검진단 세부지침 등 관련 규정/지침에 대한 개선방안을 제시하였다.

  • Inspection policies deal with stochastically failing systems in which failures cannot be detected without inspection. In this paper, we considered an effective inspection policy to detect system failure under imperfect inspection. Approximate total expected cost is derived and a simple algorithm to determine inspection schedule is Presented. Numerical examples showed that the inspection policy is easily applicable and cost effective.

  • Reactor vessel is one of the most important equipment with regard to the safety of nuclear power plant. Thus nuclear regulation requires its periodical examination by certified inspection experts. Conventional reactor inspection machines are obsolete, hard to handle, and very expensive. To solve these problems we developed robotic reactor vessel inspection system which are small, easy to use for inspection, cost effective, and convenient in operation. This paper describes the main features of Main Control System which is one part of robotic inspection equipment we developed.

  • 지금까지의 전차선 검측 시스템은 검측차량을 이용하여 검사구간을 주행 한 후 결과를 산출하였다. 이것은 아열대기후로의 변화에 인한 자연 환경의 급변과 450Km/h급 고속철도 차량의 등장으로 변화가 요구된다. 이에 고속 주행환경과 노반정보를 반영하는 융합 가변형 전차선 검측시스템의 구조를 연구하였다. 기존의 시스템은 전차선에 한정하여 마모의 정도를 판단하였다. 이에 비해 본 논문에서는 검지를 위하여 참조하는 정보를 검측대상의 영상정보에 추가하여 음향정보를 융합하였고, 지형정보에 따라 검지빈도와 정밀도를 가변적으로 적용함으로써 시설물 검측에 대한 기본적인 모델을 제안하였다.

Compensation of Installation Errors in a Laser Vision System and Dimensional Inspection of Automobile Chassis

  • Laser vision inspection systems are becoming popular for automated inspection of manufactured components. The performance of such systems can be enhanced by improving accuracy of the hardware and robustness of the software used in the system. This paper presents a new approach for enhancing the capability of a laser vision system by applying hardware compensation and using efficient analysis software. A 3D geometrical model is developed to study and compensate for possible distortions in installation of gantry robot on which the vision system is mounted. Appropriate compensation is applied to the inspection data obtained from the laser vision system based on the parameters in 3D model. The present laser vision system is used for dimensional inspection of car chassis sub frame and lower arm assembly module. An algorithm based on simplex search techniques is used for analyzing the compensated inspection data. The details of 3D model, parameters used for compensation and the measurement data obtained from the system are presented in this paper. The details of search algorithm used for analyzing the measurement data and the results obtained are also presented in the paper. It is observed from the results that, by applying compensation and using appropriate algorithms for analyzing, the error in evaluation of the inspection data can be significantly minimized, thus reducing the risk of rejecting good parts.
