A Study on the Legal Character and Admissible Scope of Inspection and Police Questioning of a Vessel (선박 임장임검 및 불심검문의 법적성격과 허용범위에 관한 고찰)

  • This article discusses the legal character and admissible scope of inspection and police questioning of a vessel with force in comparison with the systems of the US and Japan. The author focuses on the factual differences between vessels and cars which justifies the varying standard. A ship at sea may easily slip away and destroy evidence while authorities attempt to get a warrant. Thus, a warrantless boarding and safety inspection could be validated because of the exigent circumstances of the sea.

  • In this paper, the major changes of the national inspection in respect of the KAERI nuclear facilities were summarized. The frequency of the national inspection was decreased since the amendment of the Notification of the NSSC on the national inspection. But the national inspection broadened its scope and its implementation procedures and criteria were not clear. So, it is necessary to establish and enhance the national inspection system including the implementing guides and criteria. In addition, the internal regulation of the nuclear material accountancy for the nuclear facilities should be approved from the NSSC and observed by the KAERI in accordance with the national law. As the Notification of the NSSC on the national inspection was amended in Sep. 2014, it need to be revised to reflect the detail accountancy procedures and the preparation of the national inspection. So, KAERI will revise it to meet the international and national requirements as well as to implement the safeguards effectively at facility level.

  • Nowadays, the finance changes so rapidly that the time period of developing a e-banking system has been shorter. As a result, the risk of developing in the new e-banking system has increased. Therefore financial institutions constantly ask to review the quality test of their system during the project development. However, from the developer's point of view, additional system quality inspection will delay the development time for a new project, so financial investors and developers, because this problem will cause conflict. In order to solve this problem, in this paper define priority that considered characteristics of e-banking system and thereby design range priority decision criteria for efficient code inspection. Even in the e-banking system development, it is expected that using newly designed range of code inspection will allow high efficient quality performance.

  • In South Korea, there is no consideration for increasing labor costs and price fluctuation regarding the commission for a flight inspection. Because this causes a deficit in the flight inspection related operation, the cost system should be improved. Therefore, this research considers the first cost analysis in order to calculate a proper flight inspection commission through three different types of cost making methods. Moreover, as flight inspections are held by flights and human labors, labor costs are included as the main operation cost. According to the research, it is analyzed that the total cost to process flight inspection operations is decided by the scope of aircraft operation.

  • Recently, the scope of the smart factory has been expanded, and process research to minimize the part that requires manpower in many processes is increasing. In the case of detecting defects in the appearance of small products, precise verification using a vision system is required. Reliability and speed of inspection are inefficient for human inspection. In this paper, we propose an algorithm for inspecting product appearance defects using a machine vision system. In the case of the remote control targeted in this paper, the appearance is different for each product. Due to the characteristics of the remote control product, the data obtained using two cameras is compared with the master data after denoising and stitching steps are completed. When the algorithm presented in this paper is used, it is possible to detect defects in a shorter time and more accurately compared to the existing human inspection.

  • The variable sampling inspection scheme with screening for the purpose of assuring the upper limit of maximum expected surplus loss after inspection has been proposed. In this inspection scheme, it has been assumed that a product lot consists of products manufactured through a single production line and lot quality characteristics follow a normal distribution. In the previous literature with respect to inspection schemes, it has been commonly assumed that lot quality characteristics obey a single normal distribution under the condition that all products are manufactured in the same condition. On the other hand, the production line is designed in order that the workload of respective processes becomes uniform from the viewpoint of line balancing. One of the solutions for the bottleneck process is to arrange the workshops in parallel. The lot quality characteristics from such a production line with the process consisting of some parallel workshops might not follow strictly the single normal distribution. Therefore, we expand an applicable scope of the above mentioned variable sampling inspection scheme with screening in this article. Concretely, we consider the variable sampling inspection with screening for the purpose of assuring the upper limit of average outgoing surplus quality loss in the production lots when the lot quality follows the mixed normal distribution.

A Study on the Nuclear Development of North Korea and South-North Mutual Nuclear Inspection (북한의 핵개발과 남북 상호사찰 방안)

  • As North Korea signed 'the Korea Peninsula Non-Nuclearization Joint Declaration' at the end of last year as well as full-scope safeguards agreement with the IAEA in Jan.30 1992, her nuclear activity was incorporated into the international monitoring system and opportunities were arranged to .obstruct her nuclear weapon development and nuclear material diversion, which have been international issues up to recent years. However, achieving goals of the Joint Declaration and safeguards agreement should presuppose North Korea's sincerity toward the abandonment of nuclear weapon development. In this study, first of all, her nuclear policy, current situation of nuclear development and the capability of nuclear development are analyzed. Also, based on the analysis. attempts have been made to find methods of effective performance of the South-North Korea mutual nuclear inspection and the suggested methods are as follows; 1) Analysis of the limits of IAEA inspection and suggestion of its supplementary strategies 2) Securing and training professional inspectors for the South-North mutual inspection 3) Establishment of the verification technology to detect nuclear material diversion.

Development of Chatbot Self-Inspection Scenario for Structural Safety of Existing Reinforced Concrete Buildings (챗봇 활용 철근콘크리트 건축물 구조안전 자가점검 시나리오 개발에 관한 연구)

  • Due to the aging of a building, 38.8% (about 2.82 million buildings) of the total buildings are old for more than 30 years after completion and are located in a blind spot for an inspection, except for buildings subject to regular legal inspection (about 3%). Such existing buildings require users to self-inspect themselves and make efforts to take preemptive risks. The scope of this study was defined as the general public's visual self-inspection of buildings and was limited to structural members that affect the structural stability of old buildings. This study categorized possible damage to reinforced concrete to check the structural safety of buildings and proposed a checklist to prevent the damage. A damage assessment methodology was presented during the inspection, and a self-inspection scenario was tested through a chatbot connection. It is believed that it can increase the accessibility and convenience of non-experts and induce equalized results when performing inspections, according to the chatbot guide.

  • The Automobile has developed and changed through the years from the invention and increased human-being's scope of activity. Junction Box, one of the part of automobile, is inspected by human eyes which caused mistakes and slow progress. To achieve the speed and accuracy the system was compensated by vision system which is inspecting automatically. This paper is automatic inspection of fuse and relay which is inserted in the junction box by checking the color and pattern of the cover. After checking the performance of the system by using the junction box, the result was 100 percent perception and open the possibility to inspect junction box fast and easy and accurate if it is applied to the industry.

Autonomous vision-based damage chronology for spatiotemporal condition assessment of civil infrastructure using unmanned aerial vehicle

  • This study presents a computer vision-based approach for representing time evolution of structural damages leveraging a database of inspection images. Spatially incoherent but temporally sorted archival images captured by robotic cameras are exploited to represent the damage evolution over a long period of time. An access to a sequence of time-stamped inspection data recording the damage growth dynamics is premised to this end. Identification of a structural defect in the most recent inspection data set triggers an exhaustive search into the images collected during the previous inspections looking for correspondences based on spatial proximity. This is followed by a view synthesis from multiple candidate images resulting in a single reconstruction for each inspection round. Cracks on concrete surface are used as a case study to demonstrate the feasibility of this approach. Once the chronology is established, the damage severity is quantified at various levels of time scale documenting its progression through time. The proposed scheme enables the prediction of damage severity at a future point in time providing a scope for preemptive measures against imminent structural failure. On the whole, it is believed that the present study will immensely benefit the structural inspectors by introducing the time dimension into the autonomous condition assessment pipeline.
