  • Inspection and shape measurement of three-dimensional objects are widely needed in industries for quality monitoring and control. A number of visual or optical technologies have been successfully applied to measure three dimensional surfaces.   • Purpose - The self quality inspection which is mandatory in Republic of Korea can play an important role in promoting food safety, but the cost for self quality inspection is also a big burden especially for small businesses. In addition, excessive or duplicated inspection costs resulting from the standard gaps of various ministries and agencies ultimately effect negative social utility. Thus, this paper aims to suggest ways to improve the analysis of self quality inspection for the Ready-to-Eat Foods in terms of dried laver, in order to reduce costs caused by overinclusion. Research design, data, and methodology - The focus of interest is seaweed in Kimbab, which is to be exempted from the Vibrio parahaemolyticus test on the three grounds. First, existing literature provides little support for the necessity of performing a microbiological test. Second, laver products do not require the V.parahaemolyticus test by international standards such as the CODEX. Third, no case was found for seaweed products on the list of information on failed food items over the 2015~16 period. Results - Other types of seaweed such as exportable and seasoning seaweed are not subject to the test. Hence, exclusion of the V.pahaemolyticus test on seaweed is a valid point, bringing about large expected cost savings to many small businesses. Conclusions - Based on a complete survey of 75 food-testing agencies from March 20th to 30th, 2018, this paper finds that the proposed revision of the Kimbab test is likely to save an average of 130,000 won per business per year. Especially, in the case of the testing fee of Salmonella spp.(n,c,m,M), the cost difference by agencies was found to be up to five times. The regional gap in testing fees can be considered an unfair barrier. Accordingly, it is necessary to examine whether the testing fee is set at an appropriate level through the cost-extraction program proposed by the Ministry Food and Drug Safety. Hence, the survey results also point out that harmonization of testing fees charged by different food-testing agencies is appropriate with respect to transparency and efficiency.

  • Quality control (QC) is an essential work for the successful construction project execution. Recently, robust application of ICT to the QC tasks leads to utilizing innovative technologies and equipment. However, overall planing of QC works needs to take place before applying new technologies to each and individual QC task. The objectives of this research involve developing a database and an algorithm that identifies QC tasks and related information upfront. In addition, the researchers developed a methodology to generate inspection tasks in conjunction with construction work tasks. The Korean Ministry of Land and Transportation provides standard supervision checklists. They were classified based on criteria of inspection items, methods, period and the scope. Reinforced concrete work was selected as a case study for validation of the method. This framework can function when planing construction tasks with any type of planning tools and innovative technologies. The researchers expect this framework may contribute to various construction projects when developing QC plans and tasks with applicable technologies.

  • This paper investigates the current established preventive maintenance and its corresponding data on a point machine among railway signalling facilities and suggests a part of considerable plans when the policy of the preventive maintenance is modified. It is not appropriated to apply the optimized preventive replacement period considered with the cost simply. In that case, it is suggested that the reliability should be analyzed failure mode and effects through collecting the on-site failure data sufficiently. Then, that result can be proposed to adjust the proper criteria into the rational way by comparing the initial maintenance criteria. In this paper, the alternative way to determine the feasibility of the inspection period using failure probability is introduced.

  • Bridge Control and Inspection ensures the safety, utility, and durability of Bridge in use. This Paper compares Control-interval of Germany with that of Korea, which was described in the special law recently revised concerning the Safety Checkup of Facilities, and analyzes Period of Damage Discovery that the Damage report of other countries showed. According to a result of the analysis, damage requiring structure repair and reinforcement more frequently been discovered even in less than a decade after the completion of construction. The paper, therefore, suggested the reregulation on the Korean Control Interval on the basis of the result.

  • Recently durability design based on deterministic or probabilistic method has been attempted since service life evaluation in RC(Reinforced Concrete) structure exposed to chloride attack is important. The deterministic durability design contains a reasonable method with time effect on surface chloride content and diffusion coefficient, however the probabilistic design procedure has no consideration of time effect on both. In the paper, a technique on PDF(Probability of Durability Failure) evaluation is proposed considering time effect on diffusion and surface chloride content through equivalent surface chloride content which has same induced chloride content within a given period and cover depth. With varying period to built-up from 10 to 30 years and maximum surface chloride content from $5.0kg/m^3$ to $10.0kg/m^3$, the changing PDF and the related service life are derived. The proposed method can be reasonably applied to actual durability design with preventing conservative design parameters and considering the same analysis conditions of the deterministic method.

Temporospatial clustering analysis of foot-and-mouth disease transmission in South Korea, 2010~2011 (시공간 클러스터링 분석을 이용한 2010~2011 국내 발생 구제역 전파양상)

  • To investigate the transmission pattern of geographical area and temporal trends of the 2010~2011 foot-and-mouth disease (FMD) outbreaks in Korea, and to explore temporal intervals at which spatial clustering of FMD cases space-time analysis based on georeferenced database of 3,575 burial sites, from 30 November 2010 to 23 February 2011, was performed. The cases represent approximately 98.1% of all infected farms (n = 3,644) during the same period. Descriptive maps of spatial patterns of the outbreaks were generated by ArcGIS. Spatial Scan Statistics, using SaTScan software, was applied to investigate geographical clusters of FMD cases across the country. Overall, spatial heterogeneity was identified, and the transmission pattern was different by province. Cattle have more clusters in number but smaller in size, as compared to the swine population. In addition, spatiotemporal analysis and the comparison of clustering patterns between the first 7 days and days 8 to 14 of the outbreak revealed that the strongest spatial clustering was identified at the 7-day interval, although clustering over longer intervals (8~14 days) was also observed. We further discussed the importance of time period elapsed between FMD-suspected notice and the date of confirmation, and emphasized the necessity of region-specific and species-specific control measures.

  • As critical infrastructure, bridges play an indispensable role in facilitating the distribution of goods. When bridges reach their end of useful life or get damaged by natural disasters such as earthquakes or storms, they have to be removed and reconstructed. When bridges in service need to be reconstructed, user costs occur from vehicle detours and traffic congestions, and social costs occur from noise and dust during construction periods. However, these user and social costs are not considered during reconstruction and the evaluation methods of those costs are vague. Thus, there is lack of appropriate bridge types that consider these costs. Therefore, this paper identifies the social overhead costs that occur during bridge reconstruction, which is also called, users' socioeconomic values. Next, it proposes a method to evaluate user costs during bridge reconstruction, and appraises the method. User costs are evaluated based on traffic information, social and material volumes including the bridge's daily traffic volume, peak hours, detour distance and time. In addition, time delay costs due to traffic operational costs and bridge reconstruction are also taken into consideration.
