A Development of Facility Web Program for Small and Medium-Sized PSM Workplaces (중·소규모 공정안전관리 사업장의 웹 전산시스템 개발)

  • There is a lack of knowledge and information on the understanding and application of the Process Safety Management (PSM) system, recognized as a major cause of industrial accidents in small-and medium-sized workplaces. Hence, it is necessary to prepare a protocol to secure the practical and continuous levels of implementation for PSM and eliminate human errors through tracking management. However, insufficient research has been conducted on this. Therefore, this study investigated and analyzed the various violations in the administrative measures, based on the regulations announced by the Ministry of Employment and Labor, in approximately 200 small-and medium-sized PSM workplaces with fewer than 300 employees across in korea. This study intended to contribute to the prevention of major industrial accidents by developing a facility maintenance web program that removed human errors in small-and medium-sized workplaces. The major results are summarized as follows. First, It accessed the web via a QR code on a smart device to check the equipment's specification search function, cause of failure, and photos for the convenience of accessing the program, which made it possible to make requests for the it inspection and maintenance in real time. Second, it linked the identification of the targets to be changed, risk assessment, worker training, and pre-operation inspection with the program, which allowed the administrator to track all the procedures from start to finish. Third, it made it possible to predict the life of the equipment and verify its reliability based on the data accumulated through the registration of the pictures for improvements, repairs, time required, cost, etc. after the work was completed. It is suggested that these research results will be helpful in the practical and systematic operation of small-and medium-sized PSM workplaces. In addition, it can be utilized in a useful manner for the development and dissemination of a facility maintenance web program when establishing future smart factories in small-and medium-sized PSM workplaces under the direction of the government.

  • Information system audit is the requirement to configure the information system successfully. However, there is a problem with reduction of efficiency in the audit work when the system capacity is growing up. In the subsidiary field of information system audit, there is the same problem. In this paper, we will focus on the database audit, and implement an SQL audit tool in order to improve the performance of a database. During the designing phase of the SQL audit tool which aim to improve the performance of a database, we have analyzed the requirements of SQL audit work. Based on the aforementioned them, the process of the SQL audit tool has been designed with SQL audit features in accordance with information audit process. During the implementation phase, we have implemented 3 main function modules according to the output of the design phase. The main modules we implemented are the audit job definition module, audit job executing module and result reporting module. With the implemented tool, it applied to an Electric Power Corporation project in China and compared with other tools that are able to use SQL audit. In this paper, the implemented SQL audit tool is able to perform the general SQL audit work and to reduce the cost of the audit work for database performance and to raise the accuracy of result and to apply the extended inspection rule which need to use SQL parsing.

  • This paper is the second part of the study on the development of a smart active layer (SAL) sensor, which consists of two parts. As mentioned in the first paper, structural health monitoring (SHM) is a new technology that is being increasingly applied at the industrial field as a potential approach to improve cost and convenience of structural inspection. Recently, the development of smart sensor is very active for real application. This study has focused on preparation and application study of SAL sensor which is described with regard to the theory and concept of the SAL sensor in the first paper. In order to detect elastic wave, smart piezoelectric sensor, SAL, is fabricated by using a piezoelectric element, shielding layer and protection layer. This protection layer plays an important role in a patched network of distributed piezoelectric sensor and shielding treatment. Four types of SAL sensor are designed/prepared/tested, and these details will be discussed in the paper In this study, SAL sensor ran be feasibly applied to perform structural health monitoring and to detect damage sources which result in elastic waves.

A Study on the National Competency Standards of Fashion Accessories Production (패션소품생산 분야의 국가직무능력표준(NCS) 개발에 관한 연구)

  • This study analyzed the process of development and verification of standards through the competency analysis of fashion accessories products in the development of 'National Competency Standards'(NCS), which was carried out in 2013 for the fashion industry. The NCS for fashion accessories production was developed through three Focus Group Interviews (FGIs) and fashion accessories production was defined as "the process of design, development and manufacture intended to produce items that improve the degree of completion of fashion products that are produced from textile fabric, knitted fabric, leather and other materials such as bags, belts, hats, gloves, scarves, neckties and socks with the exception of clothes". The competency unit for fashion accessories production was analyzed in 11 categories: development of design; development of materials; production of prototype samples; calculation of cost; determination of mass production model and price; planning of main manufacture process; ordering of materials; planning for mass production; preparation for mass production; mass production; and inspection of completed products, and the verification was carried out on development outcomes through a survey carried out of on-site personnel. This study recommends the following direction for future improvements based on an analysis of the development process of the NCS for fashion accessories production. First, future development of standards should first provide a rational category system for each area of fashion good production based on the production process, which should be followed by a detailed competency survey. Second, in order to ensure a more efficient verification survey, an expert for each competency unit should be designated for the develop standard to induce a more sincere response. Also the questionnaire should require supplementation in order to collect the various additional opinions of experts of the field. Finally, this study concludes that it is urgent to procure an education infrastructure and specialized professors in order to apply the competency standard for fashion accessories production to the education sector. This study also concludes that the government will be required to provide systematic and consistent support aimed at supplementing development and forming a firm collaborative working environment for the industry and academia in order to improve the current education environment and build a more field-oriented education environment.

Development of Performance Indicators Based on Balanced Score Card for School Food Service Facilities (균형성과표(BSC)개념을 적응한 학교급식 운영성과 측정지표 개발)

  • This study raised the necessity of developing performance indicators for measuring the management efficiency and effectiveness of school food service, and as a means of helping its implementation, a balanced score card (BSC) approach developed by Norton and Kaplan was adopted. This study established BSC in seven phases through literature: Phase 1 Defining a school food service and the scope of working activities, Phase 2 Establishing the vision of a school food service, Phase 3 Setting strategic goals, Phase 4 Identifying critical success factors (CSFs), Phase 5 Developing Key Performance Indicators (KPIs), Phase 6 Extracting cause and effect relationship, and Phase 7 Completing a preliminary BSC. The preliminary BSC was fumed into a survey, which was administered to food service related people working at the Office of Education and School Food Service including 16 offices,209 dietitians, 48 school administrators both from self-operated and contract-managed, and 9 experts in areas related to school food service. They were asked questions about strategies from 4 different perspectives,12 CSFs, 39 KPls, and the cause and effect relationships among them. As a result, among the CSFs based on 4 different perspectives, all factors other than ' zero sum on profit/loss ' from the financial perspective turned out to be valid. In terms of KPIs, manufacturing cost percentages, casualty loss count/reduction rates, school foodervice participation rates, and sales goal achievement rates were found to be valid from the financial perspective, while student satisfaction index, faculty satisfaction index, leftover ratio, nutrition educational performance count, index of evaluating nutrition education, customer claim count/reduction rate, handling customer claim count/reduction rate, and parent satisfaction index were found to be valid from the customers' perspective. Besides, nutritional requirement sufficient ratio, nutritional management score, food poisoning outbreak count, employee safety accident count, sanitary inspection assessment index, meals per labor hour (productivity index), computerization ratio, operational management index, and purchase management assessment index were also found to be valid from the perspective of internal business processes. From the perspective of innovation and learning, employee turnover ratio/rate of absenteeism, annual education and training count, employee satisfaction index, human resource management assessment index, annual menu-related customer feedback, food service information index for employees and parents/schools were also found to be valid. The significance of this study is to present indices for measuring overall performance of school lunch food service operations without putting any limitation on types of school food service management, and to help correctly assess the contribution of the current types of school food service management to schools and students.   • Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.

A Study on Construction Methods of Roller Compacted Concrete Pavement for Bike Roads (자전거도로용 롤러 전압 콘크리트 포장의 시공 방안 연구)

  • Usage of bicycle has been supported the universal reduction of energy consumption and $CO_2$. For the same purpose, new constructions for long length bike roads are planned in Korea. Recently, laboratory tests of physical properties and resistance against environmental loading about optimum mix design of roller compacted concrete, that have advantages of high structural performance by cement hydration and aggregate interlocking, simple construction procedure and low construction cost, are performed for the effective construction of new bike roads. However, properties of roller compacted concrete had different results between laboratory and field tests since it had different compaction method. Also, construction method of roller compacted concrete are not defined for the application of bike roads since it had different demand performance such as thin pavement thickness, low strength and etc with road pavements. Thus, in this experimental research was launched to evaluate the core properties, visual inspection, compaction ratio, water content, thickness reduction rate of roller compaction, skid resistance and roughness by experimental construction about variable mix proportion and compaction method based on laboratory test results. And construction method of roller compacted concrete pavement were suggested for the application of bike roads.

A Study on the Design Value Analysis Methodology for Bridge Structure Using Reliability Analysis (신뢰성 해석을 이용한 교량구조물의 설계VA기법 연구)

  • In this study, a design value analysis technique that considered stochastic LCC and stochastic performance evaluation was proposed, and by introducing the concept of reliability analysis, a decision making that secured reliability was supported. The results of this study, which was carried out according to the above objectives and methods, are summarized as follows: 1) The design value analysis procedures and value state function, improved in order to carry out a reliable analysis when evaluating alternate proposals that were extracted after the function definition was complete, were formalized, and in order to secure consistency and efficiency for value evaluation procedures, an evaluation index scheme was proposed; 2) Database collection and analysis were done for a bridge's LCC analysis. As for the collection scope of data, literature of previous research done on a bridge's LCC analysis was used as the basis for analysis, and for securing reliability regarding analysis results and dealing with uncertainty of collected data, the MCS technique was applied; 3) Weights and evaluation ranks for performance evaluation of each of the alternate proposals, as well as LCC analysis model, analysis period, discount rate, user expense, safety inspection and safety diagnosis expense conditions for LCC analysis were proposed. Lastly, a feasibility study was done and conclusion was made about "OO grand bridge and connecting road construction work execution design" project centered on value analysis execution case.

Risk Analysis Method for Deriving Priorities for Detailed Inspection of Small and Medium-sized Fill Dam (중소형 필댐의 정밀점검 우선순위 도출을 위한 간이 위험도 분석 방법)

  • Korea's agricultural reservoir is one of the country's major infrastructures and plays an important role in people's lives. However, aging reservoirs are a risk for life and property. Currently, large and small dams and reservoirs have been constructed nationwide for more than 40 years of aging. Dams and reservoirs built nationwide are managed by various institutions. Therefore, it is difficult to manage all dams and reservoirs due to cost and time. Managers in the field with less management personnel and lack of expertise should be able to quickly identify risk factors for multiple reservoirs. In this study, risk factors such as seepage, leakage, settlement slide, crack and erosion were selected. To assess the risk of the items, we used the analytical hierarchical process (AHP), one of the Multi-Criteria Decision Making (MCDM) methods. The analysis showed that seepage has the greatest impact on reservoir collapse. It is judged that the priority of detailed diagnosis can be determined by evaluating the risk of dam reservoir collapse in a convenient way in advance using the calculated weight.

  • It is difficult for consumers to satisfy high safety request with post-management method such as inspection and surveillance, as various changes in-and-out of the country associated with food safety. In terms of food safety problems related to foods, it is crucial to recognize public health and consumer protection and construct pre-preventive Food Control System. A joint committee, FAO/WHO made the following consultations to the National Food Safety System. ${\circ}$ Approach entirely from farm to table ${\circ}$ Get ready for Risk Analysis System ${\circ}$ Secure transparency ${\circ}$ Establish the optimal policy by evaluating the effect of regulation When it comes to summarizing the consultation, it would be accumulated as two key words; "Efficiency" and "Credibility". Whereas the problem of efficiency focuses on precaution rather than post-management, it requires policy option to maximize consumer's benefit by evaluating the cost for the Food Safety Management and its benefit. Also, analyzing risk's character and amount, demanding an optimal means, and introducing scientific analysis system put much value on the stakeholder's communications are procedure's security which can satisfy both "Efficiency" and "Credibility" simultaneously. Especially, it is emphasized here that Risk Assessment need to be separated from Risk Management. This action is a valid means of credibility security throughout improving transparency. A number of nations and organizations have reformed the method of food management passing through reflection and examination of the prior National Food Safety Management since BSE occurred in Britain, 1996. FSA; Food Standard Agency, AFFSA, EFSA, BfR, and FSC are Risk Assessment Organization functionally separated from Risk Management Organization, JECFA, JMCFA, JMPR, JEMRA in Codex charge Risk Assessment internationally. In case of advanced countries excluding several those such as The U.S. and so forth, though these Risk Assessment Organizations are either separated functionally within Risk Management Organization or operated as apart organ, common factors are in which it has independence as Science Base. While securing independence of Risk Assessment Function, it is a tendency Risk Management should be functionally unified into efficiency as well. Though Germany constructs integral Risk Management System of diverse ways according to social and political conditions of each country such as GFOCP, DVFA, SNFA, CFIS and AQIS, there is a key word in the center, "Securing efficiency of Food Safety Management". However our nation has a representative plural;diversified system with The U.S., we took a step forward for unification as empowering policy's generalization;adjustment and Risk Assessment Function by means of enacting the "Food Safety Fundamental Law" in 2008 and establishing the "Food Safety Policy Commission" with private and governmental sectors in the Prime Minister's office. Even though the unification of Risk Management hereby increased, there is the lack of strengthening function of Risk Assessment and securing independence. It needs to be required for the professional committee in Food Safety Policy Commission to develop as a exclusive office of Risk Assessment by separating from a policy decision. Administrative Branches should reinforce feeble functions such as fundamental investigation;research for carrying out Risk Assessment with securing efficiency throughout reassessment of prior Risk Management Means.
