  • At the 8th National High-Performance Computing (HPC) Committee convened in 2021, the "National High-Performance Computing Innovation Strategy (draft) for the 4th Industrial Revolution Era" was deliberated and the original draft was approved. In this proposal, the Ministry of Science and ICT in KOREA announced three major plans and nine detailed projects with the vision of "Realizing the 4th industrial revolution quantum jumping by leaping into a high-performance computing powerhouse." Thereby the most important policy about national mid-term and long-term HPC development was established and called the HPC innovation strategy (hereinafter "the innovation strategy"). The three plans of the innovation strategy proposed by the government are: Strategic HPC infrastructure expansion; Secure source technologies; and Activate innovative HPC utilization. Each of the detailed projects has to be executed nationally and strategically. In this paper, we propose a strategy for the implementation of two items ("Strategic HPC infrastructure expansion" and "activate innovative HPC utilization") among these detailed plans.

  • This study explores the influence of Taiwan's high-tech manufacturers' innovative strategy and innovation motivation concerning the implementation of innovative activities, as well as the influence of innovative activities implementation on business performance. The two intermediate variables, industry group and enterprise scale are also considered. Through a review of the relevant literature, a theoretical model of the influence relationship is developed, while an empirical analysis is simultaneously conducted on Taiwan's high-tech manufacturers. The research result shows that the internal driving force of innovative activities has a significant impact on the level of implementing technological innovative activities and cultural innovative activities. The external driving force of innovative activities has a significant impact on the level of implementing market innovative activities and management innovative activities. Companies adopting self-developed technology and purchased as well as self-developed technology strategies, perform better than those adopting purchased new technology or those with neither purchased nor self-developed technology strategies, at implementing technological innovative activities and cultural innovative activities. The level of implementing innovative activities has a significant influence on business performance (cost reduction and product/service differentiation). For the intermediate variables of "industry group" and "enterprise scale", it is proven in this study that they have no significant influence on the level of innovative activity implementation or business performance.

  • Purpose - This paper aims to analyze the determinants of licensing behaviors of manufacturing firms empirically in non-advanced exporting countries. Research design and methodology - We try to approach licensing behavior from the perspective of innovation strategy and open innovation, and deal with two activities composing licensing, i.e. licensing-in and licensing-out using the result of Korean Innovation Survey Results - Firstly, Organizational characteristic factors, particularly the size and size related factors influence the firm behavior of licensing-out, but not in case of licensing-in. Secondly, innovation strategy influences the firm behavior of licensing-in, but not in case of licensing-out. Lastly, the determinants of licensing-in and that of licensing-out are different. Conclusions - In general, firms doing licensing-out have many complementary assets and orientation for global markets. Meanwhile, firms doing licensing-in are innovative firms utilizing patent as an appropriation mechanism. Licensing-out have relevance with product market-related factors and licensing-in have more relevance with technology market-related factors

  • Purpose - This study aims to analyze the relationship between trends in innovative EU industries and market distribution in smaller emerging markets under an open economy. Research design, data, and methodology - Although innovation was well-distributed, due to socio-economic factors following European integration, CEE had not achieved sustainable economic growth. However, this paper analyzes the differences among changes in CEE innovation for smaller emerging markets dominated since 2000. Market distribution has facilitated new markets for innovative industries, according to EU surveys and economic indicators. Results - The dominance of the local industrial market distribution has deterred innovation investment the survey shows that innovation investment has been shrinking, despite the EU's open innovation policy for CEE employment and R&D. For the CEE case, there were expectation gaps and uncertainty about whether to use the new distribution dominance or TNCs' innovation in smaller emerging countries without local industrial innovation. Conclusions - Innovation generates market growth and distribution power however, small growth requires stimulation, and creativity and innovative edge need further focus in local public and corporate strategy.
