Low Conversion Loss 94 GHz MHEMT MIMIC Resistive Mixer (낮은 변환손실 특성의 94 GHz MHEMT MIMIC Resistive 믹서)

  • In this paper, low conversion loss 94 GHz MIMIC resistive mixer was designed and fabricated. The $0.1{\mu}m$ InGaAs/InAlAs/GaAs Metamorphic HEMT, which is applicable to MIMIC's, was fabricated. The DC characteristics of MHEMT are 665 mA/mm of drain current density, 691 mS/mm of maximum transconductance. The current gain cut-off frequency(fT) is 189 GHz and the maximum oscillation frequency(fmax) is 334 GHz. A 94 GHz resistive mixer was fabricated using $0.1{\mu}m$ MHEMT MIMIC process. From the measurement, the conversion loss of the 94 GHz resistive mixer was 8.2 dB at an LO power of 10 dBm. P1 dB(1 dB compression point) of input and output were 9 dBm and 0 dBm, respectively. LO-RF isolations of resistive mixer was obtained 15.6 dB at 94.03 GHz. We obtained in this study a lower conversion loss compared to some other resistive mixers in W-band frequencies.

  • The national goals of basic science and technology Policy toward the 21st century are as follows ; first, advancement of knowledge second, production of the excellent scientists and engineers third, contribution to the economic growth and to the improvement of the quality of life. The strategies for reaching the national goals of basic S&T are as follows ; \circled1 enhance the government funding in basic S&T research, \circled2 enforce the connection between research and education, \circled3 extent S&T linkage internationally, \circled4 introduce the priority criteria among the research fields, \circled5 increase the effectiveness of government R& D expenditure.

An Empirical Study on the Factors Influencing the Innovations of Korea's Exporting Companies and Export Performance (한국 수출기업의 혁신활동에 따른 영향요인과 수출성과에 관한 실증연구)

  • Developing new technologies and launching new products require a huge sum of money for Research and Development, and there is also market uncertainty. Comparing to advanced countries' companies, Korea's exporting companies have less investment cost in size for R&D and insufficient technology assets accumulated. Therefore, through the open innovation, they should use external technology and enhance the efficiency of the relatively little R&D investment. This paper draws the factors influencing the innovations of Korea's exporting companies, and then it analyses how each innovation influences export performance. First, innovations are devided into two; closed and open innovation. Multiple regression analysis has been done, considering influence factors of innovation such as company's characteristics factors, research's characteristics factors and products characteristics factors to be independent variables, and export performance to be a dependent variable. It shows that firm size and new products launching period have positive effects on each innovation, but research capability and research performance have positive effects only on closed innovation. And open innovation has positive effects on export performance, but closed innovation doesn't have.

The Historical Change of Policies on Research Facilities and Equipment of South Korea

  • This study analyzed changes in the national research facilities & equipment (RFE) policies historically promoted by the Rho administration (2003~2007), Lee administration (2008~2012), Park administration (2013~2016), and Moon administration (2017~2019) in South Korea. By adding new variables such as policy goals and policy means to a model suggested by Hogwood and Peters (1983), policy change types and their flow could be better classified. Korean RFE policies showed various flows in the policy change types instead of a general flow, which is the order of policy innovation -> policy innovation -> policy succession -> policy succession. This finding indicates that each administration could pursue a higher-level policy change purposively. It is highly required to prepare policy development that devotes to organizing and operating a national council, reflecting in the government's comprehensive plan after evaluating policy effectiveness, improving items needed for the RFE status survey, and unifying the research equipment registration.

A Study on the Relationship of Learning, Innovation Capability and Innovation Outcome (학습, 혁신역량과 혁신성과 간의 관계에 관한 연구)

  • We increasingly see the importance of employees acquiring enough expert capability or innovation capability to prepare for ever growing uncertainties in their operation domains. However, despite the above circumstances, there have not been an enough number of researches on how operational input components for employees' innovation outcome, innovation activities such as acquisition, exercise and promotion effort of employee's innovation capability, and their resulting innovation outcome interact with each other. This trend is believed to have been resulted because most of the current researches on innovation focus on the units of country, industry and corporate entity levels but not on an individual corporation's innovation input components, innovation outcome and innovation activities themselves. Therefore, this study intends to avoid the currently prevalent study frames and views on innovation and focus more on the strategic policies required for the enhancement of an organization's innovation capabilities by quantitatively analyzing employees' innovation outcomes and their most suggested relevant innovation activities. The research model that this study deploys offers both linear and structural model on the trio of learning, innovation capability and innovation outcome, and then suggests the 4 relevant hypotheses which are quantitatively tested and analyzed as follows: Hypothesis 1] The different levels of innovation capability produce different innovation outcomes (accepted, p-value = 0.000<0.05). Hypothesis 2] The different amounts of learning time produce different innovation capabilities (rejected, p-value = 0.199, 0.220>0.05). Hypothesis 3] The different amounts of learning time produce different innovation outcomes. (accepted, p-value = 0.000<0.05). Hypothesis 4] the innovation capability acts as a significant parameter in the relationship of the amount of learning time and innovation outcome (structural modeling test). This structural model after the t-tests on Hypotheses 1 through 4 proves that irregular on-the-job training and e-learning directly affects the learning time factor while job experience level, employment period and capability level measurement also directly impacts on the innovation capability factor. Also this hypothesis gets further supported by the fact that the patent time absolutely and directly affects the innovation capability factor rather than the learning time factor. Through the 4 hypotheses, this study proposes as measures to maximize an organization's innovation outcome. firstly, frequent irregular on-the-job training that is based on an e-learning system, secondly, efficient innovation management of employment period, job skill levels, etc through active sponsorship and energization community of practice (CoP) as a form of irregular learning, and thirdly a model of Yί=f(e, i, s, t, w)+${\varepsilon}$ as an innovation outcome function that is soundly based on a smart system of capability level measurement. The innovation outcome function is what this study considers the most appropriate and important reference model.

The Contribution of the S&T-Centered Research Universities on the Regional Innovation: Based on Mode 1 and Mode 2 Knowledge Performances (과학기술특성화대학의 지역혁신 연계성 분석: 모드 1과 모드 2 지식성과를 중심으로)

  • The competition among nations has been extended to competition between localities, and the importance of knowledge activities in local areas is being emphasized. To contribute to the nurturing of highly qualified professionals and the development of local industry, the Korean government established the S&T-centric research universities including KAIST in 5 local areas. These S&T-centric research universities are top notch research centers and educational environments in Korea. However, it has been pointed out that their ability to act as local innovation hubs is limited. Accordingly, this study conducted an empirical analysis on the outcomes of the S&T-centric research universities by dividing them into two categories, Mode 1 and Mode 2, and comparing them with those of other general universities. It was found that the outcomes of the S&T-centric universities were higher in Mode 1, but lower in Mode 2, than those of the general universities. Furthermore, the S&T-centric universities are not connected very much to the region's specialized industries. It was difficult to find any evidence that the S&T-centric universities differ from the other universities in terms of their outcomes or activities as they were initially envisaged.

Occupational Diversification of Doctorates in Science and Technology (과학기술 분야 박사학위자의 직업다변화 및 결정요인 분석)

  • The traditional occupational boundaries of human resources in science and technology (S&T) have quickly blurred in Korea. On the one hand, the knowledge-based economy has emerged and S&T proliferated beyond conventional areas, leading scientists and engineers to advance into various convergence fields. On the other hand, Korea's labor market is characterized by a higher percentage of highly-educated human resources and a relatively smaller number of high-quality jobs. As a result, the highly educated in S&T have flowed over the traditional careers into non-S&T careers. Focusing on doctorates in S&T, this paper analyzes changes in their career patterns and identifies main determinants. Specifically, jobs are categorized into traditional STEM occupations and the others in order to identify fluctuations in their share and to analyze factors affecting such changes. The analyses are based on data from the 'Survey on Careers and Mobility of Doctorate Holders 2012' conducted by the Science and Technology Policy Institute. The results exhibit marked changes in the occupational composition of doctorates in S&T. Occupational diversification has been proceeded faster in natural sciences, the private sector, and the younger generation than in engineering, the public sector, and the older generation.

Approach Toward the Creation of Nonnarcotic Opium Poppy - Morphological and Genetical Analysis on 'Thebaine Poppy' -

  • Opium poppy (Papaver somniferum L.) is one of the most important medicinal plants, which is used as a sole commercial source of narcotic analgesic, morphine. The transformant of opium poppy we have established by infection of Rhizobium rhizogenes (formerly Agrobacterium rhizogenes) strain MAFF03-01724 showed aberrant morphology and altered opium alkaloid composition. The major alkaloid produced by this transformant was thebaine (16.3%, opium dry weight) instead of morphine. It is likely that this 'thebaine poppy' phenotype was caused by the integration of T-DNA(s) into the poppy genome DNA, and their inserted loci are of great interest. To gain an insight into the mechanism of nonnarcotic thebaine accumulation for the further approach toward the creation of 'codeine poppy' which produces codeine as a major alkaloid, the genetical and morphological analyses on the transformant was carried out. Here we report the results of the detailed analysis on the T-DNA inserted loci of T0 transfromant and the correlation between opium alkaloid composition and segregated T-DNA integration pattern in the self-pollinated T1 transformants.

  • The mechanism of knowledge production in the basic science has been changed throughout the development process in Korea. During the 1970s, the focus resides in the support of individual scientists while it concentrated on the support of research organization, centered on center of excellence from the 1980s. The change in the sup-porting mechanism to basic science result in the transformation of knowledge production system in the university and impact on the behavior of individual scientists. This paper focuses on the co-evolution process between newly adopted supporting program for basic science and the knowledge production system via the case study of representative program of center of excellence supporting program in Korea.

국가혁신시스템의 기능분석 -시스템이론의 접목을 통한 탐색적 개념연구-

  • This article introduces the five functions of the national innovation system (NIS). As the national innovation system is a kind of social systems in the national level, the five generic functions of open system-production boundary spanning, maintenance, adaptation management functions-are applied to the NIS. The production function is the primary process, which produces innovative products and services of the NIS. The boundary spanning function is the function of procuring the input and disposing the innovation output or aiding in these process. Experienced R&D human resources, R&D funds, technology etc. belong to the input of the NIS. The maintenance function is responsible for the smooth operation and upkeep of the system in terms of various conditions. The adaptive function is to help the system change and adapt, scan the environment for problems, opportunities, and technological developments. It faces outward for the survival of the system from the long-term view. The management function carries out planning and controlling the overall activities for the other four functions in order to run the system. Finally it discuses implications for the diagnosis and the decision making process of S&T policy.
