An Exploratory Study on the Trends and Introductions of Innovation Management System International Standards (혁신경영시스템 국제표준 개발 동향 및 도입 방안에 관한 탐색적 연구)

  • Purpose: The purpose of this study is to introduce the development trend of international standard in the innovative management system and propose the application method of the standard for SME certification system. Methods: This study is based on literature studies and case studies considering the initial stage of development of standards as well as lack of domestic and international research examples. In the literature review, we focused on the characteristics of the innovation management system standards at the national, regional and global level. We examined case studies of Spain and Portugal as case studies. Besides, the evaluation items and certification status of domestic innovative SMEs certification were also searched to find out how to introduce them in Korea. Results: The results of this study can be summarized in three major points. First, new international standards of innovation management are being developed under the ISO management system standard and are currently in the DIS stage. Second, in the case of Spain adopting the national innovation management system standard, it has been reported that the innovation management system standard has a significant effect on the innovation ability and management performance. Third, it was not easy to establish a standardized innovation process between the innovation based on creativity and the standardized based product. The Oslo manual was not enough to provide enough guidance in this area. Conclusion: Companies that want to strengthen their organizational innovation capabilities from a management system point of view and Policymakers that want to plan the upgrading and integrated certification operating system of the domestic innovation SME certification need to consider the ISO 50500 series as a global level standard other than the Oslo manual.

A Study on the Improvement Way & Accomplishment of Single PPM Quality Innovation Movement (Single PPM 품질혁신운동의 성과와 개선 방안)

  • Since 100PPM Qualify Certification System has been established by the Industrial Advancement Administration in 1995, 1000PPM Quality Innovation Movement has contributed much to the enhancement of quality competitiveness of Korea's parts industry. And in 2000, raised to a higher level, Single PPM Quality Certification System has been established by the Small and Medium Business Administration. Single PPM Qualify Innovation Movement seeks to reduce the number of defects to below 10 out of one million industrial items produced. Ultimately, Single PPM Quality Innovation Movement aims at achieving perfection, by enabling a zero defect rate in industrial production through the participation of all members of an organization. So this study aims to show the tangible and intangible effects of Single PPM Quality Certification System. and to suggest a methodology to improve current problems of Single PPM Quality Innovation Movement.

A point of 2000, the program's name was changed by Single PPM Quality Innovation Program in pursuit of defects below 10ppm in outgoing quality. Nowaday 1,651 companies is received Single PPM Quality Certification from government at the end of 2008. On the other side, the return or withdrawal of certification is going on because of various reasons. In this study, we analyse the status of certification's preservation and cancellation, and suggest the cooperation ideas between government and companies.

  • Certification about management innovation business (Mainbiz) was added in 2006 newly along with existent technical innovation business certification (Innobiz) and venture business certification with government's policy connected with reform style small and medium enterprises 30 thousand upbringings. Drew dividing management innovation business evaluation figure by manufacturing industry and service industry through leading study, gives weight by industry about drawn evaluation figure and must give estimation point of suitable level. This studies judge importance about evaluation figure by industry and consider priority order by evaluation figure using AHP (Analytic Hierarchy Process) that use expert group and gave point.

Effects of the Innovative Company Certification System on Technological Innovation Activities and Performance of SMEs (혁신형 기업 인증 제도가 중소기업의 기술적 혁신 활동과 성과에 미치는 영향)

  • In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

Employment Effectiveness of Innovation-certified SMEs and General SMEs: A Comparative Analysis (혁신인증 중소기업과 일반 중소기업의 고용효과 비교·분석)

  • The employment effect of innovation-certified SMEs (venture certification, inno-biz certification and main-biz certification) and general SMEs was compared and analyzed. Through propensity score matching, general SMEs with similar tendencies to SMEs for each innovation certification were selected. The employment effect was approached from two perspectives: the absolute employment effect, the employment growth rate, and the relative employment effect, the sales-employment coefficient. As a result of the analysis, it was confirmed that venture certified SMEs and inno-biz certified SMEs, which are technology innovation-type certifications, have an advantage in absolute employment effect. In addition, it was concluded that innovation-certified SMEs have more room for employment than general SMEs by achieving sales growth that exceeds employment growth. Therefore, there is a possibility to enhance the employment effect of innovation-certified SMEs by strengthening employment-related incentives for innovation-certified SMEs.

We analyzed 135 sheets that we could use for this research using SPSS 15.0 and AMOS 18.0 program.
