  • Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

  • 이 연구는 U-City기반시설보호를 위한 관련 법제도의 정비 방향을 제시하는데 목적이 있다. 이를 위해 해외 기반 시설보호체계와 국내의 U-City법을 비롯한 관련 법제도에 대해 분석하고, 산 학 연 전문가를 대상으로 설문조사를 수행하여 U-City기반시설보호와 관련된 문제점을 도출하였다. 이를 바탕으로 U-City기반시설보호를 위한 관련 지침 제정, U-City기반시설보호 의무화, U-City기반시설보호를 위한 전담조직 구성, 지능화된 시설 보호를 위한 관련 법제도 개정 및 U-City기반시설보호 보호시스템 구축 등의 U-City기반시설보호를 위한 법제도 정비방향을 제시하였다.

  • In this paper, we described configuration and construction of infrastructure for the KASS Reference Station (KRS), subsystem of Korea Augmentation Satellite System (KASS). KASS system consists of three subsystems(KRS, Mission Control Center (MCC), KASS Uplink Station (KUS)). One of these subsystems, KRS receives GNSS data for generating range error and integrity verification and sends to MCC. It is needed to antenna facilities for mounting GNSS antenna and shelter for operating KRS and infra equipment(power and network system, lightning and grounding system, fire extinguish) for operating KRS. For this reason, we have established the requirements for KRS infrastructure and constructed infrastructure for KRS to meet the requirements of KRS infrastructure.

메타평가를 이용한 국가기반체계 평가시스템 개선에 관한 연구 (A Study on the Improvement of Evaluation System of National Infrastructure System using Meta-Evaluation)

  • 연구목적: 본 연구는 국가기반체계 메타평가를 위한 모형을 구축하고 구축된 모형을 이용하여 국가기반체계의 평가시스템 개선을 목적으로 한다. 연구방법: 연구를 위해 재난 관련 법령과 정부에서 발간한 국가기반체계 평가보고서, 국가기반체계 보호계획 수립지침, 메타평가 선행연구자료 등 문헌자료와 국가기반체계 담당공무원, 평가위원, 피평가기관 업무담당자의 의견을 수렴하여 평가실태를 분석하였다. 연구결과: 현행 국가기반체계 평가지표 중 재난대응 교육 훈련계획 및 이행의 적정성, 평가이해관계자와 의사소통, 평가위원 교육시간 등 7개 지표에서 보완 소요가 도출되었다. 결론: 본 연구를 통해 도출된 개선방안을 국가기반체계 평가지표 개선에 활용할 수 있을 것으로 기대된다.

  • This paper studied the safety management network system of infrastructure which constructed smart sensors, closed-circuit television(CCTV) and monitoring system. This safety management of infrastructure applied to bridge, cut slop and tunnel, embankment etc. The system applied to technologies of standardization guidelines, data acquirement technologies, data analysis and judgment technologies, system integration setup technology, and IT technologies. It was constructed safety management network system of various infrastructure to improve efficient management and operation for many infrastructure. Integrated safety management network system of infrastructure consisted of the real-time structural health monitoring system of each infrastructure, integrated control center, measured data transmission using i of tet web-based, collecting data using sf ver, early alarm system which the dangerous event of infrastructure occurred. Integrated control center consisted of conference room, control room to manage and analysis the data, server room to present the measured data and to collect the raw data. Early alarm system proposed realization of warning and response within 5 minute or less through development of sensor-based progress report and propagation automation system using the media such as MMS, VMS, EMS, FMS, SMS and web services of report and propagation. Based on this, the most effective u-Infrastructure Safety Management System is expected to be stably established at a less cost, thus making people's life more comfortable. Information obtained from such systems could be useful for maintenance or structural safety evaluation of existing structures, rapid evaluation of conditions of damaged structures after an earthquake, estimation of residual life of structures, repair and retrofitting of structures, maintenance, management or rehabilitation of historical structures.

  • The developments and implementations of the structural health monitoring (SHM) system for large infrastructures have been gradually recognized by researchers, engineers and administrative authorities in the last decades. This paper summarizes an updated review on innovations and applications in SHM for infrastructures carried out by researchers at Dalian University of Technology. Invented sensors and data acquisition system are firstly briefly described. And then, some proposed theories and methods including the sensing technology, sensor placement method, signal processing and data fusion, system identification and damage detection are discussed in details. Following those, the activities on the standardization of SHM and several case applications on specific types of structure are reviewed. Finally, existing problems and promising research efforts in the field of SHM are given.

  • Delay, cost overrun and inferior quality in public works are common in Nepal and Cambodia. Almost 90 percent of the civil construction engineers working in the industry were one-degree graduates without appropriate training. The civil engineering education had provided elemental engineering knowledge to the graduates however integrated engineering and management knowledge and skill are essential for efficient infrastructure development. ODA in developing countries had been concentrated in hard infrastructure development without improving the quality of higher education. Integrating ODA to engineering education system would help develop qualified technical manpower and appropriate technology domestically, and improve the efficiency in infrastructure development in developing countries.

주요기반시설 서비스의 안정적 운영을 위한 보안 프레임워크 설계에 관한 연구 (A Study on the Security Framework Design for Stable Operation of Critical Infrastructure Service)

  • Critical infrastructure has been operating in a closed environment with a completely separate information system and in the private area. However, with the current ICT environment changes due to convergence and open platforms it has increased the threats and risks to critical infrastructure. The importance of cyber security is increasing in the infrastructure control system, such as the outbreak of Ukraine blackout in 2015 by a malicious code called 'black energy'. This thesis aims to recognize the importance and necessity of protecting the critical infrastructure service, designing a security framework reflecting environmental and characteristic changes, and analyzing the management system suitable for a security framework. We also propose a theoretical basis for constructing a new security framework by comparing and analyzing seven international security management system standards, such as NIST 800-82 and IEC 62443-2-1, which are used in the control system. As a result, the environment surrounding critical infrastructure changes with the characteristics of connectivity, openness, and finality was studied, and as a response to this, many scholars and institutions present critical infrastructure security frameworks as cycle enhancement type structures, risk management structures, and management domain expansion structures. In response, the security framework encompassing these structures, CISF (Critical Infrastructure Security Framework), was designed. Additionally, through the security related international standard and criterion analysis, as a newly designed security standard suitable for CISF, IEC 62443-2-1 is reviewed and suggestions are made.

  • 최근 IT를 활용한 비즈니스가 급증함에 따라 복잡해진 IT 인프라를 운영 관리하는데 있어 많은 예산이 소요되고 있다. 이에 대한 효율적이고 비용절감 효과를 얻을 수 있는 새로운 IT 인프라 기술이 필요한 실정이다. 본 논문에서는 정보 시스템의 단순화와 운영 관리의 효율성 및 비용 절감을 위한 IT 인프라 방식인 CI(Converge Infrastructure)과 HCI(Hyper Converge Infrastructure) 방식을 소개한다. 또한 새로운 IT 인프라 기술인 HCI 방식을 활용한 정보 시스템 및 재해 및 장애 발생 시 서비스의 연속성을 제공하기 위한 재해복구시스템의 구축 방안에 대해서 제시한다. HCI 방식을 활용하기 위한 주요 기술 소개와 함께 HCI 도입 전후의 정보 시스템실의 면적 및 소비전력, 운영의 효율성 등을 비교분석 한다.

  • 새로운 미디어 환경의 도래와 복수 미디어랩의 등장을 앞두고 방송광고의 공용인프라 구축과 활용에 대해 광고업계와 학계의 관심과 노력이 지속적으로 제기되어왔다. 본 연구에서는 새롭게 조성되는 방송광고 환경에 따라 기존 코바코 코덱스의 가치를 분석하고 코덱스를 방송광고산업의 공용인프라로 사용할 수 있는 활용방안을 살펴보았다. 연구결과 코바넷과 코덱스 시스템은 첫째, 방송광고 거래 시스템 인프라 둘째, 광고콘텐츠 활용 인프라 셋째, 광고산업 진흥 인프라 넷째, 새로운 수익창출 인프라로 활용할 수 있다는 가능성을 제시하였다. 본 연구는 변화되는 방송광고 환경에서 방송광고 인프라 활용의 선행적인 연구로 업계와 학계에 시사점과 함의를 제공할 것이다.
