Identification of Critical Success Factors (CSFs) for Public-Private Partnerships Across Infrastructure Sectors

  • Public-private partnerships (PPP) projects are becoming popular in both developed and developing countries due to their ability to access new financing sources and transfer certain project risks to the private sector. PPP has been an active research area where the concept of Critical Success Factors (CSF) is often discussed by researchers. This study aims to identify the CSFs for various PPP infrastructure projects that have been explored in previous CSF studies. This article reviewed the literature about CSF in PPP projects from the years 2002 to 2021, compared the findings of studies regarding the identified CSFs, and consolidated the CSFs that can be applied to various PPP infrastructure projects. The results showed that dominant research focused on general infrastructure, where CSFs can be applied to all infrastructure sectors rather than any specific sector. The most identified CSFs from the study are favorable and efficient legal frameworks, appropriate risk allocation and sharing, a robust and reliable private consortium, a competitive and transparent procurement process, and political support and stability. The findings from the study can provide an overview of CSFs that are relevant to specific PPP infrastructure sectors like building infrastructure, transportation, water, etc. as well as for general infrastructure. In addition, the results can also be used for further empirical analysis.

  • GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

A novel Approach to Risk Management for University Research Projects

  • Large-scale infrastructure projects are often characterized by a high degree of innovation but are also accompanied by uncertainties and risks. In university research projects, the complexity is even higher because, in addition to unknown factors, like unclear paths forward, they come with adaptive targets. These lead to higher uncertainties, and it is crucial to adhere to the magic triangle of project management to continuously monitor and ensure the achievement of the project goals. Additionally, in research, a dead-end does not inevitably lead to the failure of the project, but mostly it leads to new opportunities. This paper explores the relationship between project goals and risk management of university projects to create a tailored project plan. First, the challenges and needs were mapped out through a survey of ten project leaders at our university. This survey helped us understand the problems and led to a new approach for university projects. Second, the new approach including adjusted risk management and methodology is developed. Third, the results were combined with a project plan using a probabilistic methodology to modify the approach through predictive evaluations. This includes integrated cost, time, and risk analysis. The probabilistic results are based on a Monte Carlo simulation. In the paper differences and similarities between the management of large-scale infrastructure projects and research projects are highlighted. Therefore, a process for creating an exemplary, holistic project plan using a digital twin, which helps to optimize the management strategy for research is presented. Furthermore, the project plan is tailored to the needs of applied research, so that the results of the research can be useful for the industry.

  • Several scholars in South Korea have predicted that maintenance costs of social infrastructure will sharply increase from the mid-2020s, and cause budgetary deficits among facilities management agencies. Interest in infrastructure asset management (IAM) is rising as a solution to such problem. In this study, an information system for asset valuation that reflects the salvage value and deferred cost of social infrastructure based on WBS (work breakdown structure) was developed in consideration of IAM. To reuse the construction cost information such as the acquisition cost, the interconnection between CBS (cost breakdown structure) and WBS was considered. Furthermore, asset valuation information was developed with XML schema to facilitate the exchange and reuse of the information among project participants.

  • The Korean government is encouraging positively PIP(private infrastructure project) to relieve financial burden and get the facilities in time. The portion of the PIP has grown rapidly into 15% of the whole SOC(Social Overhead Capital) projects. It is estimated that the growth will continue for the present. However, there are still rising problems on efficiency of the project and productivity, properness of the project scale are pointed against surprising growth. In this study, we analyze underlying problems of private infrastructure investment project and suggest CM Models to relieve the problems. To verify the validity of the suggested models, a survey has been conducted through questionnaires and analyzed the taste of the stakeholder. The owner-support Model is chosen as the practical model to apply in time. By applying the suggested model to PIP, it is possible to enhance the efficiency and productivity of the project.

  • Since 'Act on Private Participation in Infrastructure' were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation in Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of Promoter. However, score for cost is likely to influence selecting Promoter to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for selecting Promoter in BTL projects, and proposed improvement factors by doing questionnaire over specialists of each field.

  • After participation in the Colombo Plan in 1954, Japan has provided Official Development Assistance (ODA) to 185 countries and areas, and the accumulated amount of Japan's ODA is approximately US$ 221 billion for 50 years. Japan is the second largest ODA donor country in the world now. The country is contributing to the peace and development of the international community. However, the recipient government and the parties concerned are not always satisfied with the Japan's ODA system.. Especially the grant aid system is strongly based on the domestic public work system. This paper analyzes the problems and figures out solutions from the viewpoint of donor and the participant.

A Case Study of Resolving Conflict in Energy Infrastructure Siting by the Solar PV Project

  • The growing demand for new energy infrastructure has often been encountered with the difficulties of siting in power plants and electric transmission lines. Siting such large-scale and complex facilities produces so many-sided issues that it is highly necessary to develop an approach to resolving the related problems and conflicts. This paper introduces how the stakeholders have handled the issues and resolved conflicts with residents opposed the construction of 765 kV transmission line. The solar photovoltaic power generation, called "Hee-Mang Sunlight Power project", is used for persuading residents to agree with constructing high-voltage transmission line and sharing benefits. It is considered how the project performance such as generation output and resident's profits is and proposed what the project should be revised and supplement. The project is shown that the intractable spiting in energy systems can be smartly resolved with cost-effective institutional solutions instead of relatively expensive technical ones.

  • This paper presents an integrated real-time monitoring and control framework that facilitates decision making by enabling project managers to take corrective actions right after any deviation happens and mitigate the damage to the ongoing steel projects. The proposed framework employs the High Level Architecture (HLA) as its infrastructure. It is composed of several individual monitoring and control components called "Federates," which cooperate and interact with each other through the Real-time Infrastructure (RTI). Reusability, interoperability and extendibility of federates in the proposed project control system make this a unique system.

  • Recent increases in construction costs on Korean public works projects, largely due to change orders caused by poorly elaborated design, become a motivation of applying VE process in Korean construction industry. The Seoul Toll Plaza project, recently value analyzed by four VE teams, demonstrates how value management helps save time, money and increase functional performance. The objective of this project is to upgrade and expand existing pay and ticket booths system on "Kyungboo Express Highway", the main artery for the Korean peninsula linking Seoul to Pusan. The value management study generated several innovate alternatives capable of saving up to 50% of project cost from the baseline project plan.
