A Development Strategy for Hub-Port in Korea (우리나라 주요 항만의 중심항 발전전략)

  • The port environment is rapidly changing in North-East Asia. Containerships are getting larger and faster and major shipping companies are converting to Hub & Spoke port networks on the transport systems. Therefore, the main ports in North-East Asia are intensively competing with each other for hub port. In terms of geopolitical position, locational conditions and external reputation of ports, Busan and Kwangyang ports have a comparative advantage in comparison with main ports in other countries. But in terms of weight of transshipment cargos in total container cargos, the quality of infrastructure in ports, the environment of logistics service and the cost of, using ports, Busan and Kwangyang ports have a comparative disadvantage. For the growth into hub port in North-East Asia, it is necessary that Busan and Kwangyang ports improve their weakness. Besides It is necessary to develope ports and hinterland quickly, offer uniformity of foreign investment laws and incentive systems.

  • According to opening Seoul-Busan high speed rail line in 2004, we are studying to offer speedily for the parcel service of high speed rail-combined transport as it does, tender the quality freight services within a one and the same high speed train formation. Therefore, we reviewed for various types of HSR-combined transport and suggested to application methods in Korean high speed rail line. Through these kinds of approaches, we are able to expect the fulfillment of customer needs for high speed rail market segments, the profit maximization of future railway operating companies, and enhancement for cost-effective rail network operation of the mixed traffic on infrastructure cost-reduction in national logistics.

  • Railway companies have been faced with many changes in the railway environment. To cope immediately with the influence of environment and to improve productivity, an efficient train operation system and related core technologies must be introduced. The railway system is composed of large scale infrastructures and high-cost trains. Simulation method is one of core technologies and also efficient tool for planning and analyzing these kinds of complex system. In this research, we review basic simulation programming models and present a modeling for the elements of railway system such as rail-line infrastructure, train, time table and operational route. Additionally, some considerations on the development of multi-train traffic simulator for KyongBu-line are discussed.

  • In this paper The embedded Web or Hypertext Transfer Protocol (HTTP) server allows embedded systems developers to take advantage of a network infrastructure that is already in place to enhance their designs and provide new features for their customers. It has gained acceptance as a protocol for gleaning information from a wide variety of sources and its open extensible nature makes it suitable for the full range of networked embedded systems. Many companies are already building Web browser support into smart-phones and network computers, but the other end of the connection also has great potential for many more classes of embedded system. Once fitted with an embedded Web server, a device can report its status to any client on the network and can even be reprogrammed remotely to perform new tasks.

A Survey Research on Attracting Foreign Technology Professionals and Policy Recommendations (해외기술인력 유치 활성화를 위한 조사연구)

  • The purpose of this paper is to develop a desirable government policy for attracting highly skilled professional foreign human resources. To achieve the purpose, following research methods were pursued; 1) a review on the current status of government policy on highly qualified foreign professionals, 2) case studies on foreign governments' policy on the issue, 3) a survey over Korean firms which are employing foreign high-tech professionals. Based on above research results, policy suggestions for the Korean government are recommended as follows: formulating a basic framework of the government policy to attract foreign high-tech professionals, revising the nonimmigrant visa policy for foreign professionals, collecting and distributing personnel data of foreign applicants for jobs In Korea, developing external and internal public relations, revising the method of supporting small and medium-sized firms, taking a systematic approach to attract korean-American scientists, redesigning sponsorship programs for inviting world famous scholars and scientists, increasing global joint research projects, facilitating favorable infrastructure for foreign engineers and scientists.

Proposal of improvement measures according to the limiting factors of the use of drone technology : Cases in the construction field

  • This research explored methods for improvements to be made within the field of drone usage within the construction industry based on an investigation of factors which limit their efficiency and productivity. Limiting factors and improvement measures were presented in terms of technology, service, law and policy for employing drones at construction sites. Our first suggestion is, from a technical point of view, that companies need to expand professional manpower and infrastructure for systematic management. Second, in terms of service expansion, it is necessary to have management capabilities for operation such as the use of drones with enhanced safety and reinforced on-site education and personal information management. Third, in terms of legal and institutional support measures, it is necessary to prepare a plan for reforming the legal system for revitalization and to expand the training of professional manpower. This study may contribute not only to the development of drone technology, but also to effectively respond to various problems that appear at construction sites.

  • As the design environment of domestic infrastructure facilities shifts from a traditional co-work office system to a virtual digital co-work office, a CDE collaboration platform is required to build a digital co-work office suitable for the domestic design environment. In addition, a number of large multinational projects requiring collaboration from domestic and foreign construction companies are ordered, and procedures for performing tasks based on international standards such as ISO 19650 are required, so preparation for domestic designers is required. Therefore, this study aims to derive CDE requirements for the development of an ISO 19650-based CDE collaboration platform suitable for domestic design environments, and derived Korean CDE requirements based on ISO 19650 series and overseas CDE cases.

EVALUATING CRITICAL SUCCESS FACTORS FOR ACCURATE FIRST COST ESTIMATES OF LARGE-SCALE CONSTRUCTION PROJECTS

  • The demands for large-scale construction projects such as Mega-projects are largely increasing due to the rapid growth of increasing populations as well as the need to replace existing buildings and infrastructure. Increasing costs of materials, supplies, and labors require the first cost estimates at the preliminary planning stage to be as accurate as possible. This paper presents the results obtained from the survey on evaluating nine critical success factors that influence the accurate first cost estimates for large-scale projects from practical experiences. It then examines the current cost structures of construction companies for large-scale projects, followed by the causes for cost and schedule overrun. Twenty completed surveys were collected and the Analytic Hierarchy Process was applied to analyze the data. The results indicate that technology issues, the contract type, and social and environmental impacts are the significant leading factors for accurate first cost estimates of large-scale construction projects.

  • In the domestic physical security (mechanical security) market, there is an increasing variation in the expansion of security areas due to the infrastructure of large enterprises and small and medium-sized enterprises. In other words, problems related to on-site dispatch between companies are constantly being raised due to the limitation of physical security service s to the scope of dispatch according to the dispatch time. Therefore, in this study, based on the results of the criteria for the scope of dispatch as a criterion for dispatch time through simulations related to on-site dispatch, we propose a plan to activate the physical security (mechanical security) market in the future.

Study on Proactive Data Process Orchestration in Distributed Cloud

  • Recently, along with digital transformation, technologies such as cloud computing, big data, and artificial intelligence have been actively introduced. In a situation where these technological changes are progressing rapidly, it is often difficult to manage processes efficiently using existing simple workflow management methods. Companies providing current cloud services are adopting virtualization technologies, including virtual machines (VMs) and containers, in their distributed system infrastructure for automated application deployment. Accordingly, this paper proposes a process-based orchestration system for integrated execution of corporate process-oriented workloads by integrating the potential of big data and machine learning technologies. This system consists of four layers as components for performing workload processes. Additionally, a common information model is applied to the data to efficiently integrate and manage the various formats and uses of data generated during the process creation stage. Moreover, a standard metadata protocol is introduced to ensure smooth exchange between data. This proposed system utilizes various types of data storage to store process data, metadata, and analysis models. This enables flexible management and efficient processing of data.
