  • With the full-fledged start of the 4th Industrial Revolution, the quality of administrative services through intelligent information technology and demand increased rapidly. Accordingly, the government is in full swing to establish a "digital platform government" through digital innovation in existing e-government operations such as organizational operations and administrative services. As local governments also promoted the establishment of a digital-based Agile government as a key strategy, this study investigated and analyzed the operation of informatization experts in metropolitan and basic local governments to support digital transformation policies and projects through intelligent informatization. Through this, the necessity and implications of expanding the size of human resources for successful digital transformation were derived, and two measures were proposed to enhance capabilities and expertise in the process of securing new manpower.

  • Since the organization of civil servants has been divided and stratified according to the characteristics of the bureaucracy, it is inevitable that the organization and personnel will increase when new tasks arise. Even in the process of informatization, only the processing method was brought online while leaving the existing business processing procedures as they were, so there was no reduction in manpower through informatization. In order to maintain or upgrade the current administrative services while reducing the number of civil servants, it is inevitable to use AI technology. By using data and AI to integrate the 'powers and responsibilities assigned to the officials in charge', manpower can be reduced, and the reduced costs can be reinvested in the collection, analysis, and utilization of on-site data to further promote intelligent informatization. In this study, as a way for the government's success in intelligent informatization innovation, we proposed a 'Civil Servants-AI Collaboration Platform'. This Platform based on the civil servant proposal system as a reward system and the characteristics of intelligent informatization that are different from the informatization. By establishing a 'Civil Servants-AI Collaboration Platform', the performance evaluation system of the short-term evaluation method by superiors can be improved to a data-driven always-on evaluation method, thereby alleviating the rigid hierarchy of government organizations. In addition, through the operation of Collaboration Platform, it will become common to define and solve problems using data and AI, and the intelligence informatization of government organizations will be activated.

  • This study presented a framework for re-conceptualized data literacy that consists of three domains-knowledge, skills, and contexts- and elements that are emphasized by each domain. In addition to the existing concept of data literacy that mainly emphasized the skills to handle data, the context domain of data was considered including the elements of scope, time, and value orientation. Based on the re-conceptualized data literacy, it is expected to be usable as reference material in the development of curriculum and educational programs in the fields of informatization, manpower training, and administration.

  • As a hospital deals with people in their particular states, namely patients, computerization and automation in organization systems are very limited. Even though state-of-the-art medical systems such as the OCS, the HIS, the EMR, and the FACS are facilitating the computerization and informatization processes, they are for convenience and effectiveness. Ultimately, however, we should depend on specialists including doctors, nurses, pharmacists, and medical engineers. Therefore, a hospital is a representative labor-intensive body. Like other similar organizations, hospitals require a lot of manpower. But they are quite different in that hospital people hold variety and complexity in their qualifications and licenses. In personnel management, a hospital is twice controlled owing to the special characteristics that human life is at stake. First, the quota of medical manpower should be obeyed lest the quality of medical services should be lowered, and their roles and interrelations are even regulated. Second, in spite of the peculiarity of hospitals, the duties of obligatory employment and social insurances should not be neglected like other companies. In order that each hospital can preserve the proper level of medical services, securing the appropriate level of medical personnel has to be regulated. However, as the personnel cost is one of the important indices of hospital management, too much regulation in manpower supply can lead to poor hospital management and, in the end, the drop of the quality of medical services. In sum, as far as hospital personnel is concerned, some autonomy ought to be given to each hospital so that it can control the quality of hospital services. In addition to this minimum regulation of personnel, certain incentive and reward systems like the graded nursing system need to be prepared.

  • Construction work is a labor-intensive industry, which is required systematic production activities using materials, manpower, and equipment. Among them, manpower resources play a very important role in achieving efficiently production in the organization. Construction work is highly dependent on construction craft workers, and the level of proficiency can be directly related to the construction productivity and quality. However, a rapidly aging construction craft workers in Korea, is being replaced by a foreign construction craft workers because of advoidance of new laborers in the construction site. In the future, if the continuous development and management of construction manpower is not made properly, it may be lead to adverse effects such as setbacks in production, delayed completion, faulty construction, industrial disasters, and decreased productivity in construction site. In this study, it was proposed four important factors for work capacity management of construction craft workers. These were ensuring of physical strength through the health management of construction craft workers, securing of proficiency through career management, ensuring of productivity through work capacity and establing of informatization through work capacity management. By introducing a systematic system, it is possible to improve construction craft workers' professionalism, enhancing the level of welfare, reflecting the realities of labor costs, increasing the quantitative and qualitative levels of construction craft workers, Futhermore it was demanded the continued interest and policy support for the realization of effective management of construction craft workers.

In particular, software venture business can mostly belong to manufacturing business, and takes the top seat of core industry as the basis of globalization, informatization and localization as well as the driving force of national competitive power. However, software venture business still has some risks in the whole area of business administration including the process of business starting. There are also problems to be solved in such areas as manager's ability, leadership, talent, level of technical development, marketing channel, recruiting of marketing specialists, financial plan and fund raising. In this respect, this study divides 102 software venture businesses into two; business in the stage of growth and matured business through the analysis of questionnaire and analyzes their present managerial conditions according to their characteristics after classifying them into four categories such as general management, technical development, marketing, finance and accounting. Therefore, this study attempts to provide the basic data useful for business activities of software venture business from now on. The results are as follows; First, it can be judged that software venture businesses make efforts for their technical development in their character, and that they make a great investment in research and development. Consequently, it can be believed that this kind of investment must be continued in the future. Second, it can be seen that they are not much interested in marketing and its manpower. In fact, software venture businesses develop products technically at the risk of their life, while marketing plays an important role in the continuity of business. Thus, it is necessary for them to invest in the supplement of manpower in marketing. Third, it is observed that they generally have some difficulties in raising money from outside. By the way, it. is believed that this problem will be solved by appealing to the persons interested such as investors and creditors, if evaluation system would be developed more exquisitely so that their accounting and technical value may be appraised.
