2015년 12월부터 미국에서 시행된 사이버안보 정보공유법(Cybersecurity Information Sharing Act of 2015)은 미국의 사이버안보 입법 활동이 맺은 가장 큰 결실 중 하나이다. 정보공유의 활성화는 한국의 사이버안보 추진체계 개선과제 중 하나로서 향후 한국의 사이버안보 법제도 개선에서 중요하게 다루어야 할 사항이며, 사이버안보법 정보공유법의 연구로부터 많은 시사점을 도출할 수 있다. 그럼에도 불구하고 사이버안보 정보공유법의 내용을 구체적으로 다루면서 그 규범적 의미를 확인하는 국내의 선행연구를 찾기 어렵다. 따라서 용어 정의, 정보공유 절차 수립 및 여건 마련, 민간의 자발적 정보공유 촉진, 행정부에 대한 견제 및 의회 보고, 기타 사항이라는 다섯 가지 범주별로 사이버안보 정보공유법의 내용을 확인하고 규범적 의미와 시사점을 모색하고자 하였다. 사이버안보 정보공유법은 자율성에 기초한 정보공유를 활성화하는 동시에 정보공유 과정에서 초래될 수 있는 부작용을 제거하는 장치를 마련하고 있다. 향후 한국의 사이버안보 법제도 정비에서 사이버안보 정보공유법의 규범적 의미와 시사점을 적절히 활용하는 것이 필요하다.

This study is developing the Web-based P-C-M support system in agricultural facilities to help the users actually utilizing the system. This system can help the people accept the information and sharing the communication. P-C-M support system is the process in procurement, construction and maintenance. In conclusion, P-C-M support system is expected to the contributed to the agricultural facilities information sharing and communication between the user and suppliers.

Cognitive radio-simultaneous wireless information and power transfer (CR-SWIPT) has attracted much interest since it can improve both the spectrum and energy efficiency of wireless networks. This paper focuses on the resource sharing between a point-to-point primary system (PRS) and a multiuser multi-antenna cellular cognitive radio system (CRS) containing a large number of cognitive users (CUs). The resource sharing optimization problem is formulated by jointly scheduling CUs and adjusting the transmit power at the cognitive base station (CBS). The effect of accessing CUs' spatial channel correlation on the possible transmit power of the CBS is investigated. Accordingly, we provide a low-complexity suboptimal approach termed the semi-correlated semi-orthogonal user selection (SC-SOUS) algorithm to enhance the spectrum efficiency. In the proposed algorithm, CUs that are highly correlated to the information decoding primary receiver (IPR) and mutually near orthogonal are selected for simultaneous transmission to reduce the interference to the IPR and increase the sum rate of the CRS. We further develop a spatial correlation-based resource sharing (SC-RS) strategy to improve energy sharing performance. CUs nearly orthogonal to the energy harvesting primary receiver (EPR) are chosen as candidates for user selection. Therefore, the EPR can harvest more energy from the CBS so that the energy utilization of the network can improve. Besides, zero-forcing precoding and power control are adopted to eliminate interference within the CRS and meet the transmit power constraints. Simulation results and analysis show that, compared with the existing CU selection methods, the proposed low-complex strategy can enhance both the achievable sum rate of the CRS and the energy sharing capability of the network.

본 연구는 대학생들의 취업정보 공유에 미치는 영향요인을 파악하기 위해 취업과 현장교육이 중시되는 385명의 전문대학교 학생들을 대상으로 설문조사를 실시하였다. 조사된 데이터는 구조방정식 모형을 적용하여 검증하였고, 연구결과 대학생들의 취업정보 공유에 가장 큰 영향을 미치는 요인은 문화적 요인으로 취업정보 공유를 장려하는 조직문화, 최고관리자의 리더십, 보상체계의 구축이 마련되어져야 한다는 사실을 확인할 수 있었다. 이러한 결과는 대학생들의 취업정보 공유를 활성화시키는데 중요한 기초자료가 될 수 있을 것이다.

This study empirically tested a research model and hypothesis extracted and based on IT governance and knowledge sharing theories. In this study we targeted CIO and IS managers to find the effects of the degree of knowledge sharing between CEO and CIO regarding five areas of IT governance decision-making: IT principles, IT architecture, IT infrastructure, business application needs, and IT investment and prioritization, on IT and business alignment. Additionally we studied the effects of business alignment on the effectiveness of information systems. Results showed that the degree of knowledge sharing in CEO and CIO on IT principles, IT infrastructure, IT investment and prioritization had a positive influence on IT and business alignment, ultimately showing a positive influence on the effectiveness of information systems. This research has shown that fording the preferable relationship between IT and business affected by performing high quality decision making based on knowledge sharing and consequently it also is a basis to provide a positive influence to the effectiveness of the information system.

시맨틱 웹은 컴퓨터가 처리 가능한 의미 정보를 표현하고 공유할 수 있는 보편적인 매체를 개발하는 것이 목적이며, 따라서 시맨틱 웹에서는 이러한 의미 정보를 표현하는 온툴로지를 웹에 배포하여 이용 가능하게 만드는 것이 매우 중요하다. 하지만 현존하는 대부분의 온톨로지 저작 도구는 웹이 아닌 환경에서 운용되기 때문에 작성된 온톨로지를 바로 웹에 배포할 수 없으며 온톨로지를 여러 사람이 공동으로 저작할 수 없다는 단점이었다. 이 논문에서는 위키 (Wiki)를 이용하여 온톨로지를 쉽게 웹에 배포할 수 있고 온툴로지 생성과 공유를 용이하게 해주는 기반구조를 제안한다. 위키는 사람을 대상으로 하는 지식 공동 저작과 공유를 위한 기반 구조 중 하나로서 웹에서 운용되며, 위키의 내용은 웹 문서 서식을 위한 간단한 마크업 언어와 자연어로 구성된다. 이 논문은 보다 용이한 온톨로지 생성과 공유를 위해 기존의 위키 시스템에 시맨틱 웹 요소를 추가하여 인간을 위한 지식 공동 저작과 공유를 위한 시스템인 통시에 에이전트 소프트웨어도 쉽게 접근하여 온툴로지 정보를 얻을 수 있는 시맨틱 웹 기반 구조를 제안하였으며 이를 통해 시맨틱 조회, 시맨틱 탐색, 시맨틱 질의를 실현하고자 하였다.

Originally the concept of the traditional resource sharing has been discussed in the context of bibliographic materials, and has been labor-intensive and high-cost activities. The technology has had a great impact on such pattern of the resource sharing, and has expanded the limited scope of the traditional concept into the sharing of library information in the levels of local, regional and national systems, and expertise, materials, facilities, equipments and personnels of the library system. While the traditional circulation service as a basic method to share library materials by users can provide the resource to a single person at a time, the electronic resource can be shared, by multi-users at a time anytime anywhere. The maximization of the electronic resource sharing requires that publishing process should be fundamentally changed and articles, books, chapters, speech manuscripts, music scores, maps, sound, and other formats of materials should be prepared in machine readable format. This study examined the positive effects of the technology on the resource sharing, but not investigate the concrete and complex problems as to the cost, guidelines, detailed procedures, design details, and intellectual properties and protection involved in the resource sharing. Some findings extracted from the study can be summarized as follows; (1) ILL will lose its meaning as a method to share the materials if they are all in the electronic format and the phrase 'networked information resource' becomes omnipresent. (2) The technology keeps on changing the concept of resource sharing. Today, the scope of resource sharing not only encompasses the sharing of the primary and secondary materials but also the sharing of the processings(eg. cataloging), expertise, user education, special facilities, and the integrated automated library systems. (3) The sharing of the networked resource will be a method to provide better services for library users in the low cost. (4) The a n.0, pplication of the technology to the resource sharing should be focus on the method which allows an end-users to do the direct access to the needed materials, and to be delivered the primary document as soon as possible.

The widespread dissemination of the green building certification system has led to the ongoing development of information management technologies with the aim to effectively utilize construction product information. Among them, a data crawling technology enables to collect the data conveniently and to manage large volumes of construction product information in Korea and overseas. However, without a standardized classification system, it is difficult to efficiently utilize information, and problems such as an additional work for classifying information or information-sharing errors. Therefore, this study suggests to present a necessity for the standardization of the information classification system through expert interviews, and to compare construction product classification systems in Korea and overseas. This study is expected to present a necessity for the effective management of construction product information and the standardization of information-sharing with regard to various construction certifications.

The difficulty of "information sharing", "information reusing" issues happening in Wireless Sensor Network is due to the heterogeneity of the application environment, data processing, communication protocol etc. Based on the introduction of the Ontology theory, though analyzing the sensor characteristic a general type of sensor ontology contains the definition of concept, frame structure and OWL design was proposed from the standpoint of sensor observation. The paper expounded a system framework of the domain ontology through the expansion of knowledge base on the general sensor could achieve the information sharing and reuse by semantic communication between the general sensor ontology and user. The research of this method would bring new idea to the semantic sensor network construction.

Globalization has led to an increase in foreign banks' penetration. It is argued that the presence of foreign banks may affect the banking sector of the host countries in several ways including their competition level. It is mentioned that the presence of the foreign banks could heightened the level of competition in the banking sector. Nonetheless, the impact of the foreign banks on competition could be influenced by the degree of information sharing in the banking industry. This study investigates the role of information sharing in moderating the impact of foreign bank penetration on host banking sector competition in selected developing countries. We employ panel data samples of 54 developing countries during the period from 1998 to 2016. The estimation is carried out using the two-step system of the Generalized Method of Moments (GMM) regression technique. This technique is adopted due to its robustness to all forms of endogeneity. The findings of this study show that the presence of information sharing could affect the relationship between foreign banks' penetration and competition. They suggest that improvement in information sharing by a host country may help foreign banks to improve monitoring and reduce the moral hazard and adverse selection problem.
