  • Vector quantization(VQ) is widely used in many high-quality and high-rate data compression applications such as speech coding, audio coding, image coding and video coding. When the size of a VQ codebook is large, the computational complexity for the full codeword search method is a significant problem for many applications. A number of complexity reduction algorithms have been proposed and investigated using such properties of the codebook as the triangle inequality. This paper proposes a new fast VQ search algorithm that is based on a multi-stage structure for searching for the best codeword. Even using only two stages, a significant complexity reduction can be obtained without any loss of quality.

  • [ $H{\infty}$ ] controller, which shows robustness for disturbances and noises, can not be used in the case of uncertain system parameters. Even if the $H{\infty}$ controller can be designed for the parameter uncertain system, its performance can be deteriorated. Therefore, in this paper, the robustness of $H{\infty}$ controller is improved by using the SMC(Sliding Mode Control). The LMI based $H{\infty}$ controller is designed first and then SMC controller is added.

  • The development of the Information Technology(IT) has brought enormous change to the human life, not even only to the politics, economy, society, and cultures, but all the way through the people's consciousness and cultural patterns. However, the information society resulted information inequality issues and especially to those disabled people, who have more difficulties on the technology adaptation, the "digital divide" symptom is significantly found. At present the rapid development of IT has gone beyond the level of the information society and it is accelerating the ubiquitous society that will combine people, computers, and all objects into one. And during the time of ubiquitous the "digital divide" will still exist. This research is focused on the digital divide of disabled people that were insufficiently covered in the research of digital divide and ubiquitous. From the empirical study of the effect that the disabled contributes on the service usability in U-City, the factors of background of the digital divide, and the difference of such factors in types of sex, ages, disabled types, and disabled class, and finally how the ubiquitous divide of the disabled affects have been researched. Based on the proposed study model and by analyzing the model by structural equation, following resulted was gained. (1) With the TAM (TAM : Technology Acceptance Model), which is commonly used in the studies of IT devices and services, the digital divide of the disabled cases cannot be identified sufficiently since it is not eligible for Using Intention of U-City Services. (2) In case of the disabled, the mental factors like willingness to overcome the impediment and accessibility like environment to meet the information services and ability to access the services are more effective on Using Intention of U-City Services rather than TAM.

  • The current notion of digital divide is quite different from the traditional definition of digital divide. People have considered that digital divide and social capital are separated notions and are not related with each other. However, in this current information society, the digital divide affects the process of building social capital, and thus these two concepts have become closely related with each other. Now, the notion of digital divide is combined with social capital theory and has created new social phenomena that multiple divisions of social structure. Information and Communication Technologies(ICT) plays important roles in this new social and informational environment. This research identifies the relationships between digital divide caused by ICTs and social capital. To investigate the relationship between digital divide and social capital, this research used datasets provided by the Pew Internet & American Life Project (March 2002 survey).

  • This study explores how the advanced data analysis capabilities of intelligent information technology are being utilized in politics. In particular, we focus on the fact that voter behavioral targeting in election campaigns comes into conflict with the democratic process in various ways. For this purpose, this study examines political micro-targeting and political bots. It is aimed at showing that these technology-based campaign techniques work as a factor preventing free expression of opinions and discussions, which are the core of democracy itself. Then we identify the attributes of the algorithm that affects them. As a result, this study suggests that the following issues might arise regarding intelligent information technology-based politics and democracy. First, inequality in political participation becomes more severe. Second, the public debate between voters gets more difficult. Third, superficial politics is prevalent. Fourth, single-issue politics and the exclusion of political representation is likely to increase. Fifth, political privacy might also be invaded. Based on our discussions, this study concludes that it is our role to find ways by which intelligent information technology and democracy can coexist.

  • As the untact culture spreads, the digital divide, which is a problem of access to digital information for the vulnerable, can appear as information inequality in various fields, including the social and cultural field. This study identified the digital divide level for the vulnerable population and analyzed the effects of information accessibility, demographic and social characteristics, and physical and mental health characteristics on the information level. As a result, the higher the accessibility of information, the smaller the digital divide and the greater the digital utilization, so it is necessary to increase the accessibility of information devices and increase the ability to utilize them. In addition, the higher the age, the more women than men, and the lower the income level, the greater the digital divide, so it is necessary to increase digital capabilities through detailed class-specific programs for the vulnerable. Finally, it was found that the digital divide and the level of digital literacy had a significant effect on the life satisfaction and daily life satisfaction of the vulnerable. The expansion of competency-building education programs to enhance information utilization capabilities by changing the paradigm to a digital inclusion policy should be continuously operated.

  • Terahertz (THz) communication is becoming a key technology for future 6G wireless networks because of its ultra-wide band. However, the implementation of THz communication systems confronts formidable challenges, notably beam splitting effects and high computational complexity associated with them. Our primary objective is to design a hybrid precoder that minimizes the Euclidean distance from the fully digital precoder. The analog precoding part adopts the delay-phase alternating minimization (DP-AltMin) algorithm, which divides the analog precoder into phase shifters and time delayers. This effectively addresses the beam splitting effects within THz communication by incorporating time delays. The traditional digital precoding solution, however, needs matrix inversion in THz massive multiple-input multiple-output (MIMO) communication systems, resulting in significant computational complexity and complicating the design of the analog precoder. To address this issue, we exploit the characteristics of THz massive MIMO communication systems and construct the digital precoder as a product of scale factors and semi-unitary matrices. We utilize Schatten norm and Hölder's inequality to create semi-unitary matrices after initializing the scale factors depending on the power allocation. Finally, the analog precoder and digital precoder are alternately optimized to obtain the ultimate hybrid precoding scheme. Extensive numerical simulations have demonstrated that our proposed algorithm outperforms existing methods in mitigating the beam splitting issue, improving system performance, and exhibiting lower complexity. Furthermore, our approach exhibits a more favorable alignment with practical application requirements, underlying its practicality and efficiency.

  • A statistical evaluation methodology was developed to determine the compliance of candidate waste stream with clearance criteria based upon distribution of radionuclide in a waste stream at a certain confidence level. For the cases where any information on the radionuclide distribution is not available, the relation between arithmetic mean of radioactivity concentration and its acceptable maximum standard deviation was demonstrated by applying widely-known Markov Inequality and One-side Chebyshev Inequality. The relations between arithmetic mean and its acceptable maximum standard deviation were newly derived for normally or lognormally distributed radionuclide in a waste stream, using probability density function, cumulative density function, and other statistical relations. The evaluation methodology was tested for a representative case at 95% of confidence level and 100 Bq/g of clearance level of radioactivity concentration, and then the acceptable range of standard deviation at a given arithmetic mean was quantitatively shown and compared, by varying the type of radionuclide distribution. Furthermore, it was statistically demonstrated that the allowable range of clearance can be expanded, even at the same confidence level, if information on the radionuclide distribution is available.

  • This is an empirical study that analyzes factors affecting the work-family compatibility of female wage workers with underage children. The analysis was conducted with 1,113 women from the 7th wave of the Korean Longitudinal Survey of Women & Families by Korean Women's Development Institute. As for research methods, multiple regression analysis was used in order to analyze the effects of 'social support(home support, maternity protection support, childcare and education services)', 'job characteristics', 'socio-demographic variables' and 'husband characteristics' on 'work-family compatibility and conflict'. As a result, it was analyzed that the husband's support for work life, gender inequality at work and women's educational training were the factors that strengthen work-family compatibility. It was also analyzed that gender inequality, use of childcare and education facility, number of underage children, age of husband, husband's satisfaction with caring support and husband's support for work life were the factors that cause conflict between work and family. Thus, if the policy of strengthening the work-family compatibility is a long-term policy, it appears that it is necessary to supplement and strengthen policies that can reduce conflict factors in the short term. It is hoped that the results of the study will be used as objective and academic data to strengthen the maternity protection and work-family compatibility of female workers with underage children.
