본 연구는 공공도서관의 복지서비스정보 제공의 필요성을 논하고, 복지정보를 효율적으로 수집·선정·제공하는 방안을 모색하는데 그 목적이 있다. 연구 수행을 위해 문헌조사, 사례조사, 설문조사, 인터뷰를 실시하였다. 연구 참여자의 86.7%는 공공도서관의 복지정보 제공이 필요하다고 하였다. 복지정보는 그 생산주체에 따라 크게 네 가지 유형으로 나눌 수 있다. 복지정보 수집·선정은 네 가지 정보 유형에 따라 달리한다. 복지정보는 그 유형 및 도서관의 종류에 따라 정보의 구성 요소를 달리해서 제공한다. 도서관 홈페이지를 통해 복지정보를 제공하고, 이 경우 복지정보를 웹페이지 형태와 게시판을 이용하여 홈페이지에 올린다.

The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.

For this study, variables were selected from previous studies and by the researcher to present a computer education model for the elderly.

모바일기기들의 폭발적인 확장에 따라 무선 인터넷의 이용율이 기하급수적으로 늘어나고 있다. 특히 무선 공유기를 이용하여 가정이나 중소기업 등이 사설 네트워크를 구성하여 무선 랜 환경이 매우 확대되고 있다. 본 논문에서는 무선 랜 환경에서의 취약점에 대한 분석을 하고, 공개 소프트웨어를 이용하여 무선 공유기에서 지원하는 암호화 방식에 따른 크래킹과 키 값의 난이도에 따른 크래킹 과정을 실험을 통하여 확인하고 이에 대한 대응 방안을 제시한다.

This study is about establishing the policy direction according to the perception change of the welfare service of the aged. To achieve this goal, this study analyzed the reprocessed result of the survey related to the welfare of the aged among the second and third community social welfare plans of D county, Southern Jeolla Province. The result shows the recipients of the welfare service of the aged have higher perception about spreading the hardware side such as the welfare facility of the aged than about practicing the software policy such as elder care services. It suggests significant implication in deciding the priority of the welfare policy of the aged from now on. But this result is confined in D county, so getting the generalized conclusion needs the comprehensive review toward more broad regions hereafter.

본 연구는 수급자들이 자신의 일상생활 속에서 사회복지정보를 어떤 방식으로 접근, 이해, 활용하는지를 구체적으로 살펴봄으로써, 정부의 사회복지정보 제공방법이 어떻게 바뀌어야 하는지를 제안하는 데 그 목적이 있다. 이른바 정보사회가 도래하면서 한국 정부 또한 IT 교육프로그램 확대, 복지정보포털 '복지로' 개통 등 사회복지정보 전달과 공유를 위해 많은 노력을 기울여 왔다. 그러나 정부의 관심과 노력에도 불구하고 여전히 많은 복지대상자들이 사회복지정보를 접하고 이를 활용하는 데 어려움을 겪고 있는 것이 사실이다. 이는 그동안 복지수급자 대상 정보화 사업이 행정체계의 입장에서 상향식으로 추진되면서, 수급자들이 실제 생활세계에서 어떤 방식으로 정보를 얻고 해석하며 이용하는지를 충분히 고려하지 못했기 때문이기도 하다. 이에 본 연구는 수급자들이 자신의 일상적인 삶에서 사회복지정보를 어떻게 받아들이고 인식하는 지를 살펴보고 그들의 시점에서 사회복지정보화를 성찰해보고자 한다. 이를 위해 본 논문은 수급자 14명을 심층면접하고 이를 주제분석법을 적용하여 분석했다. 연구결과를 바탕으로 사회복지정보화의 추진방향이 복지공급자인 정부의 행정체계 중심이 아니라 수요자의 생활세계의 관점에서 출발해야 할 필요가 있음을 제기하고자 한다.

본 연구는 사회보장정보시스템을 통한 데이터감시를 사례로, 사회복지영역의 정보화를 둘러싼 윤리적 쟁점들을 짚어보는 데 그 목적이 있다. 2015년 정부는 차세대 사회보장정보시스템을 개발하면서 정보시스템을 통한 부정수급 적발과 사각지대 발굴기능을 강화할 계획이라고 밝혔다. 그러나 부정수급과 사각지대를 조사하기 위해서는 취약계층에 대한 데이터감시가 불가피하다. 이에 본 논문은 데이터 감시를 둘러싼 논쟁들을 살펴보고, 이어서 사회보장정보시스템을 활용한 데이터감시가 어떤 윤리적 문제점을 안고 있는지 프라이버시, 정확성, 소유권, 접근성의 이슈를 중심으로 구체적으로 분석했다. 나아가 데이터감시를 넘어 정보화 시대에 사회복지가 고민해야할 본질적인 윤리적 딜레마들을 살펴본 후, 시론적 수준에서나마 윤리적 난제들을 개선하기 위한 방안을 제안해보고자 했다.

장애인복지관에는 정부의 정보화 촉진 계획에 따라 2001년부터 업무표준화를 시작으로 개발된 전산시스템이 사용되고 있다. 그러나 기술적 측면과 사용자 편의 추구에만 치중되었을 뿐 정보화의 역기능에 대한 논의와 대비는 전혀 이루어지지 못하였다. 이에 본 논문은 업무 전산시스템의 활용현황과 개인정보 보호에 대한 법을 살펴봄으로서 개인정보보호의 필요성과 법적인 근거를 확인 하였다. 또한 장애인복지관의 개인정보보호 정책과 실태를 파악하고 분석함으로써 개인보호 정책 방향과 대안을 찾고자 하였다. 장애인복지관에 적용 가능한 개인정보보호 대안으로는 개인정보보호에 대한 인식을 강화시키는 교육과 개인정보의 생명주기를 반영한 제도적 보호 장치 마련과 업무전산시스템과 개인정보 사용에 대한 수시 모니터링이 필요하다. 개인정보의 유출로 인한 침해는 발생 이후 사후 조치를 취하더라도 그 피해를 막기 어렵다. 이번 논문을 계기로 장애인복지관과 사회복지 기관 전반적으로 개인정보보호에 대한 인식을 새롭게 하고, 기술적 제도적 대응 방안을 마련하는 것이 필요하다.

그 동안 한국 사회에서 지방자치단체(이하 지자체) 복지사업과 재정지출에 대한 연구는 장애인, 노인, 보육 등 복지사업 대상 등을 중심으로 부문별 복지지출에 대한 영향요인 연구가 대부분 이루어져 왔다. 최근 지자체의 자체적인 복지노력도 측면에서 자체 사업에 대한 연구가 특정 지역의 사례를 중심으로 이루어지기는 하고 있지만, 자료에 대한 접근과 조사의 한계로 여러 요인이 실증적으로 고려되지 못하여 정책적 함의를 도출해 내기 어려웠다. 현재 우리사회의 복지예산과 그 지출규모는 국가 예산의 30%에 이를 만큼 높은 비중을 차지하고 있다. 이에 따라 국가적 차원에서 공공복지 전달체계의 효율적 운영과 관리를 위해 사회보장 정보시스템을 구축, 운영하고 있다. 본 연구에서는 기존 연구에서 사용하는 지방재정시스템이 아닌 사회보장 정보시스템을 통하여 지자체 복지재정 지출과 관련, 기존 연구에서 한계점으로 지적되었던 전수데이터에 대한 접근과 조사를 실시하여 학문적이고 정책적인 함의를 도출해 내고자 한다. 사회보장정보시스템은 복지전달체계의 효율화를 위해 구축되었으며, 이를 통해 17개 부처 292개 복지사업이 집행되며, 230개 지자체 4만여 개 복지사업의 정보가 관리되고 있다. 이에 따라 본 연구는 사회보장정보시스템을 통해 관리되는 지자체 복지사업을 중심으로 지자체 복지지출에 미치는 영향요인을 탐색하고자 한다. 이를 위해 지자체 복지노력도로 대변되는 순수 시 군 구 복지예산액을 종속변수로 설정하였으며, 기존문헌 검토를 바탕으로 인구사회학적, 지역 경제적 그리고 지자체 재정적 요인을 독립변수로 설정하였다. 또한 독립변수 요인간 다중공선성 문제를 점검하였고, 다중공선성의 문제가 없는 것으로 확인된 수급자 비율, 영유아 비율, 아동청소년 비율, 복지비 비율, 구인배율, 재정자립도, 재정자주도의 총 7개 독립변수와, 소속 정당을 통제변수로 사용하여 결정요인의 변화를 분석하였다. 연구결과를 살펴보면 기본모델에서는 복지비 비율, 영유아 비율, 재정자립도, 재정자주도, 구인배율이 유의한 영향을 미치는 것으로 분석되었다. 그리고 기존 문헌에서 분석되지 못했던 시 군 구별 복지지출 영향요인의 차이점을 분석하였다. 또한 복지예산 총량 데이터에 근거한 기존 연구들이 논의하지 못했던 자체 복지사업 예산에 미치는 영향요인을 구체적으로 밝혀내는데 의의가 있다.
