  • Although the evolution and deployment of information technologies will undoubtedly play an important role in the current construction industry, many engineers are still unsure of the economic value of using these technologies. Especially for the planning of a construction project, a collaboration system to utilize the whole resources is a essential tool for the successful outcome. A detailed, authoritative, and readily accessible information model is needed to enable engineers to make cost-effective decisions among established and innovative plan alternatives. Most engineers rely on limited private experiences when they create solutions or design alternatives. Initial planning is crucial for the success of the construction project. Most construction projects are done through collaboration of engineers who have different specialized knowledge. Information technologies can dramatically enhance the performance of the collaboration. For the information delivery, we need a mediator between engineers. Object-based 3-D models are useful for the communication and decision assistance for the intelligent project design. In this paper, basic guidelines for the 3-D design according to different construction processes are suggested. Adequate interoperability of 3-D objects from any CAD system is essential for the collaboration. Basic architectures of geometry models and their information layer were established to enable interoperability for design checks, estimation and simulation. A typical international project for roadway was chosen for the pilot project. 3-D GIS model was created and bridge information models were created considering several requirements for planning and decision making of the project. From the pilot test, the integrated construction project planning using 3-D information models was discussed and several guidelines were suggested.

  • Traditionally, the problems of manufacturing technology and manufacturing management have been treated independently. In this research, we endeavor to integrate the process planning and scheduling activities as an attempt to integrate the two realms. To draw up a plan of process planning and scheduling in real manufacturing environment is not an easy task because available time to plan could be limited and the shop status could change frequently. So we propose an architecture of integrated process planing and scheduling problem within the allowed time even if sheep situations change rather frequently. We argue that we can obtain a better and practical scheduling solution by dynamically changing the processing machines and operations as the shop condition changes. The proposed system takes the initial information for alternative machines and operations represented by an AND/OR graph as its input. Other informational inputs to the system are part order and shop statues. The system then generates new process plan and schedules during permitted time. Experimental results show that the proposed scheme provides a viable solution for real world scheduling problems.

  • Recently a new IT planning effort, Enterprise Architecture (EA), is being carried out by a number of organizations. According to many previous studies, this EA effort intrinsically differs from information systems planning (ISP). In practice, however, it is often performed just like ISP, pursuing identical objectives with just a few more modeling methods. It might lead to a misunderstanding that EA is no different from ISP. In an effort to clarify the difference, we investigate how these two planning efforts differ one from another in richness of architectural description. 19 RFP(request for proposal)s were empirically analyzed to see the difference between EA and ISP in terms of the richness of architectural description.

Development of Management Information System of Rural Environmental Resources (농촌환경자원의 정보관리시스템 구축)

  • The first theme of this study is to preserve and manage rural multi-functionality resource Information. This study is to suggest the method that can irradiate rural multi-functionality resource Information efficiently and constructively. GIS uses PDA and Tablet PC as an investigation tool and verifies the outcome of the development in the investigation system. This study enhanced the mobility function of PDA by installing recording system and camera to the PDA. Also, Using GPS has been ensured scientific precision and realism to the investigation. Direct input on spot can save time, cost and minimize human error by simplifying the investigation process. Database is composed of characters like scale, form, location, distance, resident's opinion and image of 37 resources. The survey system was applied in 170 villages and got a total of 12,270 resources data. Management system should be easy to input and output the surveyed information and to get reports in any kind of form ( i.e. final result can be produced as a map). By utilizing of the Rural Resource information system, the study made a simulation to compare the target areas before and after. Also, digitalized investigation system, minimized re-input and reprocessing of data and enabled to simplify and standardize the process than memorandum investigation. Data collected through digital system could offer people useful information by Web-GIS. It was need to specify practical way in decision-making and a way to measure the value of resources to align with the regional plan. Also, need to keep on developing statistical data and application program that can connect us to present the best solution to support regional planning. Therefore, quality of data is very important. Finally, it is very important to develop various programs to analyze space md rural resource by monitoring rural environment.

  • Ever-developing information and communications technology has changed the ways of life from that of industrial society to the information-oriented community, and is widely used in a variety of social and economic contexts. Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.

  • Agricultural information was discussed for suggesting tasks and solutions of knowledge based information system. States of agricultural information systems in rural development administration were described and problems and tasks were summarized in knowledge needs survey of farmers who have to decide many alternatives for farming. Hard to access information are soil state, disease and insect pest. Important information in agriculture are water, soil fertility, soil physical property, and accessibility from main road. In conclusion, knowledge based agricultural information system can be developed based on surveyed needs.

Strategies for the Establishment of u-City Planning System in the Ubiquitous Computing Age (유비쿼터스 시대를 대비한 u-City 계획체계 정립방안)

  • Last February, $\ulcorner$The Act on Ubiquitous City Construction and etc.$\lrcorner$ was approved by the National Assembly. The law stipulates the regulations on the planning, construction and management of the Ubiquitous City. As its national-level law system is about to take its effects, future new city developments are expected to have its legal basis to be built to meet ubiquitous city requirements. Also, it is anticipated that such needs would require much more planning techniques and strategies. In reaction to those upcoming needs, this study is to search for new planning approaches to realize the u-City in reality. It is also to supply with the framework to execute the u-City projects in more structuralize and systemize manner. Therefore, with the purpose of the establishment of comprehensive planning system, the theoretical bases were sought in relation to planning u-City, pre-existing u-City development cases and regarding regulations were analyzed, and then basic concepts, features, and constituent factors were set up.

A Study on the Establishment of Database for the Efficient Management of Unexecuted Urban Planning Facilities (미집행 도시계획시설의 효율적 관리를 위한 DB구축 방안에 관한 연구)

  • The purpose of this study is to conduct an analysis for classification of unexecuted urban planning facilities using the Geographic Information System(GIS) to prepare measures for systematic and efficient management of unexecuted urban planning facilities and to find ways to establish national territory information for continuous management and operation by database of spatial data of classified unexecuted urban planning facilities. For this purpose, the present state of urban management plan, thematic map, cadastral map, satellite image of Korea Land Information System(KLIS) were collected from Miryang City, and qualitative analysis of the execution and non-execution of urban planning facilities was conducted by combining the layer of urban planning facilities, satellite images, and continuous cadastral layers of cadastral maps with classified and processed owner attribute information. According to the analysis, the unexecuted facilities were derived as unexecuted facilities, as most of the private land, without any current status roads or facilities created in satellite imagery. In addition, although the current status road was opened, the facilities that included some private land were derived as facilities that were recognized and executed by the local government as the de facto controlling entity through public transportation. The derived unexecuted urban planning facilities were divided into layers of shape data and the unexecuted property data were organized to quickly and accurately identify the status of non-executed and statistical information. In this study, we proposed an analysis plan that introduced GIS technology for scientific and rational analysis of unexecuted urban planning facilities and the establishment of reliable spatial data, and proposed a plan to establish a database for connection with existing systems and use of information.

  • Recently 'Rural Amenity Resources Survey' has been launched to preserve unique and various attributes of rural amenity resources in rural areas. While vast amounts of field data are being collected, there has been insufficient means to share and analyze the data among users. This article addresses crucial issues on why more systematical approaches of building an information system to retrieve and represent information more efficiently. In this work, we have developed an alternative 'Rural Amenity Resources Information System' using Web-GIS and ontology, and later examined its applicability.

  • Shipbuilding is basically labor-intensive industry. It creates a number of job opportunities, but it is classified as a high risk industry like the construction industry. Shipyards show similarities in many aspects compared with the construction sites. There are many stakeholders of the HSE managements in the shipbuilding industry, such as ship owner, primary contractor and multi-layered subcontractors. The ship owners who are almost foreigners are treating strictly about safety and health. Therefore, it is necessary to development an appropriate HSE management systems and for the management systems it is desirable to information technology (IT) to accommodate these complex and complicated problems and situations. It was developed the ISP (Information Strategic Planning) as a HSE management system for the shipbuilding industry. It consisted of the environment analysis, the As-Is analysis and the To-Be design. In this study, the ISP is introduced and further it is suggested that it should be connected to system of HR(Human resource), PM(Plant maintenance) and KM(Knowledge Management) to make the HSE management system efficient.
