A Study of the Effectiveness and Status of the Information Security Disclosure System (정보보호 공시제도의 운영실태와 효과성 분석)

  • The information security disclosure system (ISDS) has been implemented since 2016 to ensure the protection of stakeholders and the right to know, and to promote voluntary investment in information protection by companies. Regarding the information security disclosure system, there have been studies that urge the implementation of the system, but studies that analyze the contents disclosed after the implementation of the system or suggest improvement directions are few. In this study, the contents of the information security disclosure system that had been announced on the information security industry promotion portal until 2019 were analyzed, the current status was summarized, and the direction of system improvement was suggested. In some cases, companies that disclosed information through the disclosure system increased the number of personnel in charge and obtained certifications related to information security, but did not find any effect on the increase/decrease in investment. The current disclosure system has not been activated because it has difficulty in giving individual companies incentives to disclose. Thus, this study suggests the inclusion of ISDS to information security management system (ISMS), which is currently mandatory for certain companies. In the current disclosure system, it is difficult for the company's stakeholders or customers to check the contents of the disclosure. As a way to do this, a method of including in the contents of the personal information processing policy or the notification of the use of personal information was suggested.

  • This study intends to help establishing guidelines on providing easier access to security status-related information about business and public institutions by interested parties such as investors and civic societies, and to push ahead with the compulsory execution of the information security disclosure. We suggest a draft for the information disclosure system by reviewing the existing disclosure systems and validate the draft by surveying experts. It is expected that the result of this study will be the basis for the adoption of the information security disclosure system and be used as a referential material in the establishment of the relevant policy.

  • The Information Security Management System (ISMS) is a protection procedure and process that keeps information assets confidential, flawless, and available at any time. ISMS-P in Korea and ISO/IEC 27001 overseas are the most representative ISMS certification systems. In this paper, in order to understand the relationship between ISMS certification and organizational characteristics, data were collected from Korea Internet & Security Agency (KISA), Ministry of Science and ICT, Information Security Disclosure System (ISDS), Financial Supervisory Service, Data Analysis, Retrieval and Transfer System (DART), and probit regression analysis was performed. In the probit analysis, the relationship with four independent variables was confirmed for three cases: ISMS-P acquisition, ISO/IEC 27001 acquisition, and both ISMS-P and ISO/IEC 27001 acquisition. As a result of the analysis, it was found that companies that acquired both ISMS-P and ISO/IEC 27001 had a positive correlation with the total number of employees and a negative correlation with business history. In addition, the improvement direction of the ISMS-P certification system and information security disclosure system could also be confirmed.

  • In this study, the actual condition in operating Information Disclosure System and University Information Disclosure was investigated and analyzed for 413 universities which had their own homepages out of the total 414 universities, which were the targets of university information disclosure in 2008. To activate Information Disclosure System of the academic library, how to use Korea Library Statistics Items and National Libraries Operation Assessment Index as the standard of information disclosure, and how to use a national library statistics system effectively were suggested. In addition, to make University Information Disclosure efficient, the amendments about the status of books holdings and library budget were respectively suggested so that the items and contents of disclosure about the status of library support might be disclosed by focusing on the security of finance and the improvement of the academic library. In order to enhance the interest of universities and in society and policy, it is necessary for the academic library to make use of Information Disclosure System and University Information Disclosure as a major means.

  • This paper addresses the problem of protecting security policies in security mechanisms, such as the detection policy of an Intrusion Detection System. Unauthorized disclosure of such information might reveal the fundamental principles and methods for the protection of the whole network. In order to avoid this risk, we suggest two schemes for protecting security policies in Snort using the symmetric cryptosystem, Triple-DES.

  • Disclosure of personal information to be carried out in one of the Administrative Publicity, Administrative agency as specific information about the person who has violated the obligation imposed by the law is an unspecified number people know is through the direct or Internet media it is to be disclosed in an unspecified number of people. This is, indirect sanctions so as to fulfill its obligations by the addition of psychological pressure that exposes the personal information of the fact that in breach of his obligations to the breach of duty and it has been an unspecified number of people know it is a means. However, publication of these personal information, infringement of the moral rights of the Constitution guarantees an individual, of course, not only a matter of law that the right to self-determination of the personal information, has continued also doubts for the effectiveness of the system. As a result, in this paper, to discuss legal issues with the disclosure of management personal information and its improvement measures, and expected to be able to take advantage of the efficient development of the future of personal information disclosure system.

  • The purpose of a data leakage prevention system is to protect corporate information assets. The system monitors the packet exchanges between internal systems and the Internet, filters packets according to the data security policy defined by each company, or discretionarily deletes important data included in packets in order to prevent leakage of corporate information. However, the problem arises that the system may monitor employees' personal information, thus allowing their privacy to be violated. Therefore, it is necessary to find not only a solution for detecting leakage of significant information, but also a way to minimize the leakage of internal users' personal information. In this paper, we propose two models for representing the level of personal information disclosure during data leakage detection. One model measures only the disclosure frequencies of keywords that are defined as personal data. These frequencies are used to indicate the privacy violation level. The other model represents the context of privacy violation using a private data matrix. Each row of the matrix represents the disclosure counts for personal data keywords in a given time period, and each column represents the disclosure count of a certain keyword during the entire observation interval. Using the suggested matrix model, we can represent an abstracted context of the privacy violation situation. Experiments on the privacy violation situation to demonstrate the usability of the suggested models are also presented.

  • The primary purpose of security mechanisms in a computer systems is to control the access to information. There are two types of access control mechanisms to be used typically. One is discretionary access control(DAC) and another is mandatory access control(MAC). In this study an access control mechanism is introduced for secure access path in security system. The security policy of this access control is that no disclosure of information and no unauthorized modification of information. To make this access control correspond to security policy, we introduce three properties; read, write and create.

  • Software-Defined Networking (SDN) has three key features: separation of control and forwarding, centralized control, and network programmability. While improving network management flexibility, SDN has many security issues. This paper systemizes the security threats of SDN using spoofing, tampering, repudiation, information disclosure, denial of service, and elevation of privilege (STRIDE) model to understand the current security status of SDN. First, we introduce the network architecture and data flow of SDN. Second, we analyze security threats of the six types given in the STRIDE model, aiming to reveal the vulnerability mechanisms and assess the attack surface. Then, we briefly describe the corresponding defense technologies. Finally, we summarize the work of this paper and discuss the trends of SDN security research.

A Study on the Information Disclosure of Financial services Using Content Analsysis (금융상품정보제공 실태파악을 위한 금융상품팜플렛 내용분석)

  • To identify the actual situation of financial information disclosure, a content analysis was performed on pamphlets of a time deposit and a new reserve trust offered by banks and other financial institutes. Although consumers required information on interest rate, tax favor, loan service, protection of brink depositors and bank security to select a financial service account, informations offered on pamphlets are not sufficient. Therefore concrete way of information offer system shoed be developed. In offering interest rate, interest rate after tax deduction or payment at maturity should be also mentioned. Information on tax favor, protection of bank depositors and bank security should be contained in pamphlets as well. Use of easy terms and notes are recommended for developing pamphlets for financial products.
