A Study on the Composition and Operating Trend of Arboreta in Korea (국내수목원 조성 및 운영경향에 관한 연구)

  • Research and conservation of plant species for the nation arboretum, collection and securing of the plant species for both public and private arboreta and education for the arboreta which is affiliated to the university are overall management goal of the arboreta in Korea. Most of the arboreta in Korea run the programs and events for guide and interpretation of forest, but the programs and events are not well specified by the arboreta. Regarding the reasonable level of entrance fee should be discussed further as the lack of information and understanding. But the specified entrance fee between public and private arboreta should be considered. An eighty three percent of arboreta in Korea has been properly managed the species information. The reasonable management should be considered in case of unusual management of collected plant genetic resources. Although the overall impending difficulties for the management of arboreta in Korea is the lack of trained or qualified staffs, securing tasks independently for the public arboreta and relatively low salary for the private arboreta are main difficulties. Most of the difficulties are derived from the lack of its mission of the arboreta. The management of arboreta by the mission statement is one of the core targets including the characters such as climate or region should be considered. The securing qualified or trained staffs should be considered in the development of arboreta in Korea including the modification of relevant regulations or law.

An analysis of mobile communication environment by a socio-technical approach (사회기술적 접근방식을 통한 모바일 통신환경 분석)

  • By the end of 2012, there were 5.1 billion mobile communication subscribers in South Korea. The majority of subscriptions (97.3 percent) were for mobile phones, particularly smartphones. From 2010 to 2012, the number of mobile phone subscriptions increased 2,000 percent, growing from an initial subscriber base of 150 million. This paper explores the changing mobile communication landscape from a socio-technological perspective to understand the underlying drivers of change and their effects on the South Korean populace. A content analysis of 11,156 electronic newspaper articles mentioning mobile communication in South Korea and occurring between 2010 and 2012 was conducted. 5,119 keywords were extracted based on frequency statistics and further analyzed to determine the drivers of change. Based on this analysis, we conclude that South Korea's mobile communication environment is focused on rapid expansion of technology with minor consideration given to the social aspects of this change. This has resulted in several negative consequences and we urge for new policies by government and industry to address this gap.

The Influence of Portal Site News Services on Online Journalism in Korea: The Structural Transformation or the Power Change in the News Distribution (포털 뉴스서비스와 온라인 저널리즘의 지형: 뉴스 유통의 구조 변동 혹은 권력 변화)

  • The past, present, and future of online journalism in Korea are inextricably bound up with the portal site news services. In traditional journalism, finite news media took hold on news consumption completely because of performing news production and distribution simultaneously. Since then, in the age of multi-media and multi-channel, the audience selection has become more important because of greatly increasing news media and then exploding news production. In online journalism, the news distribution have emerged as the most important field because of the intensive consuming the portal site news services making use of various news easier, the characteristic of news consumption focusing on not news media brands but news media contents, etc. Therefore, the news present landscape of Korean journalism oriented news distribution has been completed by that the portal site news services became the symbol of online journalism. That the portal site news services performing only news distribution have more influence than the paper based online newspapers and Internet based online newspapers producing news means the change of media power. By this, a conflict between news media and portal site news services appears at all times.

A Study on the Strategic NSDI Model for Developing Countries based on Korean Experiences (한국의 경험을 통한 개발도상국 NSDI 전략적 구축 모델에 관한 연구)

  • This study aims to establish a strategic NSDI (National Spatial Data Infrastructure) model for developing countries based on good practices in the Republic of Korea. The Republic of Korea is a unique country in the world, which has become a developed country from a recipient of international aid since the Korean War in 1950. The rapid economic growth can be mostly attributed to the IT technologies and the Republic of Korea's NSDI efforts as a good practice could provide useful lessons for developing countries. This study consists of theoretical reviews, interviews of Korean NSDI experts, analysis for lessons learned, a summary of the lessons in terms of Six NSDI components and finally a strategic NSDI model for developing countries. The NSDI model is structured by (1) implementation strategies suggested for geospatial data, capacity building, geospatial platform, and cost-effective management with partnership, (2) a roadmap of important NSDI tasks and activities, and finally, (3) a harmonized approach for successful NSDI implementation.

A Comparative Review on Building Height Regulations Using GIS Simulation (GIS Simulation을 이용한 건축높이 규제 방안의 비교검토)

  • This study reviewed different results according to the selection of viewpoints and considerations of the neighborhood in the analysis of view to regulate the height of buildings. To do this, 4 cases were set according to the analytical methodology and a GIS simulation was performed. Characteristics of each methodology were compared and analyzed by simulated values with ANOVA(analysis of variance) and post-hoc analysis. First, the method using moving viewpoints was found to be appropriate for the regulation of building height as it could reflect basic characteristics of landscape which was sequential and it did not show big difference in analysis result according to situational setting. Second, the method using grid viewpoints showed a problem that viewpoints at left and right sides viewed ridges of other mountains than the background mountains of the target land. Additionally, the simulation method that induces three-dimensional cross-sections between multiple sight-surface and virtual construction points created at viewpoints used in this study was found to be useful in the simulation review with various settings as it induced the marginal height of the spot quantitatively.

Visitors' Attitudes about Interpretive Media in Weolchulsan National Park (월출산국립공원 탐방객의 환경해설 매체에 대한 탐방객 태도)

  • The purposes of this study were to provide basic visitor information for effective park management and to understand visitors' perception about the interpretive media which is utilized as a self-guide environmental interpretation in Weolchusan National Park. To accomplish the purposes of study, a questionnaire survey was chosen and the 196 valid samples among them were analyzed. Among who used the interpretive media, the largest proportion used the information board of park use-resources, and the usage rate of interpretive label of woody plant, interpretive sign of cultural asset, and self-guide tour were shown to be relatively high. However, the park brochures(map), bulletin boards, park web sites, LED sign, and visitor center exhibits were evaluated that use efficiency was low. In the analysis of importance-performance, visitors were perceiving the importance of all form of interpretive media greatly. The performance of interpretive media was also evaluated as affirmative.

  • 3D spatial data are of increasing interest in landscape analysis, urban planning and map services based on Web, because of its reality. But the amount of 3D spatial data are very large in comparison with 2D spatial data. Therefore it is necessary to have a efficient methods to transfer and visualize 3D spatial data. The concept of Level of Detail in Computer Graphics is effective. This paper briefly presents two LOD data models of data transmission based on the spatial data model of international standards. First, it is separated LOD model that gives a LOD level to object. Second is Selective LOD model that gives a LOD level to object's element. We compared the efficiency of 3D data transmission based on two LOD model.

Applicable Evaluation of the Latest Land-use Data for Developing a Real-time Atmospheric Field Prediction of RAMS (RAMS의 실시간 기상장 예측 향상을 위한 최신 토지피복도 자료의 적용가능성)

  • Chemical Accident Response Information System (CARIS) which has been designed for the efficient emergency response of chemical accidents produces the real-time atmospheric fields through the Regional Atmospheric Modeling System, RAMS. The previous studies were emphasized that improving an initial input data had more effective results in developing prediction ability of atmospheric model. In a continuous effort to improve an initial input data, we replaced the land-use dataset using in the RAMS, which is a high resolution USGS digital data constructed in April, 1993, with the latest land-use data of the Korea Ministry of Environment over the South Korea and simulated atmospheric fields for developing a real-time prediction in dispersion of chemicals. The results showed that the new land-use data was written in a standard RAMS format and shown the modified surface characteristics and the landscape heterogeneity resulting from land-use change. In the results of sensitivity experiment we got the improved atmospheric fields and assured that it will give more reliable real-time atmospheric fields to all users of CARIS for the dispersion forecast in associated with hazardous chemical releases as well as general air pollutants.

  • Smart City is a sustainable city that provides a variety of city services to cities that are built with a mix of construction, information and communication technologies, etc. to improve the competitiveness and quality of life of the city. In this paper, we analyze trends of domestic and foreign smart cities and the smart city organization of local governments, and describe the direction of local government's smart city organization system to realize sustainable smart city.

An IoT Patent Trend Analysis for Technological Convergence on Hyper Connected Society (초연결시대 기술융합을 위한 사물 인터넷 기술의 특허동향 분석)

  • Internet of Things (IoT) is possibly the most widely discussed technological concept in today's technology circles. This technology is expected to dramatically change not only how we work but also how we live. The concept of IoT basically means a web of connected devices which can be controlled over a data network. With cost of technology required to control these devices going down and increasing internet connectivity through smartphones, IoT is expected to be an all pervasive technology in the next 10 years. In this paper, we study the technological landscape of this fast growing technology domain from an Intellectual Property (Patents) perspective. We find that the patent distribution in this domain is very fragmented with the top patent applicants in the field holding around 5% of the total patents. Especially, the US geography has seen the maximum patent filings and is closely followed by the big Asian markets of Japan and Korea.
