Establishment of Sensor-based Safety Management Network for Main Infrastructures (센서기반 국가 주요 기반시설물 안전관리 네트워크 구축)

  • During last 30 years, Korea economy has grown so fast and many leading-edge technologies ware introduced from the advanced countries. but this fast growth inevitably produced imperfect completion of infrastructures and caused man-made catastrophes like Sungsu Bridge and Sampoong Department Store. After the incidents, Korea Government and National Assembly established "The Special Law for Safety Maintenance of Infrastructures". According to this law, most of infrastructures must be inspected periodically. During last 10 years after the establishment of the law, many infrastructures were improved and the quality of construction was upgraded. However, important and weak-to-disaster infrastructures need to be watched continuously. Many monitoring technologies were developed and tested in the field. In this paper, the new research project "Establishment of Testbed of Safety Management Network for Main Infrastructures", funded by government, was introduced.

A Study of a Seamless Handover Support for WSN based Information Transmission in Structural Health Monitoring Systems

  • The efficiency and safety of social-overhead capital (SOC) public infrastructures have become an eminent social concern. In this regard, a continuous structural health monitoring has been widely implemented to oversee the robustness of such public infrastructures for the safety of the public. This paper deals with the analysis of a distributed mobility management (DMM) support for wireless sensor network (WSN) based information transmission system. The partial DMM support separates the data and control plane infrastructures, wherein, the control plane is managed by a particular mobility management network entity, while the data plane is distributed by the mobility anchors. The system will be able to optimize the information transmission for a wireless structural health monitoring of SOC public infrastructures specifically designed for bridges, and thus, guarantees the safety of public commuters.

  • As the major information communication infrastructure had been getting more important, 'Act on the Protection of Information and Communications Infrastructure'(APICI) was legislated in Korea 2001. Consequently, the major information system, nationwide monitering service systems and government administration operation & management systems have been registered and managed under the APICI. The authorized organizations related to above service and system, perform vulnerability analysis and evaluation for chief communication infrastructures by themselves or registered agencies. In this research, we propose an advanced model for vulnerability analysis and evaluation and apply it to the main information and communication infrastructures through the case study. We hope each related organization could apply this model for analysis and evaluation of vulnerability in these infrastructures.

A concept of multi -layered database for management and maintenance of civil infrastructures (사회기반 시설물의 유지관리를 위한 multi-layered 데이터베이스 개념)

  • A framework of multi layered database is proposed for the integrated operation of civil infrastructure information in this study. The multi-layered database is a logically integrated database composed of standardized information layers. The framework of multi-layered database is defined by three axes, national assets, lifetime, and data levels. The axis of national assets indicates civil infrastructures such as bridges, dams, tunnels and power plants that can be considered as national key structures. The axes of lifetime and data levels indicate the standardized information layers generated from the life-phase of civil infrastructure and the priority of data in the information layers, respectively. The standardized information layers are basically composed of reusable data sets defined by information models. A prototype of standard database for steel bridges is constructed based on the framework as a proof of concept. Demonstration examples such as data consistency check and automatic generation of a FEA model show that the proposed concept can assure the sustainable interoperability of civil infrastructure information as well as design information of steel bridges.

3-D Information Model for High-speed Railway Infrastructures (고속철도시설물을 위한 3차원정보모델)

  • Design of a high-speed railway line requires collaboration of heterogeneous application systems and of engineers with different background. Object-based 3D models with metadata can be a shared information model for the effective collaborative design. In this paper, railway infrastructure information model is proposed to enable integrated and inter-operable works throughout the life-cycle of the railway infrastructures, from planning to maintenance. In order to develop the model, object-based 3-D models were built for a 10km railway among Korea high-speed railway lines. The model has basically three information layers for designers, contractors and an owner, respectively. Prestressed concrete box-girders are the most common superstructure of bridges. The design information layer has metadata on requirements, design codes, geometry, analysis and so on. The construction layer has data on drawings, real data for material and products, schedules and so on. The maintenance layer for the owner has the final geometry, material data, products and their suppliers and so on. These information has its own data architecture which is derived from similar concept of product breakdown structure(PBS) and work breakdown structure(WBS). The constructed RIIM for the infrastructures of the high-speed railway was successfully applied to various areas such as design check, structural analysis, automated estimation, construction simulation, virtual viewing, and digital mock-up. The integrated information model can realize virtual construction system for railway lines and dramatically increase the productivity of the whole engineering process.

  • A methodology for XML documentation of the structural calculation document is presented to support manipulation of the design information on the internet. The text file format is chosen as a neutral format because it can be easily translated from office documents generated from engineering practice. The first word of each line is compared with the reserved numbering groups, and relative levels among the lines are defined to generate the hierarchically structured XML document of the text file. The demonstration subjected to sample general documents and structural calculation documents shows that the prototype application module based on the developed methodology can be adopted to build the database of design information which supports the safety management of infrastructures.

  • In a hyper-connected society, electric power infrastructures and information and communication infrastructures are the core of critical national infrastructures. However, electric power infrastructure is very deadly to high-frequency nuclear electromagnetic pulse (HEMP) threats recently issued by North Korea, so the resilience through rapid recovery after attack is directly related to the survivability of our country. Therefore, electric power infrastructure should take precedence over any other key infrastructure, with preemptive protection measures and fast recovery plans. In this paper, the characteristics of the HEMP threats was examined, and the risks and effective major protection measures of the electric power infrastructures are discussed. In the future, it is expected that it will be able to help establish the direction of enactment and revision of legal schems related to the 'high power EMP infringement prevention' for Korea's electric power infrastructures.

  • Critical infrastructures (energy, information technology and communications, banking, transportation, public government services, etc.) are now more vital to modern society. Citizens, businesses and governments all rely on an array of interlinked physical and information infrastructures to satisfy their needs and perform their daily operations. At the same time, these infrastructures are becoming increasingly interdependent, such that failure of one of them can often propagate and result in domino effects. Recent dramatic episodes, from 9/11 to the Madrid train bombings, the April 2010 ash cloud the power cuts in Korea in 2011, and the cyber-attacks have highlighted the need for a comprehensive, internationally coordinated policy for the protection of critical infrastructures. For the purposes of this report, we define critical infrastructure as infrastructure whose failure would result in substantial damage to society and/or the economy.

  • Recently, there has been a lot of studies and efforts to strengthen the stability of critical infrastructures against increasing cyber attacks to critical infrastructures. In this thesis, I defined what cyber threats are, after showing you various definitions about what cyber threats are and what the types are. After studying about significant cyber threats from China, I showed you the realities of cyber threats with the analysis about starting points, types of cyber threats, ratios of attacks and so on. At last, I defined guidelines about unnecessary oversea IP range blocking. Also, I proposed unnecessary oversea IP range blocking methodologies with per information system and per network system. Furthermore, I proposed blocking characteristics per security equipment and security operation improvement and blocking effects and service process to normal oversea users.

Design of 4S Web Services Model for the Infrastructures of National Spatial Clearinghouse of Spatial Data and Services

  • Recently, web services concept is rapidly rising as new solution to solve the integration problem among heterogeneous application systems . This web servic es concept is adaptable in the field of 4S application systems integration that handles the spatial information of GIS, SIIS, GNSS and ITS. So, this paper suggests a new 4S web services model for the infrastructures of nationwide spatial clearinghouse, which is mainly based on the OGC and W3C web services specifications. Conclusively, this proposed model that could serve various spatial data and services has some advantages of being flexibly and powerfully capable of integrating the 4S application systems owing to adapting the international standard specifications of OGC and W3C.
