A new motion estimation algorithm with lower computational complexity and good image quality when compared to the FBMA will be presented in this paper. In the proposed method, by considering the relation between neighboring blocks, the searching area in the algorithm is adjustable according to mean absolute difference of the block. By the computer simulation the computation amount of the proposed than that of the FBMA and the good result of the PSNR can be attained.

In this paper, we propose a low bit-rate embedded video coding scheme with 3-D block partition in the wavelet domain. The proposed video coding scheme includes multi-level three dimensional dyadic wavelet decomposition, raster scanning within each subband, partitioning of blocks, and adaptive arithmetic entropy coding. Although the proposed video coding scheme is quite simple, it produces bit-streams with good features, including SNR scalability from the embedded nature. Experimental results demonstrate that the proposed video coding scheme is quite competitive to other good wavelet-based video coders in the literature.

Recently, Ryu et al. proposed a multiple target DOA tracking algorithm, which has good features that it has no data association problem and simple structure. But its performance is seriously degraded in the low signal-to-noise ratio. In this paper, a measurement fusion method is presented based on ML(Maximum Likelihood), and the new DOA tracking algorithm is proposed by incorporating the presented fusion method into Ryu's algorithm. The proposed algorithm has a better tracking performance than that of Ryu's algorithm, and it sustains the good features of Ryu's algorithm.

In this research we designed and synthesized an effective Synchronous DRAM controller for Interleaved Column Mode Access with VHDL. When target device was ALTERA CPLD MA$\times$712 105 logic cells were used. The result of the simulation at 66MHz clock operation, the clock-to-output time t$_{co}$ was 4.5㎱ and the SDRAM controller was in good working order.r. good working order.

InSb-Sn 박막 Hall소자를 InSb-Sn분말을 flash흡착법으로 슬라이드 글래스 위에 흡착하여 만들었다. 이 소자를 자속계로 사용할 때 특성이 재현성이 좋고 직선성이 양호하였다. InSb-Sn thin film Hall device Was drepared by flash evaporation of InSb-Sn powder on the Slide qlass. The Characteristics Curve of this device showcd good linearity and reproducibility.

In this paper, we present forecasting ozone concentration with decision support system. Since the mechanism of ozone concentration is highly complex, nonlinear, and nonstationary, modeling of ozone prediction system has many problems and results of prediction are not good performance so far. Forecasting ozone concentration with decision support system is acquired to information from human knowledge and experiment data. Fuzzy clustering method uses the acquisition and dynamic polynomial neural network gives us a good performance for ozone prediction with ability of superior data approximation and self-organization.

In this paper, the tree coding using the (M, L) multi-path search algorithm has teen investigated. A hybrid adaptation scheme which employs a block adaptation as well as a sequential dadptation is described for application in quantization and compression of speech signals. Simulation results with the gybrid adaptation scheme indicate that a relatively good speech quality can be obtained at rate about 8Kbps. All necessary parameters such as MlL and filter-order were found from simulation and these parameters turned out to be a good compromise between the complexity and overall performance.

I/Q demodulator is designed using RC-CR quadrature divider with two balanced mixer for WLAN applications. The I/Q demodulator has low power dissipation, good I/Q mismatch, a good isolation and conversion loss. The measured results shows close agreement with the predicted performance.

Japanese TQC had been a good model for Korean quality programs during last 30years since 1960's. Now American TQM, which has been imitating TQC creatively, is emerging as another good source of information for Korean quality programs. This paper compares the characteristics between TQC and TQM on the base of framework of TQC, which will help us to understand TQM and its developing process. This paper also suggests some implications for Korean QM.
