  • The purpose of this study supports the establishment of national e-learning policy by analyzing e-learning status and current status of higher education. Enhance the competitiveness of higher education through sharing information between universities. And to improve e-learning quality management. We surveyed the current status of e-learning in 341 universities and questionnaires about e-learning content, e-learning application form, e-learning platform status was surveyed through each school's learning management system. As a result, the infrastructure of e-learning, the rate of platforms secured, and the contents are increasing gradually each year; however, still, not all students can receive the services equally. Dedicated servers and learning management systems were secured by more than 70% of general universities. In the current development status of e-learning content, multimedia, animation, and text forms are gradually decreasing, but video contents are increasing every year. Most of the online contents were used in the e-learning contents by application type, and blended learning, flipped learning, and mooc is not yet actively used since they are still in the beginning stage. Learning analysis techniques should be supported in order to easily use online learning contents such as flipped learning and mooc. We suggest that the effectiveness of e-learning should be measured and the current state of learning analysis for customized learning should be done. This study aims to contribute to the improvement of competitiveness of higher education by sharing information about e-learning among universities as a basis for improvement of e-learning policy. Future tasks are to improve the customized learning environment by adding whether the system environment for learning analysis is provided at the time of the survey.

For this purpose the principles of selection of educational contents in general curriculum composition were reviewed. In addition this study explored the criteria for selecting contents of software education from an educational philosophy. In particular Oakeshott's practical knowledge was examined as a philosophical basis for the selection of software educational contents. • The purpose of this paper is to design and implement a LED (LEarner Diagnosis system). Mathematics which has learning hierarchies is difficult to learn, if learners don't understand previous learning contents. Before a learner starts learning, the LED offers diagnostic problems to diagnose the learner's understanding ability of the previous learning contents. If the learner don't understand it, then the LED present supplementary contents. After finishing the study, the learner has to pass the test to diagnose whether the learner do mastery learning. The LED makes learners do supplement previous contents, if learners don't understand it, and master all of the contents, learners can achieve learning object.

  • This research, with the recent change in the paradigm of education, has its purpose on suggesting the direction of Japanese education that best suits the environment in Korea, by analyzing the education and information policy in Korea and Japan. As it is shown in Mackey's model, policy in language and education cannot be separated, and the 'smart education' policy as well as 'Education and Information Vision' that is implemented in Korea and Japan is likely to be connected with policies in language in the near future. Both of these policies has its goals on the spreading of information in education, and is predicted to lead to development in contents in regard to education of foreign language. When looking at recently developed smart-learning programs, it can be found that the credibility and authenticity is weak because in most of those programs, there was no participation of experts in Japanese education. Thus there is a need for expertise in Japanese education for development of these contents and also many attempts with application of 'smart-learning' collaboration of technology and academic knowledge in humanities and education is needed. At the same time, various support from the government is essential so that these policies can simultaneously work together, along with the field of foreign language education.
