In real world, the project managers handle conflicting goals that govern the use of resources within the stipulated time and budget with required quality and safety. These conflicting goals are required to be optimized simultaneously by the project managers in the framework of fuzzy aspiration levels. The fuzzy linear programming model proposed herein helps project managers to minimize total project costs, completion time, and crashing costs considering indirect costs, contractual penalty costs etc by practically charging them in terms of direct cost of the project. A case study of bituminous pavement under construction is considered to demonstrate the feasibility of applying the proposed model for optimization of project parameters. Consequently, the proposed model yields an efficient compromise solution and the decision maker's overall degree of satisfaction with multiple fuzzy goal values. Additionally, the proposed model provides a systematic decision-making framework, enabling decision maker to interactively modify the fuzzy data and model parameters until a satisfactory solution is obtained. The significant characteristics that differentiate the proposed model with other models include, flexible decision-making process, multiple objective functions, and wide-ranging decision information.

Unlike price calculation by cost accounting, which categorizes costs into material costs, labor costs, and miscellaneous expenses to determine the construction budget price, construction cost calculation based on Construction Standard Unit Prices utilizes unit prices extracted from market prices of items from projects already completed to estimate costs of similar construction projects. Although unit price information is collected through construction site surveys to revise these construction standard unit prices every year, but due to the limitations of the site survey method, it is difficult to quickly implement the rapid changes in the construction methods and market prices. As such, an important issue that arose was the identification of work items whose prices need urgent revision. This study conducted research on factors that need to be considered when developing online survey system for monitoring construction site market prices. This study is expected to enhance convenience for users, and provide an efficient data collection and management system for administrators.

This study performed the analysis on an economic feasibility of each marine fuel, potential fuel pathways and the relevance of compliance measures to ensure compliance with the FuelEU Maritime regulation. Additionally, it identified certain regulatory gaps to encourage the use of alternative marine fuels. Regarding GHG emissions calculations, the existing GHG regulations for ships applies the Tank-to-Wake (TtW) method, whereas FuelEU Maritime applies the Well-to-Wake (WtW) method. The main results present that important information to establish response strategy for FuelEU Maritime including the costs and benefits of each marine fuel, the minimum blending ratio of alternative fules, and compliance impacts of measures. For the regulatory costs and benefits of marine fuels following the implementation of the FuelEU Maritime from 2025, our findings indicate that while most fossil fuels incur regulatory costs from 2025, most of biofuels and RFNBO fuels do not incur costs until 2050. This will play a role to narrow the price gap between fossil fuels and alternative fuels.
Foodborne outbreaks frequently occur worldwide and result in huge economic losses. It is the therefore important to estimate the costs associated with foodborne diseases to minimize the economic damage. At the same time, it is difficult to accurately estimate the economic loss from foodborne disease due to a wide variety of cost components. In Korea, there are a limited number of analytical studies attempting to estimate such costs. In this study we investigated the components of economic cost used in foreign countries to better estimate the cost of foodborne disease in Korea. Seven recent studies investigated the cost components used to estimate the cost of foodborne disease in humans. This study categorized the economic loss into four types of cost: direct costs, indirect costs, food business costs, and government administration costs. The healthcare costs most often included were medical (outpatient) and hospital costs (inpatient). However, these cost components should be selected according to the systems and budgets of medical services by country. For non-healthcare costs, several other studies considered transportation costs to the hospital as an exception to the cost of inpatient care. So, further discussion is needed on whether to consider inpatient care costs. Among the indirect costs, premature mortality, lost productivity, lost leisure time, and lost quality of life/pain, grief and suffering costs were considered, but the opportunity costs for hospital visits were not considered in any of the above studies. As with healthcare costs, government administration costs should also be considered appropriate cost components due to the difference in government budget systems, for example. Our findings will provide fundamental information for economic analysis associated with foodborne diseases to improve food safety policy in Korea.

The purpose of this study is to suggest an effective guideline for reducing communication costs and improving qualities of Intelligent Transport Systems (ITS) by totally or partially integrating wireless communication networks between equipments of ITS Centers and Roadside in the National ITS Physical Architecture. We analyzed wire and wireless communication networks such as wireless LAN and satellite communications in the National Highway Traffic Management System (NHTMS) for receiving and transmitting transportation data. Also, we analyzed operation and communication costs to find out right communication networks for ITS. The results of this study will be used to build and operate many other ITS systems including Korea Highway Corporation.
The purpose of this research is to identify the major evaluation criteria of IT investment projects and establish the importance weights of criteria through AHP analysis. Seven evaluation criteria which have been drawn from prior studies and industry practices are direct costs, indirect costs, financial benefits, strategic value, risk, technical necessity, and political considerations. Data have been collected from 95 IT projects in 40 public organizations and private firms in Korea. After having applied the data reliability test, 79 projects have been selected. The results of AHP analysis show the importance weights and priorities of seven evaluation criteria as follows: financial benefits 25.2%, strategic value 22.36%, direct costs 14.34%, risk 12.10%, technical necessity 11.55%, political considerations 8.3%, and indirect costs 6.48%. And the weights of seven criteria shows considerable differences among three different IT project types such as transactional, informational, and infrastructural.
There are lack of labour and increase in logistics costs due to rapid change in logistics environments and the demand for logistics. The reality is that over spending on logistics costs are getting worse due to lack of logistics standardization. An example will be excessive logistics costs caused by unsatisfactory use of logistics equipments in wholesale markets. The logistics efficiency is falling due to delays in using logistics equipments and standardization. Therefore, there needs standardization of logistics functions and unit of handling in each stage from packing, unloading, storage, transporting, logistics information and needs logistics standardization on equipments, machineries used for the above. Standard unified with standardization is called specification and if standardization is applied broadly in manufacturing or processing, inspection than each process in terms of production can be managed rationally and labour skills will improve and product quality will be evenly maintained and compatability of each part in terms of assembly will be maintained thus materials and labour could be saved thus results in increasing productivity and lowering production costs. Also, if it is applied in industry at state-level then there will be rationalization in consumption in circulation as in purchase of raw materials, sales of products, purchase of products by consumers and contribute in improving compatibility and fair transactions. This paper is aimed to help in first solving factors affecting the most in improving logistic efficiency among unit load system and logistic hollowization, standardizing logistics base, standardizing logistics information. The study conducted surveys on limited companies but hope that in the future the target companies can be divided further into types, industries and conduct more demonstrative analysis.

The proliferation of the Internet and communication technologies and applications, besides the conventional retailers, has led to a new form of distribution channel, namely home sopping through the telephone, TV, catalog or the Internet. The conventional and new distribution channels have different transaction costs perceived by the consumers in the following perspectives: the accessibility to the product information, the traffic cost and the opportunity cost for the time to visit the store, the possibility of 'touch and feel' to test the quality of the product, the delivery time and the concern for the security for the personal information. Difference in the transaction costs between the distribution channels results in the different selling prices even for the same product. Moreover, distribution channels with different selling prices necessarily result in different business surpluses. In this paper, we study the multilateral bargaining strategy of a manufacturer who sells a product through multiple distribution channels with different transaction costs. We first derive the Nash equilibrium solutions for both simultaneous and sequential bargaining games. The numerical analyses for the Nash equilibrium solutions show that the optimal bargaining strategy of the manufacturer heavily depends not only on the degree of competition between the distribution channels but on the difference of the business surpluses of the distribution channels. First, it is shown that there can be four types of locally optimal bargaining strategies if we assume the market powers of the manufacturer over the distribution channels can be different. It is also shown that, among the four local optimal bargaining strategies, simultaneous bargaining with the distribution channels is the most preferred bargaining strategy for the manufacturer.

In this paper, it shows optimal inventory level of bicycle sharing service terminal by maintaining the lowest costs. As the interest to environment and exhaustion of resource increases globally, investment to sustainable transportation increases around advanced countries and interest to efficient transportation, managing and consuming of vehicle increases also. Vehicle sharing service is a model of rental car where customer rent cars for short periods of time often by the hour and its users are increasing for the reason that it is more convenient than car rent. In addition, bicycle sharing service is one of the major parts in vehicle sharing program and many of country are already managing it. This paper proposes optimal inventory levels of vehicle sharing service's terminal by using simulation calculating operation costs of vehicle sharing service.

Estimating project costs during the early stage of conceptual planning is very important when deciding whether to approve the project and allocate an appropriate budget. However, due to greater uncertainties involved in a project, it is challenging to estimate costs during this initial stage within a reasonable tolerance. This paper attempts to develop a cost-estimate model for public road projects under these circumstances and limitations. In the conceptual planning stage of a road project, there is only limited information for cost estimation, for example, such input data as total length of the route, origin and destination, number of lanes, general geographic characteristics of the route, and other basic attributes. This implies that the model should individuate suitable but restricted information without considering detailed features such as quantity of earthwork and a detailed route of a given condition. With these limited facts, this paper applies a case-based reasoning (CBR) method to solve a new problem by deriving similar past problems, which in turn is used to estimate the cost of a given project based on best-fitted previous cases. To develop a CBR cost-estimate model, the authors classified 8 representative variables, including project type, the number of lanes, total length, road design grades, etc. Then, we developed the CBR model, primarily by using 180 actual cases of public road projects, procured over the last decade. With the CBR model, it was found that the degree of error in estimation can be reasonably reduced, to below approximately 30% compared to the final costs estimated upon the completion of detailed design.
