A Study on the Current Status and Improvement of Digital Divide for the Disabled in Korea

  • Due to the fast development of information and communication technology, many people are enjoying benefits. However, there are those who do not enjoy the benefits of such information technology due to physical disabilities or economic reasons. This class is classified as an information-vulnerable class with so-called digital divide, and the disabled can be said to be a representative information-vulnerable class. The purpose of the paper is to identify the various causes of digital divide and propose improvement measures for the disabled in Korea. For this purpose, the digital divide data by the national institution over the past four years were analyzed. Through various statistical analysis, it was found that the main cause of the digital divide was insufficient information competency among the three factors diagnosing the digital divide namely, information access, information competency, and information utilization. It was also found that the information utilization activities of the disabled were not productive and consumption-oriented

Comparative Study of Information Literacy Education and Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation (정보활용교육 주요 토픽과 교원능력개발평가 사서교사 평가지표 비교 연구)

  • This study aimed to compare and analyze librarian teacher evaluation index from evaluation of teachers' competency development with the the topics of information utilization education. To this end, LDA topic modeling was conducted by collecting papers related to information utilization education published in four major journals in the field of literature and information from 1995 to May 2022. As a result of topic modeling, it can be seen that information utilization education (T10) was the most actively discussed at 12.0% of the 20 topics, followed by library utilization classes (T2) 10.4% and user service (T3) 8.8%.On the other hand, 3.3% of reading discussion (T7), 2.9% of reading education (T19), 2.1% of manpower management (T13), and 2.1% of librarian teacher job satisfaction (T17) showed the lowest distributions 3.3%, 2.9%, 2.1%, and 2.1%, respectively. In addition, although librarian teacher's class model development (T1) and curriculum development (T20) are essential processes for collaborative classes and information utilization education, they were not reflected in the current teacher competency development evaluation index. Therefore, this study proposed that 'instructional model and curriculum development' indicator should be added on 'training and support classes' factors in the Librarian Teacher Evaluation Index in Teachers' Competency Development Evaluation for further evaluation.

A Survey of School Health Nurses Competency and Professional Attitude (보건교사의 학교보건 실무능력 인지도와 전문직 태도에 대한 조사연구 - 초.중.고등학교 보건교사를 대상으로 -)

  • Purpose: The study was aimed to assess the competency and professional attitude of school health nurses who are occupied with adolescent health, and to provide basic information for the development of continuing education programs for them to improve their competencies. Method: The self-reported questionnaire based on WHO assessment tool were used to assess the competencies of the school health nurses providing health care for adolescents. The subjects were 584 school health nurses and the data were collected from January 28 to March 5, 2002. Result: The school health nurses in middle schools showed significantly higher scores than the school health nurses in primary schools on the level of competency. The nurses were scored the highest in the area of dealing with sexual issues for the students, followed by providing them direct care and application of primary care concept to the field of school health nursing. The areas showing the lowest scores were counseling and utilization of the system. There was a significant positive correlation between competency and professional attitude of the school health nurses. Conclusion: Based on the results of this study, it is necessary to develop various continuing educational programs for school health nurses using different teaching methods such as web-based program.

Development of Competency and Behavioral Indicator of an Administrator in Long-term Care Facility (노인요양시설 관리자의 역량 및 행동지표 개발)

  • Purpose: The purpose of this study is to develop the competencies of the administrator and the behavioral indicators, and with those as the foundation it is to measure the importance and the performance. Method: On the basis of literature review, the researcher made a preliminary competency and the behavioral indicator for the administrator. Developed competency and behavioral indicator went through the content validity using CVI. Finally, 20 different competencies and 87 behavioral indicators of the administrators in long-term care facility helped measuring the importance of the present administrator's competency and the performance. Results: The competencies are Achievement Orientation, Initiative, Information Seeking, Interpersonal Understanding, Customer Service Orientation, Marketing, Influence, Organizational Awareness, Relationship Building, Staff Development, Assertiveness, Teamwork and Cooperation, Leadership, Analytical Thinking, Conceptual Thinking, Managerial Expertise, Self Control, Self Confidence, Flexibility and Organizational Commitment. For the contents, 87 behavioral indicators are included. The importance and the performance were confirmed by Importance Performance Analysis. The importance of each behavioral indicator in each field and the performance were confirmed with the mean and the standard deviation. Conclusion: The competencies and behavioral indicators of an administrator which were developed by this study are considered that they can be used as the effective guides in the practical field and can also be used as basic materials for developing educational program.

Development of the Forensic Nursing Competency Scale for Nurses (간호사의 법의간호 역량 측정도구 개발)

  • Purpose : This study aims to develop the Forensic Nursing Competency Scale suitable to South Korea. Methods : The initial items were generated through literature review and interviews. Items were evaluated by experts for content and face validity. By conducting a pilot test, 74 measurement items were developed. In total, 333 copies of the questionnaire were analyzed regarding the validity and reliability of the study. Data were analyzed using SPSS 23.0 program and AMOS 18.0 program. Results : The study selected 53 questions after testing the content, face, and construct validity of the scale. The final 53 questions were composed of 15 sub-components in eight domains. These eight domains encompassed nursing practice, communication, critical thinking, human caring and relationships, evidence management, active information collection, professional development, and knowledge integration. Conclusions : In order to verify the effectiveness of the scale, future studies need to compare the forensic nursing competency in two groups to assess differences in these competency. Moreover, it is necessary to develop a forensic nursing educational program and validate its effectiveness by using this scale.

The Relationship between Course Grades and the K-CESA Core Competencies for Engineering Students (공학계열 대학생들의 교과목 성적과 K-CESA 핵심역량의 관계 분석)

  • With the emphasis on core competencies, the University of Seoul has exerted efforts to reflect the importance of core competencies in university curricula. The main assessment tool used in Korea is the Korea Collegiate Essential Skills Assessment (K-CESA), developed by the Korea Research Institute for Vocational Education and Training (KRIVET). This study examined whether core competencies measured using K-CESA are valid as a tool for assessing educational achievements among college students, and analyzed the correlation between K-CESA scores and course grades. The analysis was performed on approximately 204 engineering students at the University of Seoul. According to the correlation analysis between core competencies and courses, MSC courses were shown to be related to the resource and through information use competency and higher order thinking competency. Through the Analysis of Variance, students in the accreditation programs and students living in urban area showed higher competency scores. In the multiple regression, it was shown that Accreditation and MSC courses grades were the important variables to predict the competency of the students. Based on these findings, we confirmed that the K-CESA tool has a certain level of correlation with academic performance and that it functions as one of several ways to evaluate the program outcomes of engineering education accreditation.

Development of an In-service Education Program for Emergency Room Nurses According to Their Career Ladders (응급실 간호사의 업무분석을 통한 경력등급별 실무교육안 개발)

  • Purpose: This study was done to provide basic data for developing an in-service education program to improve nurses' quality. First, frequency of nursing activities and competency levels of emergency nurses according to their career ladders were compared through job analysis and then practical education programs were presented on based of the results. Method: Data were collected from 335 nurses working in emergency rooms in 31 tertiary hospitals. Data collection was done from September to November 2005 using the job analysis questionnaire. Results: There were 41 nursing activities that showed differences in frequency and 78 activities that showed differences in perceived competency level. Irrespective of emergency nurses' careers, activities that show high frequency but low competency were sputum liquefying therapy, assessment of cranial nerve function, identification of diagnostic radiology, and communication with various departments. In-service education content according to nurse's career ladders was presented by adding high frequency nursing activities and activities with low competency level even though having high frequency. Conclusion: There is a need to develop and provide in-service education programs, which consider nurses' difference in frequency and competency level for their career ladders.

Identifying Behavior Indicators for Flight Instructor Competencies and Training Needs Analysis for General Aviation Flight Instructor (일반항공 비행교관 역량별 행동지표 및 비행교관 교육요구 분석)

  • This study aims to provide information necessary for developing a "Competency-Based Training and Evaluation Plan" for general aviation flight instructors in Korea. General aviation training experts designed a survey by selecting "Behavior Indicators" from the ICAO Flight Instructor Competency Model. This study analyses the importance of Behavioral Indicators, the level of instructor performance, and the training needs for flight instructors. According to the factor analysis, ICAO "Flight Instructor Competency Model" is found as a valid tool to measure general aviation flight instructor competencies. According to the training needs analysis, flight instructors training program needs to be improved on "Training Environment Management", "Teaching Method", and "Interaction" competencies. When compared with trainee group, flight instructors & examiners have a higher training demand for "Teaching & Learning Environment Management". This study suggests the flight instructor training program requires to be reorganized based on the competencies related to the flight instructor duties in the training environments.

  • The objective of this study is to provide a basis for information literacy instruction in college education. For this purpose, assignments and surveys were distributed to the students in a 3 credit course that deals with the characteristics of information society and information literacy competency. Assignments and surveys were about identification of the information needed and access to the needed information, since that is the first step for the information seeking process. The results were analysed by qualitative methods.

An Analytical Study on Feasibility of NCS Level of Qualification Redesign Categories in 7 Major Areas (7대 분야 자격재설계 종목의 NCS 수준의 타당성 분석연구)

  • New occupational qualification system built on NCS(National Competency Standard) aimed to induce industries, the final appliers of qualification, to play a leading role in designing qualification and to spontaneously apply such qualification standard to employment and promotion so as to reinforce universality of qualification. In this study, we verified the validity of NCS level of qualification categories for 130 occupational fields by redesigning NCS-based new occupational qualification system with a focus on 7 major areas, including mechanical field, which were found to have wide-ranging social ripple effect throughout society and high acceptability in 2014. The results of study on suitability at qualification level suggested the followings: First, there is a difference in number of competency units for each qualification category, depending on area. New qualification covering 7 major areas included 15.3 competency units for each qualification category, which exceeds the number of competency units(about 10 units) in subdivided NCS. By field, some difference was found with 7.9 competency units for cultural field and 22.6 competency units for information and communication area. Second, preference above normal level was observed in the criteria, procedure and method for determining qualification redesigning. However, preference below normal level was exhibited in connection with possibility of linkage with overseas qualifications, although preference was above normal level in relation to the suitability of design/qualification level and qualification categories based on lifelong career development path within scope of NCS as the criteria for determining the redesign of qualification categories. Second, we compared NCS level and SC(Sector Council level, and the results showed that NCS level was found to be somewhat well-defined. For the qualifications with different definitions, it was deemed difficult to determine superiority between NCS level and SC level. However, majority opinion indicated that it would be desirable to follow NCS level because NCS was created through collection of opinions for a prolonged period.
