  • This plan for the Medical and Information Technology University which is built by the will and support of Korea at the small county Kingdom of Swaziland in Africa. As we consider the essential condition of self-supporting of nation is the education for the poor country in culturally and socially. The establish the University in the downtown is a significant work in socially and culturally as the urban infrastructure. Besides, this is presenting the master plan not only educational institution purpose but the place for the desirable communication between regional resident in educational and cultural circumstances. It is the main concept for this plan that flexible arrangement of the lower stories buildings on the gentle hill according to the geographic features of the field, road situation, supporting equipment, construction ability and Building materials.

  • Shannon and Weaver's semantic communication has been actively studied in recent years as a new communication method to provide intelligent mobile services without requiring more capacity, infrastructure, and energy, even with limited radio resources. Considered a breakthrough beyond the Shannon paradigm, semantic communication aims at successfully transmitting semantic information conveyed by a source rather than accurately receiving each symbol or bit, regardless of meaning. Thus, semantic communication can lead to knowledgeable systems that significantly reduce data traffic because the transmitter only transmits the necessary information related to a specific task. This study describes essential differences between existing and semantic communication, research trends related to semantic communication principles and theory, performance metrics of semantic communication, semantic communication system framework, and future research and development issues.

  • By the rapid development of Information Communication Technology (ICT) and Geo-spatial Technology (GT) and the increased usage of spatial data for planning and infrastructure management, the National Geographic Information System (NGIS) for more efficient and effective utilization of spatial information has been developed by the central government in Korea since 1995. NGIS is the base of Spatial Data Infrastructure (SDI). SDI is developed as one of National Information Infrastructures (NII). Among the hierarchy of SDI, National Spatial Data Infrastructure (NSDI) has very important role in the success of SDI development. Many research articles show that the USA's NSDI initiatives, development strategy have been strongly influenced all over the world. In these viewpoints, to propose the future directions of Korean NGIS, the development of NSDI strategy of USA is reviewed by literature through published book and internet resources. The conclusions of this study are as follow: 1) top-down and bottom-up approach are needed for integrated data sharing and standardization. 2) the creative and evolutionary vision and strategy has to be suggested. 3) the training program and lecture material has to be developed and diffused to the users and providers of spatial data. 4) governance system has to be built for NSDI evaluation. 5) the formation of geo-spatial forum to discuss the spatial-related problems and make research agenda, etc.

  • PKI(Public Key Infrastructure)의 발달과 함께 전자서명의 필요성 또한 대두되고 있다. 전자서명이 무선 PKI환경에서도 사용되기 위해서는 최소한의 서명 생성 검증 시간과 적은 저장 공간, 적은 대역폭의 사용 등의 조건을 만족해야 한다. 본 논문에서는 서명 생성 검증 시간을 줄여주기 위해서 타원곡선 상의 연산을 이용하고, 대역폭의 감소를 위해서 서명의 크기를 최소화해서 보내줄 수 있는 복원형 전자서명에 대해서 알아볼 것이다.

Telecommunications Infrastructures and Services Development and Challenges in Nepal

  • The world's unique geographical, multilingual, multiethnic, multiracial and multi religious Himalayan country Nepal has more than 100 years history on telephony service and it has been formulating appropriate policy and regulation for the adoption of new technology, introducing the competitive market environment for the overall development of Information and Communication Technology (ICT) infrastructures and application of ICT service and tools for socio-economic transformation. The Nepalese market seems to be continuously growing and having huge demand of mobile telephony and internet subscriptions trend. The ICT infrastructure development in difficult geographical area is quite challenging and thus operators are focusing mobile telephony and mobile internet services. Nepal has been doing its best effort on formulating policy and regulation, adoption key strategies for ICT sector development and at the same time joining hands with international and regional bodies such as ITU, SAARC etc for ICT sector development. Due to geographical diversity, policy and regulatory barriers in some extent, power supply constraints and low affordability from customers on ICT tools and services, Nepal has been facing challenges on ICT infrastructure development. However, the national statistics on ICT, Networked Readiness Index and ICT Development Index show that Nepal has done quite good progress and is keeping its pace on ICT development despite the these challenges. Moreover, there seems to be quite uncovered market segments on internet service and big opportunity on ICT sector development in Nepal in the days to come.

Design of Bi-directional RDM-DMX512 Converter for LED Lighting Control

  • LED lighting control system using unidirectional DMX512 (digital multiplex with 512 pieces of information)) protocol has been the most popular. Nowadays, the user's consumption has been upgrading to the more intelligent system but the upgrading process does not affect the existing infrastructure. There were many researches use the additional communication for the feedback communication way such as WiFi, Controller Area Network (CAN), Power Line Communication (PLC), etc but all researches had inherent disadvantages that created the independent feedback with the existing DMX512 system. Our paper represents the novel method that uses the remote device management (RDM) protocol to associate the additional feedback with existent DMX512 infrastructure in the one system. The data in DMX512 frame sending to the DMX512 client is split and repacked to become the RDM packet. This RDM packet is transferred to the RDM monitor console and the response RDM packet is converted to the DMX512 frame for control DMX512 client devices. This is the closed loop control model which uses the bidirectional convertibility between RDM packet and DMX512 frame. The proposed method not only upgrades the feedback control function for the old DMX512 system without changing the existent infrastructure, but also solves compatible problems between new RDM devices and old DMX512 devices and gives the low cost solution for extending DMX512 universe.

  • CCTV network has been implemented to transmit the image information of platform, ticket gate and transfer section to local headquarters in the KNR(Korean National Railroad). But, communication system for transferring image information around accident field or wayside has not been established yet. thus, at present implementation of communication equipment is necessary for dynamic image of unspecified accident to be transmitted to headquarters. Copper cable communication network is run by KNR, but it is processing installation of optical cable in connection with the implemental plan for high-speed network from now on. And, the capacity of communication channel will be guaranteed much more than now between station and station, station and central headquarters when optical cable is completed. This study analyzes the image equipment of field for transmission and estimated matters to transmit image information of accident field to headquarters with using communication infrastructure. And, the study considers implemental method of communication network for long-distance image transmission from dozens to hundreds kilometers.

Crisis Communication Strategy for Responding the Disaster in North-East Asia: Enhancing the Cooperative Disaster Management Network and the Social Network

  • The purpose of this paper is to give some crisis communication strategies for effective cooperation and coordination among the countries in global society. Based on the theoretical discussions, in this paper, five strategic recommendations toward improving crisis communication are offered as follows; First, it is necessary that a small, dynamic team for global crisis communication function be established among the nearby countries. Second, for understanding the neighboring country's crisis situation, it is needed that the common crisis communication organizations which play an important role of disseminating accurate information and giving the collaborative efforts in each country have to be made. Third, for effective crisis management, an appropriate infrastructure that includes open and effective communication channels among different levels and across organizations must be in place. Fourth, mass communication should fulfill a variety of functions in society and provide information, interpretation of events, and its influence, etc for cooperating and coordinating the crisis management. Fifth, to acquire a correct understanding of the bordering country's crisis and calamities, intercultural education program should be established in the crisis communication system.

Mobile Edge Computing based Charging Infrastructure considering Electric Vehicle Charging Efficiency (전기자동차 충전 효율성을 고려한 모바일 에지 컴퓨팅 기반 충전 인프라 구조)

  • Due to the depletion of fossil fuels and the increase in environmental pollution, electric vehicles are attracting attention as next-generation transportation and are becoming popular all over the world. As the interest in electric vehicles and the penetration rate increase, studies on the charging infrastructure with vehicle-to-grid (V2G) technology and information technology are actively under way. In particular, communication with the grid network is the most important factor for stable charging and load management of electric vehicles. However, with the existing centralized infrastructure, there are problems when control-message requests increase and the charging infrastructure cannot efficiently operate due to slow response speed. In this paper, we propose a new charging infrastructure using mobile edge computing (MEC) that mitigates congestion and provides low latency by applying distributed cloud computing technology to wireless base stations. Through a performance evaluation, we confirm that the proposed charging infrastructure (with low latency) can cope with peak conditions more efficiently than the existing charging infrastructure.

A Study on the Planning of Telecommunications Infrastructure for Educational Buildings (학교건물의 정보통신기반시설 계획에 관한 연구)

  • High-speed telecommunication has brought variety of changes in every field of the world at large. In the field of education, use of multimedia has been positively introduced as teaching and learning tools. In addition, introduction of remote education as well as information and communication technology (ICT) has led an educational system gone into melting pot. These changes have known to be impossible without the provision of the infrastructure of telecommunications such as cabling, cable pathway, telecommunication equipments, and space for the equipments. Although the infrastructure of telecommunications should be fully considered from the early stage of the building design, most of the existing buildings have only cabling for voice communication such as telephone. As a result, heavy expenses are required for the installation of new telecommunication equipments. Such problems as defilement of the appearance of the building and a falling-off in reliability of telecommunication line are caused by the exposed cabling, when the cabling pathway and/or the space for the equipments are not reserved. Considering over 70% of error in telecommunication is coming from the cabling in building, it is necessary to reserve the space for efficient maintenance of the cabling and the equipments. In recent years, the national standard(TTAS.KO-04.0005) on the reservation of space for telecommunication cabling and equipments in residential and commercial building is established and applied for the building design. As well, the standard is in force for the educational buildings. In this study, we try to provide the guidelines for the design of telecommunications infrastructure in educational buildings for the purpose of efficient operation of education information and ICT.
