Evaluation and Improvement Direction of Information Services in Records Centers and Archives: A Case Study (기록정보서비스의 평가 및 개선 방향 - 기록관 평가 사례를 중심으로 -)

  • In this study, evaluation criteria of information services of records centers and archives were prepared. Using those criteria, service evaluation was conducted in three records centers and archives as a case study. By visiting and observing the records centers and archives, current status, weakness, and problems were identified. Identified problems include limited professional staff, lack of policy, systems and reading room facilities, emphasis on retention rather than services, and weak outreach program. This is a preliminary study, and larger scale evaluation is suggested as well as the application of evaluation in other centers and supplementary evaluation criteria.

An Extended UTAUT2 model to Explain the Adoption of Virtual Reality Technology in Health Centers: An Empirical Study Based in Riyadh

  • The adoption of new technology in any organization will represent change, and such change needs user acceptance for its successful implementation. Saudi Arabian health centers are no exception; therefore, the current study will investigate the adoption of new technology, namely that of virtual reality (VR), within health centers in Saudi Arabia and specifically in Riyadh City. This study explores the current state of VR technology adoption, factors that influence such adoption, and the extent of this technology's efficiency when it is used for vaccinating children. The data were collected from two samples: workers in vaccination clinics who responded to a survey and a group of children who participated in the VR technology experiment. The current study proposed a model based on the unified theory of acceptance and use of technology 2 (UTAUT2), with the addition of two variables: personal innovativeness and satisfaction. The results indicated that the respondents' perceptions regarding the health centers' infrastructure in terms of adopting VR were moderate. Among the factors affecting VR adoption, satisfaction, personal innovativeness, and behavioral intention were identified as vastly influential factors. From the eight hypotheses, six were found to be supported, with their factors significantly influencing behavioral intention with regard to VR technology adoption. Besides, the experiment concerning the use of VR technology on children verified the technique's high efficiency in terms of providing pain management and fear removal. These findings support the continuity of VR technology use, expand its future application fields, and integrate this study into the literature on technology acceptance models for VR adoption, as limited studies have covered this topic; consequently, this will benefit future research in this field.

A Contemplation on Measures to Advance Logistics Centers (물류센터 선진화를 위한 발전 방안에 대한 소고)

  • As the world becomes more globalized, business competition becomes fiercer, while consumers' needs for less expensive quality products are on the increase. Business operations make an effort to secure a competitive edge in costs and services, and the logistics industry, that is, the industry operating the storing and transporting of goods, once thought to be an expense, begins to be considered as the third cash cow, a source of new income. Logistics centers are central to storage, loading and unloading of deliveries, packaging operations, and dispensing goods' information. As hubs for various deliveries, they also serve as a core infrastructure to smoothly coordinate manufacturing and selling, using varied information and operation systems. Logistics centers are increasingly on the rise as centers of business supply activities, growing beyond their previous role of primarily storing goods. They are no longer just facilities; they have become logistics strongholds that encompass various features from demand forecast to the regulation of supply, manufacturing, and sales by realizing SCM, taking into account marketability and the operation of service and products. However, despite these changes in logistics operations, some centers have been unable to shed their past roles as warehouses. For the continuous development of logistics centers, various measures would be needed, including a revision of current supporting policies, formulating effective management plans, and establishing systematic standards for founding, managing, and controlling logistics centers. To this end, the research explored previous studies on the use and effectiveness of logistics centers. From a theoretical perspective, an evaluation of the overall introduction, purposes, and transitions in the use of logistics centers found issues to ponder and suggested measures to promote and further advance logistics centers. First, a fact-finding survey to establish demand forecast and standardization is needed. As logistics newspapers predicted that after 2012 supply would exceed demand, causing rents to fall, the business environment for logistics centers has faltered. However, since there is a shortage of fact-finding surveys regarding actual demand for domestic logistic centers, it is hard to predict what the future holds for this industry. Accordingly, the first priority should be to get to the essence of the current market situation by conducting accurate domestic and international fact-finding surveys. Based on those, management and evaluation indicators should be developed to build the foundation for the consistent advancement of logistics centers. Second, many policies for logistics centers should be revised or developed. Above all, a guideline for fair trade between a shipper and a commercial logistics center should be enacted. Since there are no standards for fair trade between them, rampant unfair trades according to market practices have brought chaos to market orders, and now the logistics industry is confronting its own difficulties. Therefore, unfair trade cases that currently plague logistics centers should be gathered by the industry and fair trade guidelines should be established and implemented. In addition, restrictive employment regulations for foreign workers should be eased, and logistics centers should be charged industry rates for the use of electricity. Third, various measures should be taken to improve the management environment. First, we need to find out how to activate value-added logistics. Because the traditional purpose of logistics centers was storage and loading/unloading of goods, their profitability had a limit, and the need arose to find a new angle to create a value added service. Logistic centers have been perceived as support for a company's storage, manufacturing, and sales needs, not as creators of profits. The center's role in the company's economics has been lowering costs. However, as the logistics' management environment spiraled, along with its storage purpose, developing a new feature of profit creation should be a desirable goal, and to achieve that, value added logistics should be promoted. Logistics centers can also be improved through cost estimation. In the meantime, they have achieved some strides in facility development but have still fallen behind in others, particularly in management functioning. Lax management has been rampant because the industry has not developed a concept of cost estimation. The centers have since made an effort toward unification, standardization, and informatization while realizing cost reductions by establishing systems for effective management, but it has been hard to produce profits. Thus, there is an urgent need to estimate costs by determining a basic cost range for each division of work at logistics centers. This undertaking can be the first step to improving the ineffective aspects of how they operate. Ongoing research and constant efforts have been made to improve the level of effectiveness in the manufacturing industry, but studies on resource management in logistics centers are hardly enough. Thus, a plan to calculate the optimal level of resources necessary to operate a logistics center should be developed and implemented in management behavior, for example, by standardizing the hours of operation. If logistics centers, shippers, related trade groups, academic figures, and other experts could launch a committee to work with the government and maintain an ongoing relationship, the constraint and cooperation among members would help lead to coherent development plans for logistics centers. If the government continues its efforts to provide financial support, nurture professional workers, and maintain safety management, we can anticipate the continuous advancement of logistics centers.

Cost Benefit Analysis of Foreign Research Information Centers (외국학술지지원센터 운영 사업의 비용편익분석)

  • This article analyzes the costs and benefits of the seven individuals centers of Foreign Research Information Center. Results of the investment feasibility analysis based on 30 years time span show that 0.99 of BCR (Benefit-Cost Ratio), 5.49% of IRR (Internal Rate of Return), and -507 million Won of NPV (Net Present Value). Sensibility analysis suggests that BCR can be influenced by the journal usage, social rate of discount, and elimination of the duplicate journal among individual centers.

A study on pricing for information services (정보서어비스의 가격설정)

  • Information and information services are recently recognized as a commodity and libraries and information centers are also considered as a company. Under this circumstance, libraries and information centers encounter the problems how they can effectively achieve the objectives of service institutions and objectives of resource management as companies. Pricing policy for information services must be something to satisfy these two very different objectives. This paper discusses the following issues to develop pricing model for information services, 1) the needs of pricing for information services, 2) the major elements impacting to pricing of information services including the objectives of pricing, cost and demand of information services, and information value, 3) the pros and cons of pricing method using concepts of average cost, price differentiation, and marginal cost, respectively.

  • The use of telematics, or of data communications, for the information services is a much debated issue currently in the information science. The purpose' of this study is to gain a general overview of the use of data communications in specialized information centers in order to find out the direction of development in furture. In this study, the state of the specialized information services by data communications in Korea was analysed from the following points of view: (1) What kind of role play the liberalization of telecommunication to help develope the specialized information services? (2) Which problems have happend to the specialized information services using data communications? (3) How are technical, economical, and methodical problems handled for the new services? The background research stems from interview with managers and researchers in 5 specialized information centers.

Fuzzy Neural Newtork Pattern Classifier

  • In this paper, we propose a fuzzy neural network pattern classifier utilizing fuzzy information. This system works without any a priori information about the number of clusters or cluster centers. It classifies each input according to the distance between the weights and the normalized input using Bezdek's [1] fuzzy membership value equation. This model returns the correct membership value for each input vector and find several cluster centers. Some experimental studies of comparison with other algorithms will be presented for sample data sets.

On the Development of Social Responsibility Assessment Indicators for 'Dong' Community Service Center As a Platform (플랫폼으로서의 동주민센터 조직특성에 적합한 사회적 책임(SR) 평가지표 개발)

  • The purpose of this study is to seek ways how you can apply social responsibility requirements in accordance with the organizational characteristics of 'Dong' community service centers which are administrative service platform organizations, by applying the ISO 26000 to these centers. The ISO 26000, which is an international standard for social responsibility, defines the requirements for social responsibility which all organizations, regardless of their sizes or characteristics, can apply. This does not mean that all organizations must apply all the requirements regardless of their sizes or characteristics, but means that each organization can redefine the requirements applicable to its size and characteristics and apply them. Hence, this study defined 'Dong' community service centers' organizational characteristics and stakeholders and assessed the suitability of 251 categories in the ISO 26000 requirements by using the Delphi technique. Through this assessment process, 135 categories were selected. Then, after conducting an importance test by experts, 83 social responsibility assessment indicators applicable to 'Dong' community service centers were developed.

Maternal Knowledge of Childcare and Its Effects on Mother-Teacher Communication (어머니의 보육지식과 어머니-교사 의사소통과의 관계)

  • The purpose of this study was to investigate the relationships between maternal knowledge of childcare and mother-teacher communication. The participants consisted of 240 mothers whose children were enrolled at seven childcare centers in Seoul. Respondents were asked to complete a series of questionnaires reporting the important aspects of their childcare, the frequency of mother-teacher communication, and individual characteristics. Information about childcare's structural and procedural characteristics were obtained through interviews with the directors of those centers. The results indicated that mothers only answered 45.5% of questions correctly, and reported a lack of knowledge about childcare services in their respective centers. In particular, mothers didn't have information about caregivers (e.g, education, year of job experience, license, etc). Actual maternal knowledge was significantly correlated with the length of time which mothers were associated with their childcare and the frequency of mother-teacher communication. In addition, there were significant differences in the maternal knowledge regarding childcare services according to mothers' educational level. The results of this study imply that effective parent education programs are needed for mothers who want to enroll their children in childcare centers.
