Countermeasures through Non-triff Status Analysis (비관세조치 현황분석을 통한 대응방안)

  • Although tariffs are falling due to the establishment of WTO and the increase of FTA agreements, Non-tariff measures such as trade remedies, trade technology barriers (TBT), sanitary quarantine (SPS) and customs regulations have become trade barriers, limiting free trade. Korea, which has achieved export-led economic growth, should present countermeasures. As Non-tariff measures are complex and are applied in different countries, Customized countermeasures by type, industry and country should be presented. To this end, non-tariff DB should be established. In order to collect, analyze, and present measures for non-tariff measures, a dedicated organization dedicated to the government is essential. And consultation among the other parties on non-tariff measures is important, and activities are important at the WTO committee. In addition, it is necessary to foster expertise and expertise in non-tariff organizations. Existing research shows non-tariff measures in each country. As existing studies have been analyzed through studies based on the non-tariff measures of each country or reports of international organizations, there are limitations in the identification of regulations and comparative analysis between countries. Therefore, this paper analyzes on the basis of non-tariff measures DB of WTO I-TIP.

Efficiency and Productivity on ICT Industry (ICT 제조업과 서비스업의 효율성과 생산성)

  • Non-parametric method such as technology efficiency, DEA/Window model and Malmquist Productivity Index (MPI) are used to measure efficiency and productivity of ICT (Information and Communication Technology) manufacturing industry and service industry over the period 2007-2011. The results of this paper indicate following: (1) Technology efficiency of the ICT manufacturing industry were found as the range of 0.34 and 0.39 over the sample period. Technology efficiency of the ICT service industry were found as the range of 0.16 and 0.20 over the sample period. (2) The geometric average of the Malmquist TFP indexes on ICT manufacturing industry indicated the productivity improvement an average of 8.3 percent. The geometric average of the Malmquist TFP indexes on ICT service industry indicated the productivity improvement an average of 1.6 percent. (3) TIER analysis result on ICT manufacturing industry showed that optimal bench marking made by storage devices${\rightarrow}$wireless communication equipment${\rightarrow}$broadcasting equipment${\rightarrow}$radio, recording and playback devices${\rightarrow}$computers, printers, video and audio-visual equipment path. TIER analysis result on ICT service industry indicated that optimal bench marking made by computers and packaged software${\rightarrow}$wired communication${\rightarrow}$communication, information, detection equipment${\rightarrow}$consulting and construction for computer systems integration${\rightarrow}$industrial machinery and equipment rental${\rightarrow}$telecommunications reseller${\rightarrow}$system software development and delivery${\rightarrow}$hosting path.

The New Ecosystem of Cross-border E-Commerce among Korea, China and Japan Based on Blockchain

  • Purpose - The purpose of the study is to propose a theoretical framework of cross-border e-commerce ecosystems based on blockchain technology. The ecosystem includes five systems, namely, crossborder supply chain intelligent system, cross-border logistics system, cross-border payment system, cross-border product quality traceability system and cross-border customs supervision system. Design/methodology - This study firstly derived the main improvement factors for the new ecosystem based on blockchain through prior research and expert interviews on cross-border e-commerce. Then explored the use of virtue of decentralization, anti-counterfeiting traceability, consensus mechanism, smart contract and other means of the core technology of blockchain to overcome the bottleneck of cross-border e-commerce development among Korea, China, and Japan. Finally, proposed valuable implications in both theoretical and practical perspectives. Findings - As a result, we combined with the problems existing in cross-border e-commerce among Korea, China and Japan, this paper proposes a solution based on blockchain. On this basis, it constructs a cross-border e-commerce ecosystem among these three countries, including five systems. In addition, we discuss the main problems existing in the current blockchain, such as low transaction concurrency, security loopholes, and inconsistent standards, the corresponding countermeasures are proposed from the technical level, security level and industry standards. Originality/value - This study is the first to apply the blockchain technology to solve the cross-border e-commerce problems in Korea, China and Japan, which is of pioneering significance in both literature and practice. Block chain technology is in the ascendency. This study provides technical solutions for promoting the development of cross-border e-commerce import and export trade between Korea, China and Japan.

A Study on the Industrial Competitiveness of Ballast Water Management System in Compliance with the International Maritime Organization Ballast Water Management Convention in Korea (우리나라 선박평형수처리시스템(BWMS) 산업의 경쟁력 분석에 관한 연구)

  • In this study, we compared and analyzed the Revealed Comparative Advantage (RCA) and Trade Specialization Index (TSI) based on ballast water management systems (BWMS) trade data, which are related to the International Maritime Organization (IMO) Ballast Water Management Convention to suggest the current status of Korea's industrial competitiveness and suggest future development directions for the BWMS industry. As international interest in eco-friendly vessels is expanding, the IMO is engaged in dramatic discussions and agreement-making related to marine emissions of pollutants from ships. IMO member states that must implement this convention are striving to develop technology and secure industrial competitiveness as major industries in the eco-friendly shipping sector, with the BWMS industry experiencing a high market entry barrier and the possibility of the leading market entrants gaining leadership. The Republic of Korea accounts for 17 (approximately 38 %) of the 45 BWMS that received final approval as of October 2019. Based on trade data relating to product codes HS842219, HS84212, and HS89, the RCA index and TSI were calculated and compared. The findings revealed that the Republic of Korea has relative inferiority compared to countries such as Germany and Denmark. Despite this, Korea's favorable industrial environment, which includes several IMO-approved BWMS technologies and the possession of domestic certification institutions, is likely to strengthen its competitiveness in the BWMS market.

  • Competitiveness of a nation can be explained by the concept of national innovation systems(NIS). As components of NIS, industry clusters become the issue in analysing innovative activity of an economy. Innovative clusters can be identified by the innovation survey or other economic activity data. Input-output Table was used widely as a tool for quantitative analysis, This paper classifies seven clusters in Korean industry based on inter-industries trade of intermediary goods and services, Maximizing procedure method is used in analysing input-output table. Identified clusters are Textiles/chemicals, Construction/Material, Instrument/Equipment, Automobile, Services, Energy, and Agriculture/Food cluster, Among these clusters, some different characteristics in R&D portfolios are detected. R&D investment characteristics of each cluster give us significant implications in understanding innovative dynamics of Korean industry.

  • A study on the structural change in the U.S. textile industry. The U.S. textile industry has undergone significant changes over the last fifty years, including a steady decline in the relative scale of domestic production, employment reduction, and increased competition from imported products. In order to weather a crisis, the responses of the U.S. textile industry have been made such as investment in technology, specalization in the textile and apparel industries. The textile and apparel industries have taken steps to increase labor productivity through automations to speed management to create and introduce new products and new methods, and have lowered indirect overhead costs. Regarding these response of the U.S. and other situation of world textile and apparel trade market, much of the sense of crisis that pervades korean textile and apparel industries has to do with the problem of adjusting corporate policy.

Current Status and Prospects of Ukrainian Wind Energy (우크라이나 풍력발전 현황 및 전망)

  • As is the case in Korea, the expansion of renewable energy dissemination is an essential matter in Ukraine when considering its energy consumption and dependence on energy import. While Korea has set about promoting the new and renewable energy industry on the back of the national policy on green growth, Ukraine expects a virtuous circle of renewable energy industry with green tariffs and the attraction of foreign capital in association with carbon emission trade. Utilizing its well-developed heavy industrial sector including the shipbuilding and automobile industries, Korea expects wind turbine manufacturing to become one of its next-generation growth engines. Ukraine is also trying to enter the wind turbine system or parts manufacturing industry based on its automobile industry and advanced aerospace technology. Although the Crimean region in Ukraine seems to have excellent wind resources, and thus shows great potential as a location for wind farm development, political instability has been a major obstacle to the attraction of foreign capital, leading to delayed investment.

  • With overall opening of global construction market by World Trade Organization (WTO) agreements, importance of management efficiency of construction industry which considers both tangible and intangible assets is recently being recognized in our nation. That is, efforts for reinforcement of competitiveness must be placed through maximization of values of internal and external intangible assets of construction industry such as management innovation, information, investment in technology and R&D and intellectual property. Accordingly in this study, evaluation criteria for intangible assets of construction industry were investigated and classified. Using such criteria, evaluation index and model were established based on the degree of importance of each criterion. The purpose of this study is to review importance of intangible assets in terms of competitiveness and management efficiency of construction industry and to provide basic data for establishment of intangible assets and revitalization of investment.

  • This research examined Israel's economic trends, trades, and cooperation with Korea prior to the entry into force of the Free Trade Agreement (FTA) between Korea and Israel. Also, this research assessed opportunities and ways to expand the above more easily. Israel has a high level of technology in basic materials and information technology (IT). Meanwhile, Korea mainly exports automobiles and wireless communication equipment to Israel and imports semiconductor-related equipment and aviation components from Israel. Moreover, since the two countries signed a trade agreement in August 2019, they expect to expand trade with each other. As such, in order to promote multilateral trade and cooperation between the two countries, it is necessary to expand joint development opportunities through mutual collaboration on basic industries and smart mobility that Korea is in need. Further, Korean construction and materials companies related to the SOC industry in Israel should accelerate their local advances. In addition, more of the governmental support should be provided to foster regional experts and to offer various information to the companies entering the country.

  • This paper, we argue that sector in terms of the creative industries the need to the institutional settle of the rent-a-driver business; the industry could create more than 200,000 jobs, the effect is to bring out the about 4 trillion underground economy and Can be interpreted industry, which contributes to reduce social costs, ranging from 1.7 trillion won to 5.7 trillion per year. Through institutionalization of policy should support. Observation and in-depth interviews were conducted with the law and the president of the rent-a-driver business company. The operating system should be improved. the rent-a-driver business, for the formulation of the work ethic and education is desperately needed. The effect socio-economic contribution effect of the rent-a-driver business industry can be summarized as follows. First, it is an industry that has an operating system utilizing state-of-the-art technology and equipment, and the convergence of creative industries to comply with the market. Second, the effect appears as an industry that creates jobs for the populace to replace the social security system, social safety net is considered as an industry. Third, this is an industry that can be self-reliant in the short term at least political support, the industry is considered in the industry to maximize the effectiveness and efficiency of the support policy.
