Development of National e-Health Strategy (국가 보건의료정보화의 정보전략계획(ISP) 수립 방안)

  • A well-established e-health strategy at the national level is necessary to successfully achieve the trust-and-consensus-based e-health goals by linking strategic information planning and the execution of an implementation plan. This paper provides a methodology of how to establish a national e-health strategy and the case of e-Health Information Strategic Planning (ISP) of the Ministry of Health and Welfare of Korea. The ISP is to improve the quality of care and contribute to the economic growth by integrating a variety of policies and providing affordable and competitive services.

Development of Evaluation Indicator on Industrial Safety and Health Education Program (산업장 안전보건교육 프로그램 평가지표 개발)

  • Objectives: The purpose of this study was to verify the validity of the evaluation indicators on safety and health education programs provided to Korean industrial workers, by developing further. Methods: To develop the early evaluation indicator, the secondary analysis was made on 'Survey on Industrial safety & health trends', the national wide survey data product by Korea Occupational Safety & Health Agency, as well as the various examinations on literatures. To validate such developed evaluation indicator, 13 safety and health managers in Focus Group discussion to prove the reliability of the contents were composed. To confirm the face validity, the interview with 6 industrial safety and health education experts was held to study the appropriateness of the content. With the cooperation from Korea Occupational Safety & Health Agency, the structured survey was performed with the safety and health managers from 588 businesses who participated in the education program for the later half of 2006. In this study, the number of responses was randomly divided into 1:1 two groups, in which one group was for the Exploratory Factor Analysis and the other group was for the Confirmatory Factor Analysis. Results: The results were as follows. First, for the Structure category, 18 evaluation indicators were developed into 4 evaluation categories such as a preliminary examination, education staff and organization, education environment and rules/ regulation. Secondly, the Activity category was comprised of 10 evaluation indicators with respect to 2 areas of curriculum satisfaction and program evaluation. Finally, for the Output category, 9 evaluation indicators were developed into 2 evaluation areas such as documentation and information share and education effects. Conclusions: The evaluation indicators developed through this study will possibly develop and be applied to evaluation tools on safety and health education program, which may further become the standardized indicators to better operate the industrial safety and health education programs.

Influence of Qualitative Information Gap of Industrial Accident Compensation Insurance's Rehabilitation Programs on Satisfaction with Work and Daily Life. - Mediation Analysis of Self-esteem (산재보험 재활사업 프로그램 질적 정보격차가 직무와 일상생활 만족에 미치는 영향 - 자존감의 매개효과 검정)

  • Objectives : The aim of this study was to validated the effectiveness of the information gap in work and daliy life satisfaction. Additionally, this study attempted to verify the mediating effect of self-esteem. Methods : The study examined 327 students who participated in a study on the PSWCI 1st Wave by KCOMWEL. Data were analyzed through descriptive statistics using the reliability test in SPSS 22.0 Ver. Moreover, hypothesis testing was analyzed with covariance based on structure equation modeling (CB-SEM) using Amos 21.0 Ver. Results : The low information gap has a positive effect on satisfaction with work and daily life. Additionally, self-esteem also has a positive effect on each satisfaction measure. However, self-esteem does not have a mediating effect between information gap and each satisfaction measure. Conclusions : The results of the study found the factor of effect on effect factor on beneficiary's satisfaction of industrial accident compensation insurance. Therefore, new ways need to be found that reduce the information gap and increase self-esteem.

Development of Evaluation Framework and Professional Evaluation of Health Information Predictability (건강정보의 예보성 평가준거를 활용한 전문가 평가결과 분석연구)

  • In this article, I propose effective strategies for improving the Predictive Health Care. The results of qualitative study on health information show the following order from the highest score: whether health information is scientifically sound ($3.7\pm0.5$), whether people can easily understand health information ($3.6\pm0.5$), and whether health information reflects the public'sconcerns (($3.5\pm0.5$), and whether health information includes enough information to satisfy the public ($2.9\pm0.6$). The most pressing reforms for the effective Predictive Health Care areto provide enough health information and regularly collection of information because the Predictive Health Care has not provided enough information, authoritative information has rarely been offered, and methodological limitations on producing and applying predictive information have not been addressed. Although the Predictive Health Care provides online services like web-based epidemic reporting system, it needs to extend services from the epidemic information to general health information because of lack of promoting the Predictive Health Care and of credibility of information offered so far. Lastly, the Predictive Health Care needs to strengthen efforts to collect information, form common grounds between information and the public's concerns, clarify classification system of information, and offer an easy way for the public to use information.

A study on the criteria and supply status of information for managing carcinogens in domestic and foreign (국내외 발암성물질의 관리기준과 정보제공 현황에 관한 연구)

  • This study was intended to resolve problems caused by different classification criteria and management methods of carcinogenicity, which have made industrial safety & health institutions and business employers difficult to execute projects or to carry out occupational safety and health related works, and have affected how civic groups perceive carcinogens. The content of this study contained the comparison of management and categorization standards for carcinogens between Korea and other countries as well as the current carcinogenicity-related information supply status of each professional institution. Furthermore, this research examined the current state of supplying information on carcinogenicity among major institutional information supply according to the categorization standard for carcinogens by UN GHS, Ministry of Employment and Labor in Korea(KMoEL), and GHS MSDS provided by Korea Occupational Safety & Health Agency(KOSHA). Now, professional agency provide 927 kinds of IARC, 237 kinds of NTP, 351 kinds of ACGIH and 1,006 kinds of EU ECHA information on carcinogenic agents. KMoEL provides carcinogenicity-related information of 58 chemical agents in accordance with the category of carcinogens guided by ACGIH. KOSHA offers 13,232 kinds of GHS MSDS information including 2,484 carcinogenic substances. Therefore, carcinogenicity-related information of chemical substances, which are not available on the existing GHS MSDS DB, should be updated for the future reference.

  • Some of the important and vital roles performed by the Health Care Center of Pohang Iron & Steel Co., Ltd.(POSCO) are the periodic monitoring of the work sites as well as regular medical check-ups for each workers to ensure both pleasant and safe working conditions and to protect employees' health. Pohang Steel Works, which has 42 plants, 26 facilities and 12,000 employees, has an annual crude steel production capacity of 9,670,000 using 24,500,000 ton of raw materials. We have measured lots of areal and personal working environment according to Occupational Safety and Health Law semiannually. All data collected on industrial hygiene is stored and managed by personal computer. The developed of a computerized industrial hygiene control system linked to the company's main computer system will provide efficient evaluation of the working environment as well as critical informations on employees' health. Development of this system had begun in May, 1992 and was completed in March, 1994. The computerized industrial hygiene control system can; 1. store industrial hygiene data, providing key pertinent to the diagnosis of occupational related illnesses, and if necessary, the basis for improving the working environment, 2. decide type and time of medical examination of each work for exposure to specific agents, and supply proper protection periodically, 3. prevent occupational related illnesses through evaluation of environmental and biological monitoring, and performance of epidemiological surveillance, 4. facilitate proper job placement through linking of industrial hygiene control and personnel information systems, 5. monitor job processes. levels of chemical agents used, and new agents introduced, 6. and increase productivity by saving time resulting from the implementation of the computerized sysyte,

The Use and Needs on Commun Rehabilitation Service of Industr Accident Victims at Home (재가 산재장애자들의 지역사회 재활서비스 이용 실태 및 요구도)

  • Objectives: This study described the features of home-bound industrial accident victims and their needs for rehabilitation services. This study was also aimed to find a future direction of development of community rehabilitation programs that are suitable for their needs demands. Methods: This study is a descriptive study, were collected through two phases using structured questionnaire. In the first stage, su were performed via telephone interviews. In the se stage, surveys were performed via home visit Subjects in the first stage included 2203 indu injured victims staying at home, of whom. individuals complaining of post-traumatic complic became the subjects of the second stage. Results: This study showed that the home-bound industrial accident patients were complaining of complications from the injury even after receiving treatment by IACI. However, they were neglecting their health problems without any intervention. Even if they use health care services. the treatment is mainly focused on acute medical care, which may not effective for them. Furthermore, they had unstable employment status and suffered from financial burden for health care costs. The Labor Welfare Organization has established a plan to remove barriers of industrial accident victims in reinstatement, and has been preparing various programs in order to establish an all-embracing service system for industrial accident victims from accident occurrence to reinstatement. However, these rehabilitation services can be truly helpful only when the injured are able to obtain enough information about them. The current restrictive system is also not appropriate for solving health problems of the industrial accident victims. Therefore, it is necessary to develop a plan that can provide industrial accident victims high-quality rehabilitation services so that they can use those services in the community without being dependent on hospitals. This study proposes visit nursing services as a way to provide various health services within community for the industrial accident victims.

Satisfaction of industrial health care managers regarding the work of industrial hygiene engineers: a cross-sectional study

  • Background: A group health service is a system that delegates workplace health management to an entrusted institution. There have been various studies on group health services to date, but recent changes, such as an increase in foreign workers, are rapidly changing industry characteristics. Methods: Satisfaction was assessed using a 27-question survey distributed among 203 workplaces employing health professionals. The survey items consisted of general characteristics, comprehensive satisfaction, requirements for health professionals' work, and satisfaction with work environment management, ergonomic management, and healthcare management. Multiple regression and frequency analyses were performed. Results: The comprehensive satisfaction was 4.08 points on average, out of 5. The comprehensive satisfaction of health professionals in the industry was positively correlated with each factor. Hazardous materials and chemical management (material safety data sheets, MSDSs) were the most common requirements. Conclusion: A low level of satisfaction with work environment management indicates high demand for healthcare management. The working environment should be improved by identifying characteristics of the workplace, examining harmful substances, inspecting equipment, and enhancing worker methods. The shorter the work experience of health professionals, the more dependent they are on group health services. The variables affecting comprehensive satisfaction were the period of work, healthcare management satisfaction, and work environment management satisfaction. Most of the requirements of health professionals in the workplace were practical improvement case presentations, MSDSs, and legal document management.

Improving the Reliability of the National Database for Chemical Hazard Information (국가 화학물질 유해성정보 데이터베이스 구축 과정의 신뢰도 제고 방안에 관한 연구)

  • Objectives: According to the Act on Registration, Evaluation, Etc. of Chemicals, new and existing chemicals must be registered by 2030. In addition, industries need to submit hazard data as an attachment during the registration process. Therefore, we constructed a nationwide chemical database to support small industry by providing hazard data and original sources. During the process, we developed a new standard procedure for minimizing errors and increasing reliability. Methods: We analyzed the categories of errors and the cause of the errors through the verification results of the 2019 project. We present an improved database construction methodology and system. Results: Errors are categorized according to their causative factors into simple, technical, and structural type errors. Simple errors arise simply because of decreased concentration or negligence in following the instructions. Technical errors are caused by a discrepancy between the professional field and the type of data. Structural errors indicate systemic errors such as incomplete forms on the excel database or ambiguity in the guidelines. Lessons from the errors collected in the 2019 project are used to update the procedures for database authorization and technical guidelines. The main update points are as follows; 'supplementation of review process', 'giving regular training to external reviewers', 'giving additional information to authors, like physico-chemical properties of substances, degradability, etc.', 'amendment of excel form', and 'guideline upgrades'. Conclusions: We conducted this study with the aim of improving the accuracy and reliability of the database of hazard information for chemical substances. The new procedures and guidelines are now being used in the 2020 project for construction of a hazard information database for Korea.
