  • Various substituted benzal chlorides are converted into alkyl phenylacetates ($ArCH_2COOR$) under CO atmosphere on reaction with a catalytic amount of Fe(CO)$_5$, a base, and an alcohol. The optimum conditions are found as atmospheric pressure of CO, 40$^{\circ}C$, potassium hydroxide as base, and medium of alcohol.

Investigation of the Occurrence of Industrial Accidents and Accidental Deaths by Chemical Leakage and Skin Contact (화학물질의 누출과 피부접촉에 의한 재해자 및 사고사망자 발생현황 조사)

  • Objectives: We investigated the status of accidents and deaths caused by chemical leakage and skin contact in Korea. The purpose of this study was to produce and provide technical reference data for the efficient management of accidents and the rational management of accidental chemicals. Methods: Accidents and deaths caused by chemical leakage and skin contact in industry were investigated. Based on 68 accident reports related to chemical leakage and skin contact, the causes of accidental deaths were analyzed. In addition, we investigated the chemical substances and articles that caused these accidents and deaths. Based on the results of the investigation, the causes of accidents caused by chemical leakage and skin contact were identified and practical management measures for the chemicals were suggested. Results and Conclusions: In 2018, 372 people suffered from chemical leaks and skin contact, up by 123 (about 49.4%) from the previous year. The number of accident deaths was 14, an increase of five (about 55.6%) from the previous year. In the last three years (2016-2018), 91 chemical substances and article groups were involved in accidents caused by chemical leakage and skin contact. There were 16 chemical substance and article groups involved in accidental deaths. There were ten cases of accidents involving two or more casualties due to chemical leakage and skin contact, and 23 deaths occurred. Most of these accidental deaths were caused by subcontractor workers outsourcing risks. Therefore, there is an apparent need to strengthen the responsibility for safety and health among subcontractors.

Legal Violation of The Chemical Substances Control Act by Hazardous Chemical Business Operators in Ulsan Industrial Areas (울산지역 유해화학물질 영업자의 화학물질관리법 위반 현황과 내용)

  • Objectives: Business operators handling hazardous chemicals regulated under the Chemical Substances Control Act (CSCA) must receive permits to operate their business from the Ministry of Environment. This study analyzed the status of recent legal violation in chemical handling workplaces in Ulsan where a large volume of chemicals is handled for industrial use. Methods: A total of 557 corporations have been granted legal status as business operators in Ulsan. For all business operators, legal violations in regard to the CSCA that were discovered by the environmental office in the last five years (2018~2022) were thoroughly analyzed. Results: A total of 225 violations of the CSCA have been discovered at 165 corporations, with the violation rate accounting for approximately 27% of all business operators. In particular, 22% of the 165 violators (36 corporations) were discovered to have violated twice or more, and some business operators (6%) even violated in consecutive years. Non-compliance of facility inspection was the most frequent violation (45 cases, 20.1%), followed by non-reporting of important changes in the permitted matters (23 cases, 10.3%), non-completion of legal safety education (19 cases, 8.5%), failure to secure permission for modification in the permitted matters (18 cases, 8.0%), and failure to submit chemical transport plans (16 cases, 7.1%). Conclusions: Most of the violations could have been prevented if the field personnel had paid sufficient attention. Thus, it is fundamentally necessary to create an environment for spontaneous safety management for themselves and to strengthen individual capabilities.

Modeling of Eco-Industrial Park (EIP) through Material Flow Analysis (MFA) (물질흐름분석을 통한 생태산업단지의 모델링)

  • Recently, each country has been trying to promote Eco-Industrial Park (EIP) development for industrial sustainability. Technological modeling is required to realize EIP practically even though the project contains the political concerns for many companies, government, and self-governing bodies. The four main technologies of the EIP developments include energy exchange, material flow analysis, water pinch, and life cycle assessment. Material flow analysis (MFA) methodology can be utilized in EIP modeling in view of the fact that the analysis of material flows and the optimized modeling are major purposes for the technological modeling of EIP. Through MFA methodology in POHANG EIP project, how to apply MFA modeling to EIP modeling and how to utilize software for MFA modeling are shown in this research.
