해안오염방제 자원봉사자에 대한 실용적인 교육제도 연구 (A Study on Practical Education System for Coastal Pollution Control Volunteers)

  • 연구목적: 2007년 발생한 태안 기름유출사고는 우리에게 커다란 교훈을 주었으며 사회적 재난의 대표적 사례이다. 자원봉사자의 눈부신 헌신과 봉사를 통해 극복했다. 그러나 자원봉사 이면에는 유출된 기름에 직간접적으로 노출되어 두통 등 건강장해와 안전사고가 발생하였다. 안전사고는 불안전한 행동에 기인하였고, 불안전한 행동은 안전의식의 결여 또는 무지에서 왔다. 자원봉사자에 대한 체계적인 안전의식 고취를 위한 교육훈련 프로그램을 산업안전보건법과 연계하여 찾고자 한다. 연구방법: 산업안전보건법과 해안방제와 관련한 법률 그리고 과년도 산업재해통계의 불안전 행동 요인을 중심으로 파악하였다. 연구결과: 해안방제에 투입되는 자원봉사자에 대하여 실시하여야 할 교육내용과 교육 시간을 산업안전보건법의 근로자와 대비하여 제시하였다. 결론: 자원봉사자와 자원봉사 관리자에 대한 안전보건교육은 안전의식과 직결하고 불안전한 행동을 방지할 수 있다.

A Study on Perception Assessment and Analysis of Safety Signs Used in the Workplace

  • Since most construction workers comprehend information on work through sight, the importance of safety signs are increasing by the day. In Korea, due to the sharp economic progress and the higher standard of the workforce, since the end of 1980, each year the number of foreign workers entering the country who working simple technical jobs have increased this condition. This study researched safety signs, which are the final accident prevention measures at the workplace. Based on the study, comprehension of the standard safety signs of the Occupational Safety and Health Act (OSHA) was lacking at a level of 2.5. Also, the perception level of the Industry Public Safety Law (38%) was very low. And, it was found that sex and experience or non-experience in safety training was not an issue in the level of understanding. However, when satisfying the standards of the Occupational Safety and Health Act and changing the safety signs, the level of understanding went up to 3.49 and the perception level was increased significantly to 70%. Thus, it is concluded that, since the foreign workers are mainly from non-English speaking countries and because the workers of Korea are not familiar with English, in order to provide proper safety information, there must first of all be simplistic and concise pictograms. This will provide needed information and must be coupled with simple English words that can give additional information to the worker and be effective in helping him understand and perceive the safety sign. Also, it has been determined that the existing forms of safety signs and their effectiveness in industry accident prevention must be reassessed.

  • 산업안전보건관리비는 산업 현장에서 발생하는 인적 안전사고를 사전에 방지하기 위한 목적으로 1988년에 시행되었다. 그러나 다섯 개의 공사종류와 세 개의 공사금액을 기준으로 한 산업안전보건관리비의 계상기준은 다양한 건축현장의 특성을 반영하지 못하고 있다. 이를 연구하기 위해, 본 연구는 국내건설업체 현장의 건설업 산업안전보건관리비의 사용률과 사용세부항목을 분석하였다. 그 결과, 상당수의 현장에서 산업안전보건관리비를 초과 사용한 사실과 그 원인을 밝혀낼 수 있었다. 이를 토대로 본 연구에서는 건설업 산업안전보건관리비의 계상기준 개선의 필요성과 방향성을 제시하고자 하였다.

Review on Need for Introduction of New Legal Framework of Investigation and Criminal Sanctions for OSH Fatal Accidents

  • Current OSH system was analyzed in this paper to explain why high fatal incidents and disasters are continuously repeated for recent years in Korea. It was found that we have Dichotomous Perceptional Misconception of prevention before accident and compensation after accident and there is a significant lack of proper feed­back reward system for OSH performance. It was assumed that no reduction of accident rate and fatality rate have not been achieved recently despite of a great effort and increased resource allocations. Some statistics for proving weak punishment were analyzed. In the current system, the will of administrative agency would have been very limited particularly in the legal aspects. The Industrial Safety and Health Act is not suitable to after-injury punishment for employer and/or corporate since it is based on a framework for enforcement of prevention. Based on these analyses, it was concluded that there was a need to consider a special law for Corporate Accountability for Fatal Accidents. Because it is necessary to consider seriously for introduction of a new legal system for after injury punishment to repair the current system where it was found lack of proper feedback system. Also, there was no proper sanction measures for corporate with the current OSH legal system, and the most urgent problem in OSH area is the high fatality rate. it is necessary to consider seriously for introduction of a new legal system for after injury punishment. 작업환경관리 전산화에 관한 연구 (A Study of Computerized Industrial Hygiene Control System)

  • Some of the important and vital roles performed by the Health Care Center of Pohang Iron & Steel Co., Ltd.(POSCO) are the periodic monitoring of the work sites as well as regular medical check-ups for each workers to ensure both pleasant and safe working conditions and to protect employees' health. Pohang Steel Works, which has 42 plants, 26 facilities and 12,000 employees, has an annual crude steel production capacity of 9,670,000 using 24,500,000 ton of raw materials. We have measured lots of areal and personal working environment according to Occupational Safety and Health Law semiannually. All data collected on industrial hygiene is stored and managed by personal computer. The developed of a computerized industrial hygiene control system linked to the company's main computer system will provide efficient evaluation of the working environment as well as critical informations on employees' health. Development of this system had begun in May, 1992 and was completed in March, 1994. The computerized industrial hygiene control system can; 1. store industrial hygiene data, providing key pertinent to the diagnosis of occupational related illnesses, and if necessary, the basis for improving the working environment, 2. decide type and time of medical examination of each work for exposure to specific agents, and supply proper protection periodically, 3. prevent occupational related illnesses through evaluation of environmental and biological monitoring, and performance of epidemiological surveillance, 4. facilitate proper job placement through linking of industrial hygiene control and personnel information systems, 5. monitor job processes. levels of chemical agents used, and new agents introduced, 6. and increase productivity by saving time resulting from the implementation of the computerized sysyte,

노동환경권 개념의 도입과 피해구제방안에 관한 연구 (Development and Establishment of the Working Environmental Rights)

  • Numerous regulations have been introduced and a various kinds of institutional intervention have been made by government against the occupational safety and health problems. However, it was serious issue to the workers that what can be claimed by those who meet with apparently harmful and risky working conditions in their social systems. In the view point of employees, their right to be free from unacceptable risk and hazards has not been clearly defined. Therefore, workers have very limited rights to take any actions unless employer or government do their actions. It is believed that this undesirable conditions resulted from Jack of legal definition of workers' right to work in the safe and healthy environment. It has been found increased social pressure to make intervention to the industry to protect workers' health. Also, increased pressure has been kept for deregulation. This conflict lay the current situation in dilemma. The concept of the working environmental right has been developed and discussed in this study to overcome this trade-off confliction. It should be clearly separated between legal aspects and administrative and Policy area to make the regulations effective. Strong enforcement to the industry based on the law should be minimum, however, it should be practically effective in the aspect of workers' right. Administration and policy should be focused on supportive and leading activities to achieve the ultimate goal, safe and healthy working environment. It is concluded that establishment of working environmental right would satisfy workers and industry and it would result in improvement workers' environment and conditions.

중대재해처벌법의 주요쟁점 해소 방안 (Analysis of Major Issues in the Serious Accidents Punishment Act (SAPA))

  • 본 연구 목적은 산업재해로 인한 사망자와 부상자가 너무 많다는 비판이 오랫동안 지속되어 온 부분과 근로자의 죽음은 한사람의 죽음뿐만 아니라 그와 연결된 많은 사람들과 사회 전체에 악영향을 미친다는 문제임은 분명히 인식하고 엄중한 '중대재해처벌법'의 필요성은 공감을 하고 있다. 그러나 현행 중대재해처벌법은 노사 양측에서 애매하다는 논란의 여지가 있어 환영받지 못하고 있는 점과 안전보건 확보 의무를 위반한 경영책임자는 처벌과 입법 내용이 추상적이며 처벌 수위가 지나치다는점을 제언한다. 그리고 경영책임자의 해석과 중대산업재해의 애매한 부분으로 대부분의 기업들이 법률해석과 자문을 받고자 대형 로펌을 기용하므로 로펌만 배불리는 양상을 만들고, 기업은 CEO를 보호하기 위해 투입하는 비용은 정작 안전사고 예방비용으로 들어가야 하므로 모호성을 갖고 있는 지금의 시행령은 개정되어야 할 필요성이 있다는 것을 제언한다.

1-브로모프로판의 노출 실태와 역학조사에 따른 노출기준 강화에 관한 연구 (Strengthening the Occupational Exposure Limit for 1-Bromopropane according to the Results of Epidemiological Studies and Exposure Status)

  • Objective: The aim of this study was to propose revision of the occupational exposure limit(OEL) for 1-Bromopropane(1-BP) following a review of the appropriateness of the standard in light of increasing epidemiological data and handling risk. Materials and Methods: The results of toxicity and epidemiologic investigations for 1-BP and agencies' OELs were compared and reviewed through a literature review. In order to investigate the status of 1-BP handling in South Korea, data from work environment actual condition survey results and work environment measurement results were used. Results: The toxicity of 1-BP, such as central nervous system(CNS) damage, peripheral neuropathy, hematological adverse effects, and developmental and reproductive toxicity(male and female) has been reported. ACGIH recommends 0.1 ppm as a TLV-TWA value, but the OEL of South Korea stands at 25 ppm, which is 250 times higher than the TLV-TWA. Although 1-BP is a specially managed substance under the Industrial Safety and Health Law, the currently applied OEL cannot be said to be a safe level based on the results of epidemiological studies to date. In a work environment measurement in 2017, the total number of samples was 626, which were derived from 78 industries, and the average concentration was 1.173 ppm(standard deviation 2.88). Conclusions: To protect the health of workers handling 1-BP, estimated to be 780 in South Korea, it is necessary to strengthen the OEL(TWA) to a level of 0.3 ppm(lower than the 0.34 ppm with known toxic effects), which is believed to be safe as a result of epidemiological investigation. "Skin" notation should be recommended.

  • This study was done to investigate the independent organizations established for patient safety, related policies, and the duties of experts in other countries. Australia established an organization called the Commission in 2006, the United Kingdom established the National Patients Safety Agency in 2001, and the United States assigned its work to the Agency for Healthcare Research and Quality in 2005. This was done by law in all three countries. The experts for patient safety were mainly called the "patent safety and quality coordinator", and although there was no qualification system for carrying out patient safety work, all three countries had licenses in the health care field or required more than 4-5 years of practical experience. The main duties were planning on patient safety and quality of healthcare service, data collection and analysis, and education, etc. and for this, competencies such as communication, leadership, and teamwork were required.

LCD 제조공정에서 사용되는 화학물질의 종류 및 특성 (Types & Characteristics of Chemical Substances used in the LCD Panel Manufacturing Process)

  • Objectives: The purpose of this study was to investigate types and characteristics of chemical substances used in LCD(Liquid crystal display) panel manufacturing process. Methods: The LCD panel manufacturing process is divided into the fabrication(fab) process and module process. The use of chemical substances by process was investigated at four fab processes and two module processes at two domestic TFT-LCD(Thin film transistor-Liquid crystal display) panel manufacturing sites. Results: LCD panels are manufactured through various unit processes such as sputtering, chemical vapor deposition(CVD), etching, and photolithography, and a range of chemicals are used in each process. Metal target materials including copper, aluminum, and indium tin oxide are used in the sputtering process, and gaseous materials such as phosphine, silane, and chlorine are used in CVD and dry etching processes. Inorganic acids such as hydrofluoric acid, nitric acid and sulfuric acid are used in wet etching process, and photoresist and developer are used in photolithography process. Chemical substances for the alignment of liquid crystal, such as polyimides, liquid crystals, and sealants are used in a liquid crystal process. Adhesives and hardeners for adhesion of driver IC and printed circuit board(PCB) to the LCD panel are used in the module process. Conclusions: LCD panels are produced through dozens of unit processes using various types of chemical substances in clean room facilities. Hazardous substances such as organic solvents, reactive gases, irritants, and toxic substances are used in the manufacturing processes, but periodic workplace monitoring applies only to certain chemical substances by law. Therefore, efforts should be made to minimize worker exposure to chemical substances used in LCD panel manufacturing process.
