Revising the Occupational Safety and Health Act led to enacting and revising related laws and systems, such as placing fire observers in hot workplaces. However, the operating standards in such cases are still ambiguous. Although fire accidents occur through multiple and multi-step factors, the hazards of fire accidents have been identified in this study as individual rather than interrelated factors. The aim has been to identify multiple factors of accidents, outlining fire and explosion accidents that recently occurred in the domestic manufacturing industry. First, major keywords were extracted through text mining. Then representative accident types were derived by combining the main keywords through the co-word network analysis to identify the hazards and their relationships. The representative fire accidents were identified as six types, and their major hazards were then addressed for improving safety measures using the identification of hazards in the "Risk Assessment" tool. It is found that various safety measures, such as professional fire observers' training and clear placement standards, are needed. This study will provide useful basic data for revising practical laws and guidelines for fire accident prevention, system supplementation, safety policy establishment, and future related research.
Objectives: South Korea's occupational safety and health legislation appears on the surface to have stronger regulations than any other country, but it is criticized for having many problems when viewed from the perspective of the effectiveness and universality of these regulations. Therefore, it is necessary to consider the validity of the regulatory content and the methods for contract work in South Korea. Methods: The main issues in contract work are compared and analyzed in terms of the occupational safety and health laws systems in South Korea and other developed countries. Based on this, problems related to contract regulation are derived from the perspective of legal policy studies. In addition, effective improvement measures for the derived problems will be proposed. Results: Other developed countries impose obligations suitable for the status and role of persons who entrust work in consideration of the fact that they do not directly manage risks and in terms of the effectiveness of industrial accident prevention. These countries generally impose obligations such as management of facilities and machinery, cooperation and coordination with subcontractors, cooperation and coordination obligations between subcontractors, and guidance obligations on a person who entrusts a work. Conclusions: It is difficult to achieve effectiveness in preventing accidents with based on unreasonable regulations that do not conform to safety principles or legal theory. Regulations on contract work need to be converted to rational cogent regulations based on science and rationality, not ideology and emotion. To this end, the legal system for contract work must have international universality.
According to the data of Korea Occupational Safety and Health Agency, electric shock accidents during recent 11 years exceeded more than 60% in architecture/other and construction work, the countermeasures for safety are required in the harsh environment of a construction site where moving electric machines and equipments are widely used. The establishment of countermeasure for insulation degradation and defect is required, in consideration of increasing trend for accidents caused by defective insulation among low voltage electrical installation each year. The aim of this study is to propose the policy about portable electrical tool standards and/or worker's safety standards for preventing electric shock accidents on safety workings, and is to develop the technology and the safety device to prevent electric shock for accident prevention reduction through experiments. It obtained the followings through this study; statistical data analysis of late about 10 years of electric shock-related industrial accidents analysis and portable electric tools; safety device development of 'device for testing continuous grounding and power shut-down' to prevent electric shock from portable electric tools. Furthermore, developed results and proposal in this study will help to prevent the electric shock accidents from portable electric tools and will be expected the utilization of policy formulation, educational data and field supplement of the safety device, and etc.
최근 많은 이슈가 되고 있는 제 4 차 산업혁명 기술을 건설 분야에 적용하여 다양한 형태의 센서를 활용한 IoT 의 활용가치를 높이고 근로자의 위험사항을 사전에 예방함과 동시에 건설현장에서 IoT 기반 스마트 건설안전시스템 전호구축을 위한 아키텍처를 개발하는 것을 목적으로 하고 있다. 이를 위해 IoT 의 개념을 살펴보고, 현장 안전관리 프로세스를 근로자 편리성을 감안한 아키텍처로 전환연구를 하고자 한다. IoT 기반 스마트 건설안전시스템 구축을 위해서 활용 가능한 위험지역을 도식화하고, 적용 가능한 영역을 파악하였고, 다양한 사전예측분석 알고리즘을 활용하여 안전사고 예방에 관한 사전예측 유형을 분석하였다. 이를 바탕으로 위험지역에 대한 근로자의 동선을 파악한 후 위험지역에 사전정보 제공을 통한 건설현장의 IoT 기반 스마트 건설안전시스템을 전환해서 재해율 감소에 기여하고자 한다.
Objectives: After the MSDS submission and non-disclosure review system was introduced in January 2021, there were compliance difficulties in the field. Accordingly, for the establishment of the MSDS system, the government intends to investigate what has been improved and what urgently needs to be improved in the future, and to suggest detailed improvement plans. Methods: The background and problems of urgent difficulties in the field handling chemicals were investigated, and realistic improvement plans were derived through review of other laws related to the MSDS system and overseas cases. Results: In order to guarantee the safety of the public while at the same time promoting corporate R&D, it is necessary to alleviate the non-disclosure screening system for chemical substances for R&D, and to improve the irrationality of failing to implement the non-disclosure screening system due to information on unclassified substances being circulated. For this reason, it seems necessary to ease the requirement to submit all ingredients. In addition, it is necessary to strengthen punishment to raise awareness so that health problems do not occur due to the harmfulness and danger of hidden substances among workers who handle chemical substances and downstream users due to false descriptions in MSDS. Conclusions: All members of our society, including chemical manufacturers/importers and handling companies, academia, civil society, and the government, each subject of chemicals, should take an interest in the entire process from production to disposal of chemicals and work together to prevent harm to the public.
본 연구에서는 정부정책이 효과가 있었는지 파악하기 위하여 과거 10년간의 산업재해 데이터를 살펴보았다. 이들 데이터로부터 중요한 두 개 또는 세 개의 변수간의 관계를 EDA 방법으로 살펴보았다. 근로자수(사업장규모)와 생존확률 간의 관계를 살펴본 결과 근로자수가 많을수록 시간이 지남에 따라 생존확률이 더욱 더 떨어짐(산업재해가 더 많이 일어남)을 알 수 있다. Cox의 비례위험모형을 적용해본 결과 사업장에서 발생한 총산업재해수가 많을수록 해당 사업장에서 산업재해가 발생할 위험성(hazard)이 높아지고, 근로자수가 적을수록 산업재해가 발생할 위험성이 높으며, 업종별로는 농업, 어업 및 임업이 건설업에 비해 산업재해를 당할 위험성이 더 크다. 공단, 민간 및 고용노동부의 역할은 고용노동부만 효과가 있고, 나머지 두 조직은 효과가 없는 것으로 나온다. recurrent event data를 Cox의 비례위험모델로 분석해본 결과 비슷한 결과가 나온다.
This study was aimed to analyze of characteristics of Musculoskeletal disorders (MSDs) based on the industrial accident statistics which were extracted from the Ministry of Labor. In this study all MSDs cases in 2007, 7,723 cases, were investigated. First of all, for the analysis of a wide view point concerning the characteristics of MSDs, We have inspected characteristics of the user population (i.e. age, gender, employed periods, etc.). Secondly, work-related risk factors such as repetitive motions, awkward postures, manual material handling were analyzed in terms of disease code, injured part of body, types of business, etc. Next, characteristics of handling of heavy materials were analyzed according to weight, types of handling, agency of cause, etc. Finally, we have compared and analyzed the features between the period of hospitalization and other variables. In addition to that we also conducted statistics analysis. The study results showed that there were significant characteristics of MSDs that could be used as basis data for the MSDs prevention policy.
산업 현장에서 발생하는 사고를 방지하기 위해 정책 및 제도적인 변화를 하고 있으나 산업 재해는 계속해서 발생하고 있다. 산업 현장에서의 안전에 관한 사고는 다양한 변수를 생각해야 하는 과제로 이를 해결하고 사고를 최소화하기 위한 연구가 지속적으로 이루어지고 있다. 본 논문에서는 산업 현장에서 사용되는 트랜스포터의 경로 예측에 관한 연구를 진행하였다. 가로 3.4km, 세로 2.3km 트랜스포터 작업환경에서 트랜스포터의 좌표를 PECNet을 통해 학습한 결과 평균오차는 ADE가 1.27m, ADE가 1.13m를 나타냈다. 본 연구를 통해 트랜스포터에 한정하여 경로를 예측할 수 있을 뿐만 아니라 다양한 분야에서의 이동체나 보행자의 이동 경로를 예측할 수 있어 사고를 예방하고 방지하는데 기여할 것으로 생각된다.
국내 산업재해는 점진적으로 감소하고 있음에도 불구하고 건설업에서의 사망자는 전체 산업의 49.9%를 차지하고 있으며, 그 중 추락사고 사망자는 59.7%의 높은 비중을 차지하고 있다. 이에 따라 정부차원에서 건설업의 추락사고를 예방하기 위한 다양한 안전 활동 및 정책을 추진하고 있으나 그 효과는 미비한 실정이다. 반면 미국, 일본, 영국, 싱가포르 등 해외 선진국의 경우 각국의 상황에 적합한 안전 활동, 규제 및 정책 등을 펼친 결과, 국내보다 산업재해 발생율이 저조했다. 따라서 본 연구의 목적은 국내 산업안전보건법과 해외 선진국의 법령을 추락재해에 밀접한 영향을 미치는 기인물별로 비교·분석하여 국내 실정에 맞는 개선방안을 제시하는 것이다. 비교 분석 결과, 본 연구에서는 국내 건설현장의 추락재해 저감을 위한 개선방안으로 1)추락 높이에 대한 기준 개선 2)안전난간 상부난간대 높이의 개선 3)수평안전대 부착설비 연구 및 지침의 개정 등의 개선방안을 제시하였다. 향후 본 연구는 해외 선진국의 사례분석을 위한 기초자료로 활용될 것이다.
Korea government has established and enforced countermeasures about the various policy of industrial accident prevention. Recent chemical accidents included hazardous materials. Exposure to these chemicals can cause serious environmental poisoning and various health problems. The key factor causing these major accidents may be associated with the mistake in workers' safety behaviors. Some researchers noted workers' safety behaviors may be related to workers' safety climate. In this research, a survey was conducted to explore workers' safety behaviors and safety climate in a large petrochemical company in Korea. The company processes major petrochemical materials and any spills can be hazardous and cause chemical disasters. In this study, we explored one petrochemical company to investigate three hypotheses. 593 workers were surveyed for this study. We checked association between workers' safety behavior and safety climate. The survey result shows the people who have safety climate do safe behavior.
