  • This study aims to analyze the differences between the safety leadership of the laboratory director, safety climate, safety motivation, and safety behavior of research workers based on whether they have participated in the certification system for exemplary laboratories in safety management (CSEL). An online survey was conducted among research workers to analyze the effect of the CSEL. The independent variables used in the survey were participation and non-participation in the CSEL, while the dependent variables were the safety leadership of the laboratory director, safety climate, safety motivation, and safety behavior of research workers. The results demonstrate that the group that participated in the CSEL had statistically significantly higher levels of safety leadership, safety climate, safety motivation, and safety behavior than the one that did not do so. Therefore, it can be concluded that the CSEL has a positive impact on the establishment of an autonomous safety management system in a laboratory by improving the safety culture and safety behavior of research workers. Further, the extrinsic factors, which are subfactors for safety motivation, did not reflect a significant difference between the group that participated in the CSEL and the one that did not. Thus, a reward system for research workers with excellent safety activities should be operated by research institutes since it is necessary to strengthen the intrinsic safety motivation of individual research workers which can be strengthened by compensation. The government should consider measures such as providing research incentives to researchers participated in CSEL.

  • Since the majority of streamflow during dry periods is provided by groundwater storage, the streamflow depends on a basin moisture state recharged from rainfall during wet periods. This hydrologic characteristics dives good condition to predict long-term streamflow if the basin state like groundwater recharge is known in advance. The objective of this study is to examine groundwater recharge effect to monthly streamflow, and to attempt monthly streamflow prediction using estimated groundwater recharge. The ground water recharge is used as an independent variable with streamflow and precipitation to construct multiple regression models for the prediction. Correlation analysis was performed to assess the effect of groundwater carry-over to streamflow and to establish the associations among independent variables. The predicted streamflow shows that the multiple regression model involved groundwater recharge gives improved results comparing to the model only using streamflow and precipitation as independent variables. In addition, this paper shows that the prediction model with the effect of groundwater carry-over taken into account can be developed using only precipitation.

  • As the future national defense plan of government focus on advanced weapon system, military maintenance facility becomes more important. However, military maintenance facility has been managed by director's experience and simple mathematical calculation until now. Thus, the optimization for the management of military maintenance facility is suggested by more scientistic and logical methods in this study. The study follows the procedure below. First, simulation is designed according to the analysis of military maintenance facility. Second, independent variable and dependent variable are defined for optimization. Independent Variable includes the number of maintenance machine, transportation machine, worker in the details of military maintenance facility operation, and dependent variable involves total maintenance time affected by independent variable. Third, warmup analysis is performed to get warmup period, based on the simulation model. Fourth, the optimal combination is computed with evolution strategy, meta-heuristic, to enhance military maintenance management. By the optimal combination, the management of military maintenance facility can gain the biggest effect against the limited cost. In the future, the multipurpose study, to analyze the military maintenance facility covering various weapon system equipments, will be performed.
