Companies are responding appropriately to the rapidly changing business environment and striving to lead those changes. As part of that, we are meeting our strategic goals through IT projects, which increase the number of simultaneous projects and the importance of project portfolio management for successful project execution. It also strives for efficient deployment of human resources that have the greatest impact on project portfolio management. In the early stages of project portfolio management, it is very important to establish a reasonable manpower plan and allocate performance personnel. This problem is a problem that can not be solved by linear programming because it is calculated through the standard deviation of the input ratio of professional manpower considering the uniformity of load allocated to the input development manpower and the importance of each project. In this study, genetic algorithm, one of the heuristic methods, was applied to solve this problem. As the objective function, we used the proper input ratio of projects, the input rate of specialist manpower for important projects, and the equal load of workload by manpower. Constraints were not able to input duplicate manpower, Was used as a condition. We also developed a program for efficient application of genetic algorithms and confirmed the execution results. In addition, the parameters of the genetic algorithm were variously changed and repeated test results were selected through the independent sample t test to select optimal parameters, and the improvement effect of about 31.2% was confirmed.
As software becomes larger and network technology develops, the management of distributed data becomes more popular. Therefore, it is becoming increasingly important to use blockchain technology that can guarantee the integrity of data in various fields by utilizing existing infrastructure. Blockchain is a distributed computing technology that ensures that servers participating in a network maintain and manage data according to specific agreement algorithms and rules to ensure integrity. As smart contracts are applied, not only passwords but also various services to be applied to the code. In order to reinforce existing research on smart contract applied to the blockchain, we proposed a dynamic conditional rule of smart contract that can formalize rules of smart contract by introducing ontology and SWRL and manage rules dynamically in various situations. In the previous research, there is a module that receives the upper rule in the blockchain network, and the rule layer is formed according to this module. However, for every transaction request, it is a lot of resources to check the top rule in a blockchain network, or to provide it to every blockchain network by a reputable organization every time the rule is updated. To solve this problem, we propose to separate the module responsible for the upper rule into an independent server. Since the module responsible for the above rules is separated into servers, the rules underlying the service may be transformed or attacked in the middleware. Therefore, the security mechanism using TLS and PKI is added as an agent in consideration of the security factor. In this way, the benefits of computing resource management and security can be achieved at the same time.
This study performed Panel Regression Analysis (PRA) with the debt ratio as a dependent variable and the ROE (return on equity), sales volume, current ratio, total capital, and Shanghai Containerized Freight Index (SCFI) as an independent variable. According to the GLS analysis, the current ratio to liabilities ratio was negative, and for sales, the ratio of liabilities was positive. Capital totals also had a negative impact on the debt ratio. However, ROE, unlike the hypothesis, had negative effects on the liability ratio, and the SCFI index was not significant. As implications of this research, the company confirmed that its sales increased as the debt ratio of global shipping companies rose, achieving economies of scale. However, it was confirmed that the actual size of the economy through the injection of other capital would help increase sales but not affect net profit. Shipping companies should expand their business power and secure large container vessels to secure credibility of shippers. In the future research, an analysis considering exchange rate, global economic growth rate, and manufacturing production index is needed.

The Knowledge Transfer (KT) for higher education institutions (HEIs) is boundless. Still and all, the members of the staff affiliated with these institutions do recognize an array of hitches in relation to KT practices. The study in question underscores social interactions, training, and Information and Communication Technology (ICT) as the primary barriers and treats them as the independent variables of the study. The study posits that inadequate management of the above-mentioned barriers would impact effective KT unfavorably. Besides, putting forth some striking solutions needed to fix the obstructions that hamper the adequate management of the KT exercises is another aim of the study. For data collection purposes, the study picks out higher education institutions (public) of the Quetta district. The reckoned sample size is 317 subjects. The research type that has been used is cross-sectional research and, in this context, the cross-sectional explanatory sequential design has been used. Concerning the findings of the paper, the results of PLS-SEM show positive and significant relationships of social interaction and training with knowledge transfer, while ICT shows an insignificant positive relationship with the knowledge transfer. The most influencing factor for the knowledge transfer is social interaction as suggested by social interaction theory.

In the current fast-growing market economy, the accounting-outsourcing trend of small and medium-sized enterprises is on the increase. Studies from both foreign and domestic sources have shown that many factors influence this decision. However, each country has different economic and political characteristics, so these factors and their degree of impact on accounting outsourcing also vary. This study aimed to determine the factors affecting the decision to outsource accounting activities of small and medium transport enterprises in Vietnam. A survey of 384 transport SMEs was conducted using the convenience sampling method. A personal interview with owners/managers/CFOs in 3 major cities of Vietnam based on a research review was conducted. The model examines the influence of many independent variables on accounting outsourcing. The multilinear regression analysis shows that the higher the Assets Specificity, the lower the degree of accounting outsourcing. In addition, the degree of outsourcing is positively and significantly related to frequency and trust in accountants. Besides, when we include control variables such as gender, administrative level, firm size, company age, education, and experience into the model. The results show that small and medium enterprises with limited resources should switch from the traditional internal accounting method to a professional accountant with external knowledge. Based on this study, the author proposes several implications for the accounting outsourcing of small and medium-sized transport enterprises in Vietnam to be more effective. Finally, this study also contributes to the basic knowledge of accounting outsourcing.

This study examines the relationship between financial behavior, financial literacy, self-efficacy, and self-coping among emerging adults. The study population is 790 respondents from 11 Credit Counselling and Debt Management (CCDM). Statistical Package for Social Science (SPSS) was used to analyze Pearson Correlation and Multiple regression. It was used to determine the relationships and recognize determinants of emerging adults' financial behavior respectively. In this study, financial literacy, self-efficacy, self-coping, and financial behavior variables were entered into the regression. A total of 790 respondents aged 40 and below were selected. An independent sample t-test was administered to compare the financial behavior scores for females and males. The results reveal that there was significant difference in the mean of financial behavior scores for females (M = 87.20, SD = 18.00) and males (M = 89.70, SD = 16.80; t (765) = 2.010, p = 0.045, two-tailed). The multiple regression results indicate that the model explained 13.4% of the variance in financial behavior, which is predicted significantly by the model (F = 38.361, p = 0.000). This study will be beneficial to policymakers to improve living conditions and to promote good financial behavior, financial literacy, self-efficacy as well as self-coping especially for emerging adults in Malaysia.
Taking the cases of Korean garment factories in Binh Duong area, this study aims to explain the phases and causes of the wildcat strikes that have rapidly expanded recently in Vietnam. For the purpose, this study raises several questions as follows. Why the strikes sometimes increase and decrease other times? Why the factory workers prefer a wildcat strike even though it is politically risky, unproductive, and complicated? By the same token, why the foreign management cannot or will not preemptively preclude the wildcat strikes that are usually predictable and the workers are mostly able to accomplish their demands? While answering these questions, this study explores the economic, political, and socio-cultural conditions of the wildcat strikes respectively. Based on the fieldwork in around 30 Korean owned garment factories and the interview with around 100 Vietnamese factory workers in Binh Duong, this study confirms several findings on the phases and causes of the strikes in the area in specific and in Vietnam in general. First, the annual trends of the wildcat strikes reflect the macroeconomic conditions in which the consumer prices and the labor market in Vietnamese economy and business conditions in the world economy are pivotal. Second, however, the influence of macroeconomic conditions on both the management and the workers in the garment factories are differential, depending on the financial situations of the multinational corporations and the workers' capability of reproducing their household economies. Thirdly, the possibility of the wildcat strike in each factory is relatively independent on the financial conditions of a factory and rather associated with the stable political structure and active political processes within the factory that enable the management and the workers to efficiently communicate each other. Lastly, the necessity of establishing political stability in a factory arises from the distinctive social and cultural characteristics of the multinational corporation in which foreign managers and native workers inevitably live in separate and different socio-cultural worlds.

Privacy protection can only be achieved by enforcing privacy policies within an enterprise's on and offline data processing systems. There are P-RBAC model and purpose based model and obligations model among privacy policy models. But only these models each can not dynamically deal with the rapidly changing business environment. Even though users are in the same role, on occasion, secure system has to opt for a figure among them who is smart, capable and supremely confident and to give him/her a special mission during a given period and to strengthen privacy protection by permitting to present fluently access control conditions. For this, we propose Integrated Privacy Protection Model based on RBAC. Our model includes purpose model and P-RBAC and obligation model. And lastly, we define high level policy language model based XML to be independent of platforms and applications.
Purpose: This study aims to provide implications for the government's housing supply policy by analyzing the factors that determine the type of real estate holding and household debt. This study started from the awareness that the determinants of household debt differ depending on the type of real estate holding. Research design, data and methodology: Real estate ownership type was classified and analyzed into 4 models: model 1 (1 household 1 house and self-resident), model 2 (1 household multiple real estate ownership and self-resident), model 3 (1 household 1 house and rent residence), model 4 (1 household holds a large number of real estate and rent residence). The analysis method used multiple regression analysis. The dependent variable was household total debt. As independent variables, household debt, annual gross household income, financial assets, real estate net assets, annual repayment, demographic & residential characteristics were used. Results: 1) Model 4 has the highest household debt and the highest gross income, Model 2 has the most real estate mortgage loans and real estate net asset, and Model 1 has the highest real estate mortgage payments. 2) The positive factor of common household debt determinants is real estate net assets, and the negative factor is financial assets. 3) It was the net assets of real estate that acted as a positive factor in common for the four models. In other words, the more financial assets, the less household debt. It was analyzed that the more net assets of real estate, the more household debt. The annual repayment of financial liabilities had no influence on household debt, while the annual repayment of loan liabilities and household debt had a positive relationship. Conclusions: 1) It is necessary to introduce benefits and systems that can increase the proportion of household financial asset. Specific alternatives include tax benefits and reduced fees for financial asset investment. 2) In the case where a homeless person prepares one house for one household, it is necessary to prepare various support measures according to the income level. The specific alternative is to give additional points for pre-sale or apply an interest rate cut incentive for mortgage loans.
As environmental impacts on business management rapidly rise, the importance of resilience has been emphasized ever. Resilience can be defined as the capability to quickly return to daily operational levels after external shocks. Thus, we suggest and empirically verify a conceptual model using enterprise-level resilience in knowledge management. Based on previous studies, sub-components of resilience have been distinguished into R4(i.e., Robustness, Redundancy, Resourcefulness, and Rapidity) and the internal and external knowledge management activities of companies have been identified as prior factors. Considering resilience as mediating variables, firms' knowledge management activities are assumed to affect a firms' performance. We collected data with the structured survey which had been developed from the stepwise approach to verify the structural model that leads to knowledge management activities, resilience, and performance. In further research, we request exploratory research on independent variables that can increase the firms' resilience and on dependent variables that would be influenced by the enterprise-level resilience.
