Determinants of Economic Segregation and Spatial Distribution of Poverty

  • Purpose - While many related prior studies have focused on the segregation by race and ethnicity, the academic interest in the separation of residence by income and social class is gradually increasing. This study aims to not only investigate spatial pattern of economic segregation and poverty rate in South Korea, but also shed light on what affect residential distribution of the poor. Research design, data, and methodology - The unit of analysis is Si-Gun-Gu municipal level entities of South Korea. Most demographic, socioeconomic, and residential variables were derived from Korean Census Data in 2015. In order to examine spatial patterns of economic segregation and poverty rate in South Korea, a series of measurements and visualization was conducted through the Geo-Segregation Analyzer and ArcGIS programs. Determinants of economic segregation and local poverty rates were investigated by regression analyses using STATA. Results - The spatial patterns of areas with high poverty rates were extremely clustered, while the distribution of areas with high economic segregation was relatively evenly distributed. Demographic, residential, and local factors appeared to affect whether the poor live in particular area or spread evenly. Conclusions - The factors that raise the poverty rate result in lower level of economic segregation, while factors that reduce the poverty rate lead to severe level of economic segregation.

Factor Affecting Poverty and Policy Implication of Poverty Reduction: A Case Study for the Khmer Ethnic People in Tra Vinh Province, Viet Nam

  • The paper aims to investigate empirical causes of poverty of the Khmer ethnic people and suggest policy implication to help the Khmer ethnic people escape poverty in Tra Vinh province and the Mekong Delta. The study has been conducted with direct interviews with 300 Khmer households living in seven districts and cities in Tra Vinh province and with the use of multivariate regression. The research results show that a number of causes that affect poverty of poor households include lack of capital for production, lack of means of production, poor health and lack of labor, large families, lack of job opportunities or unemployment, and lack of willingness to escape poverty and education. Thus, there should be poverty reduction policy for the poor househlods in the coming time. Based on the current situation and regression results, the authors propose a number of recommendations: 1) Focus on preferential loan policies for poor people 2) Provide occupational training programs for improving incomes for the Khmer ethnic households 3) Build up special infrastructure in the Khmer ethnic areas 4) Focus on promoting cultural and belief institutions in areas of the Khmer ethnic people and 5) Improve and build up healthcare clinics services and facilities.

Combating Poverty in Malaysia: The Role of Zakat

  • Poverty is often referred to as a phenomenon of scarcity, inadequacy or instability of income. Besides, poverty can also cause health issues, exacerbate social problems, leading to isolation, discrimination and loss of a bright future. Lately, the role of zakat (the compulsory giving of a set proportion of one's wealth to charity) as a useful tool in combating poverty has been highlighted since zakat collected will be distributed specifically to the poor and needy groups. This paper seeks to assess the role of zakat in combating poverty among recipients. A questionnaire was distributed to 300 participants selected from the list of recipients who received assistance from Zakat institutions. A cluster random sampling has been utilized to select sampling from the target population. The data were analyzed using SPSS to provide descriptive analysis. Past evidence has shown how zakat has able to transform the recipient into a payer especially through education or business assistance. Proper management of zakat institution is seen as a powerful mechanism to facilitate community development and to strengthen the Muslim economy. Results show the importance of zakat in the effort to eradicate poverty and further able to improve the asnaf's quality of life.

취학 전 빈곤아동에 대한 부모, 가정환경 자극, 사회적 지원의 영향력 탐색 (The Effect of the Parent Variables, Home Environment Stimulation and Social Support on Poverty in Early Childhood)

  • This study investigated the effect of maternal interactive styles, parenting stress, home environment stimulation and social support on poverty in early childhood. Participants consisted of 145 mothers and their children living in Seoul and Kyounggi Province. Data included videotaped observations of parent-child play and standardized measures of social support, parenting stress, home environment, and child development. Results of the t-test indicated significant differences among father's age and education, mother's age and education, and income over the variable of poverty. Regression analyses indicated that home environment stimulation was the strongest predictor of variance in children's development. Results from the regression analyse were supportive of the hypothesis that home environment moderates the impact of poverty on children's development.

가족빈곤이 아동학대 및 방임에 영향을 미치는 경로 -부모의 우울 및 가족관계의 매개효과를 중심으로 (Process analysis of poverty influencing on child abuse and noglect - Analyzing mediating effect of parent's depression and family relationship)

  • Purpose of this research is to analyze process through which poverty influences in child abuse and neglect. Data come from Seoul Panel Study of Children 2004-2005 and analysis method is Structural Equation Modeling. Results demonstrate that poverty has a direct influence on child abuse and neglect. Also poverty influences through process variable such as depression of parent and family relationship. And depression of parent influences child abuse and neglect through family relation. finding from this study suggest that societal support for poor families can prevent child abuse and neglect. Specially, such societal support need to be centered to low income family and family process.

근로빈곤층의 빈곤이력과 노동경력 (Poverty Profiles and Job Sequences of the Working Poor)

  • 본 연구의 목적은 근로빈곤층이 경험한 빈곤이력에 따른 노동경력을 추적하여 총체적으로 파악하는데 있다. 이를 위해 한국노동패널 1-10차 년도의 결합자료를 이용하여 사건배열분석을 실시하였다. 분석의 결과, 일시빈곤층은 상대적으로 안정적인 노동경력을 공유하는데 반해, 반복빈곤층과 지속빈곤층은 불안정 저소득 저숙련의 일자리를 순환하는 특성을 보이며, 고용과 빈곤 간 상호연관성 기제가 약화되어 있다. 또한 근로빈곤층의 노동경력은 주로 상용직을 경험하는 유형, 임시 일용직을 경험하는 유형, 자영업을 지속하는 유형, 일자리 전환이 활발하다 상용직을 경험하는 유형과 자영업을 경험하는 유형 등의 5개 유형으로 구분된다. 빈곤이력에 따른 노동경력 유형의 상이한 경로가 관찰되며, 하위집단별 차별화된 정책적 개입이 요구된다.

Are Poverty and Illiteracy to Blame for Forests Degradation? A Case Study of Mbeya Range Forest Reserve. Mbeya-Tanzania

  • In this study, a total of 350 households contained 700 individuals in Iganzo village were surveyed to study their literate and poverty levels and their impacts to conservation of the Mbeya Range Forest Reserve. The study included 350 women and 350 men. The majority of respondents were between the ages of 31-40 years old (53%), while the rest were between 41-50 years old (25%) and 21-30 years old (22%). The total income per day per household was calculated and averaged to 4,570 Tanzanian shillings that is equal to about 3 U.S. dollars. The average number of members per household was seven. It was reported that, there is a tremendous decrease in biodiversity composition of the reserve mainly due to poverty (80%) and ignorance (76%) of the people on the importance of the reserve. Other causes for this decrease were reported to be grazing of livestock in the reserve (23%), poor farming systems (68%), which resulted in soil erosion, encroachment (64%) through expansion of farms towards the reserve boundary and charcoal burning (34%). Respondents from Mbeya Urban Water Supply Authority and District Forest Office mentioned lack of funds (49%) and lack of experts (56%) as challenges that face the conservation of the reserve. It was revealed that 25% of respondents had never gone to school, 53% had primary level of education as their highest level of education, 20% had secondary education and 2% had first degree. The null hypothesis that poverty and illiteracy have a positive correlation to forest degradation was accepted based on these findings at a probability of p>0.85. Thus, it was concluded that poverty and illiteracy among Iganzo village residents are the main causes for the degradation of biodiversity in Mbeya Range Forest Reserve.

Households' Characteristics, Forest Resources Dependency and Forest Availability in Central Terai of Nepal

  • For centuries, forests have been a key component of rural livelihood. They are important both socially and economically in Nepal. Firewood and fodder are the basic forest products that are extracted daily or weekly basis in most of the rural areas in Nepal. In this study, a field survey of 100 households was conducted to examine the degree of forest dependency and forest resource availability, households' livelihood strategy and their relationship with forest dependency in Chitwan, Nepal. A household' response indexes were constructed, Gini coefficient, Head Count Poverty Index (HCI) and Poverty Gap Index (PGI) were calculated and one way ANOVA test was also performed for data analysis. Data revealed that 82/81% of all households were constantly used forest for firewood and fodder collection respectively while 42% of households were used forest or forest fringe for grazing. The Forest Product Availability Indexes (FPAI) showed a sharp decline of forest resources from 0.781 to 0.308 for a 20-yr time horizon while timber wood was noticeably lowered than the other products. Yet, about 33% of households were below the poverty threshold line with 0.0945 PGI. Income distribution among the household showed a lower Gini coefficient 0.25 than 0.37 of landholdings size. However, mean income was significantly varies with F-statistics=246.348 at P=0.05 between income groups (rich, medium and poor). The extraction of firewood, fodder and other forest products were significantly different between the income group with F-statistics=16.480, 19.930, 29.956 at P=0.05 respectively. Similarly, landholdings size and education were also significantly different between the income groups with F-statistics=4.333, 5.981 at P=0.05 respectively. These findings suggested that income status of households was the major indicator of forest dependency while poor and medium groups were highly dependent on the forests for firewood, fodder and other products. Forest dependency still remains high and the availability of forest products that can be extracted from the remaining forestlands is decreasing. The high dependency of households on forest coupled with other socioeconomic attributes like education, poverty, small landholders and so on were possibly caused the forest degradation in Chitwan.Therefore, policy must be directed towards the poor livelihood supporting agenda that may enhance the financial conditions of rural households while it could reduce the degree of forest dependency inspired with other income generating activities in due course.

소득계층별 노후 필요소득대체율 추정과 연금 및 비연금 소득원의 역할 분담 (Estimating an Adequate Income Replacement Rate and Suggesting Roles for Pension and Non-Pension Incomes)

  • 본 연구에서는 소득계층별로 노후에 필요한 소득대체율을 추정하고 이를 달성하기 위한 연금 및 비연금 소득원의 역할 분담을 논하고 있다. 그 동안 노후소득보장 수준을 논함에 있어 노후빈곤 문제에 초점을 두다 보니 노후의 필요소득 수준에 대한 논의는 상대적으로 적었다. 이러한 관점에서 동 연구에서는 노후생활을 위한 평균적인 필요소득대체율 뿐만 아니라(전체 51.3%), 소득계층별로 필요소득대체율을 산출하고 있다(빈곤층 177.6%, 중산층 68.1%, 고소득층 29.3%). 또한 소득계층별 필요소득대체율이 현실의 실현소득대체율과 얼마나 격차가 있는 지를 살펴보았으며, 이를 통해 소득원별 역할 분담이 필요하다는 시사점을 끌어내고 있다. 즉, 목표소득대체율을 달성하기 위해 현 노인세대의 경우 연금으로만 충당하기 어려우므로 비연금 소득원을 적극 활용할 필요가 있음을 제시하였다. 한편 미래의 노인세대(현 근로세대)는 무엇보다 연금소득 마련이 중요할 것이라는 점에서 공적연금을 통한 탈빈곤, 사적연금을 통한 중산층 이상의 삶을 마련할 수 있도록 준비할 필요가 있음을 제안하고 있다.

가구특성과 빈곤지속기간이 빈곤탈피율에 미치는 영향 -지속기간의존성과 표본이질성에 대한 검증을 포함하여- (The Effects of Household Characteristics and Poverty Duration on Poverty Exit Rate -Examining the Effects of Duration Dependency and Sample Heterogeneity -)

  • 본 연구는 한국노동패널조사의 1~11차 년도(1998~2008년) 자료를 이용하여 가구특성과 빈곤지속기간이 빈곤탈피에 미치는 영향을 분석하였다. 특히 빈곤지속기간이 경과할수록 빈곤탈피율이 낮아지는 현상이 진정한 지속기간의존성에 의한 것인지 또는 표본이질성에 기인한 것인지를 검증하고 비관찰 이질성을 통제할 때 독립변수의 영향력이 어떻게 달라지는지를 분석하는데 초점을 두었다. 관찰 비관찰 이질성을 통제하면 지속기간의존성이 대부분 사라진다는 분석결과는 겉으로 보이는 지속기간의존성이 사실은 표본이질성으로 인한 가식적 관계임을 의미한다. 또한 비관찰 이질성을 통제한 모형에서는 가구특성의 영향력이 더욱 커졌다. 연령, 교육수준, 가구형태, 가구원 수 등의 인구 사회적 특성과 취업상태 및 종사상 지위 등 경제활동 특성이 빈곤탈피율에 영향을 미친다.
