정보보안 산업의 국제 경쟁력 분석 (International Competitiveness of Information Security Industry)

  • 본 연구에서는 한국과 세계의 정보보안 산업의 상호 비교 분석을 통해 한국 정보보안 산업의 위상을 파악하는 한편, 정책작 시사점을 제시하였다. 세계 정보보안 산업에서는 서비스시장이 제품시장에 비하여 매출이 훨씬 크고 시장 매력도도 큰 것으로 나타났지만, 한국의 경우 정반대의 결과가 나타났다. 이와 같은 연구결과는 소득 창출력이 미약한 정보보안 제품의 부가가치를 높이기 위한 대책 마련이 시급하며, 정보보안 산업의 주력 시장을 제품시장에서 서비스시장으로 구조개편을 서두를 필요성이 있다는 사실을 시사한다.

의료보장정책의 형성과 문제점 (Policy Formulation of Health Insurance and Its Problems in Korea)

  • Korea's social health insurance system was introduced in 1977, which has made a universal coverage possibly by July 1989. Korean government had pursued a single objective for the last decade to put the whole population under the coverage of medical security, and the objective was achieved within 12 years. The rapid accomplishment is primarily due to such factors as limited benefits, high copayment rate, low contributions as well as rapid economic growth. There are several sources of pressure for the implementation of social health insurance such as health professional group, labor unions, politicians, international organizations etc.. However it is important to look at the feasibility of social health insurance. Among other things, it is necessary to identify the administrative infrastructure of insurance system and to assess income for source of fund. As many developed countries, Korea began to apply health insurance to the employees of the large firms, and the expansion based on employment status. Thus the several funds system was inevitable according to the gradual expansion strategy. However many persons had criticized several funds system in respect with equity and efficiency aspects. In the short history of the Korean health insurance, whether one fund or sever or funds had been the most controversial issue. In Febrary 1999, the National Assembly passed the act of one fund system. From July 2000 separate funds will be unifed under new health insurance scheme. In this study we will analyze the policy making process on implementation, expansion and integration of health insurance system of Korea. And also analyse problems related to policy making.

임파워먼트의 선행요인: 국립대 병원근로자들의 직종별 비교 연구 (Antecedents of Empowerment: A Comparative Study by Occupations of National University Hospital Employees)

  • This study examined the antecedents of psychological empowerment at hospital organizations, and also examined their differential effects among occupational groups within hospitals: doctors, nurses, engineers, and administrative workers. Various variables for multi-level factors were examined as antecedents: tenure, income, work centrality, and career goal as personal factors, job variety, job clarity, job significance, and job fitness as job factors, and security, reward justice, and organizational support as organizational factors. Data were collected from 8 national university hospitals, and 1,289 data were used for final analysis. For the whole groups, all antecedents except reward justice had significant effects on, and explained large amount of variance of empowerment. Results from the analysis for each occupational group showed that income, career goal, and job significance had significant effects on empowerment at all occupational groups, while reward justice had not at any groups. The effects of other variables depended on occupational groups. 1bis study found some important antecedents of empowerment which have been less considered in previous research: career goal, work centrality, security, and organizational support. The finding that differential effects of antecedents on empowerment by occupational groups suggests that group characteristics should be considered for studying empowerment. In this study, for example, personal factors rather than both job factors and organizational factors were more effective for empowerment in the engineering group whose job is relatively simple and clear, while job factors were most effective in other groups. The differential effects of antecedents on empowerment by occupational groups also have practical implications for improvement of empowerment at hospitals. For empowerment, personnel management efforts would be more required for administrative workers than other occupational groups, because they perceived least job clarity, job significance, job fitness among the groups, all of which were found to be important determinants of empowerment for them.

공적연금의 사각지대 : 실태, 원인과 정책방안 (The Excluded from Public Pension : Problem, Cause and Policy Measures)

  • 국민연금제도 도입 11년만인 1999년에 전국민연금화를 위한 적용확대 과정이 마무리되면서, 이미 40년 역사를 가진 공적직역연금을 포함한 공적연금이 전국민 노령소득보장체계의 주축으로서 온전히 자리매김하게 되었다. 그로부터 4년이 지난 현재, '전국민연금화'라는 슬로건에 걸맞지 않게 국민연금제도에 가입하여 보험료를 납부하면서 연금수급자격을 갖추어 나가는 경우가 국민연금 적용대상인구의 절반에 불과한 것으로 나타나고 있다. 말하자면, 절반의 국민을 대상으로 공적연금제도가 운영되고 있을 뿐이고, 나머지 절반의 국민들은 공적연금의 사각지대에 놓여져 있다고 할 수 있다. 본 논문에서는 공적연금 사각지대의 규모와 특성을 분석하고 그 원인을 진단함으로써, 사각지대 문제의 해결을 위한 정책방안을 모색하고자 하였다. 현재 연금수급세대인 노령계층의 공적연금 사각지대 규모는 60세 이상 노령인구 대비 무려 86%에 이르고 있으며, 미래 연금수급세대인 근로연령계층의 공적연금 사각지대 규모도 18-59세 총인구 대비 61%에 이르는 것으로 나타났다. 현 연금수급세대의 경우 연령이 높을수록, 여성일 경우 사각지대에 노출될 확률이 높은 것으로 나타났고, 미래 연금수급세대의 경우 연령별로는 18-29세 연령층에서, 성별로는 여성의 경우 사각지대에 놓여질 가능성이 높은 것으로 나타났다. 또한 미래 연금수급자 증심으로 공적연금보험료 납부여부를 가지고 공적연금 사각지대 결정요인을 분석해 보면, 연령이 낮을수록, 학력이 낮을수록, 취업상태가 무직 임시일용직 등 불안정할수록, 종사산업이 농림어업, 건설업, 도소매음식숙박업, 금융보험부동산업에 종사하는 경우 제조업 종사에 비하여, 종사직업이 단순노무직, 전문기술교육직, 판매서비스직, 생산직, 고위행정관리직에 종사하는 경우 일반사무직에 비하여 공적연금의 사각지대에 놓여질 확률이 커지는 것으로 나타났다. 현재 연금수급자인 노령계층의 공적연금 사각지대는 제도역사가 짧아 노령으로 공적연금 가입기회를 갖지 못한 경우가 많으므로, 공적연금 성숙단계까지 경로연금 등 타 공적소득보장제도의 보완적 역할을 강화함으로써 현 노령계층의 공적연금의 사각지대 문제를 해결해 나가는 정책접근이 필요할 것으로 보여진다. 한편 미래 연금수급자인 근로연계층의 공적연금 사각지대 개선은 노동시장 및 가족 등 경제 사회적 여건의 심대한 변화에 조응안 보다 근본적인 제도체계의 재편이 이루어져야 할 것으로 보여진다. 현행 1소득자 1연금에서 1인 1연금 체계로의 전환과 이를 실질적으로 뒷받침한 시민권적 급여의 원리가 공적연금에 결합되어 공적연금의 기초보장적 성격의 강화가 이루어져야만, 비로소 공적연금이 보편적인 1차 노령소득보장의 안전망으로서의 역할을 수행하고 미래 연금수급자의 사각지대 문제가 궁극적으로 해결될 수 있을 것으로 보여진다.

저소득 재가노인의 식생활 보장에 관한 연구: 서울시 저소득 어르신 식사배달사업을 중심으로 (A Study on the Food Security for Low-income Older Adults: A Case Study on Meals on Wheels Project in Seoul)

  • 노년기 식생활은 신체적⋅심리적 건강 유지와 삶의 질 유지에 중요하다. 그러나 나이가 들수록 스스로 식사를 챙기기 어려워 영양 섭취가 어렵다. 그중에서도 저소득 재가노인은 적절한 영양섭취에 가장 취약한 인구집단이다. 그럼에도 불구하고 그동안 노년기 식생활 보장에 관한 사회복지 관점의 연구는 드물었다. 본 연구의 목적은 저소득 재가노인 대상 식사배달사업의 운영현황을 파악하고 관련 쟁점을 탐색하여 저소득 재가노인의 식생활 보장 방안을 모색하는 것이다. 연구목적 달성을 위하여 서울시 소재 노인 무료급식 사업 운영기관에 종사하고 있는 영양사(8인)와 사회복지사(7인)를 대상으로 표적집단면접(Focus Group Interview, FGI)을 실시하였다. 그 결과 도출된 서울시 저소득 어르신 식사배달에 관한 쟁점은 모호한 사업 대상자 선정 기준, 열악한 사업 운영 여건, 일선 인력의 업무 과중, 맞춤형 식사 제공 실현의 어려움 등으로 요약된다. 재가노인의 식생활 보장은 지역사회 계속 거주(aging in place)를 위한 전제조건이며, 이를 위해서는 사회복지 차원에서 저소득 재가노인의 욕구를 반영한 식사배달제공, 그리고 영양 및 위생관리가 가능한 사업 운영 여건을 어떻게 조성할 것인지에 대한 논의가 필요하다.

비정규 근로자'에 대한 사회보험 확대 : 쟁점과 정책 (The Extension of Social Insurances to the Nonstandard Workforce : Issues and Policy Options)

  • Despite the rapid expansion of social security coverage in the 1990s, many wage earners in Korea, especially the majority of the nonstandard workforce are excluded in the social insurance programs. In this regards, the purpose of this paper is to analyze causes of the exclusion of nonstandard workers to the social insurance scheme and to suggest the feasible policy options. Through this paper, four arguments are addressed as follows. First, the main issue for exclusion from coverage of those workers is that they have no entitlement to social insurance. This is not an issue of that they fall below hours or income thresholds for the entitlement Second, the top-down process of the extension in the Korean social insurances have divided the wage earners into two groups, the insider (the included) and the outsider (the excluded). Many nonstandard workers belong to the latter category. Third, the social insurance systems have been designed for the regular workers who were characterized by a full-time with some degree of stability. Reform designed to cope with the growth of nonstandard workers must build on the existing structure of social insurance. Finally, the governance capacity by social security administration body must be improved in order to provide a basic social protection for those workers. For that, four separated social insurance administration bodies could be unified to one administrative body, or tax and contribution of social insurance could be collected by one integrated administration body, the National Tax Service.

Can tailored home-delivered meal services alleviate self-rated frailty of the low-income older adults in Korea?

  • BACKGROUND/OBJECTIVES: This study aimed to examine whether the tailored home-delivered meal (HDM) services included nutrition counseling impacts alleviating self-rated frailty among low-income older adults in Korea. SUBJECTS/METHODS: Pre- and post-test were implemented on May 27 and on November 25 in 2019 during 3 weeks, respectively, before and after the 6 months intervention program. Participants completed a questionnaire measuring frailty, malnutrition, food security, depression, and underlying diseases. Initially, 136 older adults were selected as participants for this study, they were recipients of a free meal program from 2 senior welfare centers in Seoul, the final sample size of those who completed the intervention program was 117 (female 70.9%, male 29.1%). Statistical analyses were conducted with IBM SPSS package program, paired t-test and χ2 test to validate the test. RESULTS: There were statistically significant differences in the score of the Tilburg Frailty Indicator (TFI) before and after receiving the tailored HDM services (pre-test 9.46, post-test 2.8, P < 0.01). The differences in the score of TFI by 3 risk groups at the pre-test decreased as a result of receiving these services. CONCLUSIONS: The tailored HDM services alleviated the self-rated frailty of low-income older adults with limited mobility in a community setting. Based on the positive outcomes this study could be applied to developing social services for aging in place.

한국 노인의료보장제도의 개선방안에 관한 연구 (A Study on the Programs of the Betterment in Medical Care Guarntee for Korean Seniors)

  • We are confronted by increase in old people due to the improvement in medical science, public hygiene and socioeconimic status in 20th century. But our medical security system for old people dees not meet the need for medical service of old people. Current medical insurance system restricts term and extent in allowance although the characteristics of the disease of the aged people need medical care of Bong duration and high cost. And in the medicaid system the speciality of the aged people is not recognized and the budget of the government is scanty. In addition many old people to our country are in economic distress due to low income. But the government authority does not give sufficient consideration for eld people in law, policy and budget. To improve social security system for old people it is necessary to increase the budget for the security of old people, to enhance the traditional respect for the aged, to improve medical security system by improving the accessibility to medical service and by expanding the allowance of medical insurance, and to expand the public welfare institutions. And these are roles for all the family. the society and the nation as well as the aged people themselves.

암 환자가 느끼는 경제적 도움에 대한 필요와 이에 영향을 미치는 요인 (Cancer patients' need for financial assistance and its related factors)

  • Background : Cancer is a disease that not only places a significant burden on patients clinically but also requires significant expense for diagnosis and treatment. Although the cancer coverage of health insurance has recently been expended, the need for financial assistance among cancer patients and their families is still expected to be significant. In this study, cancer patients' need for financial assistance in Korea was examined and its influence factors were analyzed. Methods : Target study subjects were those who are over 18 years of age and were diagnosed with cancer more than four months prior at the National Cancer Center and 9 Regional Cancer Centers in Korea during the period from July to August of 2008. Quarter sampling was conducted according to the ratio of the type of each cancer. A face to face interview survey was conducted. A total of 2,661 cancer patients finished the survey. Medical charts were reviewed in order to obtain the cancer type and SEER stage of cancer patients. An ordered logistic regression model was used to examine the level of need for financial assistance according to the demographical, clinical, and socio-economic variables of cancer patients. Result : The percentage of cancer patients who needed financial assistance was 69.0%, and 36.9% needed significant financial assistance. The need for financial assistance was perceived to be greater in males, younger age group, low income group, low education group, medical aid recipients, those who were diagnosed recently, those with a low level of quality of life measured through EQ5D, and those with decreased income after cancer diagnosis. Conclusion : In spite of the current policy to increase health insurance coverage, the majority of cancer patients and their families in Korea still need financial assistance due to cancer. In particular, there were more vulnerable groups, such as the low income, or low education group. In the future, policies that focus on the disadvantaged, which strengthen social security, should be considered for achievement of a substantially better quality of life for cancer patients and their families.

장애인 가구의 소득과 소비지출이 생활만족도에 미치는 영향 - 사회·경제적 지위의 매개효과를 중심으로 - (The Effect of Income and Expenditure of Households on Disabled Households' Life Satisfaction - Focus on Mediating effect of socio-economic status -)

  • 본 연구의 목적은 장애인 가구의 소득과 소비지출 수준에 따라 생활만족도 간 어떠한 영향관계가 있는지 알아보고, 이들의 영향관계에서 사회 경제적 지위가 매개역할을 하는지를 파악하는 것이다. 연구의 목적을 달성하기 위해 장애인고용패널 8차 자료를 활용 하였으며, 결론은 다음과 같다. 첫째, 가구소득은 엥겔계수와 슈바베지수에 부적(-)영향, 사회 경제적 지위와 생활만족도에는 정적(+)영향을 주었다. 또한, 엥겔계수는 사회 경제적 지위에는 부적(-)영향, 생활만족도에는 정적(+)영향을 주었고, 슈바베지수는 사회 경제적 지위에 부적(-)영향을 주었지만, 생활만족도에는 영향을 주지 못했으며 사회경제적지위는 생활만족도에 정적(+)영향을 주었다. 한편, 사회 경제적 지위는 가구소득과 생활만족도, 엥겔계수와 생활만족도 간 경로에서는 부분매개를, 슈바베지수와 생활만족도 간 경로에서는 완전매개역할을 하는 것으로 나타났다. 이상의 연구결과를 토대로 장애인의 생활만족도에 있어 주관적 계층의식을 나타내는 사회 경제적 지위의 역할과 중요성 그리고 소득보장을 위한 경제활동의 필요성을 강조하였으며 이를 위해 필요한 정책적 방향을 논의하였다.
