소득보장정책에 따른 노후소득 확충방안에 관한 연구 (A Study on Income Expansion Plan for the Elderly according to Income Security Policy)

  • 본 연구는 노인의 삶을 풍요롭게 하기 위해서는 현재 실시되고 있는 소득보장정책을 보다 강화하여 노인들에게 적용 가능한 노후소득 확충방안을 제시하였다. 소득보장정책이란, 일정 생활수준을 유지할 수 있도록 소득을 보장하는 정책을 말한다. 실업·질병·재해에 의해 수입이 중단될 때, 또는 노령에 의한 퇴직이나 부양자의 사망 등에 의해 수입이 상실될 때, 출생·사망 등에 수반하는 지출이 발생할 때, 일정 생활수준을 유지할 수 있도록 소득을 보장해주는 정책이다. 연구 결과, 노후소득보장 확충 방안을 제시하면 다음과 같다. 첫째, 노후소득보장을 위한 기초연금의 단계적 인상이 필요하다. 둘째, 국민연금의 소득보장기능을 보다 더 강화해야 한다. 셋째, 다층노후소득보장체계를 구축해야 한다. 넷째, 노인일자리 확대를 지속적으로 추진해야 한다. 결론적으로 노인들에 대한 소득보장정책을 강화하기 위해서는 현재 실시되고 있는 노인소득보장제도에 대한 재점검이 우선적으로 필요하다. 그런 후 이에 대해 점진적으로 노후소득을 보장해주는 방안을 제시해야 할 것이다.

  • The economic growth of the modern society brought economic expansion of the national income. It is to increase the demand that faced with community or convenience facilities helping living of the residents, but the community facilities in the apartment helping living of residents do not adapt resident living conditions or demands. This study analyzes as follows the use present situation of the community facilities supplied with an apartment plan and building plans. The objective of the study is to understand a problem of an installation standard of community facililities throughout research. The study way was based on literature review, a field study and an interview with manager in the apartments. We are as follows telling the conclusion of this research. The builder must plan the facilities which the resident requests from the plan stage to the conclusion. We must consider the operation method according to the facilities. The facilities must be planed to make the contentment of the resident with the usage.

일개 지역사회 중심 가정간호사업소의 운영실태 및 운영방안 (A Study on the Operating Status of Community-based Home Health Care Centers)

  • Purpose: This study was done to evaluate the operating status of community-based home health center for revitalization of the centers. Method: In this study performance data including organization plan and service utilization plan were evaluated according process theory. Target of evaluation was the community-based home health care center. Results: The vulnerable part of the organization was the information system and financial resources. The home health center introduced PDA (Personal Digital Assistants) in 2005, however home health care nurses did not make full use of it. This service received full support from Seoul city and local government and there were no other sources of income. The vulnerable part of service utilization was service expansion and standardization due to vulnerability of organizational aspects. Conclusions: The home health care center provides high quality services to underprivileged people. In the future, these services should be provided with equity for continuous health care for this population.

세계 식량전망과 한국의 식량대책 (World Food Perspective and Food Security in Korea)

  • Food resources have been supplied more and more by crop land expansion, technological Improvement for higher crop yield, establishment of irrigation system, and input of fertilizers, chemicals and others, to sustain a world population increase currently about 6 billion. Food demand will be significantly increased in the 21st century due to population increases of 90 million per year and more consumption of meat with per capital income increase. But food production increase will be limited by difficulty of crop/irrigation land expansion and small or decreasing effectiveness of fertilizer use. Development of new techniques for higher yield per ha is only one way to meet future food demand increase. Optimistic prospect for food demand/supply balance was reported by FAO until 2010, and IFPRI until 2020. However, Worldwatch Institute warned world food supply will be less than expected demand by 500 million tons of cereal grains in 2030. It is necessary to establish a national plan to meet expected worldwide shortage of food resources in 21 century. What planning should be under taken to meet the upcoming century of food shortage in Korea whose food self-sufficiency rate is only $30{\%}$. It is recommended that (1) keep paddy field area as much as 1,100 thousand ha, (2) expansion of barley and wheat cultivation on all paddy area in winter season, (3) continue development of new technology to get international superiority of food resources produced in Korea, (4) expand nationwide the importance of food security under the current financial crisis encountered In Korea, and for food security in the future unified Korean peninsula.

Improvement plan for vegetables by introducing the production and shipment stabilization policy

  • This paper investigated the effects of a government production and shipment stabilization policy and the improvement plan for vegetables in Korea. In this study, a simulation focused on the changes in farm income for Chinese cabbages & radishes using scenarios. The result shows an increase in farm income according to the government policy. In the short-term, demand and supply are fixed, and the policy effect is positive due to the price support effect of the project. However, for mid- to long-term, the price decreases due to the expansion of supply by business beneficiaries, which is likely to be adversely affected by an unstable supply and demand. This increases the burden of government and local government subsidies. This phenomenon is expected to be amplified as the ratio of production and shipbuilding stabilization programs and items expand. When expanding items and adjusting and setting the percentage of participation in the project, it is desirable to set and operate the appropriate business ratio taking into consideration the demand. To improve the effectiveness of the policy, the following remedies were suggested. First, national supply and demand guidelines should be set up, and the autonomous supply and demand control of the producers should be guided by the different preservation according to the implementation of the supply and demand control obligation. As for detailed equipment, it is necessary to establish the reproduction price for each item, set the base price for each wholesale market, increase the incentive for the producers to participate, and fund a business budget to secure business stability.

공적연금 수급 여부에 따른 노년기 세대관계 잠재 유형 분류 및 영향 요인 분석 (An Analysis on Identifying Typology of Intergenerational Relationship and Affecting Factors among the Old Retirees According to the Eligibility of Public Pension)

  • The purpose of this work is to explore different types of intergenerational relationships in the later lives of old retirees. This will be done according to the eligibility of public pension and the old age social security system so that the factors affecting intergenerational relationships can be analyzed, and to propose a plan to improve social adaptation in later life. The data used in this work are the Fourth basic survey data of the 2011 Korea Retirement and Income Study. The study subjects of this work were 2,435 retirees over age 65 who had children. In this study, latent class analysis and logistic regression analysis were conducted to classify types of intergenerational relationships and to analyze the influence of relevant factors. As a result of the analysis, some of those in the group were eligible for public pension, and the ones who were not were classified into three types: the closely-living-together type, the separate-living-contact type, and the estrangement type. In the group not eligible for public pension, it was found that age, spouse, number of children, economic factors, and level of health satisfaction gave significant power to intergenerational relationships. In the group eligible for public pension, it was found that age, income and net assets, ADL(Activities of Daily Living), whether there was an IADL(Instrumental Activities of Daily Living) spouse, and number of children affected types of intergenerational relationships; Socio-demographic factors, economic factors, and healthy factors became significant variables according to the classified types of intergenerational relationship. Based on the study results, this work suggested such necessities to lay the foundation for an elderly welfare system for social adaptation in later life, This includes the offering of programs for retirement preparation, the use of family and local society resources, and expansion of the opportunity to participate in social activities.

  • The purpose of this study is to introduce a rural development project utilized Participatory Rural Appraisal(PRA), which has been widely developed and applied as an approach and methods for participatory rural development since 1990's. In the ODA project titled as "Happiness Program", a comprehensive community development program designed and conducted by KOICA for underprivileged ethnic minorities in Lao Cai province, Vietnam, the villagers were able to analyse the realities of their situations, to plan, to act, and to monitor and evaluate their actions for improvement through all the processes of PRA utilization. Apart from the successful implementation of participatory rural development activities, this project also made a contribution to extending our knowledge about PRA by presenting the monitoring and evaluation system built for the project and the impact analyzed by the system such as increase in villagers' annual income, expansion of infrastructure, capacity development and etc.

복합쇼핑몰과 백화점 내 전문식당가의 공유 공간 특성에 관한 연구 (A Study on the Characteristics of Public Space in Specialized Restaurants at Domestic Composite Shopping Malls and Department Stores)

  • Domestic distribution market is in a time of transition for the present. With consumers' diverse demands, the growth of department stores, shopping malls, specialized shops and so on has been taken place radically and the competition among them also has become severe. In order to promptly and positively cope with the radically changing trend of market and the generation of competing business entities, they are necessary to establish a discriminated indoor space plan. With such desires as the expansion of leisure activities based on the increase of personal income and the up-gradation, diversification and individualization of living standard based on economic growth, the dining-out space, one of people's life environments, need a variety of changes. In the past, the specialized restaurants of composite shopping malls and department stores were a mere mediating space of food sale between producers and consumers, but today they become a discriminated and creative indoor space which representing customers' lifestyle. The purpose of this study was to examine the characteristic of public space of specialized restaurants at composite shopping malls and department stores and then present a discriminated spatial marketing strategy in order to find out the direction of its proceeding in the future. Therefore, the purpose of this study was to work out basic data for the development of dining-out contents at the time of appearing diverse composite dining-out spaces in the future and of establishing a renovation plan of specialized restaurants at composite shopping malls and department stores in order to provide customers a space which could satisfy their desires. In this vein, the characteristic and composition of necessary space was analyzed based on the examination of cases. The investigator hopes that study findings are used as basic data for the study on the interrelationship between the sale space and dining-out space of composite commercial facilities and for the establishment of marketing strategy to attract customers.

BIM 기반 에너지성능분석을 통한 공동주택의 주동 설계 전략개발 - 주동타입 및 층수 변화를 중심으로 - (Multi-Family Housing Block Design Strategy Development by BIM-based Energy Performance Analysis - focusing on the Block Types and the Variations in Stories -)

  • Korea has achieved a rapid economic development and with the increase in population and national income and the expansion of social and economic activities, energy consumption has rapidly increased too. Energy consumption per head has constantly increased and currently, power consumption per head is 7.5 times bigger than in 1985. Buildings occupy 25% of total energy consumption and especially, 50% of total energy is consumed for heating and cooling. In this situation, multi-family housing, which has constantly been increased, has an energy saving rate of 1.9%, which is the lowest level and this makes the government's energy policy for sustainable energy system development useless. Besides, energy consumption leads to secondary problems, such as air, water and marine pollution and heat pollution and wastewater/drainage and the increased use of fossil fuel is a fundamental reason for ozone layer destruction and global warming. Therefore, efficient energy consumption plans are required. This study aims to analyze energy performance in each block type of high-rise and diversified multi-family housing that accounts for 60% of all the housing forms, depending on the variations in stories through BIM-based energy simulation. For this study, four representative block types were selected, based on the multi-family floor plan, which is certified for energy performance evaluation and they were applied to the floor plan of a multi-family house that is scheduled to be built. Then BIM modeling was conducted from the fifth story to the 40th story at an intervals of 5 stories and based on the finding, energy characteristics of each block type and energy performance depending on the variations in stories were analyzed. It is considered that this would serve as objective data for block type and block story decision of energy performance-based multi-family housing.

한국 산촌개발사업에 대한 이해관계자의 의식과 향후 발전방안 (The Stakeholder's Response and Future of Mountain Community Development Program in Rep. of Korea)

  • 한국의 산촌개발사업은 의제21(Agenda 21) 13장의 지속가능한 산지개발(SMD, Sustainable Mountain Development)과 국토 균형발전을 도모하기 위하여 전국토의 45.9%를 점유하고 있는 산촌마을을 대상으로 1995년부터 시범적으로 시작되었다. 이후 도별 확대사업과 함께 관련 법률 및 제도 정비를 통하여 산촌주민의 삶의 질 향상과 행복 제고를 목적으로 현재 진행 중이다. 본 연구는 2003년 현재 사업 완료된 59개 산촌개발마을과 조성중인 15개 산촌개발사업마을의 사업내용에 대하여 산촌개발의 핵심 이해관계자인 산촌주민과 지방자치단체 공무원의 의견을 비교분석하여 사업만족도를 분석하고 향후 지역사회 개발사업으로서 산촌개발 사업의 추진방향을 제시하고자 수행되었다. 산촌개발사업은 지역사회 개발사업이 일반적으로 추구하는 주민의 자발적 참여와 민주시민으로의 자립정신확립, 소득증진 기반조성, 쾌적한 생활환경의 창조, 타 지역과의 균형발전 등 여러 측면에서 긍정적인 성과가 나타났다. 특히 마을주민과 지방자치단체의 기대가 큰 소득증대 기반조성과 해적한 마을환경 기반구축을 통한 정주기능 증진효과에 대하여는 이해관계자 모두가 만족하는 성과가 도출되었다. 그러나 산촌개발사업을 통한 산촌마을의 지역사회유지 및 전통적인 가치체계 강화는 만족한 수준에 달하지 못하고 있다. 또한 지속적인 소득증진효과를 도모하기 위한 지역 특성에 알맞은 소득 작목 개발과 기술 보급, 지역특산물 개발 유통개선도 필요한 실정인데, 지방 자치단체의 적극적이며 다각적인 활동이 요구된다. 또한 산촌개발계획 초기부터 지방자치단체와 산촌주민이 공동 참여하는 산촌개발사업방식의 도입과 관련 지방행정조직과 1차 산업 단체의 혁신은 산촌개발사업의 지속성 유지를 위하여 바람직하다. 또한 산촌개발이 장기적으로 타 지역개발과의 균형 유지를 위한 종합개발 계획 수립, 산촌마을 네트워크 구성과 정보교환, 산촌개발사업 사후 시설관리, 산촌마을개발협의회 구성 등 산촌개발사업의 핵심요소인 지도인력의 양성과 교육은 중앙정부의 주도적인 지원을 요구한다. 향후 산촌관련 이해관계자를 고려한 발전 방안 수립은 지역사회개발계획의 일환으로 산촌개발사업 성공 가능성을 증가시킬 것이다.
