The purpose of this study was to examine the current status of the Dream Start program from the perspective of social investment strategy, and as well as to suggest future directions. The program has become a major government welfare program in korea since it was introduced in 2007 as a demonstration project, following research evidence and a sound rationale about the extensive success of Head Start in the U.S. and Sure Start Programme in the UK. The aim of Dream Start is to provide integrated services for the vulnerable children, aged 0 to 12, and their families who are identified using a national administration data record of disadvantaged families with children. In order to promote the vulnerable child's well-being, to overcome inequalities, and to give every child the best start in life, Dream Start adopted a local, "whole family" approach. Case management services form an essential part of the Dream Start to customize and integrate comprehensive services such as counseling, health care, parenting advice and education, academic tutoring, and after-school activities. Although there has been a general improvement in key factors since its inception, Dream Start has not yet sufficiently shown the strong and hoped-for impact. In the meantime, Dream Start must be given financial expansion and extensive policy supports to get the chance of realizing and evaluating long-term gains for children and their families. More work need to be done to overcome inequalities and to make Dream Start service more accessible for the most disadvantaged families with children in Korea. Practical and policy suggestions for future directions of the Dream Start programs were discussed.
The present study analyzed the effect of firms' external research and development (R&D) on corporate productivity, while investigating the moderating effect of firm size on the external R&D-productivity nexus. In the empirical analysis, we estimated South Korean manufacturing firms' total factor productivity (TFP) using the firm level data drawn from the Survey of Business Activities (Korea National Statistical Office) for the years 2006-2015. Thereafter, focusing on the role of external R&D and its interaction with the firm size in determining firms' TFP, the productivity function was estimated as well. To this end, we used ordinary least squares (OLS) and quantile regression to highlight the heterogeneous impacts of external R&D by companies' productivity level. Empirical results confirmed that firms' external R&D significantly enhanced corporate productivity in all manufacturing industries, from high-tech to low-tech. The moderating effect of firm size in determining the productivity effect of external R&D was not as prominent as in the case for internal R&D, which exhibited some degree of the size premium in the productivity-enhancing effect. These results suggest that regardless of the firm size, external R&D can be an important channel for corporate productivity improvement, and can be a particularly effective strategy for SMEs with relatively limited internal R&D capacities.
The purpose of this study is to provide basic data for the development of pre-parent education program by grasping parent role recognition, educational needs and readiness of unmarried men and women. The subjects were 196 unmarried male and female students from K-do. Data were collected from November 1st to 20th, 2018, and analyzed using IBM SPSS WIN/21.0 to get frequency, percentage, average, standard deviation, t-test, ANOVA, sheffe-test, paired t-test, and IPA matrix. The average score of recognition of social pre-parent role was $3.41{\pm}0.27$ (out of 5 points), educational needs was $3.48{\pm}0.41$ points (out of 4 points), and educational readiness was $2.65{\pm}0.57$ points (out of 4 points). educational needs being higher than educational readiness. Through IPA matrix analysis, the area to be strengthened was 'family relation or parent role', and 'self understanding' was the area to encourage putting effort into other evaluation attributes. The area where no further effort is needed and needs improvement in the future was 'spouse selection and marriage', and 'pregnancy and childbirth' and 'child rearing' were the areas to intensively improve. Therefore, there is a need for establishing a standardized strategy in the area A, which has high degree of readiness and needs. Also, it is necessary to take strategies and countermeasures to raise the readiness of area C with low degree of readiness and needs, rather than accepting it as an unnecessary area of further effort input.

This is a comparative descriptive research conducted to compare work obstacles and safety culture perceptions of elderly welfare facility employees in Korea and Japan. The number of subjects are total 680 including 460 Japanese employees, working at elderly welfare facility in city 'N', and 220 Korean employees in city 'A' and 'S' of province 'K'. This study had been conducted from April 1, 2018 to August 30, 2018 and the data was analyzed by x2-test, t-test, ANOVA. As a result, work obstacles were korea and japan, there were no statistically significant differences between two groups. In the safety culture perceptions, employees of elderly welfare facility in Korea showed significantly higher level of safety culture perception than employees of that in Japan. furthermore, it is revealed in both countries that the less work obstacles they have, the higher safety culture perceptions they get. And it is a work obstacles that affects safety culture perceptions. Lastly, it is expected that the result of this study can be used as basic data for the improvement of working environment and for the strategy development in human resource management to enhance the safety culture perceptions and to reduce work obstacles.

Background: Although the importance of pharmaceutical care service has been growing to meet the needs of customers with the improvement of clinical and humanistic outcomes, there was not a systematic strategy to promote research in Korea. The aim of this study was to suggest the core agendas for pharmaceutical care services research and development (R&D) considering priorities. Methods: Based on desk researches, we developed R&D agendas for the needs of improving pharmaceutical care services in the area of institution, community, and public health. To determine the priority of agendas in developing pharmaceutical care service, analytic hierarchy process (AHP) analysis was performed by the 14 experts. Criteria and subcriteria were assessed for significance by pairwise comparisons. Then, agendas were evaluated for importance according to each subcriteria, and rank ordered considering the weight calculated by multiplying the importance scores of the criteria and the subcriteria. Results: We derived 25 agendas including 13 for institutional pharmaceutical care service, 8 for community pharmaceutical care service, and 4 for public-health related pharmaceutical care service. AHP model was constructed based on 4 criteria and 8 subcriteria by a hierarchical structure. From the AHP survey, the 'Development of pharmaceutical care service for metabolic and chronic disease' agenda accounted for the highest priority. Conclusion: We have developed the R&D agendas of the pharmaceutical care service which should be promoted. The results should be utilized by the government to nationally support the development of the standards and relevant regulations related to pharmaceutical care services in Korea.
The aim of this research is to find out how convergent operation of the learning coaching and compensation system affects the academic self-efficiency and learning performance of university students. In the second semester, a compensation system was prepared based on learning coaching and learning outcomes, made a notice in advance, and conducted a survey before and after operation to measure the academic self-efficacy. In addition, the MLST-II Learning Strategy Diagnosis Examination was conducted on G university students to diagnose the learning tendency. As a result, although G University students felt a reluctance by coaching the learning community and expected negative results during the course of participation in the learning community due to low motivation and low expectation of results, they showed a significant improvement in academic self-efficiency and learning outcomes. Therefore, even students with negative learning tendency will need to consider how to operate these programs in the educational field, as the expert's learning coaching and compensation systems produce positive results for students' academic self-efficiency and learning outcomes rather than leaving them to autonomy.
This study aims to contribute to the improvement of the patent activity of small and medium-sized enterprises in the future by proposing five strategies for enhancing customized patent activity for small and medium-sized enterprises under the assumption that patent application affects firm performance. The subjects of this study were 25 years of active patent activity, using patent activity statistics for 5 years from 2010 and statistical data of business performance based on 2014. The research procedure was conducted in the order of DEA-BCC efficiency analysis, patent activity analysis, and patent portfolio analysis, and then propose a strategy to improve patent activity. As a result of the research, it was confirmed that 5 industries with high patent activity and IRS type have a substantial effect on improving corporate performance as an industry with high patent efficiency. On the other hand, there are 12 industries in the form of IRS/DRS, and 8 industries with low patent activity, DRS, CRS/IRS mixed type and IRS, and that the efficiency of the patent may vary depending on the characteristics of each industry.

Objectives: The purpose of this study is to examine the current status of Korean medicine health technology assessment and explore realistic plans to activate it. Methods: We investigated all the applications for new health technology assessment related to Korean medicine from 2007 to 2016. The several expert meetings were held to draw out the barriers and improvement strategies of the new health technology assessment of Korean medicine field. Results: There were 31 cases in total except for duplications or reapplies falling into 3 main types. First, 19 of them were to try to enter a medical market and be covered by National Health Insurance. Eight cases were to apply western medicine technology as new health technology in Korean medicine area. The rest was 4 cases, which were totally not appropriate for the purpose of new health technology assessment system. According to the expert opinion, the obstacles of activation in new health technology assessment of Korean medicine were application of unstandardized technology, lack of understanding and experience, lack of clinical trial supporting system for Korean medicine, lack of committee members within the nHTA(new Health Technology Assessment) review board, ambiguous definition of medical practice and sharp conflict between western medicine and Korean medicine. Conclusions: Several suggestions were derived. First of all, to activate Korean medicine in the nHTA system, the existing system should be used sufficiently, and multifaceted efforts are needed to upgrade the system, if necessary. Also, self-help efforts, Korean medicine clinical trial supporting system and increasing R&D investment, establishing extra-committee for Korean medicine in nHTA could be needed. Finally, long-term strategy for improving collaboration between Korean medicine and western medicine should be considered.

The purpose of this study is to investigate the effect of task training for cognitive activation of upper extremity on upper limb function and activities of daily living and to suggest intervention in rehabilitation treatment. From January to February of 2018, nine stroke patients were arbitrated 30 minutes a day, five days a week, for four weeks. For the experimental group, the therapist has induced the group using the linguistic guidance to patients, so they utilize the cognition strategy. The control group conducted active exercises in a range of motion using the instruments and passive exercises in a range of motion to reduce the stiffness of joints and upper limbs. As muscle strengthening exercises, the patients were assigned to work on the biceps muscle of arm, triceps muscle of arm, and deltoid according to the individual patient's muscular strength level. For the experimental group, the MBI was improved by ten points at maximum, and K-AMPS motor skills showed the improvements of 1.0 logit at maximum, and processing skills showed improvements of 0.6 logits at maximum. In MFT, the maximum improvement was by two points. For the control group, MBI was improved by five points at maximum, and 0.2 maximum improvements were shown in K-AMPS' motor skills and 0.3 maximum improvements in processing skills. MFT showed no change. The conclusion is that the challenges to enable training for stroke patients give a positive impact on upper limb function and activities of daily living.

To propose the design technique and the execution manual of the LWFS(Lightweight Foamed Soil) method using dredged soil, the operation system for the test-bed integrated management, and to establish an amendment for the domestic quantity per unit and specifications, and a strategy for its internationalization. In order to utilize the dredged soil from the coastal area as a construction material, we constructed the embankment with LWFS on soft ground and monitored its behavior. As a result, it can be expected that the use of LWFS as an embankment material on the soft ground can improve the economic efficiency by reducing the depth and period of soil improvement as well as the uses of nearby dredged soil. To verify the utilization of the dredged soil as a material for light-weighted roadbed, soft ground and foundation ground, and surface processing, perform an experimental construction for practical structures and analyze the behavior. It is expected to be able to improve the soft ground with dredged soil and develop technique codes and manuals of the dredged soil reclamation by constructing a test-bed in the same size of the fields, and establish the criteria and manual of effective dredged soil reclamation for practical use. The application technology of the dredged soil reclamation during harbor constructions and dredged soil reclamation constructions can be reflected during the working design stage. By using the materials immediately that occur from the reclamation during harbor and background land developments, the development time will decrease and an increase of economic feasibility will happen. It is expected to be able to apply the improved soil at dredged soil reclamation, harbor and shore protection construction, dredged soil purification projects etc. Future-work for develop the design criteria and guideline for the technology of field application of dredged soil reclamation is that review the proposed test-bed sites, consult with the institutions relevant with the test-bed, establish the space planning of the test-bed, licensing from the institutions relevant with the test-bed, select a test-bed for the dredged soil disposal area.
