In order to efficiently improve teaching and learning methods of the department of Early Childhood Education in cyber universities, this research analysed and assessed the problems of the current situation of lectures of the department of early childhood education. Firstly, this research examined the characteristics of cyber-education and the lecturer's role in it. Secondly, the types and status of management of online-lectures were investigated. Finally, the student management and the variety of interaction taking place online were examined. The plan to vitalize the cyber-education of early childhood education that was suggested in this study was mainly focused on developing excellent educational contents and continual research of cyber-education's method of teaching and learning. Then for the activation of online interaction, technological support and teaching strategies are needed to activate online interaction.

This paper describes the development of pulse code modulation(PCM) data recorder with design, implementation and environmental test. PCM serial data that diverged from telemetry encoder output is used as the input and is reformed to parallel signal through FPGA processing. Controllers construct the packet by the sector and record it into non-volatile memory. Compact flash(CF) memory for data storage media, USB interface for data downloading, and a software for operating status diagnosis and file format conversion are used.

In this paper, we proposed the micro web-server Implementation on Strong ARM processor with embedded Linux. The parallel port connecting parallel I/O is controlled via HPPT protocol and web browser program. HTTP protocol is ported into Linux and the micro web server program and port control program are installed on-board memory using CGI to be accessed by web browser, such as Internet Explore and Netscape. 8bit LED and DIP switches are connected to the processor port and the switch input status is monitored and the LED output is controlled from remote hosts vie internet. The result of the proposed embedded micro-web server can be used in automation systems, remote distributed control via internet using web browser.

The need to conversion between NAS and CEPT networks has led to the development of PCM standards conversion techniques, especially signalling conversion techniques. This paper contains a brief description and general overview of channel associated signalling(CAS) of 24-channel system and of 30-channel system. The line signalling conversion algorithm between two systems and the transition detection algorithm of call status is proposed. And this paper presents the effective inplementation techniques of these algorithm.

This paper introduces the Performance Monitoring System(PMS) in a thermal power plant. The purpose of the PMS is to offer the operator current performance information of plant which could be an index of plant status or information to improve plant efficiency. The PMS of Bukcheju thermal power plant unit ＃2&3 is implemented under the SIEMENS DCS which supplies about 150 function blocks for performance calculation and all measured signals. The performance of unit, boiler, turbines, feedwater heaters, condenser, airpreheaters, feedwater pumps will be monitored and updated for every 5 minutes in PMS of Bukcheju TPP.

In this paper, a speech processor which is the most important part of the cochlear implant is developed, to recover auditory ability for the sensorineural disorders who have damaged for their inner ear. This system consists of the analog and digital signal processing part, of which functions is the pre-processing and the main processing, respectively. The main processing is peformed in DSP processor (TMS320C31-40) by using S/W. Because the program is used in this system, it is possible to cope with the individual status of the patients, very easily.

In this paper, we have implemented an overflow valve for EURO5 Type and the performance evaluation system based on IT. On injecting a diesel oil into an engine, it is necessity for an overflow valve that can sustain an engine oil status in front of the engine. In order to evaluate the performance of overflow valve, we need the leak test system with IT. The leak test system checks the pressure, switching time and operating time.

Active and shape morphing aerospace structures are discussed with a focus on activities aimed at practical implementation. In active structures applications range from dynamic load alleviation in aircraft and spacecraft up to static and dynamic shape control. In contrast, shape morphing means strong shape variation according to different mission status and needs, aiming to enhance functionality and performance over wide flight and mission regimes. The interaction of required flexible materials with the morphing structure and the actuating mechanisms is specifically addressed together with approaches in design and simulation.

The objective of this study is intended to propose plans for reforming environmental impact assessment(EIA) systems by reviewing the current legal systems of EIA related laws and their implementation status in Korea, and by comparing the Korean situation to EIA systems in several foreign countries. This study tried to integrate all EIA related systems scattered over several laws into one comprehensive EIA law, and also to develop legal procedures necessary to accomplish the legislative purpose of the integrated EIA law. Therefore, I propose four reforms (1) All EIA systems should be integrated into one comprehensive EIA act. (2) Administrative plans and policies, though environmentally harmful, which are not currently subject to any prior consultation system, should be covered by the prior consultation system. (3) A screening or scoping should be adopted. (4) Widen civil participation should be encouraged and the administrative control enforcement and introduction of group litigation or citizen suits would be considered.

This paper describes the development of SIMS. SIMS provides not only the basic functions, such as input and output of outside plant maps and facility status statistics report, which are the major function of TOMS, but also can manage outside plant facilities and subscriber information integrately to maximize the efficiency of large outside plant facility database and to increase the qualify of subscriber service. SIMS provides following functions: Work order generation for telephone installation; Automatic cable pair assignment; Cable tracing and unused pair management; Subscriber record management and statistics report generation; Subscriber address information management.
