A Spatial-temporal POI Data Model for Implementing Location-based Services

  • Since demand for location-based services increases and the relevant service becomes more diverse, the use of POI (Point of Interest) is being required in various fields. Various roles of POI for display, search and inquiry exist, but the implementation and expression of such roles are partially limited. Therefore, the data model for implementation is suggested in this paper to enable practical implementation, expression and inquiry of POI data. The data model was developed based on 3 roles of POI including search, expression and linkage, and especially, the spatial relationship between POI objects which was not suggested in previous data models is considered and time series scheme is suggested to enable various expressions and inquiries in application services.

Novel Parallel Approach for SIFT Algorithm Implementation

  • The scale invariant feature transform (SIFT) is an effective algorithm used in object recognition, panorama stitching, and image matching. However, due to its complexity, real-time processing is difficult to achieve with current software approaches. The increasing availability of parallel computers makes parallelizing these tasks an attractive approach. This paper proposes a novel parallel approach for SIFT algorithm implementation using a block filtering technique in a Gaussian convolution process on the SIMD Pixel Processor. This implementation fully exposes the available parallelism of the SIFT algorithm process and exploits the processing and input/output capabilities of the processor, which results in a system that can perform real-time image and video compression. We apply this implementation to images and measure the effectiveness of such an approach. Experimental simulation results indicate that the proposed method is capable of real-time applications, and the result of our parallel approach is outstanding in terms of the processing performance.

Modelling and implementation scheme of a multi directory for multiple applications (다중 응용을 위한 멀티 디렉토리 모델링 및 구현 방안)

  • This paper presents a modelling and implementation scheme of a multi directory which provides location and supplementary information of multiple applications in distributed environments. An extrended directory schema and extended DIT(Directory Information Tree) model is proposed for the multi directory. For implementation scheme, an implementation example adapted for the DFR(Document Filing and Retrieval) is shown. In addition, a configuration model for interworking between the DFR and the multi directory, an association mechanisms between two application's operations are also described. In a distributed environment, the interworking between the DFR and a multi directory implemented by using QUIPU 8.0 of ISODE(ISO Development Environment) directory system is tested. Based on the result of this paper, an extended model ofthe directory system is proposed for providing search operation of various application' objects.

  • This paper deals with the implementation of a robust multivariable controller using DSP board and the application to real systems. The LQG/LTR (Linear Quadratic Gaussian with Loop Transfer Recovery) controller proposed by Doyle et al.[1,2] is adopted to design the control system. A helicopter propeller setup is taken as the controlled system in the current paper, and the mathematical model is derived to design the multivariable controller. The performance of the controller is evaluated via simulations, and implementation and application to the MIMO system shows that the control performances are satisfactory and superior to those of the PID controller.

  • As more organizations undertake IT-enabled business process reengineering(BPR), IT-enabled BPR projects become a major concern. Especially, one of IT, Enterprise Resource Planning System (ERP) is recognized as a revolution solution. But the success cases of ERP project are rarely reported. In this study, ERP implementation is defined as a IS implementation project based on BPR concepts To explore the issues of implementing ERP systems, a company implementing ERP successfully in Korea is selected. The research framework consists of four components: 1) strategic plan dimension , 2) organizational environment dimension, 3) implementation process dimension, and 4) IT dimension. On this framework, to implement ERP systems successfully, the analysis of the results clearly suggests appropriate planning, top management support, change management, appropriate methodology , ERP specialist commitment, management of standard process and master data, and the extent of IT localization.

An Empirical Study on Critical Success Factors of ERP System according to BPR implementation timing (BPR 실시시점에 따른 ERP시스템의 주요성공요인에 관한 실증적 연구)

  • The purpose of this study is to derive critical success factors for ERP system implementation by integrating managerial, technical, human resource and organizational culture factors which have been proposed as influencing factors for the performance of ERP system implementation in previous studies. The main results of this study are as follows. First, it derives 33 success factors through comprehensive review of various factors which may affect ERP system implementation performance, and categorizes them into one of three stages : preparation stage, implement stage, and settle-down and stabilization stage. Second, this study tests whether there are different correlations or not between the success factors of each ERP system implementation stage and ERP system implementation performance depending upon the strategies of ERP system implementation. As a result, it is shown that some of success factors have significantly different correlations with performance variables in accordance with BPR implementation timing.

  • Background: Most studies on the national health insurance benefit expansion policy have focused on policy tools or decision-making process. Hence there was not enough understanding on how policies are actually implemented within the specific policy context in Korea which has a national mandatory health insurance system with a dominant proportion of private providers. The main objectives of this study is to understand the implementation process of the benefit coverage expansion policy. Unlike other implementation studies, we tried to examine both the process of implementation and decision making and how they interact with each other. Methods: Interviews were conducted with the ex-members of the Health Insurance Policy Review Committee. Medical doctors who implement the policy at the 'street-level' were also interviewed. To figure out major variables and the degree of their influences, the data were analyzed with Winter's Policy Implementation Model which integrates the decision making and implementation phases. Results: As predicted by the Winter model, problems in the decision making phase, such as conflicts among the members of committee, lack of applicable causal theories application of highly symbolic activities, and limited attention of citizen to the issue are key variables that cause the 'implementation failure.' In the implementation phase, hospitals' own financial interests and practitioners' dependence on the hospitals' guidance were barriers to meeting the policy goals of providing a better coverage for patients. Patients, the target group, tend to prefer physicians who prescribe more treatment and medicine. To note, 'fixers' who can link and fill the gap between the decision-makers and implementers were not present. Conclusion: For achieving the policy goal of providing a better and more coverage to patients, the critical roles of medical providers as street-level implementers should be noted. Also decision making process of benefit package expansion policy should incorporate its influence on the implementation phase.

Implementation of PPF Controller Using Analog Circuit and Microprocessor (아날로그 회로와 마이크로 프로세서를 이용한 PPF 제어기의 구현)

  • This paper is concerned with the implementation of the active vibration suppression controller using analog circuit and microprocessor. The target active vibration controller is the positive position feedback(PPF) controller since it provides a simple algorithm suitable for both analog circuit and digital controllers. In this study, the analog PPF controller is realized using an operational amplifier and the digital PPF controller is realized using a low-cost micro-controller. The circuit diagrams are explained in detail. We then discuss the advantages and disadvantages of both methods from the view of practical implementation. Experimental results show that both implementation methods can be effectively used for the active vibration control but need to be chosen based on the mission objective.

  • As the information needs in civil society is getting diverse, the interest in local policy process based on the characteristics of local communities, especially in local policy implementation is growing. However, research in library and information policy has focused rather on policy alternatives than policy process in Korea. In this study, we analyze the policy implementation in "the First Library in my Life" policy in Kyeonggi province with the framework of the Street-Level Bureaucracy Model by Michael Lipsky. In the analysis, we attempt to identify factors in the policy implementation, to examine the usefulness of the model into the situation of Korean library policy, and to suggest major considerations in the policy implementation in Korean public libraries for successful policy implementation. From the results, the usefulness of the model is examined and the need of considering indirect socio-economic factors is suggested.

Role of ABAS and Bureaucratic Reformation in Improving Governmental Financial Performance Through Financial Decision Making

  • This research is aimed at examining the effect of the implementation of ABAS and BR on GFP with FDM as mediation. Respondent of research is 100 civil servants at the Directorate General of Population and Civil Registration of the Ministry of Home Affairs for the Republic of Indonesia. Data analysis is done with WarpPLS. Result of research shows that the implementation of ABAS has direct and indirect effects on GFP, and the indirect effect involves the mediation of FDM. Other result indicate that the making of proper financial decisions will help improving GFP. The effectiveness of financial decisions are able to mediate the implementation of ABAS in improve GFP. Meanwhile, BR does not affect GFP, either directly or indirectly through FDM. BR seems oriented more toward improving public service and people's welfare. This research suggests that the next research should examine whether the implementation of BR can improve governmental organizational performance in delivering public service. This research has proven that the implementation of ABAS has helped in improving the quality of FDM, while the other benefit is that this system improves GFP. Moreover, this research also gives confirmation that accounting information in good quality will be very useful in FDM.
