A study on the implementation of UN SAICM in the occupational safety and health (산업안전보건 분야의 UN 국제적 화학물질관리에 대한 전략적 접근(SAICM) 이행에 관한 연구)

  • The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.

Impact of KM Strategies on KM Performance (지식경영의 추진전략이 성과에 미치는 영향에 관한 연구)

  • The purpose of the research is to investigate the impact of the implementation and recognition for KM strategies on KM performances in public enterprises. The research identified critical factors of KM strategies and performances through literature review, measured the degrees of implementation and significance recognition for the strategies targeting public enterprises, and analyzed the KM performance levels based on the combined degrees of the implementation and the recognition for KM strategies. The findings illustrate that not only the KM strategies implementation, but also the significance recognition can affect the KM performances. The researchers urge that organizations, in advance, should request their employees' understanding and significance recognition for KM strategies to successfully implement their knowledge management.

Implementation of Real-Time Fuzzy Controller for SCARA Type Dual-Arm Robot (스카라형 이중 아암 로봇의 실시간 퍼지제어기 실현)

  • We present a new technique to the design and real-time implementation of fuzzy control system basedon digital signal processors in order to improve the precision and robustness for system of industrial robot in this paper. The need to meet demanding control requirement in increasingly complex dynamical control systems under significant uncertainties, leads toward design of intelligent manipulation robots. The TMS320C80 is used in implementing real time fuzzy control to provide an enhanced motion control for robot manipulators. In this paper, a Self-Organizing Fuzzy Controller for the industrial robot manipulator with a actuator located at the base is studied. A fuzzy logic composed of linguistic conditional statements is employed by defining the relations of input-output variables of the controller. In the synthesis of a Fuzzy Logic Controller, one of the most difficult problems is the determination of linguistic control rules from the human operators. To overcome this difficult Self-Organizing Fuzzy Controller is proposed for a hierarchical control structure consisting of basic and high levels that modify control rules. The proposed Self-Organizing Fuzzy Controller scheme is simple in structure, fast in computation, and suitable for implementation of real-time control. Performance of the SOFC is illustrated by simulation and experimental results for a Dual-Arm robot with eight joints.

An Empirical Study on the Key Factors Affecting the Effectiveness of Total Quality Management Programs (총체적 품질경영프로그램의 효과에 영향을 미치는 요인에 관한 실증연구)

  • Over the last few years Total Quality Management (TQM) programs have hem widely adapted by Korean manufacturing firms to improve their productivity, competitive edge and product quality levels. The purpose of this study is to evaluate the level of importance placed on four key TQM factors (customer satisfaction, strong management leadership, continuous improvement, imployee involvement and participation) used during the implementation of korean manufacturing TQM programs and to assess the effectiveness of those key factors in improving the performance of the firms. A Questionaire was developed and sent to senior managers in manufacturing organizations throughout korea. This survey asked qustions regarding 1) the firm's business environment and TQM program development 2) subcomponents of the key factors and 3) the effectiveness of the TQM program at improving the performance of the organization. The survey data were analyzed to determine the degree of correlation between each of the factors and the effectiveness of the TQM programs. This study demonstrated that the TQM programs were instrumental at improving the performance of the firms studied, and that the improvement was positively correlated with the length of time that the program had been implemented and the planned duration of the TQM program implementation. It was found that the person-oriented elements of management leadership and employee involvement were positively correlated and predictive of the success of the TQM Program, while the process-oriented components of customer satisfaction and employee involvement were not useful predictors of the effectiveness of the TQM program implementation.

  • The levels of unemployment and poverty are extremely high and two of South Africa's most pressing problems. There is also a widely acknowledged need for housing and municipal infrastructure (water supply, sewerage, streets, storm water drainage, and electricity, refuse collection). From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. Over the past 30 years several projects have been initiated in South Africa to counter unemployment and poverty. Given the socio-economic conditions and political objectives (regarding development, employment creation and alleviation of poverty), it is anticipated that future large-scale construction projects will be proposed by the public sector (National, Provincial and Local Government). The paper will first examine the main tenets of the implementation of development projects through the use of labour-intensive construction and a description of progress elsewhere in Africa and their potential contribution which public works programmes could make to alleviate the poverty and unemployment problems. The research will then analyse the successes and challenges that have been experienced in South Africa in relation to the implementation of development projects over the past 30 years. The paper closes with recommendations and lessons for the future.

  • As one of the major activities of the International Atomic Energy Agency (IAEA), a Coordinated Research Program (CRP) has been implemented with the aim of solving many of the problems facing the Member States by integrating various different levels of each country's technical capabilities in the areas which the Agency needs further technology development. To establish the strategy for an active participation In the CRP and its effective implementation, general features of the current IAEA programs and a prospect of the future program for 2006-2007 are described.(omitted)

Practical Implementation of Maximum Power Tracking Based Short-Current Pulse Method for Thermoelectric Generators Systems

  • The applications of thermoelectric generators (TEGs) have received a lot of attention both in terms of harvesting waste thermal energy and the need for multi-levels of power. It is critical to track the optimum electrical operating point using DC to DC converters controlled by a pulse that is generated through a maximum power point tracking algorithm (MPPT). In this paper, the hardware implementation of a short-current pulse algorithm has been demonstrated under steady stated and transient conditions. In addition, the MPPT algorithm has been proposed, which is one of the most effective and applicable algorithms for obtaining the maximum power point of TEGs. During this study, the proposed prototype has been validated both analytically and experimentally. It has also demonstrated successful performance, which highlights the claimed advantages of the proposed MPPT solution.

  • This paper presents a new index mapping method for DFT (Discrete Fourier Transform) and its application to multidimensional DFT. Unlike conventional index mapping methods such as DIT (Decimation in Time) or DIF (Decimation in Frequency) algorithms, the proposed method is based on two levels of decomposition and it can be very efficiently used for implementing multidimensional DFT as well as 1-dimensional DFT. The proposed pipelined architecture for multidimensional DFT is very flexible so that it can lead to the best tradeoff between performance and hardware requirements. Also, it can be easily extended to higher dimensional DFTs since the number of CEs (Computational Elements) and DCs (Delay Commutators) increase only linearly with the dimension. Various implementation options based on different radices and different pipelining depths will be presented.

Implementation of Spatial Light Modulator(SLM) using a Commercial LCD Beam Projector

  • In this paper, a new high resolution XGA-SLM is implemented through modification of a commercial TFT-LCD beam projector and its optical modulation characteristics as a spatial light modulator(SLM) is also analyzed. First, the optics module, projection lamp and fans are removed from a commercial beam projector and instead some electric circuits to compensate their removal are manufactured and then, by inserting them into the beam projector, a new XGA-SLM is finally implemented. Second, from some optical experimental results, this TFT-SLM is found to have a good optical linearity in amplitude and phase modulation characteristics as a function of the input gray levels. Especially, through implementation of a binary phase-type correlator such as BPEJTC by using the suggested TFT-LCD panel, the implemented SLM is proposed as a new relatively low-cost and high resolution SLM for optical information processing.

The Antecedents of Software Process Improvement for Organizational Capability Maturity and Performance (조직 성숙도 수준과 성과 향상을 위한 소프트웨어 프로세스 개선의 성공 요인)

  • SPI (Software Process Improvement) activities have been considered one of the crucial approaches to achieve high quality, productivity and timely delivery of software products and services. The basic premise of SPI model is that higher maturity levels lead to better performance. In this research, the relationships between SPI results and performance were empirically investigated with Korean software companies. CMM key process areas were categorized into two dimensions, "Process Implementation" and "Quantitative Management". The relationship between process implementation and performance was significant, but the relationship between quantitative management and performance was insignificant. The control variable, size of OU(Organizational Unit), did not have significant impact on the relationships between SPI activities and OU performance.
