Recently, wheat consumption has been increasing in Korea, requiring increased production. Nitrogen fertilization is a critical determinant in crop yield; therefore, it is necessary to optimize the nitrogen fertilization regime with current trends that emphasize the minimum impact of nitrogen fertilizer on the environment. In this study, both nondestructive spectral analysis using a hyperspectral camera and growth analysis were performed to determine the optimal N top-dressing rates after heading. The nitrogen application regimes consisted of three conditions according to the secondary top-dressing rate: N4:3:0 (0 kg 10 a-1), N4:3:3 (2.73 kg 10 a-1), and N4:3:6 (5.46 kg 10 a-1). Subsequently, growth and physiological investigations were performed at the jointing, heading, and ripening stages of wheat, and spectral investigations were conducted. On April 29, as the nitrogen fertilization rate was increased to N4:3:3 and N4:3:6, plant height and grain yield increased by 4% and 8%, and 8% and 52%, respectively, compared to those under N4:3:0. Leaf area index and SPAD value also increased by 13% and 24%, and 32% and 43%, respectively. The R (red), G (green), and B (blue) of leaf color were lowered by 15, 11, and 4 in N4:3:3 and 44, 34, and 18 in N4:3:6, respectively, as compared to the control. Grain yield was the highest at high top-dressing (N4:3:6), however, there was no difference between no top-dressing (N4:3:0) and intermediat top-dressing (N4:3:3). The reflectance analyzed using a hyperspectral camera showed a difference in the near-infrared (NIR) region on March 19, and on April 29, there was a difference both in the visible light region greater than 550 nm and the NIR region. Vegetation indices differed according to fertilization regime, except for the greenness index (GI). The results of this study showed that not only growth and physiological analysis but also spectral indices can be used to optimize the nitrogen top-dressing rate.

Recently, the conservation of mountainous landscape and compensation for diverse demands for mountain areas such as leisure, recreation and welfare are under discussion. The purpose of this study is to investigation the perception of mountainous landscapes by those who view and recognize the landscapes and to estimate economic value by estimating the willingness to pay for the management of mountainous landscapes. This study will provide data for the management of mountainous landscapes. As a result of comparing the perception between the territorial landscape and the mountain landscape, the mountain scenery was 3.96, the management level satisfaction was 3.28, and the management necessity was 4.38, which was higher than the national landscape, while the national landscape was satisfactory but the management level was insufficient. Jeju Island (39.0%) and Gangwon (38.6%) were chosen as the most scenic areas with beautiful forest and mountainous landscape resources. The aesthetic characteristics of the vast skyline of mountain scenery, the background of the area, and the mountainous landscape that forms the landmark were evaluated highly. And, it is considered that consciousness of mountainous landscape management is heightened by 86.8% of respondents, who positively answered the Mountainous Landscape Visual Impact Assessment before the development project. The per capita payment amount for mountainous landscape management was calculated to be 3,742 won and, based on the number of visitors to the mountain National Parks in 2016, it is estimated to have an economic value of about 169.5 billion won. Policymakers have limitations in the mountainous landscape management policies of the administrative subject. Establishing a consensus on the importance and necessity of landscape management by diagnosing the status of public perception is expected to help create more effective policy direction and implement strategies for the management of these areas.

This study was conducted to investigate adolescents' food purchasing attitudes and related factors in the aim of improving youth's ability to purchase food properly and providing basic data on educational program development regarding dietary life. Total 476 adolescents residing in Daegu area participated in this study, and followings are the summary of the results. In terms of concerns in food purchasing, adolescents put priority in order of price(3.81±0.64), taste(3.70±0.72), safety(3.52±0.78), health(2.93±0.92). With respect to food purchasing attitudes, a significant differences were found in economic concern(p<.05) by gender and by the amount of allowance; preference(p<.01) and safety(p<.01) by school year. The analysis of environmental factors affecting food purchasing attitudes revealed that adolescents were most influenced by their parents(3.44±0.62) in food purchasing, whereas friends' influences(2.43±0.60) were relatively low. Regarding the effect of environmental factors on food purchasing, significant differences were found in parents(p<.05) and brands(p<.05) by gender; friends(p<.01) and parents(p<.05) by school year; friends(p<.01) by the amount of allowance. Food purchasing attitudes represented positive correlation with parents, advertisements and brands(p<.001). In addition, regression analysis showed that parents and advertisements affect adolescents' food purchasing. Conclusively, adolescents appear to prioritize price and taste, and they were influenced most by their parents when purchasing food. Therefore, parents, serving as a consumer role model, should instruct their children to learn considerate attitude in food purchasing.
Background : Smoke inhalation injury is an important determinant of mortality in burn patients. The early detection of inhalation injury in burn patients is important because the incidence of respiratory failure after inhalation injury was known to be high, with hypoxemia, pneumonia, and prolonged ventilatory support being commonplace. Acute carbon monoxide poisoning was one feature of smoke inhalation. The purpose of our study were to investigate the clinical characteristics of burn patients whose initial arterial carboxyhemoglobin (COHb) level had been elevated, to assess the clinical impact of COHb for smoke inhalation injury. Methods : Among 1,416 burn patients had been admitted at our institution from August 1, 2001 to July 31, 2002, 39 patients whose initial arterial COHb level have been more than 5% were included. We compared clinical scoring system for inhalation injury, percent total body surface area (%TBSA) burn, initial chest X-ray findings, APACHE II scores and SAPS II scores between survivors (n=27) and non-survivors (n=12) retrospectively. Results : COHb level were 9.7(5.71% and 10.3(8.81% in survivors and in non-survivors (p>0.05). Mean %TBSA burn of survivors and non-survivors were $16.6{\pm}17.8%$ and $60.7{\pm}28.8%$ (p<0.001). We did not find any difference in clinical scoring system, initial chest X-ray findings in survivors and in non-survivors. But %TBSA burn, APACHE II and SAPS II scores were high in non-survivors than in survivors significantly. Important factors associated with death were %TBSA burn, APACHE II scores, SAPS II scores, and the most important factor in predicting mortality was %TBSA burn. Conclusion : Burn patients with elevated initial arterial COHb level showed poor prognosis, but further study may be performed to know that the effect of COHb on prognosis in burn patients accompanying smoke inhalation.
Given that with the development of the 4th industry, interest and desire for smart cities are gradually increasing and related technologies are developed as a way to strengthen urban competitiveness by utilizing big data, information and communication technology, IoT, M2M, and AI, the purpose of this study is to find out how to achieve this goal on the premise of the idea of smart well fair city. In other words, the purpose is to devise a smart well-fair city in the care area, such as health care, medical care, and welfare, and see if it is feasible. With this recognition, the paper aimed to review the concept and scope of smart city, the discussions that have been made so far and the issues or limitations on its connection to social security and social welfare, and based on it, come up with the concept of welfare city. As a method of realizing the smart welfare city, the paper reviewed characteristics and features of a social security platform as well as the applicability of smart city, especially care services. Furthermore, the paper developed discussions on the standardization of the city in terms of political and institutional improvements, utilization of personal information and public data as well as ways of institutional improvement centering on social security information system. This paper highlights the importance of implementing the digitally based community care and smart welfare city that our society is seeking to achieve. With regard to the social security platform based on behavioral design and the 7 principles(6W1H method), the present paper has the limitation of dealing only with smart cities in the fields of healthcare, medicine, and welfare. Therefore, further studies are needed to investigate the effects of smart cities in other fields and to consider the application and utilization of technologies in various aspects and the corresponding impact on our society. It is expected that this paper will suggest the future course and vision not only for smart cities but also for the social security and welfare system and thereby make some contribution to improving the quality of people's lives through the requisite adjustments made in each relevant field.
The Framework Act on the Management of Disasters and Safety 2004(FAMDS) currently underpins Korean civil protection system, and under this FAMDS, Korean civil protection establishes a three-tiered government structure for dealing with crises and disasters: central government, provincial & metropolitan government, and local government tiers. In particular, the concept of Integrated Emergency Management(IEM) emphasizes that emergency response organizations should work and act together to respond to crises and disasters effectively, based on the coordination and cooperation model, not the command and control model. In tune with this trend, civil protection matters are, first, dealt with by local responders at the local level without direct involvement of central or federal government in the UK or USA. In other words, central government intervention is usually implemented in the UK and the USA, only when the scale or complexity of a civil protection issue is so vast, and thus requires a degree of central government coordination and support, resting on the severity and impact of the event. In contrast, it appears that civil protection mechanism in Korea has adopted a rigid centralized system within the command and control model, and for this reason, central government can easily interfere with regional or local command and control arrangements; there is a high level of central government decision-making remote from a local area. The principle of subsidiarity tends to be ignored. Under these circumstances, it is questionable whether such top-down arrangements of civil protection in Korea can manage uncertainty, unfamiliarity and unexpectedness in the age of Risk Society and Post-modern society, where interactive complexity is increasingly growing. In this context, the study argues that Korean civil protection system should move towards the decentralized model, based on coordination and cooperation between responding organizations, loosening the command and control structure, as with the UK or the USA emergency management arrangements. For this argument, the study basically explores mechanisms of civil protection arrangements in Korea under current legislation, and then finally attempts to make theoretical suggestions for the future of the Korean civil protection system.

This study examines the relationships between atmospheric influences and grain yields including yield components as well as growth stages. Data used in this study were collected from the long-term field experiment at Suwon for the period between 1974 and 2000. Mean grain yield of barley cultivar, Olbori, for the recent 14 years(1987∼2000) with warm winters was higher by 0.42 ton per hectare than that for 27 years(1974∼2000) at Suwon as a result of the higher numbers of spikes per unit land area and grains per spike. However, the 1000-grain weight decreased by about 0.6 gram. Mean first day of regrowth for the recent 14 years was earlier by five days than that for 27 years. Also, beginning date of regrowth was positively correlated with that of heading and ripening. Mean period of ripening for the years of 1987 through 2000 was similar to that for 27 years, but mean period of overwintering was shorter by nine days than that for 27 years. On the other hand, mean periods of seedling and tillering were longer by three days than those for 27 years. Meteorological elements at various growth stages affecting grain yield of winter barley were air temperature (positive correlation) and sunshine hour (negative correlation) of overwintering stage, precipitation (negative correlation) of tillering stage, and potential evapotranpiration (positive correlation) of tillering stage. The 1000-grain weight was not significantly correlated with the meteorological elements. Culm length was negatively influenced by high temperature and dry weather situations during the ripening period, but spike length was positively influenced. Overall, it was found that grain yield of barley, cultivar Olbori, was iufluenced by meteorological elements of overwintering, tillering, and ripening stages.

The study was carried to identify the impact on nation-wide genetic evaluation and to obtain basic materials for the development of strategies in Swine Improvement Network Project (SINP). Data consisted of pedigree records of 235,511 and performance records of 70,747 for Duroc from 1987 to 2010 were collected by Korea Animal Improvement Association. Performance traits included three point back fat thickness (Shoulder, Belly, Waist), loin area, days to 90 kg and average daily gain. Exchange of genetic resources cross the breeding farms was not high, and furthermore the sizable farms which can accommodate genetic evaluation within the farm were scarce. Three data sets (individual farm evaluation: I, two sub-group evaluation: S, and whole eight farm evaluation: P) were used for genetic analysis. Genetic variances were larger in subordinate farms than in joiners farms for connectedness, and consequently the heritabilities were generally higher in subordinate farms than in joiner farms with I. The standard errors of heritability were small in the order of I, S and P. Estimated average inbreeding coefficients were 1.12%, 0.95% and 1.53% for joiner and subordinate group with S and population with P, respectively. The estimated correlations of breeding values with I and P were lowest. The correlations of breeding values with I and P for traits ranged 0.22 to 0.45 for moved parent animals and 0.24 to 0.72 for all animals. The results in the study suggest that nation-wide evaluation uses more pedigree information and improves accuracy. Furthermore SINP for connectedness could help to improve the accuracy of evaluation.

Urban atmosphere may play as a harbinger for the future climate change with respect to temperature and $CO_2$ concentration. The Seoul metropolitan area is unique in rapid urbanization and industrialization during the last several decades, providing a natural $CO_2$ dome with increased temperature. This study was carried out to evaluate the feasibility of using the urban-rural environmental gradient in replacement of the IPCC mid-term scenario (after 30-50 years). For this, we measured atmospheric $CO_2$ concentration and air temperature at three sites with different degree of urbanization (Seoul, Suwon, and Icheon). Results from 11-month measurement can be summarized as follows: (1) The annual mean $CO_2$ concentration across 3 sites was in the order of Seoul (439 ppm) > Suwon (419 ppm) > Icheon (416 ppm), showing a substantial urban-rural environmental gradient. (2) The diurnal fluctuation in $CO_2$ concentration was greater in summer than in winter, showing the effect of photosynthesis on local $CO_2$ concentration. (3) The daily maximum $CO_2$ concentration was observed at 0500 LST in spring and summer, 0800 LST in autumn, and 0900 LST in winter, showing the sunrise-time dependence. (4) The observed hourly maximum $CO_2$ concentration averaged for the whole period was 446 ppm in Seoul at 0700 LST, while the minimum was 407 ppm in Suwon at 1500 LST. (5) Compared with the background atmospheric concentration of $CO_2$ in Anmyeon-do (377.4 ppm annual mean), $CO_2$ concentration of the study sites was higher by 14% in Seoul, by 10% in Suwon, and by 9% in Icheon. The observed $CO_2$ concentration in Seoul reached already 98% of the 2030-2040 projection (450 ppm) and 80% of the 2040-2050 projection (550 ppm) under the IPCC BAU scenario, showing a feasibility of using the $CO_2$ dome of Seoul as a natural experimental setting for the mid-term climate change impact assessment.

It is highly anticipated that warming temperature resulting from global climate change will affect the phenological pattern of kiwifruit, which has been commercially grown in Korea since the early 1980s. Here, we present the potential impacts of climate change on the variations of flowering day of a gold kiwifruit cultivar, Haegeum, in the Jeonnam Province, Korea. By running six global climate models (GCM), the results from this study emphasize the uncertainty in climate change scenarios. To predict the flowering day of kiwifruit, we obtained three parameters of the 'Chill-day' model for the simulation of Haegeum: $6.3^{\circ}C$ for the base temperature (Tb), 102.5 for chill requirement (Rc), and 575 for heat requirement (Rh). Two separate validations of the resulting 'Chill-day' model were conducted. First, direct comparisons were made between the observed flowering days collected from 25 kiwifruit orchards for two years (2014-15) and the simulated flowering days from the 'Chill-day' model using weather data from four weather stations near the 25 orchards. The estimation error between the observed and simulated flowering days was 5.2 days. Second, the model was simulated using temperature data extracted, for the 25 orchards, from a high-resolution digital temperature map, resulting in the error of 3.4 days. Using the RCP 4.5 and 8.5 climate change scenarios from six GCMs for the period of 2021-40, the future flowering days were simulated with the 'Chill-day' model. The predicted flowering days of Haegeum in Jeonnam were advanced more than 10 days compared to the present ones from multi-model ensemble, while some individual models resulted in quite different magnitudes of impacts, indicating the multi-model ensemble accounts for uncertainty better than individual climate models. In addition, the current flowering period of Haegeum in Jeonnam Province was predicted to expand northward, reaching over Jeonbuk and Chungnam Provinces. This preliminary result will provide a basis for the local impact assessment of climate change as more phenology models are developed for other fruit trees.

제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
