식생지수와 녹지자연도의 비교평가 (Comparison Analysis of Vegetation Index and Degree of Green Naturality)

  • Vegetation is an important factor in EIA(Environmental Impact Assessment) and it is assessed according to DGN(Degree of Green Naturality) in EIS(Environmental Impact Statement) preparation. But DGN has room for improvement of assessing vegetation Status. This study introduced NDVI(Normalized Difference Vegetation Index) for improving status assessment method that subjects to DGN. For the application of NDVI, Landsat TM data of Chunchon on May 2, 1989 and June 1, 1994, and data of Ulsan on November 5, 1984, November 2, 1992 and May 9, 1994 were used. It compared NDVI with DGN according to season and location. The correlation coefficient value for the spring image (1994, 0.7, p=0.01) was proved to be higher than that of autumn (1984, 0.5, p=0.01).

바다모래 채취 시 해수 수질 및 생태계 영향에 대한 해양환경조사 개선 방안 (Improvements in the Marine Environmental Survey on Impact of Seawater Qualities and Ecosystems due to Marine Sand Mining)

  • 본 연구에서는 우리나라의 주변 해역에서 바다모래 채취 시 발생되는 현탁류에 대해 5년간(2008년~2012년) 해양환경조사서 내 조사 현황을 검토하였다. 이 기간 동안 연 근해역 내 7곳(남해 EEZ, 서해 EEZ, 서해 EEZ 변경 단지, 태안군 관할 해역, 안산시 관할 해역, 옹진군 관할 해역 2곳)의 바다모래 채취구역 중 2곳(EEZs와 연안역 내 채취 구역 각각 1곳)에서 현탁류 내 부유토사의 확산과 이동에 관한 현장 관측이 수행되었다. 그러나 해역별 해양물리적, 지형적 특성과 기상 조건을 반영한 조사 정점 및 범위를 선정한 사례는 확인되지 않았다. 조류, 파랑, 바람장, 수심, 하계 성층화 등의 영향에 의해 부유토사는 바다모래 채취 구역을 넘어 훨씬 더 먼 거리까지 이동될 수 있다. 따라서 바다모래 채취 과정에서 해저층 퇴적물의 재부유, 그리고 준설선박의 여수토와 배사관에서 배출되는 월류수 등에서 기인한 부유토사의 확산에 대해 집중 모니터링 방안과 세부 조사 기법의 도입이 필요하다. 또한 현탁류의 확산 경로상에서 부유물질, 영양염, 중금속 등의 오염물질로 인해 주변 해양환경과 유용 수산생물이 포함된 해양생태계 등에 미치는 누적 영향을 추적하고, 환경 피해를 최소화하기 위한 통합 지침안을 마련해야 한다.

  • 해역이용협의에 따른 협의서 검토현황과 연안이용형태를 분석한 결과, 공유수면 점 사용은 공작물설치와 해수 취배수, 공유수면 매립은 산업단지조성, 항만 어항개발과 도로건설의 점유율이 높았고, 점 사용은 서해에서 그리고 매립은 남해에서 우세하였다. 지역별로는 전남, 경남지역과 인천 경기지역에서 이용행위가 많았다. 해역이용협의 검토량은 2008년이 전년도에 비해 약 200건 이상 증가하였고, 협의과정에서 준설토 해양투기, 매립, 준설, 해수 취배수, 바다골재채취와 규사채취에 대해 보완요청이 주로 이루어졌다. 연안이용은 대부분 해양환경기준 I등급 또는 II등급의 지역에서 집중되었고, 특히, 법령상 해양 규제지역인 특별관리해역에서는 항만 어항개발과 관련된 매립과 공작물설치, 국립공원에서는 공작물설치와 호안정비가 많았다. 또한, 수산자원보호구역에서는 호안정비, 공작물설치와 해수의 취배수 행위가 많이 이루어진 것으로 평가되었다. 해역이용협의제도의 제반적인 합리성과 신뢰성을 높이는 방법 등 개선방안을 제도운영 및 정책적인 측면과 협의서 작성과 관련한 해양환경영향평가 측면으로 구분해서 정책제언을 제시하였다.

전략환경평가의 제도화 동향과 국내 도입 방안 (The Study on the Institutional Trend and Introduction of SEA in Korea)

  • Environmental Impact Assessment(ElA) in Korea has been used to improve environmental conservation and decision-making since environmental impact statement(EIS) was introduced in 1981 with the promulgation of the Environmental Preservation Act in 1977. which replaoed the Pollution Control Act legislated in 1%3. Together with a rapid growth of environmental perception as well as the diversification of development activities, however, it has recently bring about a strong demand for a new assessment process related to the strategic level of policies, plan, programs. In order to overcome such a limit in ElA system, Prior Environmental Review System(PERS) was introduced for assessment of administrative plans mainly concerned with development projects in 1993. In 1999. the regulations for PERS have been established by an amendment of the Basic Environmental Policy Act.Therefore the foundation of EIA system to integrate environmental concerns in planning processes and project works has been refonned. However the results of the execution of PERS were somewhat insuffident due to the institutional and technical matters. As the world's attention turns to sustainability and the considerations of cumulative effects, the concept of strategic envirorunental assessment(SEA) has taken on more significance and urgency and increasing number of countries and international organizations now undertake some form of SEA. The term SEA, however, is variously defined and understood, generally it means a formal process of systematic analysis of the envirorunental effects of development policies, plans, programmes and other proposed strategic actions. This process extends the aims and principles of EIA upstream in the decision-making process, beyond the project level and when major alternatives are still open. In this paper, we are discussing the significance of SEA and its relevance to EIA and the international trends and institutionalization of SEA. In conclusion we are discussing the comprehensive developing plan for SEA in Korea, then proposing a plan to make institutional arrangements for its application.

The Impact of Strategic Planning Factors on Service Quality: An Empirical Study of Private Universities in Oman

  • The study investigates the impact of strategic planning (SP) factors on service quality (SQ) in private universities (PUs) in Oman and how they fit together in the development of higher education institutions (HEIs). The reports of the Ministry of Higher Education (MoHE) in Oman revealed that the service quality in private universities is unsatisfactory. This study employs a quantitative method. Data were collected from a sample of 730 academics and administrators. Structural Equation Modeling (SEM) based on AMOS software was applied for data analysis. The results of the structural paths showed that, among the strategic planning factors, only environmental scanning and leadership had a direct significant impact on service quality. However, mission statement and participation had insignificant direct impact on service quality. The findings suggest that environmental scanning and leadership are critical factors in predicting service quality dimensions of private universities. The findings add to the body of knowledge particularly in the Omani context, which can be useful in the neighboring countries as well. The study combines two different popular models in addressing service quality. The study also clarified the importance of each factor of the strategic planning process, which give a comprehensive picture of the university.

The PRISMA Statement: The Characteristics of Fashion Distribution Channels in Virtual Reality

  • Purpose: Virtual reality's impact on fashion distribution extends beyond singular transactions, facilitating the emergence of novel collaborations. As investigating the characteristics of fashion distribution channels in virtual reality, this study explores how the fashion industry can utilize virtual reality distribution channels to their maximum capacity while minimizing potential disadvantages. Research design, data, and methodology: The approach used to gather previous studies for this study adheres to the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) methodology. This method is widely acknowledged and recommended for its systematic and transparent approach to selecting relevant literature. This kind of literature search plays a vital role in a systematic evaluation as it informs the results. Results: The finding indicates consistently a total of eight kinds of characteristics of fashion distribution channels in virtual reality. The result means that the attributes of fashion distribution channels in virtual reality are causing significant changes in the fashion industry, revolutionizing the consumer experience, and redefining the parameters of creativity and collaboration. Conclusions: In sum, the global reach and accessibility of modern technology enhance the capacity of fashion companies to expand their market presence. This facilitates their participation in intercultural interactions and allows them to serve a wide range of customers.

보건영향평가제도도입을 통한 보건과 환경의 통합적 접근방안 연구 (Integration Approach Environment and Health through Introduce to Health Impact Assessment)

  • Although Environmental Impact Assessment(EIA) in Korea has been improved markedly over the past two decades, by enlarging the range of projects for assessment, instituting pub lic participation and environmental monitoring, and similar measures, it remains deficient in its coverage of human health in Environmental Impact Statements(EISs). Health Impact Assessment(HIA) can supply the necessary correctives. HIA is a combination of procedures, methods and tools by which a policy, programme, projects or legislative procedure may be judged for its potential effects on the health of a population, and the distribution of these effects within it. The principle of health protection is, however, established as a primary concern in EIA processes, in practice health is scarcely mentioned or the discussion is limited to a description of effects through the biophysical environment. The whole range of possible effects on health, including those mediated by socio-economic factors is often ignored, and no effective mechanism are in place to successfully incorporating health criteria and expertise into environmental, assessment(EA) that include ElA, SEA. These are foremost among the current issues facing EIA in Korea.

  • 환경영향평가 정보지원시스템은 환경영향평가 관련 정보의 다양화, 최신화 및 질적 향상, 그리고 평가서 및 협의 의견 등의 자료를 데이터베이스화를 통하여 평가서 작성의 기간단축 및 사회적 비용절감과 안정적인 서비스를 제공하여 사용자의 편이를 제공하여 환경평가제도 운영의 효율성을 극대화하기 위하여 추진되고 있다. 이 연구에서는 본 시스템의 지리정보서비스를 소개하고 사용자들의 편의성 향상과 서비스 지원범위 확대 등을 위하여 시스템 사용자의 설문조사를 통한 지리정보서비스의 활용성 개선방안을 제시하고자 수행하였다. 지리정보의 자료 업데이트 관련한 개선방안으로 환경공간정보의 자료수집, 구축, 그리고 활용을 위한 일원화된 인벤토리 구축을 위하여 데이터하우스의 단계별 유통 및 연계방안을 수립하여 제시하였다.

LCA를 이용한 고속철도 건설단계에서의 환경부하 특성에 관한 연구 (A Study on the Characteristics of Environmental Impact in Construction Sector of High-Speed Railway using LCA)

  • 본 연구에서는 국내 고속철도노선 전과정 중 건설단계에 대하여 각 분야별(토목, 궤도, 건축 및 전철전력/신호통신분야) 주요 건설자재 및 중장비 에너지 사용량을 토대로 전과정평가(Life Cycle Assessment, LCA) 방법론을 적용하여 주요 환경부하 특성을 분석하였다. 그 결과, 분야별 환경영향 기여도는 토목분야가 약 89%로 가장 높게 나타났으며, 궤도 7%, 건축 2%, 전철전력분야 2% 순으로 나타났다. 가장 기여도가 높은 토목분야의 경우, 주요 영향평가 범주는 지구온난화, 자원고갈, 광화학산화물생성으로 각각 54%, 25%, 8%로 나타났으며, 주요 영향인자는 레미콘과 시멘트인 것으로 분석되었다. 향후 철도 건설단계에서의 전과정평가 적용은 정량적인 환경부하 산정을 통해 효율적인 저감방법을 도입할 수 있다.

미국의 EIA 사례에 비추어 본 건강영향평가 도입 방안 (A Study on Introduction Scheme of Health Impact Assessment Compared to EIA System in the United States)

  • With its more than 35 years of experience with EIA of NEPA in United States, the extensive knowledge base of EIA could be the most suitable place for initial field of HIA to explore lessons available for. However, caution is needed as the technical differences in analysis, different policy context, and distinct professional culture between EIA and HIA might be. The successe of EIA of NEPA is the integration of environmental goals into decision making process, improved planning, and increased transparency and public involvement, whereas shortcomings of it were defined as the excessive volume and complexity of EIA documents, the limited and adversarial public involvement, the procedural process (not substantive), focus on projects (not on policies and programs), and the limited consideration of health impacts. Integrating HIA into existing EIA process is positive in two reasons that the human health is closely related with natural environment and EIA process is a fully established process that effectively cuts across bureaucratic and sectoral boundaries. Also, integrating of HIA into EIA might be a way with least resistance for the widespread use. A freestanding HIA separated from EIA is desirable in terms of excessive volume of EIA documents and the procedural and legal focus of EIA. It is needed to develop the formulated methodologies for advancing HIA whether it is a part of or separated from EIA, and to estimate the potential values of HIA in the substantial society context. When possible, HIA should be established on the ways that EIAs have been used successfully.
